NOTICE OF COMPLAINT
March 4, 2022
ICMS #: 2022-0139
On March 2, 2022 the OPO received an email complaint.
The complainant alleges: Yesterday on
the following occurred.
A black man, what I could barely see Mid 20"s? Early 30s? Kept yelling at my dog to "be quite"
while at the same time messing with the chain-link fence. Of course, my German Sheppard is going
to bark. I asked "what the hell is our problem?" He then tried to start a fire in the alley way which
caused my dog to bark even louder with the small fire he started, SO I called 911. He then
complained (yelling out loud and aggressively) about "hating all the white people that move to his
neighborhood." He is NOT from "the neighborhood." btw. I finally replied "Soy Mexicana,"
because he kept yelling how he "hated all the white people." He then tried to jump over the fence,
SO I called 911 again. This time I went inside my home. The cops talked to him in the alley way
but I have no idea what happened after that because NOT ONE cop (even though I am the one that
called 911) came to check on me, or knocked on my door to asked me my side of the story, ask
about the fire he tried to start or the fence he tried to climb over, nope not one cop came to check
on me."
I just wonder how a person that calls 911 doesn't have the police knock at their door. I was very
specific with the 911 operator when I gave her my address
.."
I live alone and don't know what that guy was and/or is capable of doing. He purposely kept
messing with my chain-linked fence to mess with my dog. I just want this noted on file because
if that young man comes back to try to do something to me or my dog, I want it noted that I am
the one that called 911 without any police talking to me, checking to see what happened, etc.
I told the 911 operation I thought he was on drugs but she made a comment, "mental maybe?"
something like that to which, it makes more sense that he was more mental than drug induced in
hindsight. I sorry if he was/is "mental," but I still can't believe that (the more I think about it) not
one police officer bothered to check on me last night after speaking to this stranger hanging on in
the dark while wearing all black in the alley way.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
