Hey sir,
Our office received a phone call from a concerned mother due to an incident with Officer
Campbell. She is going to make a complaint and I recorded the initial phone call.
There were long gaps in the phone conversation because we were attempting to find the police
call she was referencing.
Here is the voice recording of the phone conversation.

The recording was the mother of
and she was questioning why the police were
looking for her
year old son. The main portion of the conversation does not start time time
stamp of 11:55. You can hear Det. Bianchi inform the mother that the officer (later ID as Officer
Campbell) did not chase her son and that the officer observed her son
and another juvi
male smoking a vape on school grounds. When the officer made contact with
he started
grabbing at his wasit band. Det. Bianchi told her that the officer believed he may have had a
weapon and unholestered his firearm but never pointed it at her son. Det. Bianchi went on to say
that Officer Campbell never was able to talk to
because after he asked her son to remove
his hand from his waist band, her son ran off.

provided the information.

Complaint:
The complainant was wrapping up his birthday celebration and had an argument with the
bartender at little drinks lounge. He didn"t go in and started walking back to his apartment. The
bartender had called the cops who found him walking and said they just wanted to get him back
to his apartment safely. When they approached his apartment, the police said they were arresting
him on an outstanding warrant. He did not resist arrest. The complainant identified officer
Trinithad Garcia 8398. The complainant stated he was brought to the ground with a knee in his
back, and the officer struck him in the head 3-4 times. He was given a black eye, he still has pain
in his jaw from this arrest.

Complainant states that on or about 26th of September he and some visitors there with him at his
mother"s residence at

While sitting at the back yard of the property they were
approached by officers alleging that the registration on the vehicle did not match the vehicle
license plate. The officer requested the visitors to identify themselves, which was refused. The
complainant intervened explaining that there is no crime being committed, and then informed
the officer that his visitors do not have to identify themselves. The complainant then alleges that
the officer informed them he was going to take the license plate off the vehicle if the visitors
refuse to identify. Roughly 10-15 minutes later, the officer apologized to the complainant alleging
that there was a new dispatcher, and the information wasn"t able to pull the registration
correctly.
The second part of the complaint was that there was an ex Austin police officer "Ray Chandler"
who showed up on scene and engaged in what the complainant felt was inappropriate banter
towards him and his visitors. The complainant felt there was an officer biased based on whatever
"Ray Chandler" might have mentioned to them about him and his family.

Complaint:
The complaint alleged that the police kept the complainant's son, who committed a crime
(murder), in the police car for a substantial amount of time. The complainant stated that when an
arrest is made, the individual should be taken off-site immediately. However, APD kept his son
there for hours, and he feared that angry relatives who showed up might discover his son's
presence, potentially leading to multiple arrests. He also stated that APD undressed his son on-
site in view of the victims and others nearby.
The complaint also stated that his stepbrother is related to a former Austin police officer,
who is the Sheriff of Caldwell County. He mentioned giving his stepbrother a key to his
mother's residence, where his sister and her son lived. When the complainant went to the home
on Wednesday, he noticed that his stepbrother had changed all the locks.
His sister went to the house and rechanged the locks since it was her residence. The complaint
stated that about seven officers showed up that night to question this. Upon arrival, one officer
reportedly said, "Oh, and now the suspect's family is going through the house." The complainant
found this inappropriate and felt that no one should refer to them as the "suspect's family." He
believes this may have been influenced by
officers about him.

The complaint also noted that when his wife stepped out of the house, she overheard a
conversation between the police officers outside. She identified one officer as a young Hispanic
woman and another as a male officer, who seemed to be arguing. The wife heard the female
officer say, "Well, what we cannot do is help someone else establish residency in a home where
someone else currently resides." The complainant finds it unethical for officers to try to assist
someone in establishing residency in a home that is already occupied.

Complaint:
On September 26, 2024, I observed and recorded a police takedown. In my opinion, the officer
appeared to use excessive force because the suspect was trying to walk away and the officer
threw him down with enough force to cause his body to roll. The suspect was later taken away by
ambulance. I also believe an officer intentionally obstructed my recording by moving his police
vehicle. Here is a link to a clip showing the takedown.

EMTs for private event were approached by a black Nissan four door sedan (Altima) from the rear
that had apparently come through the first blockade. When asked if could help the driver rolled
down his window wafting out the distinct smell of alcohol. The window being fully down the EMT
could see two large containers of BudLight and some other clear alcoholic beverage both open.
The driver seemed confused while asking what is going on in front of the medical tent that was
blocking the barricade that separated the now driver from the road the bicycle racers were on.
It isn't any surprise that a person might have a beer at one of these events but normally the
person isn't audibly drunk and seeming to have difficulty driving in a straight line they don't
generally drive themselves they normally have a Designated Driver to get them safely away.
The EMTs attempted to reach the APD officer that was posted on the side that the driver came
down; but after several failed attempts the Nissan made several attempts at turning around and
heading the other direction before stopping again at the cruiser corner. The EMTs attempted to go
to the cruiser to have PD intervention and investigation, but when the offer returned to cruiser
(lunch supposing) the Nissan turned quickly to try to go the other way when saw the cop walking
up and again rolled windows up. The EMTs gave the Detective a ride to the where the Nissan
again had attempted to get by onto the closed course. The officer walks to the window and tells
the driver it is a closed event the windows being still rolled down the EMTs could still see and
smell the beer of the drivers car as the car attempted several times to attempt a turn around to go
the other way. When asked about the open containers the officer just shook his head and walked
back with his tacos to his cruiser. Feel like a bit more should've been done other than to release
this otherwise open container driver drive away after nearly driving onto the course twice and
having the two larger beers in the center console.

An officer driving Unit 3901 (white and black Ford Truck) has been harassing everyone who is a
pedestrian near Riverside and Montopolis today and all day yesterday (9/29/2024). She saw him
most recently outside of the JD"s on Montopolis. She tried to get a picture of the officer who she
described as white, but he zooms off every time he sees someone pull their phone out. He has
been taking things from people and laughing in their faces. He is out there harassing everyone
including elderly people, children and other easily targeted people. He scared an elderly woman
so badly that the complainant had to walk her home. The complainant understands that the
police are usually out there protecting people from homeless people and drug addicts/dealers,
but this officer is harassing everyone.

Sw24110019 I was detained by law enforcement at Zaragoza park. I was released and was
waiting to see if my friends were being released as well. I stood up against the wall on calles st
where an officer and EMS just watched me fall and failed to abide aid by my side. I was helped up
from DJ was was Al'so released from being detained and he then tells the officer directing traffic
that why did he turn his back on me when i feel. I feel discriminated against i was not checked on
when EMS witnessed me fall. Officer turned his back what happen to protect and serve your
community. My pride once again triggered by the people who are supposed to protect me.

Complainant alleges:

The complainant states that her husband was pulled over by Austin Police Officers while on his
way to work. Upon stopping, the officers allegedly ordered him to exit his vehicle with his hands
raised while they had their weapons drawn. The complainant further alleges that the officer then
handcuffed her husband and placed him in the back of their patrol car without attempting to
identify him or informing him of the reason for his detainment.
After a period of time, the complainant's husband was released by the same officers, who
apologized profusely, acknowledging that a mistake had been made. This incident which occurred
in the Walmart Parking Lot, has left both the complainant and her husband deeply distressed,
leading to anxiety and recurring nightmares. The complainant seeks answers regarding the cause
of this incident and the steps that will be taken to address it.
