Dear Chief Davis:
On December 31, 2024, the Office of Police Oversight (OPO) learned that on December 26, 2024,
Commander Jeff Olson forwarded an internal memorandum to IAD requesting that Austin Police
Department (APD) Police Officer John Carrasco's interactions, during an incident involving him
and Fredericksburg Police, be investigated as an Administrative Investigation. The internal
complaint, 2024-1269, alleged Officer Carrasco had been arrested by Fredericksburg Police and
that a dog owned or controlled by him had bitten a minor child hours before he was arrest.
Recommendation by APD Chain of Command
On May 27, 2025, OPO was notified that Officer Carrasco's chain of command has scheduled a
Disciplinary Meeting (DM) to meet with Officer Carrasco on June 5, 2025. The Notice of Sustain
Allegation (NOSA) was not available to OPO at the time of the recommendation. Therefore, OPO
is not aware of the chain of command's disposition recommendation. The General Orders that are
the subject of the investigation are;
900.1.1 - Responsibility to Know and Comply
900.3.1(c) - Honesty
900.3.2 - Acts Bringing Discredit Upon the Department
900.3.5 - Use of Badge of Office or Affiliation with the Department
OPO Discipline Recommendation:
The investigative file confirms Officer Carrasco was arrested for public intoxication by another
police jurisdiction. During the arrest, the arresting officer believed Officer Carrasco was
attempting to use his employment with APD to help influence the outcome, therefore, the act
brought discredit to the APD. Officer Carrasco's level of intoxication appeared to influence his
communications during and after the incident. I believe his level of intoxication impacted his
ability to coherently recall and speak to all the factors surrounding the incident, both in real-time
and during the IAD investigation.
Furthermore, Officer Carrasco has failed to take responsibility for his actions. During his IAD
interview Officer Carrasco acknowledged he did not possess normal mental and physical faculties
at the time he was stopped; however, when asked if he violated General Orders 900.1.1, 903.1 (c).
903.2, or 900.3.5 he stated he had not violated either policy.

Police officers should be held to a higher standard of conduct, both on and off-duty. The IAD
investigation clearly supports the finding of Sustain for violations of General Orders 900.1.1,
903.2, and 900.3.5. I recommend Officer Carrasco be assessed five (5) suspension days, to be
served with no eligibility for EBD, for these policy violations. I do not believe he was intentionally
dishonest during the incident; nor is it clearly established he was dishonest during the IAD
investigation. I recommend a finding of Unfounded be considered for the allegation of violation
of General Order 903.1(c).
