Dear Commander Griffin:
On August 12, 2024, you requested that APD's IAD conduct an Administrative Investigation
on Officer Jacob Harper, AP9754, and his conduct regarding an incident where he muted
the Body Worn Camera (BWC) of Officer Amber Slater, AP9870, without her or a
supervisor's approval.
Officer Harper is scheduled for a disciplinary meeting (DM) with you and his chain of
command on January 23, 2025.
OPO Discipline Recommendation
During Officer Harper's IAD interview, he admitted to violating General Order 303.4. It
should be noted that Officer Harper intentionally muted Officer Slater's BWC during the
response to a call for service to voice his frustrations of the call. This action is in direct
violation of General Orders established by APD.
Considering the totality of the circumstances and in alignment with APD's General Orders
discipline matrix, the OPO recommends the complaint be sustained, assigned a Class B
classification, and Officer Harper receive documented counseling in accordance with the
Discipline Matrix.
