The complainant alleges: The complainant, who is a city employee, was verbally and physically
threatened, and accused of being a pedophile by Det. Laura Correa who was upset that he did not
get consent to date her ex. He just walked away crying and shaking and left. On 11/14 another
police officer came by and said it was a misunderstanding and that he had caught the police
officer off guard even though he did not approach the police officer or threaten the police officer.
He tried to give a statement and witness information and they said they did not need that and
wanted to get Correa's side of the story. They said they would file a report and get in contact with
him, and he has heard nothing. He's spoken to his city council member about this, and they told
him he needed to report this.

I am writing to formally file a complaint against the officers who responded to an incident at the
Social Security Administration office on [date]. I believe my rights were violated, and the conduct
of the officers was unprofessional and unacceptable. On the aforementioned date, I visited the
Social Security Administration office February 1st, 2024 to update my US National status.
However, I was denied service despite meeting the necessary requirements. Frustrated by this
experience, I first contacted the Social Security Administration helpline. However, my call was
redirected to the non-emergency helpline (311) instead of receiving appropriate assistance. The
violation of Title 18, Section 242 of the United States Code, specifically relating to discrimination
under color of law. The incident involves staff members at the Social Security Administration,

police assistance. To my disappointment, the officers who arrived at the scene not only twisted
the facts of the incident but also failed to provide me with the support I needed. This incident has
further eroded my trust in the Austin Police Department. My primary concerns are as follows: 1.
Denial of Service: The Social Security Administration denied me service despite having met the
necessary requirements. I believe this violates my rights as a citizen and raises questions about
the agency"s adherence to its own policies. 2. Improper Handling by Dispatch: When I called 911
for immediate assistance, my call was initially routed to the non-emergency helpline (311). This
delay in obtaining timely assistance contributed to the escalation of the situation and
undermined my sense of safety.
3. Misrepresentation of Facts: The responding officers twisted the facts of the incident and failed
to accurately record my version of events. This raises concerns about their objectivity and
professionalism in handling the situation. 4. Lack of Assistance and Trust: As a citizen, I rely on
the police department to ensure my safety and protect my rights. However, this incident has left
me questioning the Austin Police Department"s commitment to providing adequate assistance,

threatening passersby, brandishing a knife and acting erratically. The complainant called 911 3
times and was told they would send someone out.
After one hour, the complainant saw an APD vehicle drive by. He tried to wave them down so he
could communicate with them about what had been going on, but the officer drove by without
stopping.
The hour long response time in that situation was not appropriate.

The complainant was involved in a domestic violence incident and called the police. When the
officers got there, they separated her and the man she called on. They asked if she wanted to
press charges and she said no. The one officer who did not speak to the complainant but did talk
to the man she called about came and arrested her instead and she doesn't understand why she
was arrested and not the man she called the police about. She said that the officers she spoke to
looked like they also didn't understand why she was arrested.

On Feb 2, 2024 my young daughter"s car died on a side street near 1900 Leona and MLK. She
noticed 5 Austin Police Officers in a coffee shop across the street and went in to ask them for
some help. Maybe with jumper cables or help the car into a parking spot as it was close to a spot,
and not blocking the street.
trusted the officers when they suggested they tow it so that the
car is safe as it was raining. She had no clue what was about to happen!!
Instead of helping, the officers had her car impounded with A-Tex towing!! Why?? There was no
reason to impound the car! 2010 Black Acura RDX. My daughter doesn"t even know what that
means! This is why young people don"t trust police!! They did her dirty by towing it to a well
known horrendously nightmarish place, and didn"t tell her it was being impounded!! A-Tex takes
advantage of people while keeping your car hostage! What is wrong with people? Who does this
to innocent, law abiding, tax paying people? This girl asked for help from the 5 officers! Instead
they created this emotionally unjust disturbing situation!
According to the many many negative reviews, A-Tex Towing is not a reputable company! Their
supervisor,
was verbally abusive and told me herself, "that she doesn"t care about
our personal story."

these out of line fees to a single parent and her young daughter!! Where is the justice and
protection of the Austin Police?

While I was on my way to work, my car died on MLK and Leona St. I went across the street to a
coffee shop to see if the guy working there had any jumper cables and there were two cops sitting
inside who asked me if I needed help. I knew they were affiliated with the Austin PD because they
had jackets on that said Austin City PD. I told them I needed help moving my car to a spot that I
could legally leave it in so I could go to work. The guy in the coffee shop and one of the cops came
out with me to try and push my car into a spot in the residential parking area on Leona St. The
road was wet and there was a slight incline so they could not push my car. The officer told me he
was going to call for help and they would push my car with a cop car. This is when the 4 other
cops came and they helped me move my car into the parking spot, they also asked they neighbors
if I could leave my car there because it was residential parking. Then we realized my Windows
would not roll up, my car wouldn"t lock and the weather forecast said it was going to continue
raining for the day. They then told me I could tow my car and they would help me order a tow. So I
said yes and waited as they called the tow truck. When the tow company came they asked me
where I wanted to take my car and I asked which would be the cheapest option and they said if
they held onto my car while I found a car mechanic, would be the cheapest option. They took my
car, I then got picked up by my roommate and went home to search for a car mechanic. I then
called the towing company and asked them to tow my car to the car mechanic I found. This is
when I learned that my car had been impounded. The tow company ATex towing said they were
told by the police to impound my car. Not once was that mentioned to me, nor did I even know
what that meant. My car was in their possession at this point for 2 hours and they told me it was
going to cost $300 to get it out and then $150 to tow it 10 minutes down the road. The lady on the
phone for the towing company was awful to communicate with, and after looking at reviews I saw
that they were rated 1 out of 5 stars. Long story short is that the Austin PD ordered this terrible
towing company for me and impounded my car without my knowledge as they were "trying to
help me". This cost me $300 just to get my car out of their possession. I make $18 an hour, I
cannot afford something like this and that price doesn"t go towards having my car looked at or
fixed by a mechanic. This was a really unfair situation that I did not know I was being put in and I
feel like the Austin PD did the opposite of helping me.

transported to the hospital by ambulance. She called the police to make a report and the officer
who responded was very rude and not very kind. Her son was in the car. The officer requested
her insurance, and her son told the officer he could provide the insurance. The officer said no he
needed to get the insurance from her. When the officer talked to her, he asked for her insurance,

The complainant alleges: Her husband was coming home from work when Officer Vargas along
with five other cops followed him home. Her husband parked in front of her house and the officer
told him to step out of the car and lay himself on the ground. Her husband was arguing with
them telling him he did not have a gun only his wallet and cell phone. Her husband asked what
was going on and the officers kept yelling for him to lie on the ground. The officers told him the
car was reported stolen. The car is registered in her name and her husband's name. She showed
the officers her proof of insurance. The officer apologized and said it was a mistake and the
number was entered into the computer wrong. She questioned why the officer did not verify the
number. The incident was unnecessary. The officer's name was G. Vargas and there were five
other cops. It was not necessary to follow someone home after work and harass a person when
the car was not even reported stolen, just because a dumb idiot put the wrong number or digit on
his laptop. All of this could have been avoided. She thinks the officer numbers were 5378 and
2346 1096.

I Juvenile Probation Officer
due to youth unable to articulate his thoughts in writing due to him intellectually delayed.
During the intake process
stated the following: I was at the bus stop when
officers popped at me. The officers asked for my name and were going to put me in the patrol car,
and I ran. The officers said he was going to taze me again and put his weight on top of me.
Another officer put his knee behind my leg, and it started hurting. The officers picked me up off
the ground when they put the handcuffs. My leg was hurting but I didn"t tell them that because I
already knew. The officers then dragged me and said You don"t wanna walk and sat me on the
ground hard. One officer started checking on my shorts to see if I had anything and touched my
dick. The officer then found another key on my other pocket and went back and touch my dick
again. I said that"s my dick faggot and the ski off slide off my head after they hit me on the
forehead, and I said bodycam." End of statement.

The complainant called 311 to report that she had pictures of an intruder underneath her
carport.
When the officer called her back, he left a voicemail. They played phone tag and eventually
were in contact with one another. The officer was asking questions that the complainant
said were answered in the report.
The officer was dismissive and told the complainant he was going to close the report and
hung up on her. He was very rude and dismissive. As a senior citizen she said she deserves
better.

As I"ve reflected on the harrowing incident I survived, my thoughts have crystallized
around its profound impact on my physical and mental well-being. This was no mere
physical assault; it was a deliberate, sexually aggressive act by an individual who had been
stalking me. He pursued me all the way to my home, a journey marked by terror and fear
for my life, accompanied only by my service dog and groceries.
This attack has inflicted deep physical, emotional, and financial wounds, instilling in me a
pervasive sense of fear, self-blame, and ongoing paranoia. At the time, I had just secured a
prestigious internship with the University of Texas at Austin and was enrolled in summer
courses. The trauma forced me to withdraw from my courses, although I managed to
continue with the internship. This decision came at a significant emotional and financial
cost, exacerbating my sense of insecurity and resulting in substantial debt.
Detective Moxley"s handling of my case has been profoundly disappointing. His failure to
follow up on key evidence, consult with establishments the assailant frequented, or secure
surveillance footage has left me feeling neglected and unsafe. Despite making Detective
Moxley aware of these critical aspects, he did not pursue them, attributing his inaction to
case overload and a lack of resources-a poor excuse given the severity of the crime and
his responsibilities.

The lack of empathy and professionalism from Detective Moxley extended to a failure to
keep me informed about the assailant"s arrest, release, or the existence of a protective
order. This negligence has left me in a state of constant fear and vulnerability,
compounded by the absence of support from victim services or any pre-trial warnings.
The pressure to publicize my ordeal and advocate for myself has been immense, yet it
overlooks the essential fact that I am a person of worth, deserving of protection and
justice. Eight months of financial strain, feeling unsafe, and extensive therapy have taken a
toll on me-a toll that began with Eddie Hill"s attack and was exacerbated by Detective
Moxley"s failure to conduct a thorough investigation.

Detective Moxley"s negligence in utilizing available resources, such as video surveillance
and bar footage, has not only failed me but also his duty to uphold justice. My requests for
relocation and accommodation stem from a legitimate concern for my safety, not just from
the assailant but from a system that has repeatedly failed to protect or support me.
I implore a reevaluation of my case, not just for my own sake but for the sake of all who
rely on our justice system for protection and accountability. Detective Moxley"s disregard

APD officer showed up at his residence with guns drawn, made everyone get on the ground, put
everyone in handcuffs and he was arrested and showed excessive force. Office Marr, badge
#8928, and Officer Mihalik, badge #8283, Officer Edwards 8390 responded and began asking him
about his friend and what he was doing. He has PTSD and almost blacked out. The officers
searched his car without his permission before they read him his Miranda Rights and found guns
in his car but there were never any guns visible, so he was trying to figure out why the officers
came with heavy artillery. He has no trespassing sign on his property and the officers pulled up
in his driveway in an unmarked vehicle. His brother who was with him,
, is on
probation, and he is not sure if he is going to be in trouble because of the incident. The

He and a friend,
were sitting in the same car from a previous incident earlier that
week. They were just looking at Facebook on their phones and talking when APD Supervisor
Dawson/badge #8201, and APD Officer Mackey/badge #9765 approached their vehicle. He has
video footage that will show two additional officers, whose names he does not know. One of the
officers approached from the back side of his vehicle. The other officer approached the
passenger side, opened the door, pulled his friend from the car, wrongfully detained him,
searched him but then let him go. The officers then told the complainant he had to get out of the
car so they could search him. He told the officers he didn't have to do anything because he had
not done anything. At that point, the APD Supervisor grabbed his taser and made him get out of
the car. He told the officers once he got out of the car, he was going to need their badge numbers
for harassment. After they searched him, they told him he was detained. The complainant
slammed both of his car doors and started to walk to his house, but the officers told him he was
detained. When he asked the main officer for his badge number the officer tried to change the
subject. The officers did not even have a call to respond to in the area. The officers told him they
were in the area because it was a high crime rate area. They told him his friend was just a
suspicious person in a suspicious area. One of the officers was a sheriff but the other three were
APD officers (one of them knows him from previous cases and that officer has been harassing him
forever) The APD officers started making jokes like "Oh here they 839 come". There was not a case
number involved and no one was arrested.

I am writing to bring a disturbing incident to your attention that involves Lieutenant Chris Davis
of the Austin Police Department. This incident pertains to a citizen"s complaint regarding missing
medication in a hotel and the subsequent mishandling of the misconduct complaint by the officer

On December 13, 2023 I dialed the emergency 911 line to send an officer to make a report about
missing medication for client, after I reported and General Manager handled the matter poorly by
threatened to kick us out by retaliating hoping to avail an officer"s assistance for making a
citizen's complaint. I called few days later. However, I was informed by the operator that my case
number considered a disturbance of the peace caused by citizens. This labeling is highly
concerning, as it indicates an unconstitutional and unacceptable disregard for citizen safety. I was
referred to Lieutenant Christopher Davis. I was told by Lieutenant "I need to throw Ada
Compliant out the window". We don't feel safe with our safety with the lack of humanity and
failure to accommodate with your officers Lieutenant Chris Davis (#Badge unknown) and
Gonzalez (5635)I assured Lieutenant this is the whole point of the complaint was violation after
violation with not complying with ADA Act. This raises a red flag with Austin Police Department
with this type of discrimination.
As a concerned citizen, I firmly believe that the primary role of a public servant, especially a law
enforcement officer, is to ensure the safety and well-being of the community they serve. In this
instance, the failure to recognize the legitimate concerns and distress caused by missing
medication speaks directly to the officer"s negligence in performing their duty. It is the
responsibility of the police department to address such citizen grievances promptly and
efficiently.
I humbly request that the Internal Affairs Division conduct a thorough investigation into this
incident, including the actions of Lieutenant Chris Davis and the subsequent mishandling of my
complaint. I firmly believe that, as a taxpayer and member of this community, I am entitled to a
prompt and appropriate response from law enforcement officers, particularly in matters
pertaining to public safety.

I experienced a serious incident that required police involvement in November of 2022. The
situation involved an individual coming to my home stating he was contracted by the
management of the home to do work/check equipment. Both my husband and I were home and
after working through out our home for an hour he left. One day later the same individual came to
our door, this time dressed in a suit with a partner. He showed an FBI badge to my husband and
then the two of them sat with my husband speaking to him about a personal text between him
and his previous manager at a job he had not worked at for over 9 months. This of course began
an explosion of inquiries including calling and speaking to the owner of the company, Austin
Premier Fire, which he claimed he was with the first visit to our home. Then the APD and the
local FBI office. The FBI office assured me if a man came to my home, "worked in your walls and
panels through out your home, moved things around, this was not FBI. We cannot do that -
pretend to be employed as a contracted worker and come in your house unannounced". APD
opened a case and assigned an investigator. This was:
Case # 22-500-5882 / Detective Charles Jackson
Unfortunately Charles Jackson "shelved the case" abruptly and without solid reasoning. He stated
the reason as, "He was given too much information". He had not made one phone call or done any
investigative work whatsoever. He falsified dates on his report. He put the Date of Offense as Feb
15,2022 and the date of report as Feb 26, 2022. The date of Offense was Nov 15, 2022. I emailed
Det. Jackson the synopsis of what happened on March 23, 2022 so it isn"t possible that the report
was dated prior to receiving any information on the case.
Another case was opened on May 20, 2022 over the original incident after APD was called to my
home where management and Austin Premier Fire were going to "bust down my door" as I would
not allow them in to check my fire equipment because of this very incident. I wanted the fire
Marshall to come first as I did not know what that person had done in my walls. The police who

responded to the managements phone call were APD officers were C. Jones #6662 and Ofc.
Nguyen #7555. These officers assured me I did not have to let anyone into my home and assured
me I was within my rights not to allow that company in and have the fire department out to check
my equipment. However he said the one benefit of allowing them in while they were present was
the fact they wore body cams and the entire visit would be on film which I may benefit from later.
I agreed. The same man from Austin Premier Fire, who had been in my house both as an
employee and an FBI agent once again came into my home! Why would they send the same
employee who had caused so much trouble for me and destroyed the relationship between the
management company of my home and our family. Before the officers left they created a report of
Suspicious Person and Stalking:

To my knowledge nothing has been investigated in this case. Thomas Montez told my husband he
had to close the case because, "the case stated he (my husband) was present when the officers
and the APF employee were allowed in our home and because he didn"t identify him at that time
the case was closed". This was a complete lie. As soon as I was able to get a copy of the full report
and found that it clearly stated
was not present during the incident that I was
able to speak to the Sargent over the investigation,

case was NOT closed, but was in a pending status as, "there was no person of interest". Which I
found completely bizarre as the key suspect came as an employee of a company here in Austin of
which I had already spoken to the owner several times. Since then Sgt. Pacifico has been
promoted and now a Sgt Varkony is over the case who I have reached out to numerous times to
no avail. Why is this case clearly being ingnored?? I would imagine an individual posing as a
federal agent would be a great interest to any sworn officer. Why the lies on the date of offense,
date of report, and who was present? I am waiting for an investigation involving Stalking yet not
one shred of investigative work has been done. Two officers, no detectives, falsified information
on police reports. completely lied about specific details. I want it investigated. I want to know
why this same case has been opened twice and still there has been no investigative work done
period.

Travis county continued the abuse. Deputy Piss came up behind me when I stopped to get gas at
7/11 on Payton gin Called Sgt. Bowman told me I had a warrant which was a lie. It had been
quashed in the dismissal of my case on Feb. 12th 2020. Towed my car sent my dog to the
pound.calling me a liar. I told them they would owe me an apology. While my boyfriend was
standing right there.ripped out my scar tissue pulling my arms back too far. and made the
younger officer put his hands inside my bra and the waistband of my underwear. In broad view of
everyone ( meant to demean me. Made the officer uncomfortable I cried I new this time they
would finish the job. But the next morning at 8am told me I was free to go. With no paperwork no
nothing. I assumed it was a trick. I reported it and nothing happened once again. The police

Why is it no one cared when I told them that I was tortured. Say the word TORTURE. IT TOOK
ME 4MONTHS TO SAY IT OUT LOUD!
I have just found out that the Deputies in Wilco and all law enforcement in Texas were told to
obstruct me in any way possible. Yes Commander Tim Ryle rewinded the tape after watching it
several times and put it back in the recorder to be recorded over destroying evidence. No one did
anything to stop him. The whole station out onto the street could hear my screams and no one did
anything to stop them. I lost consciousness for up to 4 minutes at a time. I died that morning.
They demeaned me, belittling me and women period. They had an inmate watching me to make
sure I didn"t stop breathing. Checking my pulse every ten minutes. "All I need is a pulse Dep.
Turner said. Commander Steve Deaton said "You"re a grown woman,you should know better" I
still don"t know what he meant by that. They accused me of attempting suicide to cover their
arses. And sealed my file. Not before they tried to commit me to keep me from telling anyone.
They harassed me so severely that I thought I was losing my mind. And no one would do
anything.

sheds. 22 cell phones and everything I owned stolen by storage companies run by people in their
network. Email handles were sandboxed (coding the password boxes so no matter what you put
in it denied access. ) Disrupting my life so badly I now live in constant pain with arms that don"t
function right. A destroyed lymphatic system. And nerve damage so bad that every single
morning I wake up in excruciating pain. Every single god damn day. Can you imagine. That"s still
not as bad as the mind fuck of experiencing TORTURE at the hands of the people sworn to protect
you. But that"s not as bad as every lawyer you encountered telling you that you being tortured is

The complainant had a case from December being investigated by a Detective cause number
24300041. Last Wednesday 1/31/2024 he came back from work at 3:30 saw two officers and he
said, "thank you for your service." They told the complainant that the Detective sent them to bring

The complainant said that Detective Pittman has mis handled his case #2450003280 about
getting his car back. The complainant got arrested when he was living in Austin. The tags on his
car were an issue, and APD towed his car and found drugs so he went to spend a couple days in
Del Valle. The woman who was supposed to hold his car for him ended up saying the car was hers
and forging documents when the complainant never signed the car over to her.

He was involved in an accident. He was on Ben White Blvd, not moving, waiting to turn on
Congress Avenue when a van exited a service station behind him. There was not enough room
and the driver collided with his vehicle. He called 911 and it was determined the police were not
going to be there any time soon. They moved their vehicles to the service station that the other
driver pulled out of. 911 was very confused and did not seem to know what was going on. He
called 911 a 3rd time and the operator indicated something like "There is no one dying there" or
something similar to that and told him they should exchange information, but the other driver did
not have a driver's license. 911 did not think that the incident was that important. 911 needs
training. The police should be able to respond to an accident. He attributed no response to APD
lashing out at the city for defunding them by not having enough officers to respond. The City of
Austin bears a lot of responsibility and APD bears some and the 911 dispatcher shares a lot of
responsibility for not handling things right. He pays a lot of taxes, and his feeling now is to not
support funding for APD, and he may be switching on the police to defund them further if they are
not going to show up and do their jobs. He does not believe a citizen should have to impose
themselves on other citizens during a situation that may end up in fights and shootouts. Now he
has a classic car that is damaged, and he does not know what it will cost to fix it or if it can even
be fixed because it is an older car. The problem is the city is failing in so many areas. He wants a
response from a supervisor in the police department to explain to him what the protocol is when
there is an accident. There should be a timeframe for when an officer will respond. He doubts if
anything will be done.

and was told an APD officer would return her call to take the report. The APD officer who called
her back today at 10:40 am and was rude over the phone, told the complainant she reported this
incorrectly and told her to call 911 in the future. She believes she was called to be scolded for
mishandling the report and then the officer hung up before she could make the report.

From February 24th through February 27th the complainant has put in service requests with 311
for callbacks from an APD detective. APD is returning her calls but hanging up before she has a
chance to answer the phone and then they close out her request for a callback. When she does
answer the phone, APD hangs up on her and closes out the callback request before she has an
opportunity to make a report. She does not know why they are doing this. Previously she filed
another report with OPO that was not investigated, SO the non-response from APD makes her feel
very aggravated and very anxious. It all seems like it is intentional and that could be because of
what happened before when APD intruded on her mental health and did not acknowledge what
happened to her.
