Her daughter was missing so she called the police. The case number is 24-2720523. Officer Travis
came Saturday morning to file the report. Later that day two other officers showed up. After a few
hours she didn"t hear anything, Sunday morning, officer Travis texted that he was heading over
to her apartment. She called and texted him that she had more information regarding her
daughter"s whereabouts and asked him to go check that address. He didn"t get back to the
complainant until later that day, but did end up going to that address and found her daughter who
was hiding at the complainant's sister"s house.
She said she wanted to press charges against her sister, and the officer said it was now a civil
matter. She asked that the officer call CPS and investigate, and he just left her there. The
complainant stated that he mishandled this case, and had no evidence or reason to bring her
daughter back to her and letting her sister hold her daughter while the whole police department
was searching for her.
The officer also told the complainant that she sounded paranoid and that he could see why her
daughter didn"t want to come home to her.

The complainant alleges:

I had tried to commit suicide by cutting my wrist open and driving my car off the highway into an
embankment. Looking back I'm extremely concerned that no one tried to interact with me in a
way that might have made me less distraught. No one was there to help me, I was just another
criminal. It further concerns me that Brian Nenno, specifically stated in his police report that he is
a "Crisis Intervention Team Officer". He did absolutely nothing to try to diffuse the crisis I was
going through. I was the victim and I was immediately treated as though I was a criminal. APD's
mission statement is to "serve the community in a way that bonds police officers and citizens." No
one was trying to bond with me, no one was trying to see what was happening, no one had a clue
how to even handle the situation including the crisis intervention team officer. The police
department seriously needs to learn how to handle mental health issues. Had they shown a little
compassion the night probably would have turned out different. The one thing I've learned from
this experience is to never call the police, NEVER, not for anything, EVER. When did "serve and
protect" turn into "arrest and convict"?

The complainant alleges: Good evening i want to submit a complaint against sgt Eric Burnsed and
LT Jobes I want to inform you that I had an accident on 10-16-2021 Saturday night, the girl who
hit me from the back of my truck was drunk and also she was on the phone I have her on the
video, I am contacting you because the two officers showed up in the scene and they did nothing
to the girl no breathalyzer no investigation no citation nothing and they left with out even gave
me a report number so I have to call the next day to get the report number 212891335 and The
unit number for the police is F608609. we need a clear answer why the police officer didn't do
their job when they showed up to the scene. As we know when cops show up to the scene they
have to do their investigation it was so weird the cops showing without do anything also it was
weekend (Saturday night as we know cops alert on weekends because a lot of people driving
under the influence on the weekend. I already submitted complaint online and I am looking

I called 911 for a child neglect, assault attempted dog abuse case at 6:33pm yesterday. Officer
Walker Prado 9876, Officer Daniel 9610, and Officer Dixon 9393 did not arrive until after 10pm.
Officer Prado, the leading officer, told me it was a civil matter. I asked him to create a police report
so I can have something tangible to show my apartment office and that"s when Officer Dixon
9393 very aggressive and dismissing my feelings and concerns for me and my dog safety told me
there was NOTHING they can do. She was argumentative towards me the entire time, when I
asked for her badge number she failed to provide it to me. She was huffing and puffing the entire
time which made me feel uncomfortable. She argued with me some more about the situation and
turned around and left and as she is leaving she says "watch me walk away, I have actual crimes to
respond to". As a tax payer I did not think I was paying into a municipality that dismissed animal
abuse and child neglect and assault. Officer Dixon represented APD horribly, I am afraid what
would have happened if she was the ONLY responding officer to my call. She needs way more
training on how to approach the public. I would like to be called about this matter ASAP.

She was involved in a car accident in which she was seriously injured and unable to work for
some time. Upon recently receiving the crash report, she identified several discrepancies. Her
main concerns include Officer Kenneth Leger from APD indicating she was at fault, despite being
rear ended. The complainant also asserts that she clearly explained to Officer Leger how she was
hit from behind, but the report reflects a different version of events. The complainant believes
and, as a result, sided with them. The report number is 24-1680143.

This message is from
I was harassed outside of Barton Springs pool while lifting rocks as part of my routine.
After several of the the Barton Springs pool staff harassingly stared at me through the fence,
demanded I answer questions, recorded me without the simple gesture of asking, and even stated
my name without me ever having introduced myself to them, they called 911 and requested
police assistance.
Devries badge # 7293 responded to the call for assistance and issued me a criminal trespassing
notification after acknowledging the fact that there were no trespassing signs and admitting that
he had no legal justification for asking me to leave the premises. He claimed, "the judge" had told
him to.
I was doing nothing wrong, AND being harassed by stalkers.
This kind of lackadaisical misuse of government force is unacceptable and dangerous and I
demand that this trespass notification be revoked and me to be able to walk wherever everyone
else is allowed.
Tuesday, October 29th, 2024 starting about a half hour before 6pm is when the Barton Spring"s
employees began harassing me.

Uniformed Officer Devries, badge # 7293, arrived a couple minutes after 6pm.
Officer Devries didn"t allow for
the self proclaimed,

(who also claimed to speak for Zilker Park on behalf of the City of Austin) to notify me of their
desire for me to not walk in the area until a little before 6:30pm. This is after the Officer agreed
with me that there were no markings or signs to indicate doing so was disallowed, and even after
subtly threatening me that he, "didn"t want to take (my) dog," if his edicts weren"t followed.

The complainant alleges:

The complainant was walking through the park. He had to use the restroom, SO he walked
towards the restroom. He was stopped by two officers who asked if he had seen two guys fighting.
He said no. The officers asked what he was up to, and he asked why. They said he fit the
description of one of the guys who was fighting. The complainant asked why the officers were
messing with him. They asked for his ID. He refused and said what they were doing was
harassment. He told the officers that they knew he wasn"t one of the men who was fighting. They
took his fanny pack with all his belongings in it and put it on a table. A woman went over to the
table and grabbed his fanny pack and the backpack that was on the table and walked away with it.
The officers continued to ask for his ID. He stated this was harassment and he lost all his stuff

Her daughter was missing so she called the police. The case number is 24-2720523. Officer Travis
came Saturday morning to file the report. Later that day two other officers showed up. After a few
hours she didn"t hear anything, Sunday morning, officer Travis texted that he was heading over
to her apartment. She called and texted him that she had more information regarding her
daughter"s whereabouts and asked him to go check that address. He didn"t get back to the
complainant until later that day, but did end up going to that address and found her daughter who
was hiding at the complainant"s sister"s house.
She said she wanted to press charges against her sister, and the officer said it was now a civil
matter. She asked that the officer call CPS and investigate, and he just left her there. The
complainant stated that he mishandled this case, and had no evidence or reason to bring her
daughter back to her and letting her sister hold her daughter while the whole police department
was searching for her.
The officer also told the complainant that she sounded paranoid and that he could see why her
daughter didn"t want to come home to her.

She called 911 after an incident where a woman was speeding behind her in a school zone. The
woman pulled in front of the complainant and slammed on her brakes and turned around and hit

The complainant's neighbor called 911 to report a child in their (complainants) front yard, which
was later identified as the complainant's own child. Six APD officers arrived and entered the
complainant's property.
The officers requested to see the complainant's driver's license and personal information. The
complainant found this unusual, as the officers were not engaging in conversation. She asked
about the reason for concern regarding her child being in their own fully fenced yard, with her
husband and their other child present.
The six officers surrounded their property and threatened to take them to jail and contact CPS.
They even threatened to enter their home, all while their 4- and 6-year-old children were
watching.
The complainant provided the APD officers with their information, during which the officers
stated that the reason for the interaction was related to concerns about sex trafficking. The APD
officers then left the complainant's property and subsequently called CPS. The complainant feels
that this was inappropriate and an abuse of power, suggesting it was an intentional act due to her
questioning the officers, which she feels they did not like.
Later, when the complainant requested the incident record to identify the officer(s) involved for
the purpose of filing a complaint on them, she was informed that the record was sealed because it
was classified as a child abuse case. After consulting an attorney, she was advised that there is no
provision in state statutes regarding information shared from the incident by the police that
aligns with the Texas Family Code. This led the complainant to believe that the officers were upset
because she questioned their presence at her home, and she feels this as an attempt by the
officers to assert power and take them to jail.
The sergeant assigned to the case is Michael Wilmore-Crumrine (AP4567), he was not present
during the incident.
The complainant highlights the importance of this complaint to her, as the investigation by CPS
has caused significant financial and emotional stress for her and her family, only because her son
was playing safely in their own yard while being supervised. She reiterates that this situation is
inappropriate and an abuse of power from those APD officers.

platform I am on. He is well know with law enforcement officers for body building and guns.

Officer was driving erratically around East 5th Street and Waller. He ran a stop sign and forced me
to slam on my brakes nearly causing a collision. He parallel parked outside the Chipotle on 5th
street and opened his door as I was passing, causing me to have to avoid hitting him a second
time and nearly hitting another moving vehicle in the road. All of this hurry and near accidents
were for him to get into Chipotle and get lunch, as I saw the officer in there once I got out of my
vehicle. I didn't get his badge number, but he was a tall (over 6'), white, bald man. His squad car
number is 9384 and the license plate is 1409117. I understand sometimes people are in a rush,
but seeing an APD officer operate a vehicle in this manner and endanger many civilians in the
process is unacceptable.

Hello, I am writing this email as a frustrated citizen and safety manager. In my position, I am
tasked with investigating any and all motor vehicle incidents. There are two issues I see with your
system. I try and use the 311 system at all costs, but occasionally use the 911 system if needed.
Through investigating our incidents, I have found a blaring issue with the system. We are a
construction company and therefore have CDL drivers. Whenever one of these drivers is involved
in an incident they are instructed to call 911. All CDL incidents are required to have a police
report, however whenever they call to report, they are told to just exchange information with the
other driver and go through insurance. This type of situation usually results in an unnecessary
legal battle with one of the ambulance chaser law firms. In my experience, these are frivolous law
suits that are just one driver"s word against another. I have had one of these cases drag out for
almost 2 years, just to rule in our favor.
Another situation is when an incident comes down to one driver"s word against the other, I have
a online police report that I am waiting on so I can try and pull surveillance video that would
definitively show who is at fault. This happened to one of our non CDL drivers. He was coming
into work and stopped at a circle K. While leaving the parking lot, he was involved in an accident,
again minor with no injuries, he contacted 911 and was told to exchange information because the
officers were to busy to be able to respond. The Circle K does have cameras, but need a police
officer or a subpoena in order to pull the video. This puts me on a serious time crunch to collect
this evidence. I filed online and it will take 3-5 days to have a response. That may be to late. I
contacted 311 this morning to see if I could have an officer meet me at the Circle K and was told I
would have to contact 911 for that because that was the protocol. In order to have an officer meet
me at the store I would have to call 911. That is not an emergency, just all about a time crunch. I
have worked in EMS and know how time wasting these types of call can be. All I needed was an
officer to take a few minutes and help me obtain 1 minute worth of evidence. I do not feel this
would have taken more than 30 minutes including drive time because I know almost to the exact
minute when that incident occurred. I feel like there should be an officer available for this type of
situation. As safety manager, it is also in my scope to protect my company. I do not feel as though I
can do that effectively in the City of Austin in relation to this type of occurrence.

On 10/22/2024 a police response was made to
for a welfare
check/complaint made by neighbors for my sister-in-law
This was made because of
trash buildup and other possible concerns. When the officers arrived they found her confused
enough to call a mental health officer and she was encouraged by them and family members to be
transported to a hospital for evaluation. However, the officers did identify her unsafe living
situation which involved feces and trash throughout the home. I feel that they felt that having her
transported was the best option, however, that addressed only her mental state and not her living
situation. In
(where I live) they would be listed as "Mandated Reporters" and as such
required to file an adult protective services report. This had been done previously by EMS when
she had fallen and was unable to get up in May 2024, as well as by
when she
was receiving treatment for that incident (although home care never really took off since she
mostly canceled appointments and then once they got in and reported conditions to their
superiors, they were no longer allowed to come in because of the biohazard situation). At one
point an APS caseworker named
was involved, but as far as we know she refused him entry
to the home and all he did was offer cleaning services, which she declined. Because she
volunteered to be evaluated on the 22nd and the hospital did not see her living conditions, she
was discharged that night and sent home.
Having dealt with protective services in my role as a

they are often overwhelmed and frequently require multiple complaints to take action. If the
physical safety concerns identified were as described to the family on the phone the officers
should have also considered reporting this to Adult Protective Services. The question should be
would I allow my sister-in-law to live in such filth and not report it.

It was very unprofessional. I know I spoke with the supervisor from Police Oversight at 1130pm
on a Sunday night. This was unprofessional because I had to get up at 330am for work at the time.
The charges listed were assault causes bodily harm. I never assaulted this man. I was 100 pounds
at the time and sick. He was over 6 feet tall and over 250 lbs. He was a drug addict and alcoholic.
The police took his side of the story. I wasn't allowed to speak whatsoever. I had bruises on my
body from the aggressive behavior. There were 12 officers at the apartment. Very unprofessional.
I also don't know why you tacked on family violence. Just because we have the same last name
doesn't mean that we're related. We were friends. You should be held accountable for this. It's
very unprofessional how you handled this case. I called several times to inquire about my case,
and no one would find me in the system. You didn't want to help me. I'm appalled by all of your
behavior. I was a good person trying to help out a friend and I get arrested for not doing anything
to begin with. No one would let me speak. It was all about him. The tracking number is
9238636621. I'm so disappointed in the way that I was handled. I don't need to go into detail,
however, y'all know what you did and the reasoning behind it. Your head officer that had me
looked like a body builder and was relishing in this arrest. This was recorded and splashed over

To whom it may concern,
It is 5:10 PM CT on Tuesday, 22 October 2024 in Austin, Texas while I am writing this. I just biked
home from an incident at the southeast corner of 3rd Street and Congress Ave. I am writing this
immediately upon arriving home.
I was navigating from the north side of 3rd Street (northeast corner of the intersection), heading
to the sidewalk at the southeast corner. While navigating with my bike, I noticed someone in a
dark blue (hard to tell due to paint decay and a some dust/dirt, but the driver later told me as I
identified the vehicle for the police) Hyundai Santa Fe was in the bike lane that I was about to
navigate through to get up to the sidewalk.
I stopped, stood with my bike, and motioned for the person to move out from the lane. (This is a
multiple-times-daily frustration here, where car drivers occupy limited bike and pedestrian
space, and I usually try to see if they'll do the right thing and move out of the way.) Rather than
indicate any remorse or willingness to move out of the lane, the driver slightly lurched the car
toward me (likely let off the gas or applied slight pressure to the gas pedal), as if to intimidate.
At that point, I took out my phone to take a picture of the license plate and report it to 3-1-1, even
though I knew they would not get to the scene in time. Rather than viewing this as a way to get
someone cited, I figured this 1) might encourage the driver to leave the bike lane, and 2) it would
create a paper trail of incidents in the 3-1-1 system that evidence the need to shore up our
bike infrastructure to prevent unsafe car driver behaviors.
While pulling out my phone, the driver repeated the lurching-intimidation behavior. At which
point, I switched the camera to record video, sensing the hostility could turn for the worse. I
started recording at 4:28 PM (attached as Exhibit A), motioned for the driver to move around, and
then the driver starting moving forward toward me more quickly than they had with the lurching-
intimidation movement.
When I realized they were turning their wheel slightly, but intentionally not enough to completely
miss me, I tried to throw the bike handle leftward, lean the bike out of the way, and jump out of
the car's path.
The driver's behavior was clearly an act of intimidation, turning the wheel slightly to (probably)
pass without hitting me but keeping it close enough to scare me. Par for the course - the third
(at least) act of intimidation. Patterns of behavior were crystal clear.
Unfortunately for me and the driver, they did not turn the wheel enough to miss me, and they
stopped only as I was holding onto their open passenger window with my right hand, trying to

avoid being anywhere underneath the car, and simultaneously keep recording with my left hand
(because who knows what this person will do and what I would need evidence for, since I have
little faith in a police response - which you'll see is warranted).
I was swiped by the car, but luckily only minimally. My bike's front tire, however, was stuck under
the car's rear tire.
I regained my footing and moved to the front of the vehicle as I saw the driver had put it in park
- still in the bike lane - and was exiting. While gripping the phone during my recovery, I had,
unfortunately, locked the phone, which ended the video. (You can see that this takes place while
I'm moving back up, away from the pavement in Exhibit A.)
At this point, I was less worried about recording since, I hoped, I had enough evidence of this
aggressive behavior on video already and, anyway, most people presumably would not risk
further escalation.
I immediately held the lock button down on my phone to activate Siri and asked her to call 9-1-1.
My phone indicates this call was initiated at 4:29 PM. While on the line with the operator, the
driver was talking to me aggressively - whether to
interrupt the call or just out of frustration, I am unsure.

I cannot remember what he was saying, but I do remember having to speak more loudly and stay
focused on providing information to the operator, who also had to ask me to repeat myself
because of the interruptions. When the person on the phone said officers were on their way, we
hung up the phone, I leaned to take pictures of my bike under the car's rear tire (Exhibits B and
C), then put the phone back in my pocket. The driver then started verbally harassing me, saying,
"You're going to get what's coming to you," "you don't have a life," "police won't do shit for you," "I
am so glad people like you don't
procreate," and more. I interrupted only to ask, "What do you mean by 'people like me'?" To which
he responded, "You can take that however you want." (Who knows if this was about my painted
nails and pink hair, but it certainly layered on a fear of homophobic violence.) After a few minutes
of this, and when I could do so inconspicuously, I pulled my phone back out of my pocket to
record in case his harassments got worse (attached as Exhibit D). The time stamp on this video is
4:36 PM. While on camera, he called me a "retard," among other insults. At 6 minutes 48 seconds
into this recording (so, 4:42/4:43 PM), we spotted an Austin Police vehicle heading south on
Congress Ave. I waved them down, and they responded with a thumbs
up. From their car, while turning on their lights and preparing to U-turn to get close to us, the
police officers told the driver to move his vehicle because we were partially blocking the
eastbound lane of 3rd Street. I pleaded not to move the car until an officer came over because the
car's tire was still on top of
my bike. The officers nodded in seeming agreement as I asked this of them, and one exited the
vehicle and approached on foot while the other parked the police vehicle out of the way. I wanted
to ensure a police report accounted for exactly what happened, not risk a he-said-she@said
scenario because the police did not, themselves, see the car tire on top of my bike. The officer
approached and asked why we couldn't move the car, and I reiterated that I wanted an officer to
see and note that the car was on top of my bike before moving anything. The officer seemed
irritated, but also seemed like he understood. He said, "Alright, I've seen it. There you go. What
else do you want?" Then he and the driver went back and forth about how to move the car off the

bike tire without risking damage, and the driver moved the car out of the bike lane and onto 3rd
Street. The officer then told me that if my bike was OK, we could call it there and everyone could
go home. He insisted that I should "be reasonable" and asked multiple times what I wanted him to
do about it. After I insisted that 1) driving/parking a car in the bike lane is against the law, 2) that
I was not certain my bike was OK, 3) that driving your car into someone is a crime (or ought
to be a crime if it isn't), and 4) that I had video of the driver in the bike lane, acting aggressively,
and driving his car into me, the officer then said, "Show me the video." The officer then took my
phone and watched the video (Exhibit A) multiple times. Eventually, he passed the phone to the
other officer, who had been near the driver who had driven into me.
Both officers were clearly annoyed at this point. I'm not sure by what, but it was plain that they
were not taking the incident seriously and believed I should just "move on." Luckily, at this point I
saw my friend
waiting to cross the intersection right by us (heading northbound
on the sidewalk, waiting for the walk signal). I called him over, and he asked, "Is this yours?" when
he saw my bike. I indicated yes, and he asked if I needed him to wait with me. I said yes.
While
was there, the officers again asked me if my bike was OK and what I wanted them
to about it.

(Not in a genuine way, but clearly attempting to dismiss the whole situation without taking
action.)
I indicated that I didn't know if the bike was OK, so the officer I had been communicating with
before told me to "take a lap on it," which I did. It seemed to move OK, but sometimes tire issues
reveal themselves gradually, which I expressed to the officers. He scoffed at the comment, again
evidencing his annoyance and seeming to express a feeling that I was somehow being petulant or
unwilling to move on. (I realized on the ride home that my handlebars are cocked about 20º
counterclockwise from where they should be, but otherwise the bike seems OK! I hadn't realized
this when I rode it in front of the officer probably because 1) I was rattled, and 2) I made a
counterclockwise loop in front of him to test the bike, which would obscure the feeling of the
handlebars being off-center in that direction.)
After a moment, the officer said, "Look. Let's be men here." Then he insisted I let this all go. When
I protested, he said, "Well, what do you want us to do?" I replied, insisting that they not let this
aggressive behavior toward cyclists and pedestrians continue, that there should be some
accountability for the driver. (Including at least a citation for parking or driving a car in the bike
lane.) Then, the officer claimed the driver actually didn't try to "ram" into me. I was shocked,
given that I have it on video and that my bike was literally underneath the driver's car tire when
the officers arrived. The officer then said that the driver had "clearly" turned to move the car
around me, implying, I guess, that swiping me and ending up on top of my bike - and I had not
moved
my body nor my bike prior to being swiped - was somehow accidental, as if the driver had
simply not corrected the steering wheel enough. All of this is patently absurd. It is an ex post facto
rationalization of the officers' unwillingness to
take action or hold a driver accountable. Like I said above, you can see in Exhibit A that the driver
could have further adjusted their wheel, but opted to turn minimally to avoid an obvious head-on
attack. The officer and his partner then said we were both, me and the driver, being "ridiculous"
and "playing a game of chicken." He made numerous dismissive or derogatory comments such as,

again, "let's be men" (an implication that I was being somehow unmanly here, that masculinity
would dictate behavior contra to my own, and making implicit and troublesome claims about
femininity). When I pushed back, the officer began insisting that I could have moved out of the
way as easily as the driver, then suggested it actually would have been easier for me than the
driver, and thus
more reasonable, to move since I was occupying less physical space on my bike than the driver in
their car. (All this beside the point that I repeatedly told the officer that the driver could have
reversed and entered the car lane since there was no one in the lane during the incident.) I
responded that bikes get only maybe 10 feet of lane width total on the entire street, so it would
actually be much more sensible for cars to use their ample four or five lanes to move without
interfering with bicycle traffic. (The officer rolled his eyes at this.) When I continued to protest
the idea that the driver had not intentionally hit me, the officer asked to see the video again. I
handed him my phone. He scoffed more and rolled his eyes again.
I extended my hand and asked for my phone back when the video ended, and he withdrew it from
my reach. I immediately knew I needed to record the officer's behavior since he was needlessly
withholding my property, so I asked
to start recording the interaction. I then asked for
my phone back, and the officer handed it over without acknowledgement.

Some of the officer's earlier comments were repeated and recorded on
's video (Exhibit
E), which began recording at 4:53 PM. His partner made comments similarly, and was perhaps
even more dismissive in his demeanor. The officers tried to construct a narrative that I was, in
fact, in the wrong because I was facing
south in a northbound bike lane. I pointed them to the fact that the bike lane is also the
pedestrian walkway when heading south at 3rd Street on the east side of Congress Ave due to
construction. The first officer tried to get me to say I was biking south in the lane, but I reminded
him that I was standing still in the lane with my bike - and that my video clearly shows me
standing still. I was not in motion in any way when the driver hit me, nor when he made his initial
intimidations. The officers performed this same discursive trick multiple times: "But you were
going south in a northbound bike lane and..." or "you were going south and..." If I had not noticed
and actively
corrected them, then responding by continuing their story without correction could have been
seen as affirming their given narrative and would have, therefore, implied I was extralegally
moving in a certain place - but only if I hadn't recognized it, called it out, and corrected it. The
officers' annoyance when I corrected them on this, which was obvious beyond a doubt, suggests
that this was intentional. People in search of facts are not annoyed when facts arise. People
constructing narratives are annoyed when their narrative becomes dysfunctional.
Further, this false narrative was threatening and victim blaming, implying the officers could cite
me instead of the driver - seemingly as punishment for the inconvenience of having to deal with
this call.
I believe the first officer even said something to the effect of this: "Technically I could cite you for
going the wrong way in a bike lane." (Which I immediately corrected, reiterating that I was not
moving the wrong way in the lane, while feeling appalled that a driver could intentionally hit
someone and an officer would try to make the person who got hit at fault.) You can hear a similar
version of this at the very beginning of Exhibit E. I do not think the officers wanted to ticket me,

though they were evidently ready to threaten to do so. I think they did not want to cite anyone,
they just wanted to be done, and they thought threatening me would get me to back down. That is
not justice. That is not the law. And it didn't work. Eventually, the first officer said he needed to go
talk to the driver, saying, "Look, I'm going to go talk to this guy, and he's going to tell me a whole
story too." Again, dismissive of the whole
incident. Both officers then turned to talk to the driver,
turned off the video, and
and I began conversing. After a few minutes, we looked back, and the officers and the
driver were pulling away in their cars. The officers did not tell me they were leaving, nor did they
provide any information on how to follow up with this case. I do not have a business card from
either of them, and they did not introduce themselves when they arrived on the scene. Their faces
are visible in the videos, however.

My principal complaints, then, are as follows:
1. The officer(s) tried to construct a false narrative that would ignore the aggressor's bad
behavior and implicate the victim
2. The officer(s) tried to get me to say or imply I was somehow in motion in the bike lane
(purportedly in violation of the law) - when I was, in fact, not and had clarified this
multiple times - as an act of intimidation
3. The first officer used threats of a citation as intimidation - of the victim (!)
4. The officers were evidently uninterested in taking action and were staunchly opposed to
citing the driver, even for violations of the law that had ample recorded evidence and
evidence still available in realtime upon their arrival
5. The officers placed the convenience of a car driver above the law and above the safety of
pedestrians and cyclists
6. The officers were rude and dismissive throughout the conversation, undermining my faith in
their ability to perform their duties as officers of the law, undermining their commitment to
justice, and undermining their ability to report with minimal bias
7. The officers did not provide ways to follow up, did not indicate they would file a case, and
left the scene without telling me and, as a result, before I could ask for a case number of
identifying materials
It is hard to express how disappointed I am in our APD officers today. When I was put in danger
of serious bodily injury and financial obligation today as the result of a driver's aggression and
unwillingness to follow the law, officers opted for annoyance instead of empathy and lawlessness
over abiding with the law.
This has undermined my faith in APD's ability to protect and serve our community. I hope the
Office of Police Oversight can correct this bad behavior.
In response, I would like to know:
1. The process this report will follow
2. Steps taken to ensure these complaints are received and thoughtfully considered
3. Steps taken to ensure officers will behave more in-line with the law and principles of justice
moving forward
4. The report, case, or file number the officers completed in response to today's call

The complainant alleges:
The complainant states that he is the Chief of the Internal Affairs Division with Texas Public
Safety Investigations, (also an Attorney) a private security agency. APD officers have had multiple
interactions with his security officers. Complainant alleges that APD does not know/not willing to
verify the authority of his security officers, aka: didn't know that security have arrest authority -
didn't want to check and made his security officer in imminent fear that they were going to be
arrested.
The complainant wants to be part of the solution in rectifying this misinformation. Complainant
would like to avoid any further negative interaction between his security offices and APD.

The officers were called on scene to remove the complainant for trespassing. The complainant
alleges that one of the officers were trying to trigger him by not listening to him. Complainant
then addressed the other stating that he will talk to him now because the other officer
can't listen.

APD didn't give any warning or directions before shutting down 71 north to south before it was
time to pick up kids from school. It was very poor planning by the city. He was made to take a turn
off of the road and asked a male officer with a mustache how he was going to get home, the officer
was rude and unprofessional and provided no help or assistance.

investigate hit and run accidents and to tell people that if there is no bodily injury that it's a civil
matter is wrong. The complainant stated that the officer was just following policy, but that the
department's policy is wrong and a road rage hit and run is a crime despite there being no bodily
injuries sustained.

I believe he was a police officer, but I'm not sure because his shirt I think it only said "metro". Last
night about 9:30 PM I went to pick up my daughter at the Moody center after a concert. My
daughter is 16 and this is the first time she went to a concert alone. She was a bit afraid and kind
of confused because she didn't know her directions. I was picking her up on my motorcycle. I
came to the I35 frontage road the East side of the Moody center right north of MLK. This person
came up to me and yelled in a very challenging and antagonistic way that I need to move my
motorcycle. At the same time, my daughter was on the phone with me and she was crying. The
officer threatened me and I had the distinct impression that he was trying to pick a fight with me.
Then he said he was going to write an $800 ticket if I didn't move right away. At the same time,
my daughter was on the phone saying that her shoe had just broken. She was trying to walk to me
with a shoe with no sole. I moved my bike down a little bit south. The officer followed me to
where I was. I was not obstructing traffic, and there were those bicycle carriages passing by me. I
was not blocking them nor any pedestrians.
I asked the officer for his name and he refused to give it to me. He said he was officer number 194.
I think that's what he said. Maybe it was 94. He was white gentleman with a blondish beard. He
seemed like he was super angry at me. When I asked for his name, he said" do you think I am
doing something wrong?" I told him that he was acting belligerently towards me and trying to
pick a fight. He told me "sir, go get help. You need help." The way he said it was he was suggesting
I need mental health help. That's the way he was communicating to me.
I had this ticket that he put on my motorcycle. I was rude and I just drove off and the ticket blow
away. I used profanity on him to express my disappointment. I feel that was a not a good thing to
do, but it was better than getting into a physical confrontation, which would have been really bad.
But I really feel that's the way things were going, because he was trying to bully and intimidate
me. He seemed entirely unconcerned about the safety of my daughter or of myself, or even of a
safe way for me to move my motorcycle to a new location to pick her up. His only interest seemed
to intimidate and threaten me.

The complainant alleges:
The complainant reports being involved in an accident where the responding officer, Officer
Milagros, exhibited partiality. According to the complainant, Officer Milagros displayed an
unprofessional attitude towards her from the beginning and seemed biased due to race. The
complainant observed that Officer Milagros was notably more attentive and respectful toward the
other party involved, who was white, while interacting with her in a rude manner. Additionally,
Officer Milagros refused to provide the crash exchange information, instructing the complainant
to retrieve it from the report later. The complainant felt the officer was unhelpful throughout the
interaction.

Issue: This caller is an upset resident that would like to make a complaint to APD about a

This resident states every Sunday night for the
past 5-6 months they start playing heavy bass music, he states he lives at
and the
bass shakes his room as well as other residents in the building who are even higher up than his
apartment room. He finds it very upsetting the noise ordinance states no amplified music past
10pm but the club starts the heavy bass music at 11pm every Sunday night. He also wants to note
that he is understanding of other weekend nights like Friday and Saturday given he is located
downtown near the bars. However, he states it"s become a health issue for him at this point in the
situation, he notes as well he is displeased with the club flaunting the law by opening up so late
on a Sunday, and would like APD to get involved in taking some steps to follow protocol.
Response to OPO"s request for more information:
I was able to find and listen to the original phone call from the resident. Looks like he has already
made a previous noise complaint SR with APD but still wanted to put in a feedback because he
feels that APD isn't doing their job to stop the noise. He did leave has name and phone number
but advised he did not want a call back.
