taking my phone. I said you can't take my phone, I'm trying to call my brother. He started
wrestling me on the bed and said I was resisting. I said I was not resisting. I never touched him.
He put his weight on me, trying to get my phone. With his right hand he punched my left ribs at
least 10 times, full force, like a punching bag, with rage. He wrestled me to the floor. Then the
other officers came.
They took me to booking. I talked to the nurses there and said I couldn't breathe. They said this
man needs to go to the hospital now. The same officer took me to the hospital. They did the X-
Rays and said I had shattered ribs, 5-6 different ribs are broken. I made a comment, "This is BS,
what he did" - I was in so much pain, I didn't realize that the same officer who did it was in the
hallway with me. Then he said, "It was me, I did that," like he was bragging about it. I said that
was pretty messed up. Another officer came and I overheard him telling the other officer that SIU
has stepped in. Then the officer changed his attitude toward me completely.

Squad car 9422 just blocked the box at Koenig and Laird and prevented 2 cars from entering
traffic during a red light at 2222 and Burnet. The car in the left lane next to him actually followed
the law, so if not for this officer, everyone at the stop sign could have gotten onto Burnet.
Disappointing to see APD can't obey the laws of traffic, but not unsurprising given all of the
officers I see turn their lights on to run a red light.

Dear Sgt. Boudreau and Members of the Police Oversight Team,
I am submitting this formal request for your immediate assistance regarding the ongoing theft
investigation assigned to Detective Dennis Schmidt under case number 2025-9024893.
Under the Texas Crime Victims' Rights Act, Texas Code of Criminal Procedure, Article 56.02,
victims have the right to be informed of and protected from undue delay in the processing of their
case. Moreover, courts recognize emotional distress caused by criminal acts and have held law
enforcement agencies accountable for timely and diligent investigation to prevent further harm
(see Texas Code of Criminal Procedure, Art. 56.03 and State V. Smith, 334 S.W.3d 540 (Tex. Crim.
App. 2011)).
The incident in question occurred on September 19th, 2025. Following the Austin Police
Department's guidance on September 22nd, 2025, I have undertaken multiple, good-faith
attempts to amicably contact
, residing at
, to
retrieve personal property belonging to myself and a co-victim.
On September 24th, 2025, after continued but unsuccessful attempts to reach

), I filed a formal police report alleging theft of personal
property shared by myself and the co-victim copied on this communication.
Despite numerous follow-up attempts by both myself and the other victim, no communications or
updates have been received from Detective Schmidt, raising concerns about the timely
progression of the investigation.
Pursuant to Texas Penal Code § 31.03, theft occurs when a person unlawfully appropriates
property with the intent to deprive the owner of possession. The property unlawfully withheld
includes government-issued and federally protected documents, medical and financial records,
digital media, electronics, clothing, and furniture-items of significant legal and personal
importance.
The ongoing delay in the investigation and lack of communication have caused substantial
emotional distress, deprivation of rights to personal property with unique identifying
information, financial hardship, and disruption to our daily lives.

So I was walking my bike "in the Bike Lane" on Pernaldes between E.7th St going to E.6th St.
When approaching E.6th St i was stopped by APD. 2 officers, 1 Male Asian, late 20s early 30s, and
1 Hispanic Male, early 20s, very unprofessional. During the stop the Hispanic Male was provoking
me, after I was simply being honest about the situation. If you look at the Dash Cam on the
Cruiser, you can clearly see (hear) him provoking me and you will also see (hear) me telling him
look I'm not trying to give you a hard time. He stops. Then this Officer laughs at me and I tell him,
it's funny to you because you ain't on this side of it. This happened around 10:00 pm on E.6th St
and Pernaldes. They stopped me because I was walking my Bike in the Bike Lane. After being told
what I was stopped for they asked if I had any weapons. I replied yes. They asked where is it. I
replied in my bag. They Asian Officer took the bag, opened it, then asked if he could search. I said
you already got it open. When he puts his hand in the bag I tell him a I got a bag of weed in there
too. They gonna see it while looking for the weapon. (hand knife) They kept my weed and let me
go. I tell them both on the Dash cam thats some good too, after they told me they were gonna
confiscate it. I know they were gonna smoked it. Is this the new norm routine stop nowadays. The
young dude was laughing at me and swears he was laughing at his partner and not me. Cuz the
Departments a joke. I hope you find the video. I'm sure them rookies been messing up like this. If
yall don't straighten them Boys out APD gonna get defunded again. Ill be dam if this is where my
hard earned Tax Dollars are going.

I was stopped by Officer Knightner right outside my apartment claiming he was looking for
someone named Derrick (I don't remember the last name) who lived in the apartments and had
warrants. I told the officer that is not me. He then went on a typical tyrant fishing expedition
asking for my ID. I told him I've done nothing wrong and don't have to provide my ID. The officer
tried to use the old go to of the smell of marijuana as a reason to detain me (which is crazy that
someone who is an officer, doesn't even know the law and that the smell of marijuana is no longer
probable cause to detain someone). He asked me to walk to his car. On the way there, he
responded to radio communication that I wasn't being compliant which is a lie. When I pointed it
out, he said "oh, you're not giving me your ID. That's why". Sirens start going off and 4 or 5
officers rush to the scene. Officer knightner then said I was detained and had to give him my id.
When given my id, the officer said, you're not who I'm looking for and instead of ending the whole
thing, he continued to harass me, putting me in handcuffs and searching me. He took a very small,
personal amount of hemp from me, called my name in, and then let me go. When I told him, I
don't feel safe because there's someone in my apartments running around with a warrant, that
we need to find him, all of the officers left the apartments. This was extremely confusing to me
because out of the officers mouth, he said he was there looking for someone who lived in the
apartments that had warrants. Then why did he leave without trying to locate this individual?
The truth is Officer Knightner is a liar and lied to harass me and get my ID. These are not the
actions of someone who is "awesome" and "is all about building positive relationships and getting
involved in community programs" as claimed by APD in a post on Instagram in 2023 about
Officer Knightner. Far from it. These are the actions of someone who is a liar and abuses their
authority. I've called numerous your office numerous times since the incident, with no
answer....and even left a message for a call back 2 days ago which is also received no call back
from. Guess that explains why only 6% of reported of officer misconduct is reviewed by your
office.

New Complaint Submitted Concerning the Previously Reported Incident on October 4, 2025:
Dear Municipal Office,
I am submitting this as a formal complaint regarding a deeply concerning incident that occurred
on the night of October 4th on 6th Street. Multiple police officers on scene failed to respond
appropriately to a medical emergency involving a young woman experiencing a seizure in public.
Instead of administering or facilitating immediate medical assistance, the officers acted in an
unprofessional and negligent manner, disregarding the urgent need for aid. More alarmingly,
individuals who attempted to assist the victim were confronted by these officers. One of the
bystanders who rendered aid was pepper-sprayed by police and subsequently denied medical
attention despite being visibly affected.

My house was broken into and when we called 311, since a gun was missing they advised us to
call 911. I left for work at 630 am noticed my neighbors outside, didn't think much of it. I
returned from work around 1130 and continued working from home. My cousin got home
around 5 and noticed belongings missing from his room including jewelry, money, shoes, and
glasses. I went to check my room and noticed my jewelry, purses, gun, and other accessory items
missing. Called 311 and was instructed to call APD.
This is the second time my house has been broken into within two years. I have a suspicion it's
my neighbors because they're in and out of jail and use drugs, but my ring camera did not catch
anything from the front. Upon telling the officers what was taken and what happened. They began
to accuse my cousin and I of committing insurance fraud. Saying that
This is pathetic how minorities are treated in Austin.
We have an original older home in east Austin with window units. My suspicion is they removed
the window unit or popped one of the windows out and placed it back on before exiting the back
door. It's not rocket science to know these older homes aren't as secure as the newer homes on
our block.
They dismissed our claims and made me feel belittled and embarrassed for reaching out for help!
I hope your staff takes a trauma informed training so that they can respond to crime scenes with
more empathy than being assholes and accusing citizens of insurance fraud.
I would like a call back from a supervisor to hear about what corrective action you will take. At
least have your officers educate themselves on how to respond to situations with more
compassion and through a trauma informed lens.

play loud music any time of day and night. Tonight they are playing loud music. I started calling
911 at 11:45pm, now it's 12:53am, I called three times already and nobody is showing up,

She is travelling and visiting Austin. She was at Starbucks trying to charge her phone. They closed
and her phone was not charged yet, so she stated she was stranded. The buses weren't running,
and her phone wasn't charged. At around 4:30 Starbucks employees returned to the store and
called 911 to issue a criminal trespass. The police came. One of the officers became combative
when she asked for his information. She felt unsafe around that officer and stated his body
camera wasn't on, so she called 911 and requested to speak to that officer's supervisor. She
alleges 911 dispatch gave her false and misleading information. She then crossed the street.
Three more officers arrived and pursued her across the street from the Starbucks. One of the
officers threatened to arrest her for making the 911 call against them. Sergeant Martinez arrived
on site, and she was able to speak to him, and she left the location. She called 911 because she
still felt unsafe and asked to speak to a different supervisor. The operator told her she would have
to go back to the location and speak to Sgt Martinez. She felt unsafe doing that, so she hid until
they left. She stated she was unlawfully trespassed, given false information, and made to feel
unsafe.

On the night of 10/01/2025 my son
was coming to my house when he
asked me to meet him outside my apartment at

went outside to him being chased by a numerous amount of police cars. My son parked his car
and a lot of police officers ran to his car with guns drawn I was trying to let one police officer
know that my grandbaby might be in the car so please don't shoot he assured me that they
wouldn't and he asked me to step back a little bit which I did. Me my friend
and
were a good distance from the officers and my son when out of nowhere officer Justin Wright ran
full speed and tackled me on the ground causing me to injure my elbow. My friends helped me up
off of the ground and I started screaming at him asking him why did he push me on the ground
then Justin Wright proceeded to tell me to put my hands behind my back I was going to jail. I
asked him for what he never gave me a reason so I told him to get the hell away from me and
don't touch me. He moved away when Sgt. Michael Carter came to ask me what happened. I told
Mr. Carter what happened and he told me that an officer said I hit a officer which is not true. I told
officer Carter I would definitely be going to jail if I hit an officer. Then Mr. Carter asked me if I
wanted to file charges on Justin Wright? I told him yes Mr. Carter proceeded to partially write
down the information I needed to file a complaint. I asked Mr. Carter if he could give me my sons
car keys and belongings he said it's not up to him to decide. By that time EMS services came and
attended to my wound. Mr. Carter came back with my keys and my son's belongings and the
officers were leaving the scene and I said "wait where all y'all going? I need that man's
information that tackled me" Mr. Carter then said oh I thought you didn't want to press charges. I
said I do want to press charges on that ass hole because he should have never put his hands on
me. Mr. Carter then finished writing the information I needed to complain on Justin Wright and he
handed me the paper. Another officer came up and took photos of my injured elbow and majority
of the officers left except officer Carter and Justin Wright and another officer stayed in the
parking lot of my apartments talking. I went inside with my friends mad upset and hurt that
someone especially a police officer would do that to me. -

My name is
I was arrested by Austin police on September 26, 2025 for Public
Intoxication, at around 10:09 pm, at or near 88 Rainy Street. I was walking on the sidewalk 0 my
way home which was less 10 minutes away, and the police sprinted down the street and arrested
me for "being in the street" when they told me not to. I did not resist, when I was transported to
the police station, I got out of the police car I asked for a supervisor. At that point I was struck by
an officer and fell to the ground at which point my head hit the ground and the officers placed a
spit mask over my face. When they saw I was bleeding, they took off the mask and transported my
to the hospital where it was determined that I sustained a nasal bone fracture, black eye, and a
laceration above my right eye requiring 4 stitches for which I had to be taken to the hospital and
given a CT scan. They also shot me up with Haldol at the hospital at least 3 times when I tried to
tell them the police had given me these injuries, which was against my religion and I expressly
told them I didn't consent to the drugs. When I was transported back to the police station, they
then handcuffed me to a chair for 3 hours and the handcuffs on my wrists and ankles were so
tight that I lost my voice screaming for them to loosen them and no one ever did until
approximately 3 hours later resulting in swollen wrists and ankles for the next 4 days. I was held
in police custody from approximately 10:09 PM on 9/26 until 5:51PM on 9/27/25 for
approximately 20 total hours for a public intoxication ticket.
I believe my constitutional rights were violated (excessive force).

The complainant, in a Submit an Anonymous Concern form on the APO website, stated that
I am writing to formally report an incident involving Officer Garcia #10339 who used what
appeared to be excessive and unnecessary force on October 10, on 6th street in the late hours of
the night proceeding to the early hours on October 11. During the incident, Garcia #10339
violently punched a young man without making any visible attempt to deescalate the situation
first. This was caught on video. Officer Garcia #10339 literally knocked him out. The young man
fell to the ground and was not responsive. Officer Garcia then backed up very aggressively as if he
wanted to continue, and not even attempting to render aid to the now unconscious young man on
the floor in the middle of the street.
This behavior deeply concerns me, as it seemed disproportionate to the circumstances and
inconsistent with the standards of professional conduct expected from law enforcement officers. I
believe that all officers should prioritize de-escalation and maintain control of situations without
resorting to violence whenever possible.
I am requesting that this incident be investigated thoroughly and that appropriate action be taken
to ensure accountability and prevent similar occurrences in the future. Please let me know the
next steps in filing or following up on this complaint.

mother. He is the guy that's on the ground
while the officer is on top of him continuously punching him. Then the other officer joins to hit
my son's head/skull. This is very disturbing and disappointing. I'm saddened by the situation and
forced use of these officers. What also has caught my attention is that only 1 officer has been put
on restricted duty but what about the other officer? Is he not being investigated? While my son

The complainant, through the online File a Complaint form, stated:
Me and my boyfriend were entering ACL gates. BOTH of our wristbands scanned and the light
turned green. One of the officers pulled my boyfriend aside and said there was something wrong
with his wristband she then pointed him to the tent for assistance with wristbands. While he was
walking the 10 ft to the tent ANOTHER officer stops my boyfriend and immediately kicks him out
with NO explanation. Because I was waiting to the side for my boyfriend the first initial officer
started getting in my face demanding to see my wrist to cut my wristband off and also kick me
out. I refused because I was a paying customer with the wristband registered to my name and the
light showed green meaning I was okay to enter. The officer didn't let me show proof of purchase
and then grabbed me and threaten to take me to jail and assumed I was drunk. Two other officers
grab me from my back and both arms the first initial officer grabs my wrist and cuts off my
wristband that I paid for. One of the officers prior to my wristband getting cut off asked if they
were "doing too much and should drop the situation" but the initial officer disagreed and cut my
wristband off. Then all three pushed me and my boyfriend out of the gates. While walking out a
worker associated with ACL threatens to fight me on her day off.

The Complainant alleges:
Yesterday, October 13, 2025, at approximately 4:33 PM CST, I called 911 to report a domestic
violence incident at The Heights on Parmer, specifically involving Apartment 1137. I work in the
front office at this property and received a report from our maintenance technician regarding a
possible domestic violence situation.
I was informed that the individual causing harm to the tenant may have been in possession of a
firearm and was attempting to prevent her from leaving the home. During my call to 911, I
provided the dispatcher with a description of the individual with the firearm, as well as the
tenant's name, age, and date of birth.
Police officers arrived shortly after and, from what I understand, made contact with the tenant. I
was later told that the officers were informed no firearm was present, but they entered the
apartment with their weapons drawn, which understandably frightened the tenant.
Following this event, I began receiving multiple phone calls - first from a blocked number and
then from two other phone numbers. When I asked who I was speaking with and how they
obtained my contact information, I was told that my phone number was provided to them by one
of the responding police officers.
I find this extremely concerning and unacceptable. As the individual who reported the incident, I
should have been protected from having my personal information disclosed to anyone involved.
This breach of confidentiality has now placed me in fear for my safety and wellbeing, as I could be
subject to retaliation.
I am requesting that this matter be investigated immediately. I would also like clarification on
what protocols are in place to protect the identity and safety of individuals who report crimes
such as domestic violence. It is critical that citizens and property staff feel safe coming forward
when a serious situation arises.

I'm reaching out about this accident me and my family were involved in back on June 14, 2025
where we were the victims of a head on collision due to an intoxicated driver losing control of his
vehicle and hitting us. After waiting for reports and updates to come in, it appears that there was
no request for a toxicology report by the officer for the driver who hit us(Tomas Benitez). There
were multiple officers and emergency personnel on scene that day and Officer Martinez told my
husband and I that he was intoxicated. However it's not documented or noted anywhere in the
report. I'd like to submit an official request for this to be reviewed and understand why there was
no proper collection of evidence that day.

his son and friend to enter through a specific access point. While they were following those
directions, officer grabbed the son and his friend, accusing them of jumping the fence and using

Background
Under Chapter 62 of the Texas Code of Criminal Procedure, all registered sex offenders in Texas
are required to appear in person to register and verify their information. Local law-enforcement
authorities are mandated to obtain and confirm both proof of identity and proof of residence
before completing or updating any registration. provisions-Articles 62.051, 62.055, and
62.058-contain mandatory "shall require" language. The legislative purpose is to protect the
public and victims of sexual offenses by ensuring the registry contains accurate, verifiable
address information.
Findings
From 2017 through 2023, the Austin Police Department (APD) conducted no physical residence
verifications of registered sex offenders.?? October 22, 2024, APD issued a public press release
titled "Proactive Efforts by APD's Sex Offender Apprehension and Registration (SOAR) Unit
Enhances Public Safety in Austin." In that statement, APD confirmed:??' Since January 1, 2024, the
SOAR Unit has proactively conducted residence verifications "??This official admission indicates
that no proactive verification program existed prior to 2024. Public Information Act requests and
related correspondence confirm no verification logs or policies were in place between 2017-
2023.??However, as of mid-2025, the verification program has again been suspended. Multiple
sources within APD confirm that Chief Lisa Davis reassigned SOAR officers to general patrol
duties, effectively halting residence verifications once more. This decision has reversed the
department's only recent effort to comply with state verification requirements.

between the drivers. Her husband was seen by EMS but did not go to the hospital. The officer did
not write a crash report; and because of this, she is now suffering the aftermath of the accident.

Called 911 about an issue where I picked up a passenger as an Uber driver. As I turned to leave
the apartments with the passenger, another vehicle sped up and blocked me in. The vehicle
started to push my car back and I was trapped. I called 911 not knowing if I was gonna get robbed
or shot. 911 was yelling at me and when an officer finally rolled up it was with no sirens, no lights
and no urgency. I described a potential life threatening situation. The perpetrators left and

A friend and I were visiting Mount Bonnell park on Oct. 7th, and hadn't realized the park closed at
10pm. Around 10:15pm, we were wandering from one side of the park to the other when two
APD officers approached us, informed us the park was closed, and asked to see some IDs.
My friend and I are both activists who played some role in winning Austin Library Photo IDs, and
so we both presented our Austin Library Photo IDs because we both knew APD was supposed to
accept the Library IDs as a valid form of identification. The officers both prompted us multiple
times to provide a different form of ID, even after we informed them of City policy regarding the
IDs.
I would appreciate if APD could do a better job training up their officers on the types of ID that
the department is supposed to accept. The purpose of the Library IDs is to provide a type of
identification that can be used by any Austinite, and that goal is undermined whenever our police
department refuses to accept the Library IDs.

I was with my partner at Mount Bonnell Park around 10:15PM on October 7, not knowing that
the park closed at 10:00PM. 2 APD officers approached us, told us the park was closed, and asked
to see our identification. We would have gladly left the park if they had asked us but they asked to
see our IDs immediately and told us that we were being detained for being there outside of hours,
which I felt was dubious at the time but did not press the matter because I did not want to
escalate the situation.
Regardless, we initially showed them our enhanced library cards because our understanding was
that they should be accepted as legitimate forms of identification by APD, but the officer who
initially stopped us kept insisting that we show him our driver's licenses and threatened to issue
citations if we did not do so. Eventually, I got the sense that his partner tried to ease the situation
a little by asking me simply if I had a Texas driver's license or not and did not try to coerce me
into actually physically handing it over to him.

We were allowed to leave the park after that, but we both found this interaction very unpleasant
and also counterproductive. The officer who initially stopped us was unnecessarily
confrontational and seemed to be looking for a reason to do something, even though we would
have gladly and promptly complied with any request to leave the park since it was so late. Instead
he kept us in the park for 15 extra minutes asking us pointless questions about our IDs and
requiring his partner to step in and cool down the situation.
Please do a better job of educating your officers about what forms of ID are acceptable, and to not
threaten law-abiding citizens with needless citations. According to the Austin Public Library's
official website, APD is listed as one of the organizations that will accept an enhanced library card
as a form of legitimate identification, and there should not be a need to provide any additional

Hi,
About 10 minutes ago we were driving north on Rio Grande stopped at the traffic light at rio
grande and west 6th when we witnessed a white young male driver heading east on west 6th and
turn right onto Rio Grande. You cannot do this as it is a one way street and the driver was going
the wrong way.
The other cars were honking at the car going in the wrong direction.
There was a police car parked facing the traffic light with an officer in the front drivers seat who
did nothing to respond to the traffic violation.

I did not directly interact with the police officer. Something happened to the light controller at 6th
and West downtown. The light was solid red, so the traffic had backed up. APD arrived to direct
traffic and clear it up. I went inside my office at the NW corner of 6th and West for a few minutes.
When I came back out the maintenance team had arrived to fix the light. The officer was no
longer directing traffic, but was in the squad car. The maintenance team turned the light
completely off. Traffic was unsure what to do. Many people going west on 6th did not bother to
stop. The officer then left while the light was off. It couldn't have been more than a few minutes
before two Honda CRVs collided in the intersection. Whoever was in the gray car must have been
hurt, although I would think they were driving rather fast coming west on 6th. I only witnessed
the accident after the initial sound of brakes. I was walking in front of Favorite Pizza going west
on 6th.
Why did the police officer leave? I'm sure those two people wished the officer was still directing
traffic. One car is bound to be totaled. The other will require serious repair. That says nothing
about the health of the drivers. If this had happened with someone going south on West, they
would have killed the maintenance person working on the controller box. It seemed like a good
place for an officer to be directing traffic until the job was complete.

Part I: Formal Complaint Narrative
This formal complaint details a series of incidents involving members of the Austin Police
Department's Emergency Communications division (911 dispatch) and APD officers. For over a
year, I have been subjected to a campaign of harassment that has been enabled and exacerbated
by the very department sworn to protect me. My protected activities-reporting threats,
documenting misconduct, and saving a man's life-have been met with official dismissiveness,
the falsification of records, and an escalation of retaliatory harassment from official entities.
This complaint specifically seeks an investigation into the conduct of 911 dispatchers who have
deliberately created false narratives and the systemic failure of the APD to investigate the
weaponization of its services against me.
I. Background: A Year of Obstruction and Escalation
The harassment I am reporting did not heighten to its current level until after the events of
October and November 2024. After I acted as a first responder and subsequently reported a
credible death threat, the harassment I faced from official vehicles (APD, AFD, EMS) has tripled in
intensity. My attempts to seek resolution have been consistently obstructed, even as recently as
yesterday. This year-long smear campaign, and the psychological toll of being treated like a
criminal after performing a heroic act, can be corroborated by my doctor's testimony and medical

Breach of Professional Standards: Dispatcher Dunia's dismissive tone and Dispatcher Reich's
escalation violate the Public Safety Telecommunicator Code of Ethics, which requires a calm
attitude and prohibits personal animosity from influencing decisions.
Failure to Properly Document & Life-Threatening Negligence: By misrepresenting credible
threats, both dispatchers failed in their core duty to "gather important information to ensure that
the police arrive... with critical intelligence". This dereliction of duty is the functional equivalent
of hanging up on a caller in distress, as it can lead to inappropriate and potentially fatal outcomes.
B. Violations of Texas Law
Texas Public Information Act (TPIA): The dispatch records division's obstruction of my request
for the 911 call from the hit-and-run is a violation of the TPIA, which mandates that government
information is presumed public.
Penal Code § 37.10 (Tampering with a Governmental Record): The deliberate misrepresentation
of my call by Dispatcher Dunia and the malicious classification by Dispatcher Reich constitute
knowingly making a false entry in a governmental record, a potential criminal offense.
C. Legal Liability (State and Federal)
Negligence and Proximate Cause: The dispatchers' actions were the proximate cause of
subsequent harm by creating a more dangerous situation. A reasonable dispatcher would know
that downplaying a threat could lead to an inappropriate police response, which is a foreseeable
risk.
Section 1983 Violation (Federal Civil Rights): The dispatchers' actions violated my Fourteenth
Amendment due process rights by fabricating a negligent dispatch that placed me in a more
dangerous situation. The pattern of this conduct suggests "deliberate indifference" by the city,
potentially leading to municipal liability.

While driving to work, he noticed a light colored blue Ram that was on toll road. The vehicle
turned on Mopac heading north, right around Mopac and Parmer. He turned over from Mopac
from the toll road which made his truck swerve; which is what caught his attention. The vehicle
flashed his lights - an attempt to apologize he believes. The lights illuminated the smoke which he
believes came from the police car swerving or hitting the brakes. This was roughly exceeding
speeds of 70-75, because he was going 70-75 and by then, he was able to catch up to the police
vehicle once the swerve happened.
The Ram had POLICE on his bumper and the last four of the license plate is 6986.

The complainant was sleeping on a bench in a sleeping bag - when three officers detained him on

bag was his Adderall (lawfully prescribed to him) which he hasn't received back. He believes that

I'm submitting this complaint to formally report a failure to respond by the Austin Police
Department on October 20, 2025, at approximately 12:00 PM.
I called 911 because a homeless individual was threatening my staff and customers at my place of
business. Despite the clear danger and the urgency of the situation, no officer ever showed up,
nor did I receive any communication or follow-up from dispatch.
I want to be very clear - I fully support law enforcement and understand that response times
can vary depending on call volume. But when the safety of my staff and customers is at risk, and
there's no police presence for nearly an hour, it leaves us completely vulnerable. Were the
responding officers too busy to assist a small business in need?
As a law-abiding business owner and citizen, I have always trusted the police to protect and serve
when emergencies arise. However, incidents like this force me to question what I'm supposed to
do the next time someone becomes violent or threatening. Should I be expected to exercise my
Second Amendment right to protect my staff and customers when law enforcement doesn't
respond?
That's not the kind of question I ever wanted to ask - but it's an honest one. I would appreciate a

My son went to Wingstop Saturday night, October 18, 2025 after getting off work and while
waiting for his wing order in Wingstop's parking lot, Suddenly, my son's car was surrounded by a

Before he could get out, His car door was yanked open and He was told (editing the language) "if

this person, threw against his car, handcuffed and put in the back of the squad car and then
questioned what he was doing at Wingstop and his social security number. He explained he was
just there waiting on his Wingstop order. They then told my son( dark skinned obvious Black
male) the cops had been called on a Mexican guy and they were responding to a call regarding a
Mexican man who was drinking onsite and causing problems. They also questioned him about the
situation with the Mexican man which he had no idea what they were talking about. This scene
played out at 1420 Wellsbranch Parkway, Pflugerville, Texas at around 9pm.Again, my son was
only there to pick up his wing order. They ultimately arrested the Mexican guy and asked my son
if he was the black man who called the cops. (So let me get this straight Not only do y'all have
the wrong black guy, but y'all harassing and aggressively detaining the person you THINK called
the cops??? What the heck!) They then took the cuffs off my son and everyone got friendly and
apologized. (I'm sure after they realized how stupid this all was, they determined there was no
reason or excuse to come up with to kill him or take him to jail, so they went into damage control
mode with pleasantries). My son does not live this kind of lifestyle, so he's traumatized about the

cause or reasonable suspicion was of even approaching my son's car when the suspect was
identified as a Hispanic male and they never identified to my son that he matched the caller's
description AND had my son been the one who DID call the cops, WHY bring this kind of energy
to someone seeking law enforcement assistance? This whole chain of events makes no sense to
me in regards to my son. I totally understand scenes have to be secured and police have to be
vigilant, but threatening to kill an innocent bystander is beyond logic to me. And to provide more
insult on top of injury (literally) His wrist were handcuffed and the next day, he had red and blue
areas on his wrist and he complained of numbness in his hands and shoulder pain, so he probably

My respect and trust in APD hit a super low this weekend due to how I believe you all violated my

I was referred to a detective because of ongoing harassment and retaliation surrounding
circumstances from me owning a home surrounded by bars and food trucks. The most recent
event was the employee of a food truck hitting my girlfriends car and leaving his vehicle in
contact with her car and going to work at the food truck in the lost next door. When we saw the
vehicles, I tracked him down at the food truck and requested he come speak with us. He was
combative and verbally aggressive. I contacted Commander Burgeson and he put me in touch
with Detective Jesse Carrillo. My complaint is against Jesse Carrillo. I reached out because I am a
homeowner and I felt threatened both at risk for escalation and damage to my home. The next
day we discovered a bullet hole/projectile had been shot through my window, I contacted
Detective Carrillo again and he never followed up on it. The person who had hit my girlfriend's
car continued to participate in antagonizing behavior by parking his vehicle in a manner that
restricted any other vehicles from being able to park at my home. I sent reference images
multiple times with no follow up. This is how bad things happen, when they are allowed to
escalate. I have tried multiple times through city council, reaching out to the business owner and
Detective Carrillo to suggest he park elsewhere to avoid further conflict. I consider this
harassment. I feel Detective Carrillo did not take my complaints seriously and sided with the
other party, providing opportunity for them to escalate and put me at risk to be put in risky
situation in the future rather than trying to de-escalate.

Austin, Texas. I am writing to you as a mother, a Latina, and a concerned citizen about a serious
civil-rights and public-safety failure that has unfolded in my neighborhood - and about the lack
of meaningful action by the Austin Police Department (APD) to protect my son and others from a
known, aggressive resident.
On October 22 at approximately 6:33 p.m., my 14-year-old son - an American child of Mexican
descent - was verbally assaulted and threatened with death by drowning while he was
peacefully fishing at a neighborhood pond. The man who made this threat, a white cisgender
male in his 50s-60s and apparently well-off, was captured on video making the threat in full
detail. This pond lies within our HOA community, where our family has lived for nine years, paid
dues, and been active, respectful residents.
Despite clear video evidence, multiple witnesses, and confirmation of the man's identity by
several residents, APD has chosen to refer the case to municipal court, treating it as a minor
disturbance instead of the criminal threat against a minor that it clearly is. This decision
effectively protects the perpetrator rather than the child who was terrorized.
This man's pattern of violent and discriminatory behavior toward people of color in our
community is well-documented.
A Latino electrician who lives nearby previously reported being physically assaulted and
threatened with being shot by this same man; no legal action was ever taken.
A Black female security guard who works in our neighborhood also reported being
harassed by him while on duty.
Multiple residents recognized his voice, demeanor, and aggression immediately when
they saw the video of him threatening my son.
In addition, two independent eyewitnesses who were playing basketball nearby at the park
witnessed the interaction from a distance. After the man left, my son approached them visibly
shaken and asked if he should call the police. They were taken aback and unsure of what to do in
the moment, but later came forward after seeing the video of the incident posted on social media
and Reddit - realizing then how serious and threatening the situation truly was.

Our neighborhood's security company has also provided evidence confirming that a phone call
was made to security around the exact time the incident occurred. The phone number used for
that call matches the number belonging to this same individual. This directly connects him to the
event.
All of this presents a clear and alarming pattern of racial harassment, violence, and intimidation
that continues to go unchecked. The fact that this man remains free - despite a history of
assaulting, threatening, and harassing Latino and Black community members - is disturbing and
unacceptable.
We have lived in Onion Creek for nine years and have always been proud to call this
neighborhood home. But it's deeply disheartening to see how quickly this situation has been
minimized simply because my son is Latino and the perpetrator is a wealthy, older white man.
This is not just a neighborhood issue - it's a civil rights and social justice issue.
I am asking LULAC to help us bring attention to this injustice, and to urge the Austin Police
Department, the Travis County Attorney's Office, and our HOA to take this matter seriously. This
individual poses an ongoing threat to residents, particularly children and families of color.
Please help us ensure this case receives the proper investigation it deserves and that our
community is safe from a person who has repeatedly demonstrated racist, violent, and
threatening behavior.

I pulled up to Butler Metro Park at night time on September 8, 2025 without knowing there was a
curfew or leash policy for dogs. I figured it's a park, I take my dog to Zilker all the time without
one and bottom line I was unaware and also did not expect the curfew or for police to be there. I
was meeting up with my friend at the top of the Doug Sahm Hill Path mound to have coffee I had
brought from home and just chat. My hands were full and I didn't know who was talking to me
asking if that was my dog because it was dark and all I saw were bright lights from the area the
voice was coming from. I said yes it's mine then I called my dog's name out to follow me because
my dog listens to me. Officer J Hattaway told me there is a curfew and that I couldn't have my dog
off the leash. I told him okay let me meet my friend to make sure she's okay and so she could help
me with the coffees and stuff I had in my hands so I could then get my dog. Hattaway said NO
leave now and he cut through the mound and started shining his bright flashlight in my face. I was
like well damn let me start walking to my car then. I still had my hands full and wasn't able to
locate my friend or able to get my dog since I didn't come prepared with my leash since I didn't
expect this situation. I started calling my friend on my cellphone as I was walking to my car to
explain the situation to her and to make sure she was okay. Hattaway continued to follow me with
the flashlight harassing me even though I was already leaving. There was a point I stood still
waiting for my friend to make it to me who was being accompanied by another cop just steps
behind us so she could help me with my hand items and my dog but Hattaway kept escalating the
situation saying I was not following his orders and that I needed to leave. He was so aggressive
and escalated the situation so much. Then he decided to give me a ticket for the off leash dog and
when I asked if I could grab my ID and leash from my car he told me no. I understand there are
rules and now I know that park has a curfew and leash policy but he didn't have to be so
aggressive and go on a power trip to establish his dominance. As a police officer you're supposed
to be a trained professional who de-escalates situations instead of making them more difficult. He
probed my emotions by flashing his bright light directly in my face, yelling at me and not letting
me just touch base with my friend so we could leave.
