Name: Civil Red Light Administration
Objective: The purpose of Civil Red Light Administration is to study, assess, and install cameras at public street intersections and facilitate the administration of justice by processing red light citations and conducting administrative hearings for the community so that traffic safety is enhanced.
History: This program was authorized by the City Council in November 2007 in order to reduce traffic collisions and fatalities by using cameras at red lights as authorized by the 80th Texas Legislature. Ultimately, the goal is to reduce the number of accidents at red light intersections. A pilot program was conducted during 2007 with the actual program beginning in 2008. The 80th Texas Legislature set many requirement for assessing red light intersections prior to installing cameras. The Austin Public Works Department makes these assessments and oversees the installation of cameras at the intersections recommended by the Austin Police Department. Once cameras are installed, videos of potential violations are submitted to the Police Department for review. The Police Department determines if a violation has occurred and, if so, a notice is sent to the registered owner of the vehicle and the case is filed in Municipal Court. Municipal Court is responsible for the due process and administration of the cases filed. The 80th Texas Legislature set maximum penalties, required that special purpose funds be established to account for these projects, requires that 50% of net revenue be remitted annually to the state and outlined authorized uses of retained income.
