In response to the COVID-19 outbreak and the associated limitations on public gatherings, the City of Austin has created a new website to expand opportunities for the public to provide valuable input on spending an anticipated $20.8 million in U.S. Housing and Urban Development Agency (HUD) grants.

The City’s website provides a one-stop location to inform Austinites about the federal grant funding received from HUD and provides more details about how the community can provide input on uses of the funding.

The HUD funding has been used to support programs for affordable housing, homelessness assistance, community development, economic development, and public services through four federal formula grants: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). 

To help prevent the spread of COVID-19, HUD is allowing some programmatic modifications to the normal community input processes. The City is working with HUD to identify these modifications to allow for the continuation of public input during directives and protocols that cities have identified in response to COVID-19. More details about modifications to processes due to COVID-19 will be provided on the website as they are received.

Community Assessment Comment Period
In an effort to continue the public input process to gather public input on the community’s needs and service gaps, the City is holding a virtual, online community needs assessment public hearing before the Austin City Council on Thursday, April 23, 2020. Details about how to sign up to provide public comment during the virtual public hearing are available City Council Meeting Information Center.

Draft Housing and Urban Development Spending Plan Comment Period
Once community suggestions are incorporated, a draft spending plan will be available for review and additional 5-day public comment.  Austinites will again be encouraged to submit their comments and suggestions through the via standard mail, email, or the SpeakUp Austin website once the draft plan is made available (details below).

Expansión de oportunidades para comentar sobre los fondos del Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos durante la pandemia de COVID-19

En respuesta a la pandemia de COVID-19 y las limitaciones que ha causado en las reuniones públicas, la Ciudad de Austin ha creado un nuevo  sitio web para expandir las oportunidades para recibir las opiniones valiosas del público sobre la utilización de aproximadamente $20.8 millones en subvenciones del Departamento de la Vivienda y Desarrollo Urbano de los Estados Unidos (HUD, en inglés).

El  sitio web de la Ciudad provee un lugar centralizado para informarles a los austinianos sobre los fondos de subsidios federales recibidos de HUD y provee más detalles sobre cómo la comunidad puede opinar sobre la utilización de estos fondos.

Los fondos de HUD se han utilizado para apoyar programas de vivienda económica, asistencia para las personas sin hogar, desarrollo comunitario, desarrollo económico y servicios públicos a través de cuatro subvenciones de fórmula federal: Subsidio Bloque de Desarrollo Urbano (CDBG), Programa de Sociedad de Inversiones para el Hogar (HOME), Subsidio para Refugios de Emergencia (ESG) y Oportunidades de Vivienda para las Personas con SIDA (HOPWA). 

Para ayudar a evitar el contagio de COVID-19, HUD está permitiendo ciertas modificaciones programáticas a los procesos normales para recibir comentarios del público. La Ciudad está trabajando con HUD para identificar estas modificaciones para permitir que continúen los comentarios públicos durante las directivas y protocolos que las ciudades han identificado como respuesta a COVID-19. Se añadirán más detalles al sitio web sobre las modificaciones a los procesos debido a COVID-19 según se reciban.

Periodo de comentarios sobre la determinación de necesidades de la comunidad
En un esfuerzo para continuar el proceso para recibir comentarios del público sobre la determinación de necesidades de la comunidad y lagunas en los servicios, la Ciudad estará llevando a cabo una audiencia pública virtual en línea ante el Concejo Municipal el jueves 23 de abril de 2020. Los detalles sobre cómo inscribirse para proveer comentarios públicos durante la audiencia pública virtual están disponibles en el Centro de Información del Concejo Municipal.

Periodo de comentarios sobre la versión preliminar del Plan de Utilización de Fondos de Vivienda y Desarrollo Urbano
Una vez se incorporen las sugerencias del público, se publicará una versión preliminar del plan de utilización de fondos para revisión y un periodo adicional de 5 días para comentarios del público.  Se les animará nuevamente a los austinianos a que envíen sus comentarios y sugerencias a través del correo postal regular, correo electrónicoo el sitio web SpeakUP Austin una vez esté disponible la versión preliminar del plan (detalles a continuación).
