I was going to pick up a friend at the fairmont hotel on january twenty seventh at one thirty in the
morning and approximately 10 unmarked police cruisers and 5 DPS cruisers.
Approach My vehicle And aim guns at me. I was then asked to get out and turn off the vehicle so I
did as I was told and got out and back up. Put my cigarette out on the ground with my hands up.
The whole time, then, then, when I"m like 10 feet from them. They keep screaming. At me to back
up and then they tell me To lay down on the ground. I was so nervous I didn"t know what to do I
had my hands as high as I can keep them Then out of nowhere I get shot in the back with a taser.
This is so scary And Is traumatizing. I"m still in pain from when officer mcconnel Put his knee in
my back with a little too much force by the same officer. That"s been harassing me for the past
year.
This is the fourth incident Of an illegal stop and search by officer McConnell.

Dear Office of Police Oversight,
This complaint is against White Male APD Officer Clawson - Badge #5897 re: his "bad old days"
harassment detainment of me,
, on March 2, 2024 at CAP METRO bus stop 967 [on
southbound Woodrow, between Brentwood and Koenig] between 8:20 AM and 9:15 AM, also
documented in APD Case No. 240620436. Details follow.
Officer Clawson [#5897] was called out to CAP METRO bus stop 967 [on southbound Woodrow,
between Brentwood and Koenig] because guilty older short Black belligerent female bus driver -
Operator ID #321150 told CAP METRO dispatch over the bus phone that I,
, was
"threatening" her, though I NEVER threatened her with imminent bodily injury. In fact, with pen
and paper in hand, I repeatedly told her I was going to LAWFULLY hold her accountable for her
REFUSING to lower Bus #2356 for my boarding, violating CAP METRO policy and procedure
requiring her to do so for ALL boarding Passengers. Her FALSE statement and attempted
CRYBULLYING first brought out Black Male CAP METRO Supervisors T - 50 and B - 35, though B -
35 left prior to Officer Clawson [#5897]"s arrival.
In fact, by the time Officer Clawson [#5897] arrived on scene, there was no need for him to be
there, evidenced by CAP METRO Supervisor T - 50 already having removed Operator ID #321150
from the scene, taken Bus #2356 out of service, sent that bus back to the yard with CAP METRO
Supervisor B - 35 behind the wheel, and told me to wait there for the next 5- Southbound bus to
get on my way. In addition, I saw and heard CAP METRO Supervisor T - 50 speak to security via
CAP METRO radio/walkie-talkie, telling them to CANCEL APD and confirming it with a "10-4"
when asked to verify.
Therefore, Officer Clawson arriving a few minutes later was surprising and unnecessary. Making
things easy for approaching Officer Clawson so he could be free to fight real crime, I respectfully
told him CAP METRO Supervisor T - 50 cancelled the APD call a few minutes before and pointed
to CAP METRO Supervisor T - 50 so Officer Clawson could immediately confirm what I was telling
him. However, instead of doing that and going on his way, Officer Clawson said he had received no
such cancellation. He then detained me in front of CAP METRO Supervisor T - 50, who did NOT
publicly admit to having cancelled the unnecessary APD call.

Officer Clawson asked me my name, date of birth, and place of residence, as if I was the problem,
though guilty older short Black belligerent female bus driver - Operator ID #321150 was the
troublemaker by REFUSING to lower the bus for me, LYING to CAP METRO about me allegedly
"threatening" her, and then yelling and cussing at me in front of CAP METRO Supervisor T - 50,
including calling me a "HOMELESS MOTHERFUCKER", violating Texas Penal Code 42.01(a)(1) -
Disorderly Conduct, by intentionally or knowingly using abusive, indecent, profane, or vulgar
language in a public place, and the language by its very utterance tends to incite an immediate
breach of the peace. Yet, Officer Clawson did NOT detain or speak with her, only me.
I provided my name. I told Clawson the date of birth matching APD records, but explained that"s
not me because I"m a born-again Christian. I did NOT provide current place of residence, which
seemed to frustrate and anger Clawson, though providing that information was NOT necessary. In
fact, during many previous interactions with APD and CAP METRO, name and date of birth is the
most ever asked or needed. And I questioned Clawson as to why I even had to provide name and
date of birth because I had done nothing wrong.
Clawson said he had to know who he was talking to and that I had done wrong by delaying CAP
METRO service. I had previously explained to Clawson that AFTER guilty older short Black
belligerent female bus driver - Operator ID #321150 REFUSED to lower the bus for me, I put one
foot inside the bus and one outside to stop her from driving away without me and force her to call
a supervisor to enforce my public transportation service rights, following CAP METRO
Supervisors B - 36 and T - 52"s directions from previous interactions with them because they
know I have been similarly targeted for a long time by other CAP METRO bus drivers illegally
refusing me service. They also know that despite many, many previous complaints having been
filed with CAP METRO against the law-breaking, policy-violating drivers, those guilty drivers"
targeted discrimination against me continues.
Though Clawson claimed to be on scene to investigate, he soon seemed to be probing for gotcha
information unrelated to the call, to use against me for not providing what he wanted. When I
lawfully refused to provide my current residence, he allegedly checked with APD records for it in
his APD cruiser. When he then asked me if I was still residing at a specific address, I told him I
wasn"t and hadn"t for years. Clawson then said he could cite me for not having updated my Texas
Driver"s License address within 90 days. When I told him it had expired, he asked me if I was
using it as a valid form of ID - another question I did NOT answer. Bottom line, Clawson
repeatedly and wrongly tried punishing me for rightly protecting my privacy, especially since I
continue being gangstalked throughout Austin, which I told Clawson.
Clawson and I also clashed about the law. He told me CAP METRO was a private entity that could
CTN [Criminal Trespass Notification] me from their property [i.e. bus stop] at any time for any
reason, or no reason at all, like a private business. I told Clawson he was wrong because public
transportation CAP METRO is a Metropolitan Rapid Transit Authority legally defined and
governed by Texas Transportation Code - Chapter 451, doing mass transit - "the transportation of
passengers and hand-carried packages or baggage of a passenger by a surface, overhead, or

underground means of transportation, or a combination of those means, including motorbus..
per Texas Transportation Code 451.001(a)(2).
In fact, Texas Transportation Code 451.052 defines CAP METRO as a public entity exercising
power for public purposes and functions only, thereby requiring just cause to lawfully issue a
CTN, unlike a private business. In addition, in 2020, in VIA Metro Transit V. Meck, the Texas
Supreme Court made clear CAP METRO is a common carrier, unlike private carrier Greyhound,
saying "To qualify as a common carrier (in contrast to a private carrier), the entity must provide
transportation services to the general public, as opposed to providing such services only for
particular individuals or groups." In addition, when I told Clawson a fellow APD officer [Officer
Johnson - Badge #9759] had followed the law, previously telling me [Jan. 2024] CAP METRO
could NOT CTN me from a CAP METRO bus stop because it was public transportation property,
Clawson said Johnson was wrong, though Johnson was right.
Then, when CAP METRO Supervisor T - 50 wrongly issued me a one-day CTN from CAP METRO
bus stop 967 [on southbound Woodrow, between Brentwood and Koenig] to wrongly punish me,
Clawson wrongly and unnecessarily extended it to one year to amplify the punishment,
overstepping his authority. When I said that was wrong, he disrespectfully told me to "GET
OUTTA HERE" WITHOUT providing me the APD Case Number on his own, to try creating another
gotcha situation that could have generated an arrest. When I then directly asked Clawson for the
APD Case number, he initially REFUSED to provide it to me. When I then asked, "So, you"re not
going to provide it?", he at first did not respond. Only AFTER I then started walking away from
Stop 967 to comply with the BULLSHIT CTN that should NEVER have been issued, to NOT get
arrested, did Clawson then only tell me the first few numbers. When I started to write those
number down, he quickly blurted out the rest, too fast to copy at the same time, on purpose.
Though he eventually gave me his business card with the APD Case number on it, Clawson"s
psychological warfare was abusive, manipulative, controlling, unprofessional, unnecessary, and
an abuse of power and official capacity that has NO place at APD.

There were two strange guys on a rental property the complainant owns. The complainant

was being handcuffed the officer said he got a call about a guy with a black shirt, black hair with a

There was a white woman in the alley doing something and the police came through messing

irregular mood disorder. Last Saturday night the child began throwing water bottles and using
profanity, so he and his wife tried to restrain him. That escalated the situation, and the child

An officer showed up and saw the child acting aggressively so he put his hand on the child"s
stomach and ask the parents questions. The officer asked if they wanted to press charges, and
they said no. The officer did take him to jail. The officer didn"t give the child a chance to put shoes
on, so he took him to jail barefoot.

I am writing to express my dissatisfaction with the handling of my hit-and-run case (number
2024-5000708) reported on Jan.7, 2024. Despite providing substantial evidence, including
dashcam footage that clearly captured the license plate of the offending vehicle, the progress of
the investigation has been disappointingly slow, and communication from the department has
been inadequate.
After the initial report, I have made several attempts to engage with the department through
email and phone calls. However, my efforts to follow up have been met with limited responses,
and the information provided has been contradictory, including the problematic status of the case
being listed as closed or nonexistent on the APD website.
This incident caused significant damage to my rental vehicle and resulted in considerable
financial liability on my part, amounting to $1,292.49, which I am required to pay Hertz for the
repairs and associated costs. The lack of action from the department has compounded the
distress and inconvenience caused by the original incident.
I had expected a much more proactive approach from APD, especially given the clear leads
available to identify and prosecute the responsible party. The delay and lack of clarity in
communication have only eroded my trust in the department's commitment to resolving such
matters efficiently and justly.

The alarm went off at her place of business. A police officer responded about fifteen minutes
later. She met the officer outside of the door and told him that the alarm started going off, no one
there had set it off but everything was safe there. The officer said OK and walked back to his car.
Her issue is that he did not ask her for her name or ID or ask to check the building to make sure
no one was holding her hostage and forcing her to say what she said. There is a reason for having
an alarm system. Any cop that shows up should make sure they know who they are talking to.
She could have been the problem or the person there to rob the business or hurt someone. The
officer did not ask for anything, he just left. He did not even tell her his name. There was no
exchange of anything. If it is at all possible, she would like it to be known this is not the way they
would like situations handled in the future. She also wants the precinct near them to know this is
not the way they want things handled.

is being homesteaded by individuals. The police were called.
Police and helicopters responded but the homesteaders had left so the officers did not do
anything, they just left. Crackheads, hookers, and homeless people have moved into the house.
They are shooting guns, selling drugs, beating up women, working on cars all hours of the night,
and playing loud music all hours of the night. A man was chasing a woman down the street
beating her with a stick. A man was walking down the street when three men began to chase him
and beat him with a shotgun. One of the neighbors called code enforcement and one of the
homesteaders found out about it and cut the neighbor's new mailbox in half. There is trash all
over the street. APD and Code Enforcement are called at least ten times a week and when and if
they respond to the call, they don't do anything. The Complainant and neighbors are afraid to go
outside in their neighborhood.

He was involved in a car accident on IH 35. They exchanged information because there were no
injuries, and their cars were drivable. According to state law, he had 10 days to make a police
department. Because the accident was non-emergency, he put in a service request (#24-
00076222) with 311 and he was told that someone would call him back within a few days or
maybe up to two weeks, which is absurd. On Friday he received two calls from a private number,
but his phone is set up to block private numbers, so he had no idea APD had tried to call. A
voicemail was left stating "Sorry sir, we tried to call you twice now you have to start the service
request process all over again". APD did not leave a callback number. This is a due process
problem. He is trying to comply with state law (by filing a police report within 10 days) but the
Austin Police Department is making it impossible to do so. By the time APD calls back again, it
will be past the ten days required by law, which puts him outside of the law. They need to
reinstate the ID number he received from 311 and have an officer call him or give him a number
he can call and make the report. The system that is set up is unfair and probably illegal.

On 03/16/24 at about 1230 am, I had just arrived at Austin airport. I was notified by the flight
carrier that my luggage was misplaced and would possibly arrive the following day.
My luggage contained a firearm and with it being missed placed caused me great concern.
I located a airport security staff member and ask for a police officer. The staff instructed me to
wait near the service center at baggage claim.
The officer arrived and headed directly towards the American Airlines (AA) baggage claim office.
At first glance, it appeared the officer was grumpy, over weight and sloppy in appearance.
I yelled out to officer to gain his attention. It appeared as if he didn"t hear me SO I yelled out again
louder and said, "Sir!!!"
The officer turned towards me and yelled back, "What!!!!"
I approached the officer and attempted to explain why I was requesting his service.
The officer motioned for to follow him to the AA baggage claim office.
The officer entered the office and asked the staff a few questions then turned to me and said,
"there you go" as if the case was solved.
I explained to officer that AA had already told me that my luggage was misplaced and it would
possibly arrive the following day. I told the officer that my luggage contained a firearm and I
wanted a police report for a lost firearm to cover myself.
The officer replied, we don"t have a crime so I"m not writing a report.
I explained to the officer that I never suggested there was a crime, I only wanted a police report
for a lost firearm, again the officer refused my request.
I ask the officer can I at least have the reference number to this incident, reluctantly the officer
wrote that number down on a sticky pad (24-0760170).
This officer never identified himself and never asked who I was even when I attempted to hand
him my id.
In my opinion his appearance, demeanor and behavior did not represent the image I"m sure APD
strives for.
I believe APD officers should strive to handle ever public encounter with professionalism and
represent the agency in the best way possible -no matter if the officer believes it to be a waste of
his time.
At the time of this complaint my luggage containing the firearm is still missing which adds more
validity for my request for a police report.

I was turning North onto N Lamar Blvd. from Justin Lane. As I was turning when the light turned
green, the person driving the APD SUV #9331 was going northbound on N Lamar through their
red light and didn"t have their siren on. I was unable to see them as I was turning and didn"t hear
them and they came close to hitting me.
I got out of the way and they proceeded to continue north and went through another red light at
Airport Blvd almost hitting another vehicle as they still weren"t using their siren. Immediately
after crossing through the intersection, they turned off their lights. As they got to the next
intersection with a red light, they turned their lights on again, crossed the intersection then
turned the lights back off. They did this one more time at the next intersection.

There was an accident, and he was able to pull to the side. The officer approached his vehicle,
gathered his information, and told him he could leave, and that he would message him the other
person's information but that never happened. The responding officer, Officer Tanner, was very
helpful but the other responding officer who took the information never followed up. When he
contacted the traffic phone line (512-974-5789) they hung up on him in the middle of asking
questions. It has been a nightmare. Officer Tanner was out on special assignment for a while and
his sergeant had no valid contact information in the system. He has not been able to contact him

His ex-girlfriend broke up with him and she was SO upset with him that she filed a complaint for
stalking when they lived at the same address. She lived on the second floor of the same address,
and he lived on the 3rd floor. He was not stalking her he was just coming home or going
somewhere. He moved to another place, and she followed him there. APD took out a warrant on
him. APD contracts with the US Marshals and US Marshals shot him in the leg for no reason.
They said they shot him because he was not moving fast enough. The US Marshals were very
dishonest with him and would not tell him why he was being arrested and he was afraid. The
Marshal that shot him was not the most professional person. He wants the Marshal's name so he
can file a lawsuit against him and his entire team. The deputy that drove him to the jail told him
they had been watching him for two days. Why didn't they just come knock on his door? They
did not have to show up and shoot him in the leg. Because of the incident, he was evicted from
his apartment. His life has been in a whirlwind since the incident. Every time he calls someone at
the police department or Travis County he is treated like an afterthought or treated like he is
guilty. No one cares about his side of the story. The investigator who took the case did not
question him about the incident that occurred.

needed help. She has been in the alcoholic community for a number of years. She just moved
into a new apartment, and she lives alone. She has an ongoing situation where undercover police

After multiple attempts to report Elon Musk for violent conduct in a public forum as well as
falsely testifying and threatening his victim in a court case he sat up to cover his assaults and
sexual assaults with defamatory statements about someone he doesn't know or has never met or
had a conversation with yet is pretending as if he knew the victim on a personal level for the
sexual assaults of a married woman who never met him nor ever had a conversation or even
talked about him before he had been sexually violent with her. This assault and battery was
reported to the police on multiple occasions as it is on going and as he is money laundering me
and my kids for AI machine investments for corporate America and the government as well as
international banks and other financial institutions. yet they refused to take a policy report or
even take action against him for this crime against humanity and the people of Ukraine. This was
a criminal attack against humanity in a very serious way that has left me terminal and almost
brain damaged for good as well the police would not investigate nor report it as they are invested
in the criminal actively and. They watched it happen at night on illegal surveillance he has in
home. This is unlawful and a felony for a police to do. They the use harassing pictures on their
website to taunt and harass that they watch you.

The complainant is an Uber driver and was picking up a ride downtown. Her passengers weren"t
paying attention, so she tried to get their attention. She sat through a light cycle trying to get their
attention. A car pulled up behind her, so she decided to move and turned right at the light. The
passengers saw her, so she pulled over and put her flashers on to pick them up.
A police officer pulled up behind her and blared his horn at her. He yelled at her that she couldn"t
park there. She explained she wasn"t parked, she had her blinkers on, and her passengers were
getting in her car.
She was trying to provide a safe ride, and this is the 4th time an officer has treated her badly for
picking up people downtown. She believes there should be a pickup lane for ride shares. There
needs to be a provision if ride share workers are going to get hostility from the police when they
are picking up in high traffic areas. There is so much bad traffic and other things going on
downtown, she doesn"t understand why the officer had to bother her about providing a safe ride.
She felt like the officer was displaying misplaced aggression.

One of his valets was in a car that was hit by another vehicle. When they tried to speak to the
person that person drove off. The complainant called 911 and was told that if no one was hurt
and the vehicle was drivable, APD would not respond. When he spoke to APD he was told he
could not file a report on behalf of another person's vehicle. He is responsible for the vehicle, but
he cannot file a report. The insurance companies are coming after him trying to sue him, but he

His valet service purchased a lot for the evening. There was a person in the lot that intentionally
hit him with his vehicle. He called 911 and the person approached the officers about what
happened. The officers asked him if he was hurt, and he responded he was not. The officer told
him he did not think there was a case because he was not hurt and there was no camera footage
so there was nothing APD could do on their end. He told the officer he felt it was an assault with a
vehicle and the person was intoxicated. He told the officer there were witnesses. He asked the
officer for contact information so he could file a report. The officer told him that he could not give
the name so he could look him up and go shoot him. He feels like things would be different if the
person had hit a vehicle instead of him. The person used his vehicle as a weapon and officers are
telling him that he is a threat to the guy who hit him.

The complainant was hit by who he believes was a drunk driver. His car was totaled and the
complainant sustained 3 injuries. The officer wouldn"t help the complainant across the street,
had no empathy for the complainant who told him he was injured and hurt. The officer also
refused to file a crash report. The officer wanted to call EMS and have the complainant taken to
Round Rock, but the complainant didn"t want to go to Round Rock so took an Uber to a hospital
in Austin. The other driver wasn"t ticketed or given a sobriety test. The complainant now has
hospital bills and has had to hire a lawyer but can"t get any information from APD. No one will
give him any information, and everyone is saying that because EMS didn"t come, they won"t file a
crash report. The officer had no compassion for him at all and just wanted to get everyone out of
the way and clean up and move on.

The complainant lives in a 3-story place and lives on the first-floor unit. The police and SWAT
came to arrest a man who lives on the third floor. The complainant was asleep when the SWAT
called for all the people in the unit to come out. The complainant and her husband came out and
were not fully dressed. The officers threw them down and kept touching and grabbing at them
even though she just had a towel and underwear on, and her husband was barely dressed, and
she asked that they stop. The police also took their phones and left them without any way of
communication. The police didn"t say why they took the phones. They use their phones for their
jobs and aren"t able to pay rent and eat. They are left without anything. When they were
interviewed on site, the complainant was SO upset that she had forgotten she was abused by the
police officer, so she told them no. When her husband was interviewed, he did let the officers
know they had been mistreated.

While leaving the Exonn at Cameron and Athletic near 290, I entered Cameron road in the right
lane behind a bus. Then I moved across to the left lane to take a left into the La Costa shopping
center. There is not a left turn lane thus had to reduce speed and pause to turn left.
At this moment, the officer driving unit 162 sped towards me and laid on his horn. Due to the
unprofessionalism displayed by the officer, I elected to not turn and then drove to the next stop
light where the officer was at a red light. When asked why he honked, he stated because I stopped
to turn left however as mentioned before there was not a turn lane this was the safe option. He
was unprofessional as he provided his response and then began stating that my pulling up to him
to inquire was also an issue.
Overall, if the officer felt this was a significant issue and need for providing guidance to the
driving that occurred, he had options to do so much more professionally. I appreciate the work of
APD and hate to submit this, yet am in hopes that will help enhance the professionalism of those
patrolling in our area. Thank you for what you do!
