The City of Austin’s Chief Information Officer, Stephen Elkins, has been named the Public Sector Information Technology Executive of the Year by the Association of Information Technology Professionals.
The award recognizes achievements each year by IT professionals in the public sector. Elkins was presented with the award at their yearly conference. Elkins serves as CIO for the City of Austin, Communications and Technology Management department (CTM). As CIO, Mr. Elkins oversees the use of information technology to improve performance across the City.
The Public Sector IT Executive of the Year award is recognition of the executive’s leadership and achievement in innovation, creativity, and process transformation. This past year the City’s IT organization amassed more than a dozen awards and achievements under Elkins guidance, including winning five Public Technology Institute awards for work supporting the mission of the City of Austin.
Some of the most critical achievements for the City in the past year were the creation of new applications that directly impacted the public and encourage open government. During his time as CIO, Elkins has been a champion for open government. The City has created the City of Austin Open Data Portal that has more than 1.4 billion points of data available. In addition, this year the City introduced CIVIC (Capital Improvements Visualization, Information and Communication) and IMMPACT (Austin Infrastructure Management, Mapping, Planning and Coordination Tool).
The CIVIC application furthers transparency, fosters collaboration and provides best managed delivery of capital improvement projects. IMMPACT is an online tool that manages and supports the coordination of citywide infrastructure activities such as capital improvement projects, permitting activities, special events, and maintenance plans.
Elkins has served as CIO since 2010. He came to the City of Austin with more than 17 years of senior management experience at Applied Materials. Prior to his appointment as CIO, he served as Director of the Small, Minority Business Resources department at the City. Elkins holds a Master of Business from St. Edwards University and a Bachelor’s of Science in Electronic Engineering Technology.
