The public can participate in a council meeting in two ways: (1) general citizen communication and (2) speaking on specific agenda items.

1) General Communication

Time is set aside at 12 noon at each council meeting for a maximum of 10 individuals to address the council on topics of their choice. A person who intends to speak at this time must register in advance with the City Clerk’s Office. Registration must include the meeting date, name, contact information, and location (either in Council Chambers at the meeting or off-site at a participating library). 2021 General Citizen Communication Schedule

The registration period for a given meeting begins at 9:00 am 21 days prior to the meeting and ends at 4:30 pm 14 days prior to the meeting.

A person may not speak at general communication more often than once out of every three regularly scheduled council meetings.

2) Speaking on Specific Agenda Items

Public comment will be allowed in-person or remotely by telephone. Speakers may only register to speak on an item once either in-person or remotely.

The online registration period will open at 10:00 a.m. on the Monday before the Council Meeting and close at 12:00 p.m. Wednesday.

In-Person Public Comment will occur as follows:

Speakers will be taken in blocks at 10:00 a.m. and 2:00 p.m. For all items on the consent agenda, Public Hearings and all non-consent items other than Zoning, public comment will be taken at 10:00 a.m. For all zoning items public comment will be taken at 2:00 p.m. Additional time slots may be added as needed or at the request of Council.

To speak in-person at a City Council Meeting:

Speakers must submit the online registration form in advance. The form can be found at: https://cityofaustin.formstack.com/forms/austin_city_council_speaker_signup.

  • Registration must be submitted by 12:00 p.m. the day before the meeting. Advanced registration allows staff to manage the number of speakers in chambers to accommodate social distancing requirements.
     
  • Once the registration form is received, residents will receive either an email or phone call providing instructions on speaking at the meeting following the close of the registration period.
     
  • Handouts or other documents that speakers wish to have provided to Council must be emailed to City.Clerk@austintexas.gov by 12:00 p.m. the day before the meeting. This information will be provided to Mayor and Council in advance of the meeting.
     
  • Currently speakers may not donate time to other speakers.
     
  • Currently speakers may not pull consent items from the consent agenda.
     
  • The allotted time provided to speakers may vary as determined by Council.
     
  • Requests for language translation/interpretation services or sign language services must be emailed to City.Clerk@austintexas.gov 48 hours in advance of the meeting. 

Remote (Telephone) Public Comment will occur as follows:

Remote speakers will be taken in blocks at 10:00 a.m. and 2:00 p.m. For all items on the consent agenda, Public Hearings and all non-consent items other than Zoning, public comment will be taken at 10:00 a.m. For all zoning items public comment will be taken at 2:00 p.m. Additional time slots may be added as needed or at the request of Council. Times are subject to change as determined by Council.

To speak remotely at a City Council Meeting:

  • Speakers must submit the online registration form in advance. The form can be found at: https://cityofaustin.formstack.com/forms/austin_city_council_speaker_signup.
     
  • Registration must be received by 12 p.m. the day before the meeting. Advanced registration allows staff to determine the number of speaker blocks needed and assists with managing the number of speakers in the speaker queue.
     
  • Speakers will be grouped in blocks of time 10 AM or 2 PM based on the agenda item they registered to speak on. Additional speaker blocks may be added depending on the number of registered speakers with speakers being grouped in blocks based on when the registration was received. The number of blocks will be determined by the number of registered speakers.
     
  • Speakers will receive either an email or phone call providing instructions on speaking at the meeting following the close of the registration period.
     
  • Handouts or other documents that speakers wish to have provided to Council must be emailed to City.Clerk@austintexas.gov by 12 p.m. the day before the meeting. This information will be provided to Mayor and Council in advance of the meeting.
     
  • On the day of the meeting you will receive a call to the number listed on the registration form from the City of Austin (512-974-2000) to join the speaker queue at your assigned time slot. Please refer to the emailed instructions provided by staff prior to the meeting for specific instructions for the meeting and instructions on how to reconnect if your call is dropped.
     
  • Currently speakers may not donate time to other speakers.
     
  • Currently speakers may not pull consent items from the consent agenda.
     
  • The allotted time provided to speakers may vary as determined by Council.
     
  • If you are calling using a cell phone, please ensure you are in a location with good reception. If you are using a wireless connection, please note your call may drop depending on the service.
     
  • Requests for language translation/interpretation services or sign language services must be emailed to City.Clerk@austintexas.gov 48 hours in advance of the meeting. 

Participation at a Work Session

Except as provided in the City Code, citizen participation is not permitted at a work session meeting.
