Austin Public Health Announces RFA for COVID Housing Programs

Request for Applications (RFA) Solicitation Number: RFA #005-COVID HOUSING 2020-NPS

Austin Public Health seeks qualified social service providers with demonstrated experience in services using Rapid Rehousing, Homelessness Prevention, and/or Diversion interventions to provide COVID housing for persons who are experiencing or at imminent risk of homelessness in Austin/Travis County.

The total funding amount is $3,979,209. The City of Austin is releasing $2,937,358 of available one-time funds with the RFA solicitation, and an additional $1,041,851 in funding recommendations from the Texas Department of Housing and Community Affairs.

Applicants are encouraged to submit by no later than 12 p.m. CST, June 24, 2020.

This Request for Applications includes a combination of funding sources; including federal funding sources: Emergency Solutions Grant - Cares Act (ESG-CV) and Community Development Block Grant-Cares Act (CDBG-CV).  There are specific allowable costs for each funding source outlined below.  Further, the ESG funding will be administered by two different entities. Texas Department of Housing and Community Affairs (TDHCA) and Austin Public Health (APH) will each be administering a portion of ESG-CV funding. Neighborhood Housing and Community Development Department (NHCD) will be administering the CDBG-CV funding.

To submit an application, agencies must first be registered in Partnergrants.  The steps below must be completed:

  1. Confirm that your organization is a registered vendor with the City of Austin. If you are not sure, you can search by your organization’s legal name and find your City of Austin Vendor Number. If you need to register to become a potential City of Austin vendor, go to Austin Finance Online to register.
  2. If you haven’t already, register in the City's PartnerGrants system. The applications will be submitted through this web based system. Go To Partnergrants to get to the site and click on “Register Here.” Note that you will need your City of Austin Vendor number to complete your registration in PartnerGrants.
