On May 4, 2022, the OPO received a phone complaint.
The complainant alleges: APD arrived at his residence to follow up on a call about a domestic
issue in his apartment. The officers did not identify who they were, and he could not see who they
were. He opened his door and one of the officers asked repeatedly if everything was ok. He
responded yes and told them they must have the wrong apartment number. The female officer
asked if she could come in. He asked her if she had a warrant, and she responded no, SO he told
her she could not come in without a warrant. As he closed the door another Hispanic male officer
put his foot in the door and said he was coming in. Complainant asked for a supervisor and told
them he was going to call his attorney. At that point, the officer reach in, grabbed his shirt, and
tried to force him outside. As he pulled away the officers rushed into his apartment, tased and beat
him. The officers left without arresting him.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
