On Saturday, September 20, 2025, at around 1:37 p.m., Austin Police Department (APD) officers responded to a check welfare call that reported a baby was found inside a dumpster in the 8600 block of N Lamar Boulevard. Officers and Austin-Travis Emergency Medical Services arrived at the scene and transported the baby to a local hospital.

The baby is doing better and remains in the hospital for evaluation.

APD Child Abuse Unit Detectives and Crime Scene Specialists arrived at the location to process the scene, gather evidence, and interview witnesses. Based on evidence gathered, detectives believe that Neli Dinora Rivera Felipe abandoned the newborn infant in the dumpster.

On September 22, 2025, Neli Dinora Rivera Felipe was arrested and booked into the Travis County Jail. She is charged with Abandoning or Endangering a Child, Elderly Individual, or Disabled Individual. This investigation is open and ongoing.
