Rosie Truelove, Capital Contracting Officer (Currently on Assigment as the Interim Director of Neighborhood Housing and Community Development)
Rosie Truelove is the Officer of the City of Austin's Capital Contracting Office (CCO). CCO has the delegated authority and responsibility for procurement and contracting services related to the City's Capital Improvement Program. She began her career at the City of Austin in 1999. She has worked in information technology, in the City Manager's office where she served as an Executive Assistant to the Deputy City Manager and to the City Manager, and in the area of capital projects before assuming her current responsibilities. Rosie is a founding member of Woman-to-Woman, an employee organization at the City of Austin and has served on numerous cross departmental groups focused on technology governance and human resources. She is a graduate of the LBJ School of Public Affairs.

The Contract Development and Administration Division is responsible for developing the Professional Service Agreements and Construction Contracts from the time of Council Award through execution, as well as processing Supplemental Amendments. The Administration function is responsible for all financial system transactions and wage compliance monitoring of Capital Improvement Project contracts.
Melissa Pool, Support Services Division Manager
The Support Services Division is responsible for Request for Council Action (RCA) Program administration, financial management, purchasing and accounts payable services, human resources management, marketing and communications services, business systems development and management, records management, as well as executive and administrative support.
The Contract Procurement Division is responsible for issuing all Capital Improvement Project solicitations for the City of Austin and procuring construction and professional services through a variety of methods, from Invitation for Bid to Qualification-Based Selection.
