On October 24, 2022, the OPO received an online complaint.
The complainant alleges: Unfortunately, I wish I didn't have to write this. However, as a
female who had her 8yr old child with her and the police being unwilling to help me breaks
my heart. This past
, I was involved in a road rage/hit and run. After the
individual ran down the side of my car pushing me and my child off the road and scrapping
my vehicle he began to take off. I started following him and calling 911. My husband was
in his vehicle and started following him as well. This lead to many turn around from him
attempting to flee. When he came to a stop my husband exited his vehicle in an attempt to
speak and get the gentleman's information and the guy purposefully hit my husband with
his truck. He then took off again and we followed. When I was on the phone with 911 and
informed him of all this he asked that I provide the trucks license plate, which I did. He
then asked that we leave the scene, which I did and my husband. At that time the gentleman
began to follow my husband in the opposite direction as me. At this time my call with
dispatch had ended and I pulled off to call my husband. When he finally answered he stated
he was at the

where two police officers had shown up and that the
gentleman followed him to. The officer's proceeded to handcuff my husband and stating
he was the aggressor, which was not at all true. They did not handcuff the actual suspect
that hit me and my child, ran me off the road, threw stuff at my vehicle, and hit my husband
with his truck. While on the phone and my husband was talking to the officer I stated I was
on my way because I wanted to file an official report and discuss this with them. The officer
asked if I had any damage, which I told my husband I am not sure because I had not been
able to get out and look. My husband told the officer that I didn't know because I couldn't
see and the officer said "well if there is no damage then we are all free to go." I said again
I wasn't sure and I was on Mt way and he refused to wait for me. I followed directions from
the dispatcher to leave and when I stated I was coming back to speak with them the officer
can just ignore that? As a mom who was just involved in this type of incident with my child
in the car and to call the police because I trust them to help us to then have them shut me
down as if mine and my child's life does not matter breaks my heart and makes me lose
trust in APD. Not only that but for them to handcuff my husband and state he was the
aggressor when he was trying to help me get this guy's information and he hit my husband

with his truck and drove off and for the officer to threaten to take my husband's CDL license
away if ridiculous. I feel helpless as a woman and a mother at this point. I fear for other
women and children. Please help me have some kind of justice. My son and I are
traumatized from this incident and then to receive no help from the one organization that
is suppose to be here to protect us is unimaginable.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
