Austin, TX – Austin Public Health (APH) and the Austin Housing Finance Corporation (AHFC) released a competitive Request for Proposals (RFP) solicitation to develop and operate a multifamily rental housing development(s), with on-site social services, on a three-acre property—located at 3515 Manor Road— owned by the City of Austin and the AHFC at the southwest corner of Manor Road and E.M. Franklin Avenue in Central East Austin.
This RFP is a partnership between APH and the AHFC. Supporting documentation is available on the RFP web page.
The development of the property at 3515 Manor Road is anticipated to address both affordable housing priorities and additional community priorities that were identified through previous public engagement efforts. The development shall consist of one or more multifamily rental developments developed as low-income affordable housing for families, and Permanent Supportive Housing for persons experiencing homelessness.
The required Permanent Supportive Housing will be supported by on-site social services to be provided by an experienced non-profit and funded through a Social Services contract with APH that is awarded through this RFP.
Complete proposals must be submitted to the AHFC by 5 p.m. CST on April 29, 2022 to be considered for award. Submission instructions are included within this RFP—available on the RFP web page.
Following contract award, as determined by the Austin City Council and AHFC Board of Directors, the proposed developer(s) and social service provider(s) will enter an Exclusive Negotiation Period with APH and the AHFC, the goal of which shall be the negotiation and execution of at minimum the following agreements by September 15, 2022.
