On March 1, 2023, the OPO received a phone complaint.
The complainant alleges: The complainant and her friends were waiting in line for pizza
on
when a police horse bumped into her and her friends. The horse knocked one of
her friends to the ground and stepped on the complainant's foot. When she got back to her
Airbnb, her sock was drenched in blood. She has been to urgent care and is now in a boot,
suffered fractures, and her nail is falling off. An officer saw what happened and asked for
the complainant's name and date of birth. She's not sure if he wrote a report. After the
incident the police just kept walking, didn't ask them if they were ok, or offer aid. The
complainant states that the horses bulldozed through them without any warning. There
were multiple witnesses who yelled at the police asking why they did that to the
complainant and her friends.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
