El querellante alega que tres oficiales desconocidos asignados al Comando del Área del Centro de la Ciudad (DTAC, en inglés) lo atacaron y le rompieron cinco costillas perforándole un pulmón. La Oficina de Fiscalización de la Policía recomendó que esta alegación reciba una clasificación A.
