The Capital Contracting Office, Office of the Director provides support services to the department in the following areas: Request for Council Action (RCA) Program administration, Public Information Requests (PIRs), financial management, purchasing and accounts payable services, human resources management, marketing and communications services, business systems development and management, records management, as well as executive and administrative support.
The Contract Development and Administration Division is responsible for developing Professional Service Agreements and Construction Contracts from Council Award to execution. Other functions include:
The Contract Procurement Division manages the procurement process for all Capital Improvement Projects, including competitive-bid construction, professional services and alternative delivery solicitations from issuance to city council award. Its primary functions also include Recommendation for Council Action (RCA) preparation and resolution of contractor and consultant protests of procurement actions. The division also manages the City’s Rotation Lists and provides Alternative Delivery Contract Management functions.
