UPDATE: APD Charges Second Suspect in 2021 Homicide

UPDATE:

On Wednesday, December 17, 2025, a 1st degree murder warrant was issued for Lamar James, Black male, 29 years of age. James was already incarcerated in the Texas Department of Corrections for unrelated charges. James is the second suspect charged in the murder of James Burrows.

Location:  1400 E. 38 ½ St.  
 
Deceased:  James Burrows, White male, born 7/8/1958
 
The Austin Police Department (APD) has identified James Burrows as the deceased in the Sunday, August 1 homicide on E. 38 ½ St. Austin 9-1-1 received a report of a person lying in the parking lot. 
 
Homicide investigators and crime scene technicians responded to process the scene and interview witnesses.        
 
On August 2, 2021, the Travis County Medical Examiner’s office conducted an autopsy and ruled the cause of death as gunshot wounds and the manner, Homicide.
