City of Austin Seeks Proposals to Expand Supportive Housing Services

Austin Homeless Strategies and Operations, in partnership with Travis County Health and Human Services, released a Request for Proposals today seeking qualified social service providers to deliver supportive services to individuals experiencing homelessness who are living in permanent supportive housing.
 
The solicitation supports the AT-Home Initiative, a coordinated effort among local public and private partners to reduce homelessness through housing-focused, data-driven strategies. The initiative provides intensive case management and connects residents to critical services that promote long-term housing stability.
 
The effort includes $6.7 million in funding over five years to expand supportive housing services in Austin and Travis County.
 
“This joint effort between the City of Austin and Travis County demonstrates our ability to work together, align resources, and jointly invest in solutions that work,” said David Gray, Director of Austin Homeless Strategies and Operations. “The supportive housing we will fund is one of the most effective tools in our toolkit to help people exit homelessness and stay housed. Ninety-eight percent of people who are housed through permanent supportive housing do not return to homelessness. This effort builds on the progress we’ve made, and it reflects our shared commitment to using data, effectively using resources, and funding proven strategies to achieve better outcomes for our community’s most vulnerable residents.”
 
“Travis County is proud to provide funding, along with the City of Austin, to support those who are willing to provide services for our unhoused neighbors,” said Pilar Sanchez, Travis County Executive for Health and Human Services. “Combined with our previous investments of $118 million in permanent housing, Travis County has shown it remains committed to supporting our vulnerable communities.”
 
The City of Austin and Travis County seek experienced providers, including collaborative partnerships, with a demonstrated ability to deliver permanent supportive housing services. Applicants must be site-based and have housing vouchers.
 
Selected providers will deliver case management and supportive services that help individuals obtain and maintain stable housing, including connections to health care, employment assistance, and other critical resources.
 
The City of Austin and Travis County anticipate awarding contracts to up to three providers for an initial 12-month term beginning in September 2026, with options and to extend based on performance and funding availability.
 
The solicitation builds on the City of Austin and Travis County’s efforts to expand permanent supportive housing as part of a broader strategy to address homelessness. Through initiatives such as AT-Home, the City of Austin, Travis County, and their partners are working to improve coordination across systems, better utilize resources, and achieve stronger outcomes for the community’s most vulnerable residents.
