Note: The single-family discount expired in the fall. November 2016 bills reflected the entire amount of the drainage charge without the discount.
Prior to November 2015, the drainage charge was a flat rate of $9.80 for single-family residential properties per month. Now the drainage charge is different for each property based on the amount and percent of impervious cover on that property. With this change, some single-family properties saw a decrease in the charge, and some saw an increase.
For some, the increase in the charge may have been a few dollars per month, but for almost 18,000 residents, the charge more than doubled. The single-family discount helped phase in this increase and has now expired. The discount reduced increases in the drainage charge by half from October 2015 to October 2016.
The table below shows the breakdown of increases to the drainage charge, beginning with November 2015 bills, for single-family residences before the discount is applied.

Here’s how the discount worked. A single-family resident whose drainage charge was scheduled to increase from $9.80 to $13.80 would have incurred a $4 increase. With the single-family discount, the charge for this resident increased by $2, instead of $4, to make the total charge $11.80 from October 2015 to October 2016.
Similarly, a single-family resident who was going to see an increase of $10 instead saw an increase of $5 for the same time period.
Who Got the Discount
The discount only applied to single-family properties where the drainage charge increased. It did not apply to duplexes, triplexes, fourplexes, condominiums, multi-family, or commercial properties. It also did not apply to single-family properties with a drainage charge less than $9.80.
If you were receiving the discount, there was a line item on your bill under "Drainage Service" called "Maximum Bill Charge." This line showed the amount of your drainage charge with the discount in effect.
