City Seeks Master Developer For Colony Park Master Plan
The City of Austin launches its search for a Master Developer for the Colony Park Sustainable Community. The Economic Development Department released a Request for Qualifications (RFQS) on October 23, 2017, for 208-acres of publically-owned land in Northeast Austin. This solicitation marks a significant milestone for a project that has involved extensive community engagement and planning resulting in the Council-adopted Colony Park Master Plan and Planned Unit Development (PUD) zoning district.
The City seeks a master development partner to create a transformative pedestrian-oriented, mixed-income, sustainable community that includes single-family, multifamily, commercial, and mixed-uses. The City also envisions facilities for education, job training, healthcare, and other public services that will be compatible with existing adjacent neighborhoods.
The RFQS provides an opportunity for qualified respondents to demonstrate their experience in developing large scale, master planned communities through public-private partnerships utilizing development characteristics and entitlements similar to those detailed in the Colony Park Master Plan. The Master Developer will be selected through a Two-step Process. In Step One, the City will evaluate RFQS submissions and identify a shortlist of qualified Master Developers for further consideration. In Step Two, the City will issue a Request for Proposals (RFP) to the shortlisted Master Developers who will have an opportunity to submit a proposal including a development concept and business plan. An evaluation panel with community representation will select a preferred Master Developer for recommendation to City Council in summer, 2018.
Colony Park is located roughly seven miles from Downtown, near the intersection of Decker and Loyola Lane, and in a rapidly growing area for new development.
