On April 4, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant works as a security officer for
There was an event held on the high school field and the administration
asked to have everyone park on the
parking lot and walk to the event on the high
school field. Over 200 people attended the event and not one of them gave them any static except
one police officer who parked in a handicap space on the
parking lot. The
police officer told him that he had a handicap placard because his mother-in-law has to have the
vehicle accessible. He told the police officer that he would have to drop his mother-in-law off and
pick her up in the high school parking lot. The officer then told him federal law says he can't kick
him out of a handicapped spot. The complainant then responded -- he was not kicking him out of
the handicapped spot but off of the parking lot. The complainant is a retired officer with 24 years
of experience, has knowledge of the law, and would call APD to remove him. The officer
responded he was a 14-year veteran of APD and there has to be signs up. The security guard called
his boss and his boss said just let it happen, SO he walked away. As he was walking away the
police officer made a disparaging remark about him being a security guard. When the complainant
asked the officer to identify himself, the officer pulled out a card. When he tried to get a closer
look, the officer pulled it away and said, "You can't touch it." The officer would not tell him his
supervisor's name or the division he was in. About 30 minutes later the complainant approached
the officer and asked, "Where do you want your vehicle towed to?" The officer got really upset --
SO he smiled, shook the officer's hand, and told him he was just messing with him. He told him
everything was fine, but he would be contacting OPO.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
