Jose Luis Salon utilized Family Business Loan Program for expansion
Lamar Union officially opened its latest tenant, the José Luis Salon, a high-end unisex hair salon who opened its second location at the newly renovated and expanded vertical mixed-use development on Sunday, May 17.
The City of Austin Economic Development Department celebrated José Luis Salon’s efforts, to utilize a small business low interest loan to finance the expansion, with a ribbon cutting ceremony. At least 18 new jobs will be created by the salon.
“The City works hard to ensure that entrepreneurs have the support they need during the difficult early days of starting their business, and also later on when their business has matured and is ready to expand and create jobs,” said District 5 Council Member, Ann Kitchen.
“This is part of the Economic Development Department’s broader efforts to ensure that businesses and entrepreneurs reach their full potential,” said Kevin Johns, Director of the City’s Economic Development Department. “By providing businesses of all sizes greater access to the capital they need, it provides entrepreneurs the tools they need to grow and create jobs.”
The Family Business Loan Program (FBLP), a public-private partnership between the City of Austin Economic Development Department Small Business Program, the U.S. Department of Housing and Urban Development, and ABC Bank, which offers a low interest rate and low borrower equity requirement helped in the expansion. The program utilizes no city funds.
“Since 1988, José Luis Salon has succeeded in launching trendy hair collections, high-profile events and a hair and beauty agency for celebrities. By opening a second salon location here in Austin, our brand has reached a new milestone,” says José Buitron, master stylist and owner of José Luis Salon. “We are thrilled to expand our business to the Lamar Union Shopping Center, the new location will attract more people and serve as a go-to destination for a creative and fun salon experience.”
The original José Luis Salon remains located off West Sixth Street.
The Family Business Loan Program mission is to enhance the overall quality of life for Austin residents. The program requires borrowers to create one job for every $35,000 borrowed, and 51% of individuals hired must be deemed low to moderate income as defined by federal levels.

The new 3,000 sq. ft. salon, designed by José Luis and Bill Pitts, is an expression of how the José Luis Salon has developed over the last decade. Inspired by the life of the artists themselves –the space is a well-curated mix of luxe and edgy Hollywood regency décor while remaining warm and inviting.
The Lamar Union location has a dedicated retail space with clothing accessories and beauty products, styling and color areas, as well as a private treatment room. The salon features a ceiling mural painting of Katherine Hepburn with a twist by local artist, Jason Eatherly.
