Response to OPO IAD 2024-1056-Lt. Calagna
A thorough review of the administrative investigation was conducted by the Chain of Command.
Upon reviewing the administrative investigation and the allegations regarding Lt. Calagna, it was
determined that there was not sufficient evidence to find that the threshold for preponderance of
the evidence was met showing that Lt. Calagna violated any APD General Orders. Therefore, this
case, which was investigated with a "Class B" designation, cannot be reclassified to a "Class C"
for training issues. This of course does not preclude APD from sending Lt. Calagna, or any
employee for further training if APD sees the need, irrespective of whether an employee was under
an administrative investigation or not.
