The City of Austin is committed to improving the experience of residents, small businesses, developers and other stakeholders who may need a development permit or planning-related service.
In June 2014, City staff commissioned Zucker Systems to act as a consultant and perform a thorough analysis of what was then, the Planning and Development Review Department. The department was reorganized in March 2015 into two departments, now known as the Development Services Department (DSD) and the Planning and Zoning Department (PAZ). The final report produced by Zucker Systems was delivered on May 8th, 2015. In response, DSD and PAZ underwent an extensive process to lay the groundwork to making necessary changes for Austin's future. DSD and PAZ launched an Action Plan, titled "Roadmap to Success," that was a customer-centered approach developed by employees to better serve the community. The Action Plan was to be completed over two fiscal years, and included a series of metrics to demonstrate progress as work occurred to improve the development process.
The Action Plan was completed in September 2017, however, work continued on several Action Plan deliverables until issuance of the final report in February 2019.

The Success Metrics identifies key performance measures and target goals for the Development Services Department. These metrics gauge the performance of review times, wait times, employee investment, and technology to assess business processes and organizational efficiencies.
