Complainant alleges he was stopped and pulled over by at least 5 officers with guns pointed, he
was told to exit his vehicle, and he was handcuffed. He was told by a female officer his car was
reported stolen, which was false. Another cop said he had a warrant for family violence. This was
also false because the case was dismissed. Officer Ellis #9229 put him in a patrol car. The
complainant asked if he was under arrest and was told no. The complainant did not consent to his
car being searched but Officer Ellis stated he did not need permission because the car smelled
like marijuana and he saw a bag in the passenger side. The complainant stated the bag was CBD.
The complainant was release without a citation or apology and was humiliated and embarrassed.
The complainant called 311 to get the officer"s badge number. While on the phone, he saw
another police car and pulled over to try and get the previous officer"s badge number. Before the
complainant could approach, the officer jumped out with his gun pointed this officer was the
same officer as before. The complainant said he only wanted the officer"s badge number. The
officer told the complainant to put his hands up. The complainant asked 311 to send a supervisor,
but a supervisor never came. The complainant began to film on Facebook live. Moments before
other officers came to the scene, the officer switched from his gun to his taser. The officers
ordered the complainant out of his car with guns for a second time. They ordered him out of view
of their front cameras and handcuffed him between police cars. He was never searched. They put
him in their patrol car and slammed the door on his ankle. The officer rolled up the windows and
shut the door. It was 85+ degrees outside. The complainant was in the back with no AC for ten
minutes. Another cop arrived and the complainant told him he was being illegally detained and
suffocated in the backseat. Officer Ellis then turned on the AC. About a minute later the other
officer took off his cuffs. Officer Ellis told him to sign a ticket, the complainant asked "for what"?,
the officer said "marijuana", and the complainant refused to sign the ticket. The officer
threatened to take the complainant to jail, so he signed the ticket. Officer Ellis put the address of
the first stop, but the time of the second stop on the ticket. He also wrote the ticket up as county
court, but they were municipal court charges. The complainant has not been able to locate the
citation. The complainant believes the officer only wrote a ticket because he saw the complainant
recording and heard him requesting a supervisor.

Let me begin by saying that I am so disheartened for the children who take great courage to
report child abuse through the CCP, and for their families (of whom my children and I are one)
that such an unethical officer sits as the gatekeeper of forensic reporting of child abuse.
In case this oversight office does nothing about my report, rest assured that a copy will be given
to Chief Chacon independently to ensure he sees it. Also a copy will be sent to several
investigative journalists to see if the matter is of public interest. Which I suspect that it is.
Det. Poe not only failed to investigate anything regarding the outcries made by my two children
made at the CCP in Lakeway on August 2, 2022, but he also stood in the way of the ensuing CPS
investigation that was attempted on August 5, 2022. Following the forensic interview of my
children, another adult made their own report to CPS stating that the children had infact outcried
about sexual and physical abuse to the reporter. This means that not only had the report come in
as a tip from NCMEC, and not only had the children reported courageously during their
interviews, but another adult (not me) had even given a first hand account to CPS about the
abuse.
CPS was just doing their job when they called Detective Poe and asked about the abuse of my
boys, and whether or not anything had come fo the APD investigation. Detective Poe LIED to them
and said it had been investigated and that no outcries were made.
Not only did he do nothing, but he stood in the way of the domestic violence aspect being
investigated too!!!!
Detective Poe dodged the subpoena served to him in January of this year and filed a protective
order for himself to avoid appearing in front of Judge
in the custody case regarding the
same children. He also claims that APD has lost the forensic interview recordings of the children.
He has done everything possible to ensure that the children remain in the custody of their abuser.
This is state created danger!
Even more outrageously, when subpoenaed again in March to appear at a custody hearing in the
court of Judge Arth, he actually testified that there was no outcry in the forensic interviews. He
knew that he had successfully protected the abuser so far, and continued to. In his testimony Det.
Poe blamed the fact that no investigation had occurred on my
year old son who, Poe said, had

detective poe and the intererviewer neither one asked any questions about "arousal" when the
told them about the abuse. It is not the responsibility of the person (a
!) to give
testimony regarding the arousal of the abuser during the act of abuse.
Detective Poe is a disgrace to the APD. He stands in the way of children getting help. He violates
their rights to equal protection under the law. He fails to #startbybelieving as is the motto of the
sex crimes unit. He fails to keep our city safe from pedophiles.
Moreover, Poe watched me, the protective parent, as I was given supervised visitation for
withholding custody to protect my boys, a job he failed to do. The abuser as a result was given
FULL custody. Poe repeatedly did nothing! He let me hang and let the children be given months of
unnecessary dangerous time with the abuser. This has cost me thousands of dollars, has ensured
more abuse, and he is still sitting there at his desk.
DO SOMETHING!!!!
I am not sure if the city of Austin will meet me in court from a lawsuit I plan to bring, or what will
be the outcome. But for all children"s sake, get the cowardly Detective Poe away from the
extremely serious position the he holds. -

One has to ask the important question of why? Why would Det. Poe do these things? Is he just
immoral? Does he like hurting people who trust him? Does he take kick backs from pedophiles in
order to do selfserving things like start "Smoking Poe's BBQ?" Someone should be checking into
it. Perhaps the investigative arm of Propublica and the Texas Tribune will want the chance to do
so.
If I sound mad. I am. I thought the worst day of our family's life was the day that we realized the
boys had had terrible things happen to them that we could not stop. But I was wrong. The worst
day was finding out that Detective Poe had been assigned to the case.

of domestic violence. She was contacted by Officer Austin Holmes regarding her case, and he told
her the case was closed because it lacked evidence. She has plenty of evidence. There is a video of
what she looked like the day of the incident. The complainant alleges she uploaded evidence to
Detective Holmes but because her phone had been hacked, he probably did not get it. She is
sleeping in her car because she does not want to be in an apartment where she could be
assaulted. She should not have her case dismissed. She wants the case and the officer
investigated.

He was at a Walmart store. The complainant was purchasing his breakfast and attempted to pay
but the machine would not take his card. He went to the pharmacy to pay but they had changed
policies for purchasing items. He waited in another line four times to pay for his purchase. The
security guard on duty began racially profiling him and asked him to leave. The security guard
grabbed the complaint's hand, which was not right because he did not do anything. The guard
threw the complainant into a rack, so the complainant began walking out of the store. The guard
kept shoving him and held a Taser to his head as he walked out. He went across the street and
called the police to file assault charges. The officer that responded did not thoroughly investigate
the incident and he took the security guard's word about what happened. Nothing was done
about the incident. The security guard abused his authority. Walmart told him the security guard
did not follow the ethics of their store. He would not complain about the APD officer, but he just
thinks the officer was going by what the security guard told him and only saw portions of the
video. He respects officers and he just wants to prevent the situation from happening again. The
complainant chose to have his complaint formally investigated by the IA division of APD.
On January 10, 2023, Officer O'Quinn responded to a report of an assault and may have violated
Austin Police Department Policy in his response and reporting of the incident.

I was dealing with detective Russ Bolan, when i reported my incident about my jewelry being
stolen by valet at the domain REEF Valet is the company incident date 02/20/23 #239000486. I
received a call back from Russ Bolan and had to repeat the entire report I reported online. I gave
my witness's information also gave him the manager at reef information and security at the
domain information as well. When I asked about if they could view the camera footage he rudely
responded and screamed at me and said that he was not going to give me any type of information
even if he retrieved footage from date 02/20/23 I stated that I saw the guy on social media that i
spoke to before i made the report who works for REEF Valet at the domain and he rudely said
well since you did your little homework laughed at me and made me cry at that time i had just
lost thousands of dollars worth of jewelry it was not funny. I stated that my attorney, a former
prosecutor
was trying to help me with this case
sent emails to detective
Bolan trying to determine the status of the investigation. He included numerous questions such
as had he interviewed the valet who handled my vehicle the day the jewelry was stolen and
numerous other questions that are normal investigative procedure. Detective Bolan ignored my
attorney and never responded. I have kept record of all emails between Detective Bolan, my
attorney Gary D. Compton and myself, And I will make them available. My conversation with
Detective Bolan about REEF valet manager was that detective Bolan visited with the manager and
told me since he was ex military and he sounded like a honest man he believed everything the
manager said Obviously the manager is going to deny liability. Ithen asked if he Inter Jed the
security at the domain he told me he was. Going to suspend my case due to believing the manager
over me. I do not think that he interviewed face to face anyone at REEF Valet or security nor even
looked at any video footage. My attorney and I are disappointed and appalled at this kind of
behavior. I have suffered a tremendous loss and have received no help. This complaint is against

APD was called to evict about fourteen homeless people who had moved into a vacant house. Ten
trucks and 20 officers including some state troopers responded to evict them. They wrote them
all criminal trespassing warnings because they all had the story, they were paying someone rent
to live there. The police said they could not arrest them because they believed they could live
there. The officers asked the complainant what he wanted to do. The complainant told the
officers that the owner wanted to press charges and wanted them out. The police told him he
should be civil and give them 24 hours to get their things out. Complainant agreed. The
complainant came back a day later and put locks on the doors. There were still homeless people
around. The complainant finished securing the house and told them they had to leave. They did
not want to leave. The complainant came back the next day and called the police. Officer Meyers,
a tall white man, responded with a couple of officers to get the remaining people out of the house.
, one of the occupants who has two outstanding warrants, spoke with the
officers. The officer let them go and told the complainant nothing could be done about it because
they were told they were allowed to be there for 24 hours so now they can live there. There are
heroin needles in the yard and street, the electricity is illegally hooked up and the neighbors are
complaining and afraid because now there is drug dealing in the area because Officer Meyers
decided to let the occupants live there. Officer Meyers is saying that the complainant gave the
occupants permission to live there but he did not. They only let them stay 24 hours because
that's what the officer told them to do. The complainant chose Option 1 for filing his complaint.

The complainant alleges:
On March 27, 2023, I was notified by Public Storage that my unit
Austin, TX 78750 location had been broken into. According to the property
manager on shift at the time, it was the only unit on the fifth floor that had been broken into. I
filed a report that they had made off with about $1,000 worth of collectibles and clothing, but had
left behind a TV, a bike, and my knife collection (showing they knew what not to take to avoid the
cops coming down on them hard). I tried my best to convey that this was a major loss of property
in the report, but perhaps I didn't do that good of a job. In my report, I also included a tip on who
I believed to be the suspects two nerdy guys like myself who had seen me moving out some of
those collectibles on March 9, while they were moving in *their own* collectibles, game consoles,
replica fantasy swords, etc. I at one point came back from taking a load of stuff down to my car
and saw one of them looking into the clear tubs I was in the process of moving, which contained
the bulk of my Magic: The Gathering collection, with great interest and asking his friend whose
they were. I provided their unit number, as well. The premises is equipped with surveillance
cameras, but they will not release the footage to private citizens; only to police.
The following day, I received an email from Detective Eric Copeland stating that this was not
enough of a lead to start an active investigation, and telling *me* that *I* should contact the
storage facility to obtain security footage in a way that suggested that doing SO would be the only
action I could take to get him to actively pursue my case. I responded saying I was confused as to
how that could possibly be the case, when I had already given them a way to find the *only two
people* who would have a) known what I had in there, b) known what it was worth, and c) only
gone after collectibles while leaving behind major appliances, a bike, and over $1,000 worth of
knives. I also inquired as to whether or not he, or any other APD unit, had actually *been* to the
location after my report and collected any evidence, seeing as the initial response from him only
told me what would happen *if* they had acquired fingerprint or DNA evidence not whether or
not they actually *had*. In response, he told me that he had never been able to get security
camera footage from that location (note that the people at the storage facility assured me
repeatedly that they would turn over any footage to the police upon request without issue), told
me the most recent time he"d been at the site was a week prior, and did not address my questions
about evidence collection. You will find screenshots of the initial email attached below; please
reach out to me to see the other emails in the thread, as I can only attach one to this complaint.

The reason I am only now making a complaint is because this past Sunday, May 21, I was
informed that someone had once again broken into my unit, and seemingly no one else's on the
fifth floor. They once again went through all my boxes (they had been moved from where I had
left them after the initial break-in), but did not appear to take anything else. While another
property manager was on site with me, I was informed that the people in the unit next to mine,
who I had suspected, had seemingly recently moved out. Seeing how they moved in on March 9,
they had only been renting the place for less than two months and this, in conjunction with the
recency of their vacating of the unit, makes me think it's likely that they broke in again to see if
they'd missed anything the first time around. Once again, the bike, TV, and knives were
untouched.

The burglars appear to have learned from their first break-in, as they had attempted to cut
through the lock before deciding to cut through the latch the first this time
they went straight to forcing the latch open. They also appear to have cut/disconnected some
wiring in the unit, in what I suppose was an attempt to disable any nearby cameras. I called
Detective Copeland when I got this news and left a message about it; I have yet to hear a
response. I also called the APD robbery hotline and 311 to make an over-the-phone police report
-- I have not gotten a call back from either of these lines, either. The property manager has
informed me that the security footage may be stored for as little as two weeks, so I'm hoping to
see some movement on this soon.
In my opinion, Detective Copeland acted with an extreme attitude of disinterest in *detecting*
anything. Had he followed up on any of the leads I provided (including some physical evidence I
was very careful to preserve from the scene), this second break-in may have been prevented. His
unwillingness to act on solid information has already cost me $1,000 via the loss of sentimentally
valued collections, two latches, and will be further costing me valuable time and effort in moving
my stuff into a new unit as soon as the cops show up to actually do their job. I hope he decides to
do better in the future; if he does not, let this record show that he is uninterested in doing his job
and unfit of the title of detective.

name was at that point he told me to shut the he got in his vehicle and he drove down the
street where the incident was I went to speak with one officer and the officer at 4509 said that
they got a call that there was a black female with a purple bandana on that had a gun yes I am a
black female my bandana is blue so I asked I called 911 to have a supervisor come out I spoke
with the patrol supervisor and he was no help either and what he said was contradictory to what
the first officer said he said the call that they received was that there was a black female with a
blue bandana on that had a gun then the other officer told me that their call was that there was a
female and a blue Ford truck that had a gun he specifically told me he stopped the female in the
blue Ford truck and she said she had nothing to do with the incident they never once pull their
gun on this female that was in this Ford truck even though he said they received a call that there
was a female and a blue Ford truck with a gun then the supervisor tells me that the only
information they got in regards to the call was that there was a female with a gun so the story has
changed three different times speaking with the supervisor the only thing I asked the supervisor
was to have his officer apologize to me for pulling his gun on me telling me to get on the
ground and then telling me to shut the when I asked for the supervisor was the patrol
supervisor whose last name was Jones said he was not going to have his officer apologize because
he does not feel that his officer was in the wrong the officer was in the wrong because a he was at
the wrong address to begin with and if when I called 911 they were able to give me the address of
the incident then the officers had the address of the incident as well and knew that the address of

Police Officer, Servando Varela III until our divorce in May 2004. I was abused, raped and
victimized by my then husband and police officer various and numerous times from 1995 thru to
2004. Many incidents were reported, not always or even usually by me, and police arrived, often
his close friends. Incidents included him breaking my ankle in 2001 which later led to
indictments (see Austin American Statesman August 22, 2003, and KXAN at the time).
According to the newspaper reporter that visited me and due to my own interviews with Internal
Affairs, I was made aware that an Internal Affairs investigation of Servando Varela III had been
going on for some time. When Servando hit our
year-old daughter in the face I sought a
protective order. I was fortunate to have the support of
,
and many
others in the Domestic Violence advocacy community. After a 5-day hearing over 2 weeks, Judge
Hathaway found Servando Varela III to be dishonest, believed me, yet viewed the incident with
the child as a one-time thing. However, he ordered a protective order for me covering the years
2003-2005. Ms.
was successful in keeping the cop friends from being permitted to testify.
Afterall Servando Varela III"s best friend and roommate, Det. Sam Kreider was one of two
Domestic Violence Unit detectives in attendance. Sam Kreider had been a rookie motorcycle cop
under Servando Varela III"s mentorship before surpassing him by making detective. Servando
failed several attempts to make detective. After many violations to the protective order a second
one was ordered covering the years 2005-2007. Your now Police Chief, Joe Chacon, was a
detective then with the so-called Integrity Crimes Unit (formerly Officer Involved Crimes Unit)
and was a friend to my abuser at the time as well. Both Det. Chacon and Det. Angel Hernandez
(later Polansky) responded to some of my reports of violations of the protective orders by Officer
S. Varela III, their friend. Detective Joe Chicon deceived me when he told me in July 2003 that
Servando Varela III was no longer an APD Officer, as I reported to then Assistant Chief Dahlstrom
in person at the Austin Police headquarters downtown on July 11, 2003, when I met with him to
discuss that Servando Varela III had hired private detectives,
and
to follow
me commencing on the same day that Hathaway ordered the first protective order. Dahlstrom did
nothing in response that I was aware of which made me feel very insecure. APD Officer S. Varela
III failed a lie detector test given by APD regarding his 2000 rape of me and the case went to the
grand jury in 2002/3. I gave witness testimony to that grand jury with other officer friends of S.
Varela III present, which I understand is highly unusual as they were witnesses involved in the

case. One of those officers had made a call to me prior, in effect deceiving me, by telling me that S.
Varela III had passed the lie detector test. The truth about the failed test came out under oath
during a jury trial divorce in 2004, however Servando Varela III still prevailed. Plain clothes
detectives witnessed for their friend as they came in uniforms to trial. Our abuser got sole
custody. Servando Varela III"s 19 years and 3 months of service with the Austin Police
Department ended June 13, 2005, as per his Texas Commission on Law Enforcement Personal
Status Report (PSR). Servando Varela III submitted a voluntary permanent surrender of license
documented per TCOLE on September 22, 2006.
I was given flawed and deceitful information about

Per some negotiated plea deal he received a reduced charge from felony to misdemeanor, 2 years
deferred adjudication then released from probation early according to 390th District Court Case
No. D-1-DC-05-900066 and Case No. D-1-DC-03-900591. I, however, was coerced to take a felony
plea deal for the fraud, though I was innocent, for fear of another onslaught of officer friends'
testifying. I was made to understand that if I pursued court and lost, as I did in civil court, that I
would not have an option for probation and would serve 10 years in prison. Only now, some 20
years later did I come across an email from a SafePlace counselor warning me of the set-up that
would take place, involving Det. Angel Hernandez and Det. Joe Chicon of the Integrity Crimes Unit
(formerly Officer Involved Crimes Unit) and that I was to take the "fall" in order that Servando
Varela III could remain in service with the APD in order to qualify for disability pension which he
had recently been refused. I had not read the email at the time, but it included minutes from
meetings of the Austin Police Pension Office June 16, 2004, and again, October 27, 2004, where it
was left for Servando Varela III to ..exhaust all avenues to be placed in a reasonable employment
status within the police department, since his injuries were job related and seem to be covered by
the American Disability Act." Essentially, APD conspired to protect themselves from public
embarrassment (in the news), to protect their officer, for an officer's abuse/rape victim-wife-
mother to his then two elementary age children (also abused) to lose custody and to receive a
felony for fraud, that the officer committed following his criminal assault of her, and to aid the
officer to escape punishment with criminal record and disability pension intact leaving the
department unblemished. Servando Varela III has no criminal record as far as I can find. He has
never been punished, criminally charged or prosecuted for any of his abuse, rapes or assaults. He
owns a home remodel and repair business, "Anything Around The House" where he is freely
permitted and welcomed into the homes of unsuspecting owners, as his background is
unsearchable and undiscoverable by the public at large.
So, it has been over 20 years since the majority of reports about then Officer Servando Varela III's
abuse of me first began however, I have been unsuccessful in my attempts to acquire
documentation from the Austin Police Department, Austin Police Pension Office, Internal Affairs,
TCOLE, etc. I imagine I have surpassed statute of limitations to do anything legally however, I still
want and deserve the records along with evidence of the brutality and misconduct conducted by
Servando Varela III on me and my children during the course of his service with the Austin Police
Department. I also feel very strongly that not only the public should be made aware of this
particular officer's background, but the egregious conspiracies that go on in APD also, even more

but not limited to, 2000 rape kit evidence, lie detector test results, criminal and officer-involved
misconduct reports & complaints, both "A" and "G" personnel files with complaints-reprimands-
suspension information, all records of my contact and cases reported, background qualifying

On 25 May 2023 around 1900 hours I was involved in a traffic accident on E. Rundberg and IH 35.
Officer Ortiz badge # 6477 came to the scene to assist. He informed me that the other driver did
not have a valid driver's license. I asked if he had any other ID available for me to take a picture of
for my insurance company to have and he said no. Officer Ortiz gave me a report with supposedly
has the driver's information on. The driver his brother and the officer all started speaking in
Spanish; they all laughed and he let the driver drive off and he doesn't have a driver's license!

In early September 2022 I was called by Officer Jacob Portage to come outside and talk to the
police. I agreed. I started finishing the purchase of my Quest Laboratory Tests online and I
received a second call from the same officer to come outside. I again agreed. I got on my flipflops
and grabbed my cell phone, I left my keys inside my home. When I stepped outside, I saw two
officers coming at me from the front lawn of the property to north of me. I started walking
towards them. I got to the driveway and I noticed 2 additional officers coming from the back gate
area that leads to the backyard. Apparently they had been posted to make sure I wasn't planning
on running, I suppose!? Honestly, I had no idea what might be promping these 4 officers to be on
alert. The two officers in the lawn to the north had their hands on their gun. They asked if it was
okay if they spoke to me, I said yes, of course. They approached me, i was calm, but nervous and I
probably looked nervous to the officers too.
The sun was shinning on the driveway, so I asked the officers if we could talk closer to the front of
the house that had a little shade. The officers, Jacob and Jessica took the lead in asking me
questions. The other two officers also stood in front of me; they were all surrounding me, very
close. I was asked why they were there at my home, I said I did not know. I was asked if I was
suicidal or homicidal. I told them I was not homicidal and as far as suicide is concerned, I have
very passive thoughts. However, as I explained, they are some things normal. I gave the example
of not wanting to do it anymore, I was referring to dealing with the gang stalking. I told the
officers, since my husband
and I relocated from Costa Rica to Austin,
we had undergone intense gang stalking, including - debit/credit card fraud charges,
tapping/clicking/static on our personal and business phone calls, hacking all of our personal
devices, hardware hacking our IoT devices and other electronic motors in our home and that
these monsters have been a real problem for
and I. I also mentioned that the hackers use
sound waves and voice-to-skull, which is essentially electromagnetic field (EMF), microwaves,
and radiowaves radiaton. I told the officers that my husband is a Missing Persons since Sept 8th,

broken down, and depressed because of this gang stalking.. It has taken its toll on me. Officer
Jacob Portage asked me why people would be targeting me so much. I told him that I didnt think

got a bit aggressive and said something like, "what do you mean, pedophile hunterrs, do you have
pedophile porn in your home?" I said No, I did not have pedophile porn that I am aware. I did say
that I thought the neighbor kids were hacking my wifi and maybe they are looking at something
illegal. To which the officer replied, that doesnt make sense and again asked me if I had peddphile
porn anywhere on me or in the house. I could tell, that was the officers hot-button.
Officer Jessica asked me about a gun photo that I had sent my family ina group text the night
before. I told her that No, I did not send a gun photo to my family the night before with
threatening language. I did admit to getting in a confrontation with my aunt mostly by text, but
that I had sent an apology. I told Officer Jessica that I could show her the group text messages if
she wanted. She declined. The officers then asked if they could search my property.

I told them, they could only if they allowed me to go with them. They said that was not protocol.
It was then, that i saw Officer Jacob give a signal to the other officers and a couple of them
grabbed their cuffs. They said i was going to be detained. However, before they put handcuffs on
me, I asked for a lawyer. The officers declined. They also failed to read me my miranda rights,
which according to the Texas State Law, whether you get detained or arrested with cuffs, miranda
rights must be read. The officers said they were taking me for a psych evalulation to the
emergency room.. I asked if I could go to the hospital anyways, since i was actually gettingready
to go get my bloodwork done at Quest. They declined.
I got put in cuffs and escorted to the vehcile driven by Jacob and Jessica. I got put into the
backseat and Officer Jessica was helpful on next steps and told me that they were going to search
where to take me, but first a certified mental health officer had to come and talk to me and sign
off on the paperwork. I told Jessica my house was unlocked and asked if she could go lock it. She
asked again if she could search around in the house, I told her no, please just shut and lock the
door and I believe she did that. Before Jessica shut the door, she reminded me that I am not under
arrest, I was only being detained. While I waited in the car I noticed the officers going through my
cell phone. They had taken my cell phone out of my hand or out of my pocket, wherever I had it.
According to the Texas law, as i was not under arrest, the police technically had no right to go
through my cell phone. A detainment in Texas is literally supposed to be an escort to a emergency
care provider or ermergency escort to some location. According to my research, it should not be
intrusive, it should not be judgemental, it shoul dnot be investigative towards me, as there were
no charges issued.
About 5-10 minutes later I see a gentlemen, who I describe in the witnesses below,, approach the
officers. The witness appeared a bit manic, maybe flustered, possibly lacking confidence. I am not
sure how responsive theoffiers were and I saw him take back off, heading south on chukar from
my home. Maybe the officers asked for his identification? I was not able to hear as I was in the
back of the cruiser. About 5-10 minutes later, around the same time, both the mental health
officer, what appeared to be a long blond hair female, as well as the witness showed back up. I
was expecting themental health officer to come and chat with me, as that is what I thought Jessica

had explained, however that was not the case. The mental health officer was chatting, laughing a
little with the officers, i suppose she signed some papers and that was it. The witness was talking
to one or two of the other officers as well, I couldn't make out what he was saying.
Officer Jessica came back and said we were all set, heading to Psychiatric Emergency Services
(PES) downtown and we would be taking off soon. The entire time, i was extremely polite, soft
spoken, respectful. I never got upset, angry or hostile in any way. Yet, the officers kept me in
handcuffs the entire time. I remember asking Jacob or Jessica about needing handcuffs during the
ride, but they said yes. According to my research with the State of Texas law, a detainee is not
required to wear handcuffs assuming they are not a threat to themseles or others. I believe there
is clearly a lack of training of the law or possibly the officers were new to the field.

I do want to mention that the entire time while being questioned, I could see and hear the officers
being communicated with someone(s) by what seemed to be voice-to-skull. Like they themselves
were victims of gang stalking. There were also several episodes of the offiers pausing, which was
a bit awkward during their questioning, almost as if they were being told what to do or say -
possibly even controlled. Knowing what i know about the gang stalking and how aggressive the
perpetrators are, it's likely the officers have faced blackmail, threats to their family or selves,
exploitation or other illegal forms of threats and control by voice-to-skull.
During the car ride to PES, I noticed Jessica continuing to receive voice-to-skull radiation
communication waves. There were several points that i could actually hear the communication,
so i know this was not made-up or a delusion she was having. Whoever is behind the voice-to-
skull is trying to infilitrate the police in order to contol them and obviously use them how they
see fit. This is quite scary, given I fear a larger scale bioterrorist like attack has already started in
Austin. I have seen this with the food, being poisoned with parasites, bacteria, viruses and
spores/fungus. That is for a different discussion though. The remainder of the trip was
uneventful and I was brought to PES as planned.

I was recently the victim of a domestic violence incident in Austin. Case number c-1-cr-23500306,
500311, and 500741. The state of Texas V.
Detective Juan Mata was assigned to my case. While he was helpful to me throughout the process
of the investigation, I decided to file a complaint after discovering the incident reports are
currently available to anyone online with three major issues.
My name, address and phone number are listed unredacted in all reports despite numerous pleas
to detective Mata to keep my information private.
Second, the information in the report for incident 500306 is wildly inaccurate and is totally
different from the narrative I stated to detective Mata. It took Austin PD over two months to
respond to my call for a domestic violence complaint which was not listed in the police report.by
the time Austin PD did respond, I was temporarily staying in Bastrop. I tried to file a domestic
complaint with the Bastrop police and sergeant Keith Montgomery refused to even file a report
citing "women lie about domestic violence". This was not listed in the report. During this same
incident, the suspect pointed an AR 15 in my face and, unbeknownst to me, placed a gps tracker
in my vehicle which allowed him to stalk me for 4 months. None of this information was put into
the report taken by detective Mata. I fully believe the information in this report was purposely
falsified by detective Mata due to a personal bias he has with domestic violence victims. I see that
he was recently suspended for similar behavior during another domestic violence investigation.
Case number 500741 is regarding a violation of the emergency protective order I was issued by
the courts. The report for this incident that's available online clearly states that I am afraid for my
life and left town to stay at my mothers house in Michigan which is information I did relay to
detective Mata. However, My right to privacy has been violated because it is clearly stated in the
report the location where I'm staying for my own safety. this has subject to even more abuse and
harassment by the suspect and additional people due to the fact that the suspect,
knows the exact address of where I am currently staying.

public. many fans of the suspects band have accessed these reports online in an attempt to
further harm me due to my name address and phone number being listed in these documents. I

He had a friend drop him off at his residence. A security guard approached them very
aggressively and started cursing at them and telling them they needed to calm down or leave.
The Complainant told the guard they just got there, and the other person was his guest, and they
were going to his apartment. He asked the security guard for identification because he was going
to call the company the next morning and file a complaint. By the time the complainant reached
his apartment, the guard had called APD. He does not know what kind of claim the security guard
made to APD, but they approached his door asking for his ID which the complainant did not
provide. At first, APD told him he was going to be arrested for failure to ID, and then that changed
to a failure to comply. The complainant requested a supervisor because there were three officers
outside of his apartment asking various questions and stating different charges. At that point
APD detained him, and he was not given the opportunity to turn around and put his hands behind
his back. The complainant was grabbed by his wrist and the phone that he was recording with
was ripped from his hand. His arms were bruised because the officer threw him up against the
wall and quoted the grand line of "stop resisting" as they were rubbing him against the wall. They
never took a statement from his friend. The Complainant has evidence of the incident on his
dashcam. None of this was collected and no other statements were taken. APD went solely off
what the security guard had stated. When APD detained him, he requested his lawyer, and they
denied him that call. Two other officers came up and questioned him at that point he stopped
responding. They drove him away from his residence, he assumed taking him to the police
station downtown. After about five or six exits from his residence, the officer then told him that
he got a call from a supervisor and that they needed to take him back to his residence
immediately and release him. Once they got back to his apartment they cited him for disorderly
conduct, and he does not see why that was possible because when they first responded he was in
his apartment and came out and willingly talked to them without being disorderly or loud but
cooperating with them the whole time. He does not understand the entire situation. It makes
zero sense to him.

She and her husband were hit by a vehicle that was street racing. The crash report stated there
would be an incident report. Her husband works for open records for UT, so he requested
information and was told there would not be an incident report, but the crash report clearly
states that the other driver was street racing and hit them as a result of that. The officers at the
scene told them that there would be an incident report with the names and numbers of all of the
witnesses because multiple people stopped and spoke to the police. There is no incident report
and now the other party is trying to blame it on the complainant. Why are all these resources

keys. The officer told him to put his hands on the car, so he put his things on top of the car and put
his hands behind his back. He was told that he was being detained and was put inside the police
car. The officer searched his car. The complainant's phone started beeping and the officer asked
what was beeping. He told the officer it was his phone because he was wearing a diabetic sensor.
When they started to drive away the complaint asked about his phone because he did not see
them put it with all of his property in the zip lock bag. The officer told him he did not have a
phone with him. He thinks his son's mom, who filed a report on him, has his phone. He thinks
she grabbed the phone when it was on top of the car. He made a report about it. He tracked his
phone, and it showed that his son's mom had his phone, and she had locked him out of his phone.

There was an incident at the house he was remodeling. Someone pulled into the driveway and
ran through the house. There was a stand-off with the police. The police took the complainant
out of the house and handcuffed him. He explained to them he was only the contractor for the
house. Ever since that incident, he has had to deal with cops every day. Code enforcement gave
the complainant until Friday to move his RV and gave him a parking violation. The police were
there the next day and told him someone complained about the RV being on the street and they

they could not wait. They took his RV. He does not steal and works hard for his money, and he

Hello, I manage Austin City Lofts in downtown. On 5/17 at approximately 1:30 a.m., our overnight
security guard confronted a suspicious person hanging out at the back of our building and the
outdoor area of Irene's. The suspect told our security guard "I will kill you if you don't leave me
alone". Our guard called police at that time and was told a patrol car would come by when time
permits. The suspect eventually moved on without incident, and police didn't arrive until 20
minutes after the suspect left - I'm guessing that's 30 minutes after the call for help. This is
unacceptable. Criminals are brazen, they know we have no backup from APD. Unfortunately, we
know this is a policy problem, not a police problem, but the result is the same. The city is a more

My stepson was arrested in Austin, around the 19th of April, 2023, by the Austin city police. He
had a parole violation for not reporting parole. He had been thinking about turning himself in, so
he wouldn't have to look over his shoulder all the time. He was relieved when they picked him up.
The cops, on the other hand, were complete a-holes. He did not resist arrest, and was complying
with their orders. One cop told him to stand up, and the other cop told him to sit down, so he
asked them if they wasted him to stand, or sit? They slammed him face first, into the pavement.
Then the heavier of the two, jumped up, and knee dropped onto
back, 3 times, breaking his
#1, 2, and 3, vertebrae, his uni-lateral, bi-lateral, and his collarbone. They then, took him off to
city jail. Then they took him back to the hospital, where he was CAT-Scanned. Before the Dr. was
finished, the cops said that his time was up, and took him back to jail. The hospital called the jail,
and had
brought back to the hospital, where he was fitted for a brace. He was also told that
he needed to see a specialist. Then, they transferred him to TCCC, on the 22, of April, where he
still sits in a broken wheel chair. He can't feel much from the waist down. His name is
#2308736. This is the only information that I've had. Somebody needs to file a claim, and
that seems to be me. You need to visit him at TCCC to get all of the details. He's in serious pain.

Complainant alleges he was stopped and pulled over by at least 5 officers with guns pointed, he
was told to exit his vehicle, and he was handcuffed. He was told by a female officer his car was
reported stolen, which was false. Another cop said he had a warrant for family violence. This was
also false because the case was dismissed. Officer Ellis #9229 put him in a patrol car. The
complainant asked if he was under arrest and was told no. The complainant did not consent to his
car being searched but Officer Ellis stated he did not need permission because the car smelled
like marijuana and he saw a bag in the passenger side. The complainant stated the bag was CBD.
The complainant was release without a citation or apology and was humiliated and embarrassed.
The complainant called 311 to get the officer"s badge number. While on the phone, he saw
another police car and pulled over to try and get the previous officer"s badge number. Before the
complainant could approach, the officer jumped out with his gun pointed this officer was the
same officer as before. The complainant said he only wanted the officer"s badge number. The
officer told the complainant to put his hands up. The complainant asked 311 to send a supervisor,
but a supervisor never came. The complainant began to film on Facebook live. Moments before
other officers came to the scene, the officer switched from his gun to his taser. The officers
ordered the complainant out of his car with guns for a second time. They ordered him out of view
of their front cameras and handcuffed him between police cars. He was never searched. They put
him in their patrol car and slammed the door on his ankle. The officer rolled up the windows and
shut the door. It was 85+ degrees outside. The complainant was in the back with no AC for ten
minutes. Another cop arrived and the complainant told him he was being illegally detained and
suffocated in the backseat. Officer Ellis then turned on the AC. About a minute later the other
officer took off his cuffs. Officer Ellis told him to sign a ticket, the complainant asked "for what"?,
the officer said "marijuana", and the complainant refused to sign the ticket. The officer
threatened to take the complainant to jail, so he signed the ticket. Officer Ellis put the address of
the first stop, but the time of the second stop on the ticket. He also wrote the ticket up as county
court, but they were municipal court charges. The complainant has not been able to locate the
citation. The complainant believes the officer only wrote a ticket because he saw the complainant
recording and heard him requesting a supervisor.

Let me begin by saying that I am so disheartened for the children who take great courage to
report child abuse through the CCP, and for their families (of whom my children and I are one)
that such an unethical officer sits as the gatekeeper of forensic reporting of child abuse.
In case this oversight office does nothing about my report, rest assured that a copy will be given
to Chief Chacon independently to ensure he sees it. Also a copy will be sent to several
investigative journalists to see if the matter is of public interest. Which I suspect that it is.
Det. Poe not only failed to investigate anything regarding the outcries made by my two children
made at the CCP in Lakeway on August 2, 2022, but he also stood in the way of the ensuing CPS
investigation that was attempted on August 5, 2022. Following the forensic interview of my
children, another adult made their own report to CPS stating that the children had infact outcried
about sexual and physical abuse to the reporter. This means that not only had the report come in
as a tip from NCMEC, and not only had the children reported courageously during their
interviews, but another adult (not me) had even given a first hand account to CPS about the
abuse.
CPS was just doing their job when they called Detective Poe and asked about the abuse of my
boys, and whether or not anything had come fo the APD investigation. Detective Poe LIED to them
and said it had been investigated and that no outcries were made.
Not only did he do nothing, but he stood in the way of the domestic violence aspect being
investigated too!!!!
Detective Poe dodged the subpoena served to him in January of this year and filed a protective
order for himself to avoid appearing in front of Judge
in the custody case regarding the
same children. He also claims that APD has lost the forensic interview recordings of the children.
He has done everything possible to ensure that the children remain in the custody of their abuser.
This is state created danger!
Even more outrageously, when subpoenaed again in March to appear at a custody hearing in the
court of Judge Arth, he actually testified that there was no outcry in the forensic interviews. He
knew that he had successfully protected the abuser so far, and continued to. In his testimony Det.
Poe blamed the fact that no investigation had occurred on my
year old son who, Poe said, had

their rights to equal protection under the law. He fails to #startbybelieving as is the motto of the

Moreover, Poe watched me, the protective parent, as I was given supervised visitation for
withholding custody to protect my boys, a job he failed to do. The abuser as a result was given
FULL custody. Poe repeatedly did nothing! He let me hang and let the children be given months of
unnecessary dangerous time with the abuser. This has cost me thousands of dollars, has ensured
more abuse, and he is still sitting there at his desk.

I am not sure if the city of Austin will meet me in court from a lawsuit I plan to bring, or what will
be the outcome. But for all children"s sake, get the cowardly Detective Poe away from the

One has to ask the important question of why? Why would Det. Poe do these things? Is he just
immoral? Does he like hurting people who trust him? Does he take kick backs from pedophiles in
order to do selfserving things like start "Smoking Poe's BBQ?" Someone should be checking into
it. Perhaps the investigative arm of Propublica and the Texas Tribune will want the chance to do
so.
If I sound mad. I am. I thought the worst day of our family's life was the day that we realized the
boys had had terrible things happen to them that we could not stop. But I was wrong. The worst

He was at a Walmart store. The complainant was purchasing his breakfast and attempted to pay
but the machine would not take his card. He went to the pharmacy to pay but they had changed
policies for purchasing items. He waited in another line four times to pay for his purchase. The
security guard on duty began racially profiling him and asked him to leave. The security guard
grabbed the complaint's hand, which was not right because he did not do anything. The guard
threw the complainant into a rack, so the complainant began walking out of the store. The guard
kept shoving him and held a Taser to his head as he walked out. He went across the street and
called the police to file assault charges. The officer that responded did not thoroughly investigate
the incident and he took the security guard's word about what happened. Nothing was done
about the incident. The security guard abused his authority. Walmart told him the security guard
did not follow the ethics of their store. He would not complain about the APD officer, but he just
thinks the officer was going by what the security guard told him and only saw portions of the
video. He respects officers and he just wants to prevent the situation from happening again. The
complainant chose to have his complaint formally investigated by the IA division of APD.
On January 10, 2023, Officer O'Quinn responded to a report of an assault and may have violated
Austin Police Department Policy in his response and reporting of the incident.

I was dealing with detective Russ Bolan, when i reported my incident about my jewelry being
stolen by valet at the domain REEF Valet is the company incident date 02/20/23 #239000486. I
received a call back from Russ Bolan and had to repeat the entire report I reported online. I gave
my witness's information also gave him the manager at reef information and security at the
domain information as well. When I asked about if they could view the camera footage he rudely
responded and screamed at me and said that he was not going to give me any type of information
even if he retrieved footage from date 02/20/23 I stated that I saw the guy on social media that i
spoke to before i made the report who works for REEF Valet at the domain and he rudely said
well since you did your little homework laughed at me and made me cry at that time i had just
lost thousands of dollars worth of jewelry it was not funny. I stated that my attorney, a former
prosecutor
was trying to help me with this case
sent emails to detective
Bolan trying to determine the status of the investigation. He included numerous questions such
as had he interviewed the valet who handled my vehicle the day the jewelry was stolen and
numerous other questions that are normal investigative procedure. Detective Bolan ignored my
attorney and never responded. I have kept record of all emails between Detective Bolan, my
attorney Gary D. Compton and myself, And I will make them available. My conversation with
Detective Bolan about REEF valet manager was that detective Bolan visited with the manager and
told me since he was ex military and he sounded like a honest man he believed everything the
manager said Obviously the manager is going to deny liability. Ithen asked if he Inter Jed the
security at the domain he told me he was. Going to suspend my case due to believing the manager
over me. I do not think that he interviewed face to face anyone at REEF Valet or security nor even
looked at any video footage. My attorney and I are disappointed and appalled at this kind of
behavior. I have suffered a tremendous loss and have received no help. This complaint is against

APD was called to evict about fourteen homeless people who had moved into a vacant house. Ten
trucks and 20 officers including some state troopers responded to evict them. They wrote them
all criminal trespassing warnings because they all had the story, they were paying someone rent
to live there. The police said they could not arrest them because they believed they could live
there. The officers asked the complainant what he wanted to do. The complainant told the
officers that the owner wanted to press charges and wanted them out. The police told him he
should be civil and give them 24 hours to get their things out. Complainant agreed. The
complainant came back a day later and put locks on the doors. There were still homeless people
around. The complainant finished securing the house and told them they had to leave. They did
not want to leave. The complainant came back the next day and called the police. Officer Meyers,
a tall white man, responded with a couple of officers to get the remaining people out of the house.
, one of the occupants who has two outstanding warrants, spoke with the
officers. The officer let them go and told the complainant nothing could be done about it because
they were told they were allowed to be there for 24 hours so now they can live there. There are
heroin needles in the yard and street, the electricity is illegally hooked up and the neighbors are
complaining and afraid because now there is drug dealing in the area because Officer Meyers
decided to let the occupants live there. Officer Meyers is saying that the complainant gave the
occupants permission to live there but he did not. They only let them stay 24 hours because
that's what the officer told them to do. The complainant chose Option 1 for filing his complaint.

On March 27, 2023, I was notified by Public Storage that my unit
Austin, TX 78750 location had been broken into. According to the property
manager on shift at the time, it was the only unit on the fifth floor that had been broken into. I
filed a report that they had made off with about $1,000 worth of collectibles and clothing, but had
left behind a TV, a bike, and my knife collection (showing they knew what not to take to avoid the
cops coming down on them hard). I tried my best to convey that this was a major loss of property
in the report, but perhaps I didn't do that good of a job. In my report, I also included a tip on who
I believed to be the suspects two nerdy guys like myself who had seen me moving out some of
those collectibles on March 9, while they were moving in *their own* collectibles, game consoles,
replica fantasy swords, etc. I at one point came back from taking a load of stuff down to my car
and saw one of them looking into the clear tubs I was in the process of moving, which contained
the bulk of my Magic: The Gathering collection, with great interest and asking his friend whose
they were. I provided their unit number, as well. The premises is equipped with surveillance
cameras, but they will not release the footage to private citizens; only to police.
The following day, I received an email from Detective Eric Copeland stating that this was not
enough of a lead to start an active investigation, and telling *me* that *I* should contact the
storage facility to obtain security footage in a way that suggested that doing SO would be the only
action I could take to get him to actively pursue my case. I responded saying I was confused as to
how that could possibly be the case, when I had already given them a way to find the *only two
people* who would have a) known what I had in there, b) known what it was worth, and c) only
gone after collectibles while leaving behind major appliances, a bike, and over $1,000 worth of
knives. I also inquired as to whether or not he, or any other APD unit, had actually *been* to the
location after my report and collected any evidence, seeing as the initial response from him only
told me what would happen *if* they had acquired fingerprint or DNA evidence not whether or
not they actually *had*. In response, he told me that he had never been able to get security
camera footage from that location (note that the people at the storage facility assured me
repeatedly that they would turn over any footage to the police upon request without issue), told
me the most recent time he"d been at the site was a week prior, and did not address my questions
about evidence collection. You will find screenshots of the initial email attached below; please

The reason I am only now making a complaint is because this past Sunday, May 21, I was
informed that someone had once again broken into my unit, and seemingly no one else's on the
fifth floor. They once again went through all my boxes (they had been moved from where I had
left them after the initial break-in), but did not appear to take anything else. While another
property manager was on site with me, I was informed that the people in the unit next to mine,
who I had suspected, had seemingly recently moved out. Seeing how they moved in on March 9,
they had only been renting the place for less than two months and this, in conjunction with the
recency of their vacating of the unit, makes me think it's likely that they broke in again to see if
they'd missed anything the first time around. Once again, the bike, TV, and knives were
untouched.

The burglars appear to have learned from their first break-in, as they had attempted to cut
through the lock before deciding to cut through the latch the first this time
they went straight to forcing the latch open. They also appear to have cut/disconnected some
wiring in the unit, in what I suppose was an attempt to disable any nearby cameras. I called
Detective Copeland when I got this news and left a message about it; I have yet to hear a
response. I also called the APD robbery hotline and 311 to make an over-the-phone police report
-- I have not gotten a call back from either of these lines, either. The property manager has
informed me that the security footage may be stored for as little as two weeks, so I'm hoping to
see some movement on this soon.
In my opinion, Detective Copeland acted with an extreme attitude of disinterest in *detecting*
anything. Had he followed up on any of the leads I provided (including some physical evidence I
was very careful to preserve from the scene), this second break-in may have been prevented. His
unwillingness to act on solid information has already cost me $1,000 via the loss of sentimentally
valued collections, two latches, and will be further costing me valuable time and effort in moving
my stuff into a new unit as soon as the cops show up to actually do their job. I hope he decides to
do better in the future; if he does not, let this record show that he is uninterested in doing his job
and unfit of the title of detective.

blue bandana on that had a gun then the other officer told me that their call was that there was a
female and a blue Ford truck that had a gun he specifically told me he stopped the female in the
blue Ford truck and she said she had nothing to do with the incident they never once pull their
gun on this female that was in this Ford truck even though he said they received a call that there
was a female and a blue Ford truck with a gun then the supervisor tells me that the only
information they got in regards to the call was that there was a female with a gun so the story has
changed three different times speaking with the supervisor the only thing I asked the supervisor
was to have his officer apologize to me for pulling his gun on me telling me to get on the
ground and then telling me to shut the when I asked for the supervisor was the patrol
supervisor whose last name was Jones said he was not going to have his officer apologize because
he does not feel that his officer was in the wrong the officer was in the wrong because a he was at
the wrong address to begin with and if when I called 911 they were able to give me the address of

victimized by my then husband and police officer various and numerous times from 1995 thru to
2004. Many incidents were reported, not always or even usually by me, and police arrived, often
his close friends. Incidents included him breaking my ankle in 2001 which later led to
indictments (see Austin American Statesman August 22, 2003, and KXAN at the time).
According to the newspaper reporter that visited me and due to my own interviews with Internal
Affairs, I was made aware that an Internal Affairs investigation of Servando Varela III had been
going on for some time. When Servando hit our
year-old daughter in the face I sought a
protective order. I was fortunate to have the support of
,
and many
others in the Domestic Violence advocacy community. After a 5-day hearing over 2 weeks, Judge
Hathaway found Servando Varela III to be dishonest, believed me, yet viewed the incident with
the child as a one-time thing. However, he ordered a protective order for me covering the years
2003-2005. Ms.
was successful in keeping the cop friends from being permitted to testify.
Afterall Servando Varela III"s best friend and roommate, Det. Sam Kreider was one of two
Domestic Violence Unit detectives in attendance. Sam Kreider had been a rookie motorcycle cop
under Servando Varela III"s mentorship before surpassing him by making detective. Servando
failed several attempts to make detective. After many violations to the protective order a second
one was ordered covering the years 2005-2007. Your now Police Chief, Joe Chacon, was a
detective then with the so-called Integrity Crimes Unit (formerly Officer Involved Crimes Unit)
and was a friend to my abuser at the time as well. Both Det. Chacon and Det. Angel Hernandez
(later Polansky) responded to some of my reports of violations of the protective orders by Officer
S. Varela III, their friend. Detective Joe Chicon deceived me when he told me in July 2003 that
Servando Varela III was no longer an APD Officer, as I reported to then Assistant Chief Dahlstrom
in person at the Austin Police headquarters downtown on July 11, 2003, when I met with him to
discuss that Servando Varela III had hired private detectives,
and
to follow
me commencing on the same day that Hathaway ordered the first protective order. Dahlstrom did
nothing in response that I was aware of which made me feel very insecure. APD Officer S. Varela
III failed a lie detector test given by APD regarding his 2000 rape of me and the case went to the
grand jury in 2002/3. I gave witness testimony to that grand jury with other officer friends of S.
Varela III present, which I understand is highly unusual as they were witnesses involved in the

case. One of those officers had made a call to me prior, in effect deceiving me, by telling me that S.
Varela III had passed the lie detector test. The truth about the failed test came out under oath
during a jury trial divorce in 2004, however Servando Varela III still prevailed. Plain clothes
detectives witnessed for their friend as they came in uniforms to trial. Our abuser got sole
custody. Servando Varela III"s 19 years and 3 months of service with the Austin Police
Department ended June 13, 2005, as per his Texas Commission on Law Enforcement Personal
Status Report (PSR). Servando Varela III submitted a voluntary permanent surrender of license
documented per TCOLE on September 22, 2006.
I was given flawed and deceitful information about
this at the time.

Per some negotiated plea deal he received a reduced charge from felony to misdemeanor, 2 years
deferred adjudication then released from probation early according to 390th District Court Case
No. D-1-DC-05-900066 and Case No. D-1-DC-03-900591. I, however, was coerced to take a felony
plea deal for the fraud, though I was innocent, for fear of another onslaught of officer friends'
testifying. I was made to understand that if I pursued court and lost, as I did in civil court, that I
would not have an option for probation and would serve 10 years in prison. Only now, some 20
years later did I come across an email from a SafePlace counselor warning me of the set-up that
would take place, involving Det. Angel Hernandez and Det. Joe Chicon of the Integrity Crimes Unit
(formerly Officer Involved Crimes Unit) and that I was to take the "fall" in order that Servando
Varela III could remain in service with the APD in order to qualify for disability pension which he
had recently been refused. I had not read the email at the time, but it included minutes from
meetings of the Austin Police Pension Office June 16, 2004, and again, October 27, 2004, where it
was left for Servando Varela III to ..exhaust all avenues to be placed in a reasonable employment
status within the police department, since his injuries were job related and seem to be covered by
the American Disability Act." Essentially, APD conspired to protect themselves from public
embarrassment (in the news), to protect their officer, for an officer's abuse/rape victim-wife-
mother to his then two elementary age children (also abused) to lose custody and to receive a
felony for fraud, that the officer committed following his criminal assault of her, and to aid the
officer to escape punishment with criminal record and disability pension intact leaving the
department unblemished. Servando Varela III has no criminal record as far as I can find. He has
never been punished, criminally charged or prosecuted for any of his abuse, rapes or assaults. He
owns a home remodel and repair business, "Anything Around The House" where he is freely
permitted and welcomed into the homes of unsuspecting owners, as his background is
unsearchable and undiscoverable by the public at large.
So, it has been over 20 years since the majority of reports about then Officer Servando Varela III's
abuse of me first began however, I have been unsuccessful in my attempts to acquire
documentation from the Austin Police Department, Austin Police Pension Office, Internal Affairs,
TCOLE, etc. I imagine I have surpassed statute of limitations to do anything legally however, I still
want and deserve the records along with evidence of the brutality and misconduct conducted by
Servando Varela III on me and my children during the course of his service with the Austin Police
Department. I also feel very strongly that not only the public should be made aware of this
particular officer's background, but the egregious conspiracies that go on in APD also, even more

Status Report (PSR). Servando Varela III submitted a voluntary permanent surrender of license
documented per TCOLE on September 22, 2006.

deferred adjudication then released from probation early according to 390th District Court Case
No. D-1-DC-05-900066 and Case No. D-1-DC-03-900591. I, however, was coerced to take a felony
plea deal for the fraud, though I was innocent, for fear of another onslaught of officer friends'
testifying. I was made to understand that if I pursued court and lost, as I did in civil court, that I
would not have an option for probation and would serve 10 years in prison. Only now, some 20
years later did I come across an email from a SafePlace counselor warning me of the set-up that
would take place, involving Det. Angel Hernandez and Det. Joe Chicon of the Integrity Crimes Unit
(formerly Officer Involved Crimes Unit) and that I was to take the "fall" in order that Servando
Varela III could remain in service with the APD in order to qualify for disability pension which he
had recently been refused. I had not read the email at the time, but it included minutes from
meetings of the Austin Police Pension Office June 16, 2004, and again, October 27, 2004, where it
was left for Servando Varela III to ..exhaust all avenues to be placed in a reasonable employment
status within the police department, since his injuries were job related and seem to be covered by
the American Disability Act." Essentially, APD conspired to protect themselves from public
embarrassment (in the news), to protect their officer, for an officer's abuse/rape victim-wife-
mother to his then two elementary age children (also abused) to lose custody and to receive a
felony for fraud, that the officer committed following his criminal assault of her, and to aid the
officer to escape punishment with criminal record and disability pension intact leaving the
department unblemished. Servando Varela III has no criminal record as far as I can find. He has
never been punished, criminally charged or prosecuted for any of his abuse, rapes or assaults. He

permitted and welcomed into the homes of unsuspecting owners, as his background is
unsearchable and undiscoverable by the public at large.

Police Officer, Servando Varela III until our divorce in May 2004. I was abused, raped and
victimized by my then husband and police officer various and numerous times from 1995 thru to
2004. Many incidents were reported, not always or even usually by me, and police arrived, often
his close friends. Incidents included him breaking my ankle in 2001 which later led to
indictments (see Austin American Statesman August 22, 2003, and KXAN at the time).
According to the newspaper reporter that visited me and due to my own interviews with Internal
Affairs, I was made aware that an Internal Affairs investigation of Servando Varela III had been
going on for some time. When Servando hit our
year-old daughter in the face I sought a
protective order. I was fortunate to have the support of
and many
others in the Domestic Violence advocacy community. After a 5-day hearing over 2 weeks, Judge
Hathaway found Servando Varela III to be dishonest, believed me, yet viewed the incident with
the child as a one-time thing. However, he ordered a protective order for me covering the years
2003-2005. Ms.
was successful in keeping the cop friends from being permitted to testify.
Afterall Servando Varela III"s best friend and roommate, Det. Sam Kreider was one of two
Domestic Violence Unit detectives in attendance. Sam Kreider had been a rookie motorcycle cop
under Servando Varela III"s mentorship before surpassing him by making detective. Servando
failed several attempts to make detective. After many violations to the protective order a second
one was ordered covering the years 2005-2007. Your now Police Chief, Joe Chacon, was a
detective then with the so-called Integrity Crimes Unit (formerly Officer Involved Crimes Unit)
and was a friend to my abuser at the time as well. Both Det. Chacon and Det. Angel Hernandez
(later Polansky) responded to some of my reports of violations of the protective orders by Officer
S. Varela III, their friend. Detective Joe Chicon deceived me when he told me in July 2003 that
Servando Varela III was no longer an APD Officer, as I reported to then Assistant Chief Dahlstrom
in person at the Austin Police headquarters downtown on July 11, 2003, when I met with him to
discuss that Servando Varela III had hired private detectives,

to follow
me commencing on the same day that Hathaway ordered the first protective order. Dahlstrom did
nothing in response that I was aware of which made me feel very insecure. APD Officer S. Varela
III failed a lie detector test given by APD regarding his 2000 rape of me and the case went to the
grand jury in 2002/3. I gave witness testimony to that grand jury with other officer friends of S.
Varela III present, which I understand is highly unusual as they were witnesses involved in the

On 25 May 2023 around 1900 hours I was involved in a traffic accident on E. Rundberg and IH 35.
Officer Ortiz badge # 6477 came to the scene to assist. He informed me that the other driver did
not have a valid driver's license. I asked if he had any other ID available for me to take a picture of
for my insurance company to have and he said no. Officer Ortiz gave me a report with supposedly
has the driver's information on. The driver his brother and the officer all started speaking in
Spanish; they all laughed and he let the driver drive off and he doesn't have a driver's license!
What gives? First of all it was very unprofessional to speak in another language and then to let
him drive off. Something needs to be done and possibly extra training on Ethics and procedures. I

In early September 2022 I was called by Officer Jacob Portage to come outside and talk to the
police. I agreed. I started finishing the purchase of my Quest Laboratory Tests online and I
received a second call from the same officer to come outside. I again agreed. I got on my flipflops
and grabbed my cell phone, I left my keys inside my home. When I stepped outside, I saw two
officers coming at me from the front lawn of the property to north of me. I started walking
towards them. I got to the driveway and I noticed 2 additional officers coming from the back gate
area that leads to the backyard. Apparently they had been posted to make sure I wasn't planning
on running, I suppose!? Honestly, I had no idea what might be promping these 4 officers to be on
alert. The two officers in the lawn to the north had their hands on their gun. They asked if it was
okay if they spoke to me, I said yes, of course. They approached me, i was calm, but nervous and I
probably looked nervous to the officers too.
The sun was shinning on the driveway, so I asked the officers if we could talk closer to the front of
the house that had a little shade. The officers, Jacob and Jessica took the lead in asking me
questions. The other two officers also stood in front of me; they were all surrounding me, very
close. I was asked why they were there at my home, I said I did not know. I was asked if I was
suicidal or homicidal. I told them I was not homicidal and as far as suicide is concerned, I have
very passive thoughts. However, as I explained, they are some things normal. I gave the example
of not wanting to do it anymore, I was referring to dealing with the gang stalking. I told the
officers, since my husband
and I relocated from Costa Rica to Austin,
we had undergone intense gang stalking, including - debit/credit card fraud charges,
tapping/clicking/static on our personal and business phone calls, hacking all of our personal
devices, hardware hacking our IoT devices and other electronic motors in our home and that
these monsters have been a real problem for
and I. I also mentioned that the hackers use
sound waves and voice-to-skull, which is essentially electromagnetic field (EMF), microwaves,
and radiowaves radiaton. I told the officers that my husband is a Missing Persons since Sept 8th,
2021. I also let theofficers know, I do not have a plan to kill myself, but i am utterly exhausted,
broken down, and depressed because of this gang stalking.. It has taken its toll on me. Officer
Jacob Portage asked me why people would be targeting me so much. I told him that I didnt think
the perpetrators liked gays in the neighborhood. I told him that the stalkers put a lot of emphasis
on being hetero. Also, I told Officer Portage that the stalkers mentoin being Pedophile Hunters
and that maybe because my husband looks so much smaller and younger than me, they are

judging me, without knowing me. I noticed Jacobs behavior change at that moment. The officer
got a bit aggressive and said something like, "what do you mean, pedophile hunterrs, do you have
pedophile porn in your home?" I said No, I did not have pedophile porn that I am aware. I did say
that I thought the neighbor kids were hacking my wifi and maybe they are looking at something
illegal. To which the officer replied, that doesnt make sense and again asked me if I had peddphile
porn anywhere on me or in the house. I could tell, that was the officers hot-button.
Officer Jessica asked me about a gun photo that I had sent my family ina group text the night
before. I told her that No, I did not send a gun photo to my family the night before with
threatening language. I did admit to getting in a confrontation with my aunt mostly by text, but
that I had sent an apology. I told Officer Jessica that I could show her the group text messages if
she wanted. She declined. The officers then asked if they could search my property.

I told them, they could only if they allowed me to go with them. They said that was not protocol.
It was then, that i saw Officer Jacob give a signal to the other officers and a couple of them
grabbed their cuffs. They said i was going to be detained. However, before they put handcuffs on
me, I asked for a lawyer. The officers declined. They also failed to read me my miranda rights,
which according to the Texas State Law, whether you get detained or arrested with cuffs, miranda
rights must be read. The officers said they were taking me for a psych evalulation to the
emergency room.. I asked if I could go to the hospital anyways, since i was actually gettingready
to go get my bloodwork done at Quest. They declined.
I got put in cuffs and escorted to the vehcile driven by Jacob and Jessica. I got put into the
backseat and Officer Jessica was helpful on next steps and told me that they were going to search
where to take me, but first a certified mental health officer had to come and talk to me and sign
off on the paperwork. I told Jessica my house was unlocked and asked if she could go lock it. She
asked again if she could search around in the house, I told her no, please just shut and lock the
door and I believe she did that. Before Jessica shut the door, she reminded me that I am not under
arrest, I was only being detained. While I waited in the car I noticed the officers going through my
cell phone. They had taken my cell phone out of my hand or out of my pocket, wherever I had it.
According to the Texas law, as i was not under arrest, the police technically had no right to go
through my cell phone. A detainment in Texas is literally supposed to be an escort to a emergency
care provider or ermergency escort to some location. According to my research, it should not be
intrusive, it should not be judgemental, it shoul dnot be investigative towards me, as there were
no charges issued.
About 5-10 minutes later I see a gentlemen, who I describe in the witnesses below,, approach the
officers. The witness appeared a bit manic, maybe flustered, possibly lacking confidence. I am not
sure how responsive theoffiers were and I saw him take back off, heading south on chukar from
my home. Maybe the officers asked for his identification? I was not able to hear as I was in the
back of the cruiser. About 5-10 minutes later, around the same time, both the mental health
officer, what appeared to be a long blond hair female, as well as the witness showed back up. I
was expecting themental health officer to come and chat with me, as that is what I thought Jessica

had explained, however that was not the case. The mental health officer was chatting, laughing a
little with the officers, i suppose she signed some papers and that was it. The witness was talking
to one or two of the other officers as well, I couldn't make out what he was saying.
Officer Jessica came back and said we were all set, heading to Psychiatric Emergency Services
(PES) downtown and we would be taking off soon. The entire time, i was extremely polite, soft
spoken, respectful. I never got upset, angry or hostile in any way. Yet, the officers kept me in
handcuffs the entire time. I remember asking Jacob or Jessica about needing handcuffs during the
ride, but they said yes. According to my research with the State of Texas law, a detainee is not
required to wear handcuffs assuming they are not a threat to themseles or others. I believe there
is clearly a lack of training of the law or possibly the officers were new to the field.

I do want to mention that the entire time while being questioned, I could see and hear the officers
being communicated with someone(s) by what seemed to be voice-to-skull. Like they themselves
were victims of gang stalking. There were also several episodes of the offiers pausing, which was
a bit awkward during their questioning, almost as if they were being told what to do or say -
possibly even controlled. Knowing what i know about the gang stalking and how aggressive the
perpetrators are, it's likely the officers have faced blackmail, threats to their family or selves,
exploitation or other illegal forms of threats and control by voice-to-skull.
During the car ride to PES, I noticed Jessica continuing to receive voice-to-skull radiation
communication waves. There were several points that i could actually hear the communication,
so i know this was not made-up or a delusion she was having. Whoever is behind the voice-to-
skull is trying to infilitrate the police in order to contol them and obviously use them how they
see fit. This is quite scary, given I fear a larger scale bioterrorist like attack has already started in
Austin. I have seen this with the food, being poisoned with parasites, bacteria, viruses and

Detective Juan Mata was assigned to my case. While he was helpful to me throughout the process
of the investigation, I decided to file a complaint after discovering the incident reports are
currently available to anyone online with three major issues.
My name, address and phone number are listed unredacted in all reports despite numerous pleas
to detective Mata to keep my information private.
Second, the information in the report for incident 500306 is wildly inaccurate and is totally
different from the narrative I stated to detective Mata. It took Austin PD over two months to
respond to my call for a domestic violence complaint which was not listed in the police report.by
the time Austin PD did respond, I was temporarily staying in Bastrop. I tried to file a domestic
complaint with the Bastrop police and sergeant Keith Montgomery refused to even file a report
citing "women lie about domestic violence". This was not listed in the report. During this same
incident, the suspect pointed an AR 15 in my face and, unbeknownst to me, placed a gps tracker
in my vehicle which allowed him to stalk me for 4 months. None of this information was put into
the report taken by detective Mata. I fully believe the information in this report was purposely
falsified by detective Mata due to a personal bias he has with domestic violence victims. I see that
he was recently suspended for similar behavior during another domestic violence investigation.
Case number 500741 is regarding a violation of the emergency protective order I was issued by
the courts. The report for this incident that's available online clearly states that I am afraid for my
life and left town to stay at my mothers house in Michigan which is information I did relay to
detective Mata. However, My right to privacy has been violated because it is clearly stated in the
report the location where I'm staying for my own safety. this has subject to even more abuse and
harassment by the suspect and additional people due to the fact that the suspect,
knows the exact address of where I am currently staying.

He had a friend drop him off at his residence. A security guard approached them very
aggressively and started cursing at them and telling them they needed to calm down or leave.
The Complainant told the guard they just got there, and the other person was his guest, and they
were going to his apartment. He asked the security guard for identification because he was going
to call the company the next morning and file a complaint. By the time the complainant reached
his apartment, the guard had called APD. He does not know what kind of claim the security guard
made to APD, but they approached his door asking for his ID which the complainant did not
provide. At first, APD told him he was going to be arrested for failure to ID, and then that changed
to a failure to comply. The complainant requested a supervisor because there were three officers
outside of his apartment asking various questions and stating different charges. At that point
APD detained him, and he was not given the opportunity to turn around and put his hands behind
his back. The complainant was grabbed by his wrist and the phone that he was recording with
was ripped from his hand. His arms were bruised because the officer threw him up against the
wall and quoted the grand line of "stop resisting" as they were rubbing him against the wall. They
never took a statement from his friend. The Complainant has evidence of the incident on his
dashcam. None of this was collected and no other statements were taken. APD went solely off
what the security guard had stated. When APD detained him, he requested his lawyer, and they
denied him that call. Two other officers came up and questioned him at that point he stopped
responding. They drove him away from his residence, he assumed taking him to the police
station downtown. After about five or six exits from his residence, the officer then told him that
he got a call from a supervisor and that they needed to take him back to his residence
immediately and release him. Once they got back to his apartment they cited him for disorderly
conduct, and he does not see why that was possible because when they first responded he was in
his apartment and came out and willingly talked to them without being disorderly or loud but
cooperating with them the whole time. He does not understand the entire situation. It makes
zero sense to him.

There was an incident at the house he was remodeling. Someone pulled into the driveway and
ran through the house. There was a stand-off with the police. The police took the complainant
out of the house and handcuffed him. He explained to them he was only the contractor for the

the complainant until Friday to move his RV and gave him a parking violation. The police were
there the next day and told him someone complained about the RV being on the street and they

Hello, I manage Austin City Lofts in downtown. On 5/17 at approximately 1:30 a.m., our overnight
security guard confronted a suspicious person hanging out at the back of our building and the
outdoor area of Irene's. The suspect told our security guard "I will kill you if you don't leave me
alone". Our guard called police at that time and was told a patrol car would come by when time
permits. The suspect eventually moved on without incident, and police didn't arrive until 20

My stepson was arrested in Austin, around the 19th of April, 2023, by the Austin city police. He
had a parole violation for not reporting parole. He had been thinking about turning himself in, so
he wouldn't have to look over his shoulder all the time. He was relieved when they picked him up.
The cops, on the other hand, were complete a-holes. He did not resist arrest, and was complying
with their orders. One cop told him to stand up, and the other cop told him to sit down, so he
asked them if they wasted him to stand, or sit? They slammed him face first, into the pavement.
Then the heavier of the two, jumped up, and knee dropped onto
back, 3 times, breaking his
#1, 2, and 3, vertebrae, his uni-lateral, bi-lateral, and his collarbone. They then, took him off to
city jail. Then they took him back to the hospital, where he was CAT-Scanned. Before the Dr. was
finished, the cops said that his time was up, and took him back to jail. The hospital called the jail,
and had
brought back to the hospital, where he was fitted for a brace. He was also told that
he needed to see a specialist. Then, they transferred him to TCCC, on the 22, of April, where he
still sits in a broken wheel chair. He can't feel much from the waist down. His name is

The complainant alleges:
I was pulled over and detained by a bunch of police cars at the intersection at Slaughter and
Cullen, close to the Sonic at Southpark Meadows. Someone read my license plate wrong (read as
MNF 8061 instead of MMF 8061) and it just so happens that the mistaken plate was for a stolen
truck. The officer that I talked with was very apologetic after the incident, but I'm frustrated that
this happened in the first place. Weapons were pulled on me and was put in handcuffs without
any knowledge of what was happening - - it was terrifying and confusing.
I didn't get any badges or plate numbers, but I believe there were 4-6 police cars total.

Hi, I made my first report in April and not a single person has responded back to me. I've called
311 and 911 in combination more than 100 times. No response. I'm aware Police Officers are
most likely short staffed but that's not a valid reason as to why no one within the Department has
addressed this problem. Where is my protective order against the Woman (whom I've already
given the Police her information and evidence of stalking) why had no Officer told her to stop
contacting me? I have in writing told her, Ariel Dominguez whom lives in Dallas to stop contacting
me. There is no valid reason why the Police have yet to help me get Ariel Dominguez to stop
harassing me. I absolutely support the Police but this type of behavior from the Police is why
their citizens turn their backs on them.

The complainant alleges:
I am moving to Austin in 3 weeks. I have signed a lease with a property and am the current tenant
on file. I have not yet physically moved into the property as I am finishing up business out of
town. Today, I received a phone call from the property manager of the apartment and she stated
that Austin PD was conducting a search for a person and kicked down the door of the apartment I
signed the lease for. The apartment is currently vacant because my roommate and I have not
moved in yet. I am filing this complaint against Austin PD for the damages done to the property I
am renting. I want to know if they had a search warrant for the apartment and why they did not
check with the property to see who the current tenant was before breaking into it. I want Austin
PD to take financial responsibility for the damages because my roommate and I were NOT the
person of interest of their search and did not have any involvement.

The complainant alleges:
There was a warrant for her boyfriend's arrest, and he was arrested earlier that day. Around
midnight four APD officers were beating on her door stating they wanted to take a statement.
Two of the officers were off to the side. They woke up her four-month-old and her three-year-old.
Clearly, the officers were not trying to take a statement because they only put gloves on when
they are getting ready to have an altercation. It is just the fact that the officers came to her house
at midnight and her boyfriend had already been arrested earlier that day. The complaint chose
option 2 for filing her complaint.
