OPO Recommendation Case #2023-0697, Officer Mark Lakes

In response to Interim Chief of Police Robin Henderson's disciplinary determination regarding Officer Mark Lakes in case #2023-0697,  the Office of Police Oversight recommends that APD administer the appropriate discipline for Classification A in APD's General Order Disciplinary Matrix. OPO's review of the Internal Affairs investigation revealed that Officer Lakes's conduct violated General Orders 364.2 Off-Duty Law Enforcement Actions, 364.4 Decision to Intervene, 900.1.1 Responsibility to Know and Comply, and 900.3.2 Acts Bringing Discredit Upon the Department. The OPO recommends that Officer Lakes not be permitted to utilize education-based discipline for the APD policy violations and that he receive a temporary suspension that aligns with APD's policies and discipline matrix.
