About the APFC
The Austin Public Facilities Corporation (APFC), established in 2023 as a ‘public purpose' entity under the Texas Public Facilities Corporation Act (Chapter 303), plays a pivotal role in supporting the City of Austin's public facilities initiatives. Its mission is to assist the City in financing, refinancing, renovating, expanding, redeveloping, constructing, acquiring, conveying, leasing, owning, operating, or providing public facilities or facilities related thereto. This mandate authorizes the APFC to employ a range of methods sanctioned by law to achieve its goals, as directed by the City's Governing Body.

Our Projects
Austin Water Control Center712 E. Huntland Dr The City acquired the 5.82-acre tract in 2024. The property included an existing office building approximately 102,593 square feet (SF), with associated parking. It will provide Austin Water with a new facility to support its operations and consolidate three separate analytical laboratories under one roof. APFC engaged Kirksey Architecture to renovate the existing building to support the office, analytical lab, and Control Center needs of Austin Water. Schematic Development and Pricing packages were completed in early 2025 with full design scheduled to be completed in summer 2025. Novo Construction was selected as the General Contractor (GC). They will assist with final design and anticipate starting construction in late fall 2025. |
Olive Grove Building2400 Grove Blvd In 2024 the City purchased an approximately 107.1-acre site, consisting of a 46.78-acre tract with two buildings totaling 189,765 SF of office and flex space, plus two additional vacant tracts of land totaling approximately 60.3 acres. The larger of the two buildings (approximately 142,000 SF) will be used for office space for City departments and the smaller building (approximately 47,000 SF) will be a Combined Transportation, Emergency & Communications Center facility used for coordinating future emergency operations. Preliminary programming requirements for both buildings will be conducted and then a Request for Qualifications (RFQ) will be issued in Fall 2025 for the interior improvement design work. |
Public Safety Administrative Campus1501 and 1601 S. Mopac This campus will allow the City to co-locate the Austin Fire Department (AFD), Austin Travis County Emergency Medical Services Department (ATCEMS), and Austin Police Department (APD) administrative offices into a single public safety headquarters campus. The property consists of approximately 13.8-acres, with two four-story Class A office buildings totaling approximately 390,963 square feet of administrative office space and 417,640 square feet of gross building area, and two five-level parking garages with approximately 1,551 garage and surface parking spaces. This acquisition will address inadequate facilities and working conditions across the three departments, support beneficial collaboration and future growth, and allow for much improved public access. The location is also ideal for easy access to downtown and has a transit stop directly in front of the property. The City will work with existing tenants as they develop their plans to leave the space at or near the end of their lease terms. AFPC engaged AECOM and Sixthriver Architects in early summer 2025 for programming and design of interior and exterior work to the two buildings. |
Public Safety Warehouse11708 McAngus Rd The City purchased Building 4 at Infinity Park in 2024. The structure is a tilt wall building with a metal joist roof system and an interior area totaling approximately 239,315 SF. AFPC engaged STG Design in the fall of 2024 for design services to finish out the building with a combination of office space, warehouse functions, secured evidence storage, secured specialty supplies, distribution and other ancillary uses. Once completed it will house areas for the Forensic Science Department (FSD), Homeland Security & Emergency Management (HSEM), Austin Fire Department (AFD) and Emergency Medical Services (EMS). AFPC solicited a GC in February 2025 and expects to select and have someone under contract by summer 2025. Once a GC is onboard, they will work with the Design Team on pricing and bidding. AFPC expects to submit for permitting in winter 2025. |
Northeast Service Center8301 Johnny Morris Rd The Northeast Service Center (NESC) will serve as a primary administrative office and vehicle service center for Austin Resource Recovery (ARR) and Fleet Mobility Services Department (FMSD). The property is situated on approximately 132-acres in northeast Austin. The facility will incorporate vehicle servicing shop areas, warehousing, administrative office, outside storage and vehicle storage that will consolidate current operations from various locations. The facility will operate 24/7 and support key operations during emergency events. AFPC engaged Stream Realty Partners, Austin Development LLC as its development partner in 2024 to oversee the management and coordination of planning, design, entitlement, permitting, construction and completion of the project. Construction is anticipated to begin in summer 2025 with a projected 24-month construction period.

Darrell Alexander is an accomplished professional renowned for his distinguished career in facility management and public administration. Appointed as the Director of the Building Services Department for the City of Austin on June 8, 2020, he brings a profound strategic vision aimed at maintaining the organization's leadership in energy management, sustainability, and streamlined facility operations.
Prior to his role with the City of Austin, Mr. Alexander held various influential positions at Sodexo Inc. since 2012, most recently providing leadership and guidance in facility management operations for multiple universities across the United States. This encompassed overseeing more than 11 million square feet, 327 facilities, and a workforce of 524 employees.
Before his tenure at Sodexo Inc., Mr. Alexander spent several years with Kellogg, Brown, and Root (KBR) Government Operations as a Deputy Project Manager, where he played a pivotal role in providing Base Life Support to over a dozen military bases in the Middle East. Notably, he was instrumental in the successful logistical planning and execution of moving KBR personnel and property out of Iraq. Additionally, he managed the final phase of 12 site mergers with a budget exceeding $800 million.
Mr. Alexander is a retired military professional and holds various certifications, including Military Advanced Leadership and Management, Program Budgeting and Execution, Mastering Project Management, and Lean Six Sigma Green Belt. He earned a Master of Public Administration from Norwich University and a Bachelor of Business Administration from St. Edward’s University.

Kimberly Olivares is Deputy Chief Financial Officer for the City of Austin, Texas where she oversees the treasury, real estate, strategic facility delivery, and economic development financing functions. Her twenty-year career in local government includes various roles in Financial Services, the City Manager’s Office, and Public Works.
Kimberly received her B.A. from the University of Notre Dame, Master of Public Affairs from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin, and Master of Business Administration from St. Edward’s University. She has also worked for the City of Southlake, Texas, and the City of Tampa, Florida.

Jason Alexander currently serves as the Deputy Chief of Airport Affairs for the Department of Aviation. Jason joined the department in March 2023 with 19 years of experience at the City of Austin. Throughout his career with the City, Jason has worked in several departments, including the Austin Parks & Recreation Department, Human Resources Department, Austin-Travis County Emergency Medical Services Department, Austin Fire Department, and multiple assignments in the City Manager’s Office, and has applied important business and public policy principles in each role he has served.
Most recently, Jason was the Chief of Staff to the City Manager, an executive role where he supported the City’s daily operations and was responsible for numerous staff and administrative functions within the office. He also provided leadership and oversight to the City’s Equity, Innovation, Sustainability, and Resilience Offices.
Jason earned a Bachelor’s degree in Business Administration with a minor in Government from the University of Texas at Austin, and holds a Master of Public Administration from Texas State University.

Stuart Reilly is Austin Energy’s Deputy General Manager of Business Services. In this position, Reilly serves as Chief Risk Officer and Chief Administrative Officer in addition to overseeing the utility’s business functions, including Finance, Technology and Data, Employee Development and Corporate Support Services, which includes Austin Energy’s facilities.
Reilly has previously served as Deputy General Manager and Chief Operating Officer as well as Interim General Manager of Austin Energy. Reilly joined Austin Energy as Chief of Staff in January 2019. Prior to that, he worked as an Assistant City Attorney for the City of Austin, specializing in in utility regulations, operations, transactions, customer programs, and renewable energy.
Stuart Reilly holds a Bachelor of Arts in Government from the University of Texas at Austin and a Juris Doctor degree from George Washington University Law School.

Real Estate Officer Michael Gates has led the Financial Services Department’s Real Estate Division since May 2021. In this role, Michael is responsible for managing the City’s vast real estate needs for the Capital Improvements Program (CIP), voter-approved bond programs, and numerous special projects. This includes the acquisition of property for parkland and open space, conservation easements, and affordable housing, in addition to leasing, property management, and procurement of appraisals/cost estimates.
Michael joined the City of Austin in 2002 and has served his entire tenure in Real Estate capacities. During his career, he has successfully managed the acquisition of real estate interests for over $1 billion in capital projects. Notable real estate projects he managed include the Austin Clean Water Program, the South IH‐35 Water/Wastewater Program, the Watershed Protection Department’s multiple flood buyout programs, the 2016 Mobility Program, and the acquisitions to support construction of multiple new fire/EMS stations.
Under Michael’s management, the real estate acquisition component of the Austin Clean Water Program was recognized as one of the Top 10 American Infrastructure Projects of the Past 75 Years by the International Right of Way Association (IRWA). In addition, he provided oversight of the acquisition of five hotels to support the City’s permanent supportive housing priorities and provide a domestic violence shelter.
Michael holds a Bachelor’s degree in Government from the University of Texas, is a licensed Real Estate Broker from the Texas Real Estate Commission, a licensed Realtor, and holds the Senior Right of Way Professional designation from the IRWA.
