On April 7, 2022, the OPO received an online complaint.
The complainant alleges: On

I was on
with a
friend when I see another friend that looked like something was wrong SO I approached her to ask
if she was okay she then told me she had just got into an altercation with the females who were
walking away when I walked up and said that it was her cousin and friends but she's okay SO after
that I noticed in the process of me going to check on her I lost the friend I went down there with I
start to look for her then I'm approached by an officer (Officer

proceeded to yell and told me to leave
I asked for what I didn't do anything and I'm
looking for my friend I came down here with he said he didn't care and I needed to leave if I recall.
I tried walking the way I know my friend would go SO I could find her. he said no don't go that
way I proceeded to tell him I need to find my friend if I can't go that way then I'm going to stay
right here where we got split up her phone is dead, and we came down here together and we are
leaving together then he walked towards me saying well okay you're under arrest. I asked him for
what and he said for public intoxication I told him I wasn't drunk I didn't even drink on
that night and I need to find my friend I'm her ride home I didn't want anything to happen to her
and he grabbed me by my arm roughly and in the process bruised my arm with his hand (not the
cuffs I also had cuff scratches but bruises came from him personally) I told him he was hurting me
and he only put my right arm behind my back more roughly in results bruising my arm and my
shoulder blade. he proceeded to take walk me to some room where APD sets up at on
I believe, and I kept asking for a breathalyzer to prove I wasn't drunk, and he told me they do not
do breathalyzers for PI and then officer
told me once again I was being arrested for public
intoxication and fighting his exact words. I asked him how am I being arrested for those things if
I didn't do either and he just looked at me and kept doing what he was doing. Officer

honestly seemed very impatient for him to be a police officer serve and protect. That
night I told him the honest truth and he chose not to listen and just act on stereotype. My friend
had to WALK to where she could get a ride/charger etc. was worried about me anything could"ve
happened thank god it didn't.
This notice of complaint is a request for Internal Affairs to initiate an investigation to determine
if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal
Civil Service Rules.
