The Right of Way (ROW) Management division of Austin Transportation and Public Works verifies that ROW activities comply with federal, state and local standards. The team makes sure traffic can move safely through and around these activities.
Austin's Right of Way Management team is available for walk-in services Monday through Friday, 7:45 a.m. to 4:45 p.m. at the Austin Permitting and Development Center. If you have specific needs, we encourage you to schedule an appointment to ensure the appropriate subject matter expert is available to assist you.
Right of Way Core Functions:
- Issuing Permits and Licenses to Operate in the ROW
- Providing Traffic Control Planning, Review, and Inspection for the ROW
- Running the Austin Utility Location and Coordination Committee and the Downtown Austin Project Coordination Zone
- Establishing Local Standards for ROW Activities via Mobility Guidelines

- All permits must be applied for online. Most permits do not require an appointment. To request an appointment, click here. Your request will be reviewed within two business days.
- Application fees are non-refundable. Ensure you have selected the correct application on our Permits page before submitting the application.
