The complainant called 911 Saturday about a man who tries to grab her and assault her. She
called the Police on Saturday and spoke to Officer Smith who treated her like she was the problem
and lying. the complainant was already upset, and officer Smith came up to the complainant and
asked how she knew the person"s name, and tried to allude that the complainant was a liar. The
officer was unkind and sexist towards the complainant. The other officer, Officer Night, asked her
a lot of questions really fast but was better than Officer Smith who seemed kind of weird.

An elderly man showed up at the complainant's door and said that he lived there. He was very
confused and disheveled so she called the police. The police arrived, so she went back in the
house. The man had said he wanted to go in the backyard and was going to come inside so she
was very scared because she has 2 small children, so they shut the door when the police arrived
and decided to let them deal with it. The police were out there with him for quite some time and
then just took off. The police never updated her, and now she is scared the man will come back.
She wants to know what happened with the man, and what is going on with her case. She"s had a
hard time getting any information and she"s been calling around to multiple places. She wants to
know if she"s safe in her home with her children.

Complaint:
She was at Walmart to cash a check with her husband. They were discriminated against and told
to go cash his check somewhere else. She requested to speak to a store supervisor, and the
supervisor called the police. When the police got there, they threatened that if she didn"t leave
the premises, they would take her to jail. She said she had a constitutional right to be there. The
officer handled the situation poorly and wasn"t aware of the constitutional law. The officer also
refused to give her his business card. It was officer Garner 7700.

On March 30, 2024 I was detained at the Austin airport. Officer Chambers and Officer Allyson
took my call as I returned their call regarding my current situation as being in an emergency. I
was detained because they thought I was going to hurt myself, which was not true. They took me

Early that next morning I was transported to Georgetown Behavioral Health, where I had to
spend the night. Officer chamber put me on a 48 hour hold. I am not from Texas as I had a flight to
Las Vegas where I live. I am a coach for a high school that competed that weekend at the Texas
Relays. That next day, 4/1/24, I was released due to the fact all emotional instability was
unfounded. I do not want to press charges, I just want my IDs back. I left a message with the
police department that they may leave my IDs at my uncles law firm. His name is

I would like to file a complaint. Austin 311 suggested I contact my district representative (Officer
Gabrielson) about my issue with my neighbor"s dogs, SO I did on Sept. 4, 2023, via phone and
email, and never received a response from him about my issue. The issue is ongoing and I"ve
again been advised to contact him. I called him last week (April 2024) and have also again not yet
received a response. If district reps are really not available to provide guidance to citizens, then
that path should not be suggested, and their information should be removed from the web site or
corrected (if he is not the correct individual or is no longer w/APD). If Officer Gabrielson is
unable to be responsive as a district rep, then he should be replaced.

A false report and error in omission has forced me to undergo a tiresome and false arrest.
Investigator III, police officer Connelly is who made the error. I have filed lawsuit against
him in Federal Court, as this is harassment. Moreover, Travis County is trying to sleep me
to inability to work, which is illegal. Why? I am not guilty, drunk, and drugged homeowner
filed a report filled in dishonest and deceit in order to commit a crime referred to
influencing a public servant to steal money. She is trying to take deposit money and officer
Connelly assosted her in thos illegal act, and now the cops are trying to make me sleep
rather than work. And are chasing me excessively. Thus, I am suing him and
I am also working on a Master in Psychology, which is impossible to work on as these
police will not leave me alone. So, I am suing for intimidation and harrassment, false arrest
and stalking. They need to remove their power, abuse of power, which I will make as
additional request for restitution. Clearly, these police are committing the crime, not I. In
which, none should be awardes the honor of wearing a badge.

Dear OPO,
Officer Conley or Connelly is a Detective Investigator III, filed a false report and is
engaging in Excessive Force. He has also never spoken to me about allegations made by
and only destroyed my ability to teach. I have been sober for 14 years, no
relapse. I have also made fantastic letters in school, and am an above average mostly A
student for a Master in Psychology. Not to mention, a very high GPA in undergraduate
studies for Psychology 3.90, with honors at a top rank university. So, what is happening is
illegal, as I arrived only six months ago, and Ms.
was harassing me, she mentioned
she was allowed to thanks to she and Connelly or Conely's relationship. His report was
false and had people mentioned which do not even live at
's residence. Which
means, he did no follow through, which lead to an illegal arrest. He conspired to commit
fraud on a court and with an intent to influence a public servant through is authority. He
and
may be old drinking buddies or pharmaceutical trades people, as she claims to
have many disabilities so she may have many pills. Although, what I am saying is only an
allegation. What happened to me is substance abuse by two people who engage in
substances. Thus, I was tormented and harrassed, put in a hardship, and illegal arrested so

could spend my deposit money or collect on rents which I paid to obtain more
pharmaceuticals or alcohol. I do believe Mr. Connelly should undergo review and badge
revocation for false and misleading evidence, and for harming me with no just cause. Other
than he likes
which is no reason to arrest someone who has paid rent. She
was very dishonest and abuses alcohol is a cocaine addict and does not practice any
principle program such as cocaine anonymous or 12 step treatment program. Which
means, she abused me with intent to take money and defame, and maliciously attack with
excessive force. I still feel Connelly or Conely is attached to my every move and my phone,
he is stalking moreover. Which is illegal and he should be removed from service, as his
attachment is illegal. And, really making me not wish to live in Austin, Texas. My family is
former U.S. Ambassador's to China, and Police through and through. My father was a
policeman. So, what is happening is
trying to dominate and taking a word I
asked her politely to stop doing, and using it against me through excessive force. Also, I am
a paralegal. Thus, I understand
makes Headbands in her home, and she charges
rent. Meaning, has she ever paid lodging taxes? As, she collects quite a sum from SSDI, and
she sells headbands for $150.00 to $200.00 every week about three to four. She clearly has
money, but is she paying taxes for those incomes? Her rents are at $750.00 per room, and
she has a four bedroom home. Thus, is it
and Connelly or Conley who are committing
crimes together under his badge? I went out with a Regulation Attorney, and he was fired
for using alcohol and pharmaceutical drugs. So, why is this Detective and Investigator III
Conelly allowed to do so, and give false reports which damage the good people like myself?
I do not drink alcohol, smoke or vape, or abuse any substance. Not to mention, I was
applying to teach here in Austin, and for Security Guard. And, I owed
$50.00, when
she brutally attacked me with police force, and lied. Honestly, I was only at
home to
sleep and do homework. I rarely talked her, but she is there 24/7 everyday of the week,
year, and month. Occasionally, she goes drinking alcohol with her boyfriend
But,
other than that, she has no friends and pops many pills, uses glue and paint to make
headbands, and blocks entry into her kitchen. So, roommates are put at risk. No one knows

is an addict abusing substances. And, this police detective
and investigator is helping her abuse tenants. She did the same thing to several other
tenants, when
felt inferior to her tenants. She should be arrested for attempting to
influence a public servant, conspiracy, retaliation, and false arrest with intent to steal rent
incomes. Which is very real. I feel she is sick and mentally ill, and needs restorative justice
as she is still using abusing people with intent. And, officer Connelly should certainly
undergo investigation to determine why he is helping a super sick girl get away with so
many illegal acts. Police have to protect the public, not use their badge to abuse power.
Thank you.

Officer Perkins followed the complainant and pulled up next to him and directed the
complainant to pull over. The complainant pulled over. Officer Perkins conducted a level 2
inspection and didn't find anything wrong with the vehicle. Officer Perkins handed him the
inspection and then verbally said to stay out of the left lane and walked away. The
complainant lost his job due to this inspection. On the bottom of the inspection, the officer
noted that the complainant disregarded an official traffic control device, but there was not
control device out there. The complainant doesn't know what he would've been talking
about since there was no scale house or electronic official traffic control device there.
There was no citation, or violation for him to go to court and dispute. He has no way of
disputing this notation. If he would've been given a ticket, he would have been able to fight
it. Now he can't get a job because of those notations he put on his inspection. The
complainant also stated that he was outside of this officer's jurisdiction as he was in Kyle

was referring to in his notes because there wasn't even one out there. He wants this taken
off his record or at least to get an explanation of why the officer made that notation.

Detective Ruben Velasquez
Case number 24-0130485
The complainant was assaulted on January 9th and almost died. The complainant is
dissatisfied with the detective's work, or lack thereof, doing the investigation.
Her husband was a suspect, and there was a question about the uber driver who dropped
her off. In January, the complainant gave Detective Velasquez the information he needed
including a website to go to and the specific information he would need to provide in order
to make contact with the suspect uber driver.
Detective Velasquez was short with the complainant via phone call and said to the
complainant "You know I have more than just your case" when she was just trying to get
help figuring out who assaulted her.
She suffered a fractured skull and a bleeding brain. She was trying to work the case herself
with her attorney, but she had to go back to work. She couldn't do his job.
The detective failed to contact the suspicious uber driver during that whole time from
January to April.
The complainant was injured so badly, she cannot remember what happened to her. The
detective's incompetence is stupefying. He has been wanting to offload her case to
someone else. She asked that he not give her case to hit and run, plus there is no evidence
that this was a hit and run.

The complainant alleges:
The complainant's brother,
had concerns about his father-in-law, who was
staying with his family, shaking their baby. He took the baby to the family doctor. The
doctor told him go to the emergency room to get a full checkup. While he was at the
emergency room, his wife,
, went to the emergency room claiming he needed a
psychiatric evaluation and was delusional about the father-in-law shaking the baby. The
complainant's brother was illegally detained and brought in for a psychiatric evaluation
for child endangerment by Officer Stahlke 9391, who she believes was discriminating
against him because he is African American. Officer Stahlke was also cursing at and trying
to agitate the complainant's brother while transporting him to the psychiatric evaluation.

Complaint:
On Friday 3/29/2024 Officer Michael Pollard drove up to park in the lot for Texas Relays at the
DK Stadium on UT Campus where the complainant is employed. The complainant asked for the
$15 parking fee. The officer refused, saying he was a police officer and didn"t need to pay it. The
complainant asked if he had a permit, the officer said no, so he asked for $15 again. The officer
yelled at him and demanded to speak to a manager to let him through. He was let through.
The next day, he returned to the lot there was a car in front of the officer in line to park in the
same lot. He didn"t want to wait, so he ran over a bunch of cones and tried to swerve in front of
the car in front of him and ended up running over the car in front of him displaying rage and
anger again.

The complainant"s wife was driving to pick him up from an event at FC stadium in a white mini
van with thier two children in the back. The employee pick up area is at Rutland and Mc Kalla
place and is not an uncommon place and direction for pick ups to happen. There was a mid 30"s,
red haired, officer with facial hair who stopped and said she couldn"t go where she needed to go.
She replied that she was just there to pick up her husband. The officer yelled at her and wouldn"t
let her move. He was screaming at her and made her back up into oncoming traffic. The officer
scared the children in the car. There was no reason for any officer to start screaming at a woman
over a traffic thing. There was no reason to treat them like this, not even explain why he couldn"t
let people through and just lose his mind and make the children cry. The complainant requests to
speak to a supervisor about this incident.

She was at booking at the Austin Jail downtown. She made a comment to a police officer asking
why he would choose to be a police officer as a black man. The other officers around that did not
like that comment. She was being checked out by the nurse, and then 4 officers put gloves on, and
all came to process her. The nurse and the complainant were both confused as to why there were
so many officers doing this. Two officers proceeded to grab her hand and one of them bent her
hand back. The complainant asked why there were SO many of them and one officer said "If I had
to do this myself, I"d be in jail with you" threatening her aggressively. The officers proceeded to
bend her hands all the way back like they were trying to break her wrists. Then they took her to a
cell where they take the people who don"t act right go when they come to the jail. The
complainant says she didn"t act out and only made that comment to the male police officer in the
beginning. Instead of just walking her to her cell, they bent her arms all the way back, grabbed
her shirt and started choking her. All the other guards just stood there and watched. The officer
then said, I"m going to slam your face into this brick wall". Once the complainant was in the cell,
they all laughed at her and thought it was really funny how they treated her. When the
complainant tried to tell another officer what happened he said' Well, those are my coworkers,
and I don"t know you." She has bruising on her wrists and arms.
Her booking number was 2406210

After my phone was returned to me when the Austin Police Department had detained me long
enough to financially cripple me SO that I would be at a disadvantage when I returned to work so
that I would not qualify for housing, there was pornography on my phone and the last thing I
remember using it for was to send an email that was used as blackmail. I was sexually assaulted
afterward and routinely sexually harassed by people in the community I am allegedly a threat to. I
am also told to go to a shelter, but they have violated a sexual boundary and refuse to
acknowledge the risk for human trafficking and other crimes to take place now that I do not have
the resources I had before the police arrested me for their crime and refused to investigate the
alleged robbery that occurred or the illegal eviction that was not supposed to be enforced until
two days after the constable did while I still had an opportunity to appeal the eviction. A prison
guard accused me of using meth and I noticed that this community has a public health crisis
related to fentanyl and that their shelters are being investigated for cooking drugs in their
facilities that I would be more at risk to getting involved in after the psychological abuse. The
hospital I was sent to refused to run any tests or check for a hormone imbalance which could
explain why my period started early and why I experience severe symptoms of PMS including
pain which could also explain irritability and is the reason I returned to my former place of
residence because the property the landlord(s) withheld included homeopathic medicine used to
balance hormones and nutritional deficiencies that may have developed while I was homeless in
Connecticut which the police in Connecticut did nothing. I have reached out to them several times
to investigate the professor who initiated this alleged wellness check which put me at risk for
trafficking that they are aware of and now they claim that it is out of their jurisdiction and they
have evidence that she was aggravating a pre-existing condition in the email and in earlier
reports that they refused to investigate which could have prevented the outburst that was within
my right to defend myself and my property. They also have evidence that the alleged owner(s)
and property managers were aggravating me throughout the eviction. For example, they used an
alleged moratorium while there was a ban on evictions and trespassing to perform an illegal
during the ban which was also never investigated and I have to prioritize my health over their
circus. Two people claimed to be the owner Janine Caroon and one of them trespassed to deliver
the judgement which according to the resources online is supposed to be delivered by certified
mail as they had done before. Online resources also claim that while police are conducting a
wellness check they are acting as a community resource and should not be able to access
personal documents or violate FERPA as they had in Connecticut, until they make an arrest and
the situations they described that warrants an arrest do not include sitting on a bench waiting to

confront the landlord(s) for withholding the property I had asked for the day before the alleged
owner issued a Criminal Trespass Notice. I am doing my best to recover from the experience but
everybody keeps complaining about petty and insignificant problems that can easily be resolved
and going out of their way to make life more difficult and micromanage me to aggravate and
cause a mental illness to develop. The community is a threat to me and that is how they, and you,
are. The reason one of my contracts for work, and I now work in conditions akin to abor
trafficking, was terminated because the only people that would give me ratings in the commnity
would give me negative ratings so they terminated my contract putting me at greater risk for
human trafficking by limiting my resources. They have also stolen my vehicle used for
transportation and medical equipment the Crime Victims' Compensation Program refuses to
compensate me for or acknowledge. They also violated a contract that forfeited my ability to
receive a settlement for the vehicle I used to make three to five times the ammount I make now.
They also gave me two tickets for doing what everyone else in the community is doing that I do
not make enough to pay. Another prison gaurd also threated to remove my clothing, and they
have moved every other form of protection, to force me to sit in solitary confinement while they
monitered my mental health while I was experiencing symptoms of PMS that they were aware of
because I told the nurse when they brought me in to the jail threatening to violate another
boundary while I was innocent of the crime I was being accused of.

Officers threatened to arrest the complainant for repossessing a vehicle. He began to move
the car onto his vehicle when he noticed there was a woman sitting in the car and when he
asked her to leave, she wouldn't. He called the police out. They said it was a civil matter.
The complainant told the officer she wasn't the owner, and refused to leave the vehicle he
was repossessing. He showed the officer is repossession order from Third Coast
repossessions. The officer told the complainant to put the vehicle down, and the
complainant refused because he didn't want to be liable for any injuries the woman in the
car could've sustained. The complainant asked the officers to have the woman exit the
vehicle so he could lower it. The complainant and the officers continued to argue. The
officers proceeded to inspect the complainant's work vehicle and found he didn't have
certain licenses specifically pertaining to towing policies. The complainant kept telling the
officers he wasn't a towing company, he worked for a repossession company. He even got
his manager from Third Coast on the phone to speak with the officers. The kept
threatening to arrest him and they later filed a complaint against him. The police kept
trying to read him towing enforcement laws, even though repossession is not the same as
towing. They also mis-reported and said that the complainant threatened to drive away
with the woman in the vehicle. The complainant said he would never do that because it
could be considered kidnapping, and he knows the laws.

The complainant's partner and son where in a car driving in their neighborhood. There was
someone tailgating them. They recognized it as a police vehicle because of the lights on the
vehicle - unmarked Tahoe license plate
This was a Saturday morning where there
was a lot of foot traffic.
The complainant's partner was driving 20pmh in a 25mph zone. The officer passed them on a
residential street speeding, then stopping at a stop sign. The complainant's partner pulled up to
the stop sign to ask why the officer felt the need to pass them so aggressively. The officer flashed
his lights and then drove home.
The complainant posted about the incident on a neighborhood Facebook page. The officer

I called 311 on Wednesday April, 17th for APD-non emergency vehicle issues for vehicle
abatement. There has been a truck in front of my house for a month with no movement. This
affects my trash pickup and any visitors I may have over. The truck is parked the wrong way on
the street therefore this classified as a reason for abatement. I filed the service request, the lady
said it would take up to 14 days. This was made at 5:54 pm. The next morning there is a business
card left by APD. No name on the front but the back of the card states, "Your neighbor is a snitch.
Please park right wheel to the curb next time." This made me even more uneasy.
I went to check online on the status of my service request and it was closed out at 6:02 PM
Wednesday April 17th. 8 minutes after I made the request. I am disappointed in Austin Police
Department's actions and unprofessionalism. As a single living by herself, I need to be able to
trust to call the police if I need to. At this point, I do not.

Email titled Abuse, excessive force, brutality, hazing in the current police academy cadet class"
Serious Concerns Regarding Training at the Austin Police Academy (152nd Cadet Class)
This document outlines a pattern of concerning incidents at the current (152nd) Austin Police
Academy cadet class. These incidents raise serious questions about training practices and
potential misconduct by instructors.
History of Injuries:
Since the academy"s inception in February 2024, numerous cadets have sustained severe
injuries, including permanent eye damage from pepper spray and potential long-term health
consequences from Rhabdomyolysis.
On April 16th, 2024, three cadets required hospitalization for Rhabdomyolysis after a poorly
designed High-Intensity Interval Training (HIIT) session.
o The exercise regimen reportedly involved inappropriate techniques and excessive exertion,
raising concerns about potential negligence on the part of instructors.
o Two cadets received intensive care for extended periods and were pressured to return
prematurely or face being recycled, meaning dropped from their current academy class and
recycled to the next class having to start from the beginning despite already enduring 12 weeks of
extremely difficult injurious weeks.
These injuries have impacted cadets from all backgrounds, including an Olympic gold medalist
who suffered severe injuries and another cadet who sustained a complete shoulder dislocation.
The reported injuries, including Rhabdomyolysis and potential permanent damage from
excessive force, raise serious concerns about the long-term health and well-being of the cadets.
Pressure to Stay Silent: Forbidding cadets to discuss their experiences is a red flag, potentially
suppressing evidence of abuse.
Furthermore, cadets have been explicitly ordered not to discuss these incidents, with threats of
repercussions for speaking up. They are not allowed to talk about what happened to them or ask
what happened to their fellow cadets.
Recent Excessive Force:
During a domestic violence training exercise this week, cadets were reportedly subjected to
excessive force by a commanding officer.

While details are not exactly clear, it has been said that the cadets had to enter a room, alone,
and blindly, and were assaulted by one of the commanding officers who punched them in their
ribs. Using physical force against the cadets in a confined space raises serious concerns about
training methods and potential instructor misconduct. And, how hard do you have to hit someone
to break not only one rib, but multiple ribs? It leads one to question, what possibly be could be
the purpose for this kind of force?
o Injuries sustained include multiple broken ribs, with many, additional cadets believing they too
have broken ribs but are afraid to seek medical attention out of fear of retaliation.
Lack of Oversight:
There appears to be a critical lack of oversight regarding training protocols, instructor conduct,
and cadet well-being.
The repeated occurrence of severe injuries suggests a systemic issue that requires immediate
investigation.
Moving Forward:
These incidents raise serious questions about the effectiveness and safety of current training
practices at the academy. A thorough investigation needs to be opened immediately to prevent
further injury to cadets and ensure training aligns with best practices for law enforcement
training.
It"s important to emphasize that the cadets involved are passionate individuals dedicated to
serving their community and becoming civil servants. They should be commended for their
bravery and willingness to contribute positively to society. However, the current training
practices at the academy appear to be failing them. Instead of fostering these positive qualities,
these practices seem to be putting cadets at risk of serious injury and emotional distress.
Additional Concerning Incidents:
Further highlighting the lack of communication and potential disregard for cadet well-being, an
incident occurred on Wednesday, April 17th, where a Spanish language instructor became upset
with cadets" inability to raise their arms fully. Despite the cadets explaining their pain and
soreness from the previous day"s training, they were reportedly ordered to perform 320 burpees
as punishment for not raising their arms when this female instructor demanded they do so. This
excessive demand, following documented injuries, further raises concerns about the academy"s
approach to cadet health and training.
Prior Investigation and Potential Outcomes:
It is worth noting that the prior investigation into the Austin Police Academy in 2021 highlighted
a connection between the academy"s treatment of cadets and the potential for increased violence
by officers once deployed on the streets. The current situation raises serious concerns about a
potential repeat of this pattern. If cadets are routinely subjected to excessive force and a culture
of fear within the academy, there is a significant risk that these practices will translate into their
approach to law enforcement.
Reason for Anonymity:
This report is filed anonymously due to cadets" fear of reprisal and further harm if they raise
these issues directly. This anonymity aims to protect both the source of this information and to
prevent any repercussions for cadets who may have been injured or witnessed concerning
behavior.
Closure of the Academy and Recurring Issues:

It is important to note that the Austin Police Academy was previously shut down in 2021 due to
concerns about excessive force and a lack of focus on cadet safety. This closure was intended to be
a period for reform and a shift towards more positive training methods. However, the incidents
described in this report, particularly the recent return to a "military-style" approach as per
cadets, strongly suggest that these reforms have not been effective. In fact, the severity of injuries
and alleged instructor misconduct appear to be ongoing issues, raising serious questions about
the academy"s current practices and adherence to its stated goals. Caitlin Lowell (OPO)

every red light down the street for no reason. They were going maybe 20 or 30, not very fast and
they were very clearly not in an emergency. Especially considering since they turned off their
lights to stop at a red light right before they blew past me. I have seen this kind of reckless
behavior before but I'm extremely upset that they had no regard for my safety and seemed to
intentionally wait for me to get close to where they were about to gun it across the street. I know
they saw me as they had their headlights on and I was wearing a bright blue shirt SO it is my belief
this conduct was intentional. Additionally my partner was on the phone with me and heard me
startle and I had to tell her that I was almost hit by a cop.

Cops camping outside of local game rooms waiting for people to leave and then wrongfully
pulling them over to see if they got drugs or warrants etc. I've had to deal with this personally on
multi occasions as a business owner of set establishments it's running off all my customers and
my business is 100% legal my business has fell off more to then half alone this year 'cause nobody
wants to come play... I get these places can be up reading around for criminal element but as long
as it's not happening and what they have on them or their personal is left as their problem
where's their business I don't allow it inside my game rooms I don't allow outside my game
rooms but you can't control 100% everything that's going on y'all don't sit outside bars and do
this shit you don't sit outside Walmart and do this because if SO these places would sue the hell
outta y'all and the city and y'all would be in the world of hurt.. found myself I have retained two
high class lawyers that I'm talking to them now about the actions that need to be taken because of
this

North Village Branch of the Austin Public Library at 2505 Steck Ave.
I attempted at least five times on the morning of 04/29/2024 to provide STI evidence left at the
Case no. 24-1200530
Crime Stoppers Tip ID: 103-W42455
I was consistently given over two phone calls with an APD corporal to file an online police report.
The evidence mentioned a shooting. By stating "No" in the report, that would have caused me to
perjure myself. I opted for the anonymous Crime Stopper report.
Not sure if the evidence points to a specific crime or not. The allegations were numerous and
concerning to ignore.
3-1-1, 9-1-1 interactions between the number 512-974-9955 were negligibly more helpful.

APD response to the peaceful protest on UT campus was violent and abhorrent. She has seen
videos of students being pepper sprayed, thrown, and beat. She just wants to make her complaint
known. APD does have the right to refuse to respond to a peaceful protest and still made the
choice to. She feels APDs behavior is disgusting and something should be done about it.
