On March 6, 2023, the OPO received an online complaint.
The complainant alleges: I exited the
facility and was standing near the
entrance to the police facility immediately north of the
facility.
An unknown assailant walked up and mac3d me for now reason.
I began calling for the police.
Within a couple if minutes teo ifficers appeared out of the garage entrance.
They immediately hand cuffed me and 2hile doing so, one officer inentionally closed.my
right cuff SO tight it injured me. I started screaming as the officers pulled me backward to
sit on the curb.
While I was still screaming the ither officer, that tighetened my left cuff, began adl8ng me
what happened
This went on for 2 or minutes until the officer which did not assault me finally relented and
tried to losen the right cuff.
The cuff was o tight he was not able to ac5ivate the realease and both officers helped me
up and again the officer that did not assault me had dificulty getting the cuff to release but
eventually managed.
My wrist was swolen with tingling in my hand for 3 days after, and even now,
later, my rist ia still tender.

A stranger randomely assaulted me with pepper spray and while and stood defenslessnwith
snot all over my face calling for help the responding officers immediately assaulted me
agaon.
At one point on the way to the hospital the officer that dod not assaulted me refused to
remove the hand cuffs til I 3ad noce to hom then violated my 4th amendment right by
threatening to arrest me for using rough language to critique hos performance of duty.

determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
