UPDATE: On January 26, 2023, Austin Police Department (APD) officers arrested Joel Santiago Gonzalez-Paron for two outstanding warrants. On February 18, 2023, Gonzalez-Paron was charged with Murder, a 1st Degree Felony.
Throughout the investigation, detectives learned that on the morning of the murder, Gonzalez-Paron was involved in a disturbance with a group of individuals at Doug Sahm Hill Summit in the 1100 block of W Riverside Dr. During the incident, Gonzalez-Paron fired several rounds at the group's vehicles as they left the parking lot.
Although Josue Moreno was not involved in the altercation, Gonzalez-Paron believed Moreno's vehicle was involved in the disturbance. Gonzalez-Paron targeted and fired a round at Moreno's vehicle, striking and killing him.

On Monday, December 19, 2022, at approximately 3:30 a.m., Austin Police Department (APD) officers responded to a 9-1-1 call that reported a crash in the 1100 block of W Riverside Drive. The caller reported hearing several gunshots followed by a vehicle crashing through the guardrail and going over the bridge. First responders from Austin-Travis County Emergency Medical Services and Austin Fire Department arrived at the scene, entered the cove, and extracted Josue Moreno from the vehicle. During an examination of Moreno, detectives discovered someone had shot him. He was pronounced dead on the scene.
Detectives believe that the shooting happened during a disturbance from a group of people nearby. Moreno was shot while driving his pickup truck. As a result, he crashed through the bridge's guardrail where West Bouldin Creek meets the Colorado River. Detectives are still looking for the shooter. Due to the commotion, it's unknown whether Moreno was a part of this group or if the group knew Moreno had been shot.
