History: Communications is a core activity. The activity is mandated by Chapter 771 of the Health and Safety Code. Call takers ask pertinent questions and enter information for police dispatch, or transfer calls for other PSAPs. A 3-1-1 non-emergency call system was implemented September, 2001. The 3-1-1 System was operated by the police department until 2007 when it was transitioned to a citywide non-emergency 3-1-1 call system.
