On February 9, 2023, the OPO received a phone complaint.
The complainant alleges: Officer
was involved in theft operations at a small
park, not sure of the name, something like the
The
complainant was not committing a crime when Officer
purposely ran into him
with a black unmarked SUV with a grill guard attached. Officer
left without
rendering aid or checking on him. Officer
then ran into another member of the
press. The incident should be on the dashcam. It was an assault with a vehicle. Officer
committed a crime with a dangerous weapon. It is illegal for others to run into
police officers and other people with their cars, SO how is it legal for the police to run into
him and his friend while they are filming, a constitutionally 1st amendment-protected
exercise, and how can APD violate their 4th amendment right resulting in injury?
Afterward, maybe an hour or half an hour later, they went to

complainant yelled at an officer several times trying to get a Sergeant to file his complaint.
The officer heard him but ignored him because they don't want to be held accountable.
Officer
hit him with his vehicle because he has filed complaints against him
before, which were cleared by OPO, and all the departments involved. Now a situation is
being created where this officer not only targets people and is on video harassing and
harming people, but he is also involved in retaliation against people who file complaints.
People never file police complaints because nothing ever happens, and they are retaliated
against. It is all criminal and it involves OPO, APD, the academy, and supervisors. They
are very dangerous and bad cops. At about
the same day, while he was observing
with his ID clearly around his neck, he watched officers violate their oath in a camping
area. The complainant showed officers the statute and they did not want to read it. APD is
being told to violate the law. One of the officers, maybe
grabbed a person the
complainant was talking to. Another officer threatened to arrest and kidnap the
complainant for filming the incident, unconstitutionally violating his 4th amendment right
and his 1st amendment right to film. The officer threatened to arrest the complainant for
putting his foot on the curb. The officer then told the complainant he could not come into
the work zone. They are trying to use the Texas transportation code to create an area where
the press cannot be. The work zone is only put out when the complainant is present. The

complainant is lawyered up and this will be audited at a federal level. He has been
assaulted, beat up multiple times for the same thing, and now has been hit by a police
vehicle and no one is doing anything.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
