Meeting Highlights (November 12, 2025)
Quarterly Complaints Data Update
In alignment with Resolution 99 (adopted September 2023), APO presents quarterly data on complaints, investigations, and recommendations at each Working Group meeting.
At the November 12 meeting, the Complaints Division provided updates on complaint trends, explained the process for handling anonymous vs. non-anonymous complaints, and shared highlights from the July–September 2025 reporting period.

2024 Annual Report
The Leadership Team also presented an overview of the 2024 Annual Report, released on October 14. The report highlights activities across APO’s divisions, including complaint review, policy analysis, and community engagement.
The full 2024 Annual Report is available online.
Key highlights include:
- From 2023 to 2024: Contacts declined, compliments doubled, and both internal and external complaints increased.
- Sustained community complaints increased nearly 400%.
- The Policy & Research Division submitted 12 policy recommendations to APD.
- The Communications & Community Engagement Division published 151 documents and participated in 50 community events.
- Looking ahead to 2026, APO plans to launch:
- A mediation program
- A relaunch of the Know Your Rights program
- An expanded APO Open House event
- A new Officer-Involved Shooting Dashboard
Community Safety Listening Session
In response to ongoing community feedback, APO added a Community Safety Listening Session to the Work Group agenda. This session provides community members a dedicated space to share priorities, ask questions, and offer input on public safety topics.
The November 12 session focused on identifying and prioritizing areas APO should consider for its 2026–2027 strategic planning.
Following each Working Group meeting, APO publishes an After-Action Report, which includes:
- A summary of discussion topics
- Key themes, takeaways, and insights
- Action steps APO will integrate into operations, policy research, and community engagement
