Complaint: The complainant alleges: I am writing after being inappropriately assaulted in my
home after simultaneously being harassed by the tenants in my apartment building of
amongst other tenants that have been conspiring against me. The constant inappropriate
harassment from the neighbors has had my mental state highly distressed. I've called EMS while
experiencing a gastro emergency per a medical issue I have. I was on the phone with EMS the
while time while waiting for the officers. Instead APD arrived and broke my door down while I
was naked. I tried to prevent this in saying give me a moment as I was trying to get dressed. As I
announced I need to put clothes on the officer a male one of 2 put his hands on me to hold me
down. I had already announced I was unarmed. I was then put unconscious and do not remember
leaving the parking lot. I woke up in the hospital very sore and was put under forced hospitalization
and not allowed to return home for a week. I was not experiencing a mental issue. I have been
calling regarding these neighboring tenants harassing me for a year now. This assault took place
in
and I have written several times and have called several times to oversight in order
to report it. I have called several law firms in order to bring this to justice. I have called the national
oversight and national as well as local FBI in attempt to receive help against the police's
unprecedented and unprofessional attack on me. I as well as everyone associated with me have
always been completely compliant with the law. Almost immediately after the sirens attacking me
got extremely more shrill and loud in the area towards the entrance of my complex. This scared
me to no end. I am of completely sound mind. Since then I have been horribly attacked publicly
in order for me not to report this. I have been followed humiliating me including at my job to make
me look bad and discredit my account. As an assault victim my heart and mind has been in turmoil.
This has all come to a head
and has gotten progressively worse. My
reputation has been completely ruined in light of this assault. I have several accounts of people
attesting that this is true. My character has been absolutely manipulated and defamed. My privacy
has been inappropriately harassed. There are fake bird noises now directly outside of my bedroom
window. The have made many vile comments about my body with their sirens. There are sirens
working with conspiring new neighbors as I just moved here to keep me as well as the entire
neighborhood and city up for hours every night. They in conjunction with
are far too
interested sexually harassing me and my personal life at extremely inappropriate times. They have
exploited and defamed my life in every way. I am completely innocent of any crime. They brag
about killing me and my home and are excessively forcing me to hear they're false insinuations
about my home. I am not exaggerating. I am constantly ignored and not taken seriously by way of
their intimidation and defamation I fear. I have been treated less than human let alone a young

woman by all of these people and the emotional distress I have been under is unimaginable. I am
only 27. This is wrong. Someone please help!
This notice of. formal complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and
Municipal Civil Service Rules.
Recommended Administrative Policies to Review (to include but not limited to):
200.3 RESPONSE TO RESISTANCE
While the type and extent of force may vary, it is the policy of this department that officers use
only that amount of objectively reasonable force which appears necessary under the
circumstances to successfully accomplish the legitimate law enforcement purpose in accordance
with this order.
301.2 IMPARTIAL ATTITUDE AND COURTESY
Employees shall provide equal and fair protection of all rights under local, state, and federal law
for all members of the community. Law enforcement will be conducted in an impartial and
equitable manner.
445.4.2 PEACE OFFICER EMERGENCY DETENTION
(a) The authority to apprehend a person by using the Peace Officer's Emergency Detention
(POED) is granted under the Tex. Health and Safety Code § 573.001. This type of custody is
protective rather than criminal in nature and does not constitute an arrest.
Recommended Classification: The OPO is permitted to make a preliminary recommendation on
the classification of administrative cases.
The OPO recommends this complaint receive a B classification.
