Complaint: The Office of Police Oversight received an online complaint alleging the following:
"Austin Police Department has been profiling me for five years. This is something that's
been going on for about 5 years the Austin Police Department has been profiling me. When
I go places like the store or other places to take care of business they have been informing
people that work there. I have had my doctors and other people in places tell me that I was
under surveillance I said okay. The problem is I haven't done anything to anybody, not one
person. When I go wash my car at

, I was told that the
police call them and tell them to watch me while I wash my car. It has gotten to where I
am thinking that they are hoping that I get in a confrontation with one of the workers at the
places that I go in. The other thing is that they have been tampering with my car. They have
a tracking device put on my car I don't know where it's at but know it's there. I won't know
for sure until some professional expect my car to tell me otherwise. I have not been
physically approached by any officer only intimidated and harass that has cause doubt and
anxiety. I have known that my phone has been tapped for a very long time, I have no
problem with that I'm not breaking the law or bothering anybody just trying to live my life
one day at a time. If what they are doing is justify SO be it, if not please tell them to stop.
I'll be more than happy to sit down with anyone to tell them my story and complaint. Thank
."

This notice of formal complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and
Municipal Civil Service Rules.
Recommended Administrative Policies to Review (to include but not limited to):
301.1 PURPOSE AND SCOPE RESPONSIBILITY TO THE COMMUNITY
All persons deserve protection by fair and impartial law enforcement and should be able to expect
similar police response to their behavior wherever it occurs. Employees will serve the public
through direction, counseling, assistance, and protection of life and property. Employees will be
held accountable for the manner in which they exercise the authority of their office or position.
Employees will respect the rights of individuals and perform their services with honesty, sincerity,
courage, and sound judgment.
The City of Austin is committed to compliance with the American Disabilities Act. Reasonable modifications and equal access to
communications will be provided upon request.

Recommended Classification: The OPO is permitted to make a preliminary recommendation on
the classification of administrative cases.
