Austin RFP Seeks to Build Affordable Housing in East Austin

Austin Housing Finance Corporation (AHFC) has announced a competitive Request for Proposals process for developers interested in constructing income-restricted affordable housing on two AHFC-owned properties located in East Austin at 900 Gardner Road and at 1127 Tillery Street. 

The Gardner Road Development is a six-acre property located in the Johnston Terrace neighborhood of East Austin.  Priority will be given to proposals that include units restricted to deep levels of affordability below 50 percent of Median Family Income (MFI), provide affordable owner-occupied units for households earning at or below 80 percent of the area MFI, and include a higher proportion of affordable multi-bedroom units and dedicated continuum of care units for persons experiencing homelessness. 

The Tillery Street Development is a 5.1-acre property located at 1127 Tillery Street in the Govalle neighborhood of East Austin.  Priority will be given to proposals that include units restricted to deep levels of affordability below 50 percent of MFI and that provide affordable owner-occupied units for households earning at or below 80 percent of MFI.  In addition, priority will be given to proposals that integrate development in a way that maximizes the preservation of an existing pecan orchard that is to be dedicated as parkland, and preserves Protected and Heritage Trees on the site.

Voluntary pre-submittal meetings will be held on Monday, June 22 via the ​Webex teleconference platform. Sunday June 21, 2020 is the last day participants can register to attend the virtual pre-submittal meeting.  Participants will be emailed a link to join the meeting on the morning of Monday, June 22.  The Gardner Road meeting will be held at 6:30 p.m. and the Tillery Street Development will be held at 8 p.m.  Register on the RFP Website for the pre-submittal meetings and to receive the login information to the virtual meeting.

THE DEADLINE FOR PROPOSALS IS MIDNIGHT SATURDAY JULY 25, 2020.  Proposals must be postmarked prior to the submission deadline to be considered for award under this solicitation.  Proposals should be mailed to the Austin Housing Finance Corporation, identifying the specific project:

Upon selection by the Board of Directors, AHFC will work to execute an agreement to develop the properties before the end of the calendar year.
