She was at her ex-boyfriend's house who physically assaulted her and threatened to kill her. He
gave her a concussion and she barely made it out of the door alive. She got into her car and
drove one block over, locked her door, put on her hazard lights, and called the police but they
never responded. She called 311 and told them she would go to Kerbey Lane Coffee Shop off of
Lamar and wait for the police. She waited for 45 minutes, and no one ever responded. She tried
to find the police station on Ben White, according to her GPS, and the station was no longer
there. She went to the Walmart parking lot and called 311 again and still no response from APD.
She started to get dizzy and began to vomit from the concussion. She drove to 7th Street and
parked. She got out of the car and flagged down Officer Gavin Smart who took her report. The
officer doubted that she was physically ill and made her repeat the report four times. He took
the report but did not get her medical attention and did not make sure she got to where she was
going safely. The officer did not make sure the perpetrator had been arrested, but the officer just
let her walk away. She drove to her neighborhood but realized if they had not arrested her ex
she was in danger. She killed time at a coffee shop in her neighborhood and called 311 again. She
waited there for about 45 minutes. No one responded and still no arrest. She called a Lyft car and
checked into a hotel, and she started to vomit again. She called 311 again and still no response
from APD. A friend picked her up at about 3:30 a.m. and took her to his house. All during the
next day still nothing from the police. Her ex turned himself in a few days ago. APD was never
going to arrest him. She has an e-mail from Detective Harris stating he filed a protective order.
When she spoke to the prosecutor, she was told there was no protective order on file. If her ex
comes after her again, she is going to die. She does not need this to happen to anyone else and it
needs to be looked into. There is something not right about someone threatening to kill you and
no response from APD.

On 7/26/2023 Texas Gas called APD to her home
11:15 a.m. Around 11:15
a.m. she was in a meeting when APD Officer Dotson began banging on her door. She went to the
door but did not let him in because she did not know him. The officer began yelling at her and
saying that she had requested someone from APD to call her regarding identity theft and he was
going to take it, but he was going to say it was a disturbance because she took something from a
Texas Gas Agent. She explained to the officer she did not know what he was talking about and
that she had not taken anything from any Texas Gas agent. The officer kept accusing her without
any facts. She told him she had to get back to her meeting and the officer left.
The next day, 7/27/2023, between 11 a.m. and 12 p.m. there was a party of officers in her
driveway assisting two Texas Gas Agents in removing a gas meter next to her home. To this day
she does not know why the meter was removed and why Texas Gas called APD to her home on
7/26 and 7/27. APD was assisting an out-of-state company, Oklahoma Gas, in removing a meter
here in the state of Texas. She has not been given any information. APD failed to ask any
questions and they failed to make sure she was notified. She and her family have been impacted
by the adverse action APD took in concert with Texas Gas. She has an affidavit for the incident
that took place on those two days. She has pictures that she will e-mail to add to the file. There
were three officers, and they were very aggressive.

I loaned my vehicle to an individual. He would not return it upon request. I was advised to follow
the UUMV procedures. I did. I filed a police report
case# 23-2520831. All documentation for the UUMV procedure was submitted to Austin Police
Theft unit. The car was listed in the stolen data base. I notified insurance. On October 3, 2023 I
was notified by Detective Michael Thomas of the theft division that he pulled the stolen vehicle
report from the data base and I could not use the UUMV procedure to recover my vehicle. His
reason was that he some agreement had been enter into upon purchase of the vehicle and it was
a civil matter. I own the vehicle. the title is in my name as is the insurance and registration. The
individual in possession of my vehicle has no rights of ownership. UUMV states you have a right
to have the vehicle returned regardless of the reason for the loan. I am now left with
responsibility for insurance and registration with no way to address DMV because I do not have
access to the vehicle. This is what UUMV was designed to address.
Everywhere I turn I"m told if you are not in possession of your vehicle it is a police matter. So as
of now someone is driving a vehicle that is solely in my name, insured by me without my
permission and I am helpless to get it back. Please assist.

downtown. The meters were not working and clearly said "Payment was not required at this
time". Her daughter took pictures. Her daughter asked Officer Kabbah, badge #9239 if it was
okay to park where she parked, and he told her yes because it was not between the hours of 8
a.m. and 6 p.m. When her daughter got back to her car the car had been towed. When Officer
Pastore, Badge #9097 arrived, Officer Kabbah changed his story. When her daughter tried to
explain to Officer Pastore what happened he was rude and acted like he did not have time to
listen to what she had to say. He also told them in a smart way "Good luck with your major". The
complainant will take it to court if she has to.

I would like to file an official report of mishandling of an investigation and conspiracy to commit
fraud. Detective Ortiz was responsible for investigating an incident that occurred on May 10,
2023. Detective Ortiz collected witness statements and evidence, which were not included in his
report. Detective Ortiz colluded with
(42) to make unfounded charges
against myself and presented those to a magistrate. Detective Ortiz knowingly, and willingly
distributed information about the charges, warrants, and status of the case through unofficial
communication channels. Detective Ortiz conspired with

prevent oversight authorities from knowing that he distributed such information.

She was on 6th Street. She used to work in the nightlife industry, so she is pretty used to walking
in places because of the people she knows and the people who work there. She walked up to a
club and the bouncer got pretty aggressive with her. She stepped away for a moment and went up
to an officer and told him she wanted to report an assault. The officer told her it was private
property, and they had a right to remove her. She touched the officer and he started to freak out.
He got very threatened by being touched. She walked away from the situation. Obviously, her
anxiety was already high. She face-timed her parents to report that the officer had been
aggressive with her. As soon as she turned her phone towards the officer, he began to arrest her.
She pinched him and he charged her with assault, which he dropped because he is a pussy. The
officer arrested her for resisting arrest, which is the most bullshit she has ever heard. She was in
jail for two hours and was not supposed to be there because she is worth more than $200 bucks,
so that's a joke. The officer used force against her and left bruises on her and she hopes he gets
fired if he is not fired, this better make him get fired. The officer's name is Officer Carter.

The police issued a warrant under the complainant's son"s name to search her apartment. When
the police searched the apartment, they confiscated items including the complainant's money.
When she called the evidence locker, they informed her that Officer Andrew Mcrae, who
conducted the search needs to fill out a form to release the evidence. When she spoke to officer
Mcrae, he said he was not in charge of that and would forward it to whoever was in charge of the
investigation. She has been trying to get her money back for three weeks, and it was her year"s
savings and she can"t pay her rent.

The incident happened on the 600 Block of W 6th St. I was standing outside of nightclubs POP
and Play waiting on my friends to come out. While I was waiting a young lady who was under the
influence bumped into me and stepped on my foot. She and her friends began to walk off and I
grabbed her by her arm and said to her "you just bumped into me and step on my shoe, you can at
least say excuse me". She turned around because she didn"t hear me, so I repeated myself. Her
male friend came over and asked what was going on, so I explained to him what happened and
what I said. Out of nowhere, Office Perez #5660 started yelling for us to leave. I asked him, "Why I
had to leave?" He responded by saying "because I gave you a command to leave". I asked "But
why, I haven"t done anything". He then turned around and yelled at the crowd to get back and
leave. He turned back around and told me to leave. I responded and asked him "why do I have to
leave, I haven"t committed any crime". Officer Perez #5660 pushed me back and responded
"because I gave you a command". I asked "why did you push me, I haven"t been belligerent and
haven"t done anything wrong". I then said "I hope you have you body camera on because I have
not touched you Sir, you pushed me". I was then surrounded by several officers and he then said
that I was under arrest. I asked "What am I under arrest for?" He said that I was under arrest
because I didn"t follow his command and for public intoxication. I responded that I had not
committed a crime and that I"ve been respectful the whole time by saying Sir. I was then
handcuffed and taken to jail.

I am making a complaint against Austin Police Department Homicide Cold Case Detective
Steve Johnson. In 2011 early I had called a homicide tip line to report information, and Det.
Steve Johnson returned my call a few days later.
My understanding is that Det. Johnson was investigating the Austin Yogurt Shop Murders, my
information was relevant. But my specific complaint now in 2023, more than a decade later, is
that he is in no way trauma-informed, seemed more interested in finding a way to discredit
me than listening to my information, and also I believe I heard someone on the call laugh at
me.
(My information is likely still relevant, and I"m happy to share with someone as long as they
are trauma-informed, are from Victim Services, and won"t laugh at me, etc.)

There were a bunch of police officers, so he went outside to witness what was going on. The
officers took the gentleman out of the vehicle and began a sobriety test. The complainant was in
his yard telling the gentleman not to do the test, plead the 5th amendment, and ask for a lawyer.
Officer Tannehill came into his yard. He told the officer he was sorry, but this was his yard. The
officer told him he did not care if it was his yard, and if he said anything one more time, he would
arrest him. He told the officer he was exercising his First Amendment rights figure of speech and
trying to tell the gentleman to do his Fifth Amendment rights, shut up, and just ask for a lawyer.
The officer got in his face and told him if he said anything one more time he would be arrested.
The complainant asked what he was going to arrest him for because he was on his own property.
The officer told him he did not care if he was on his property and if he said anything one more
time he would be arrested. The complaint then asked the officer for his name and badge number.

I requested police assistance on January 13,2022 for a psychiatric emergency and was told by the
dispatcher to stay inside my stationary, off vehicle at the top of my parking garage until police
arrived since I was feeling suicidal.
Officer Morrison arrives on seen and starts conducting a DWI investigation when my car keys
were in the possession of Constable Ozuna for The Domain. While pleading with Officer Morrison
that I wasn't driving my vehicle and I'm just dealing with a lot of emotional trauma he starts
physically assaulting me and I say "what are you doing" he then slams me to the floor and tells me
I'm under arrest where I then put my hands behind me back.
Not only what Officer Morrison did was wrong morally but I think it may be grounds for assault,
with the intent to harm. He never told me I was under arrest. Every other cop on scene
apologized for what happened and Travis county sheriffs said "that's APD for ya"

Officer Jimenez #7611 divorced me in 2021. As a condition she was awarded an Infiniti QX60
which was still under my
, ex-husband) name as far as registration went.
Despite many requests, Ms. Jimenez did not get around to retitling the vehicle in her name
despite having all of the written instruments to do so. This included the decree which clearly
awarded it to her.
She repeatedly racked up tolls despite my repeated requests to desist. She even went as far as to
claim it had "been taken care of" January of 2023. I still received many toll bills concerning her
vehicle still being driven with my plates and she had not made an attempt to re-register.
She finally registered the vehicle into her name only at the end of August 2023. I met her at the
DMV as she was trying to excuse herself by saying they needed me there. They did not. All they
needed was the decree and other documentation.
After all this occurred, I received a toll bill for a violation on 24 September 2023 for a vehicle
bearing my license plate of
This vehicle that used it was a Nissan Altima known to me to

I had to take her to family court to attempt to get her to abide by the divorce decree on September
14th.
I had previously requested the plates be returned in person or mail and she only offered the
option of me getting them in person. She returned only one plate to me advising she lost the other
when I went to pick up my son.
I asked her on October 25th, after receiving the toll bill by mail, about the toll bill from the 24th
showing the Nissan. She would not address the why"s of my question only stating that she had
the missing plate in her possession and I could come get it. This is a full month after the plate
being fraudulently used twice on September 24. She wanted me to get the plate at her address
and turn the copy of the toll bill over to her.

I believe both responding officers acted, at a minimum, extremely improperly. My belief is that
there were actual civil rights violations that took place, including the threat of arrest if I don"t do
what the officer would like me to do (even though I committed no crime, and the officer had no
clue what crime he could possibly even arrest me for). Officer Haworth improperly made
demands which squarely fall within my rights to run my business in any lawful way I choose
(again, under explicit threat of arrest). I"ve written - and detailed - the encounter on google drive,

I live at Nolina Flats apartments. Friday 9/29/23 an egg was thrown at the door. For me it is a
huge deal. No laughing matter or joke. I have experience many forms of harassment in life. I
identify as part of the LGBTQ community. I alone had this crime done to me and my door. I
received a call from an officer whose name I do not know at 7:17 PM on 9/29/2023 from 512-
974-0999 that lasted 1 minute and 2 seconds from a Sargeant who likely identifies as "Male".
When I explained what happened and how I and my elderly mother found the egg running down
the door I looked about for the person who did this. We heard a smack against the door
preceded by 2 voices that sounded young or feminine. But it is hard to say. My elderly mother
with dementia went for a knife but I cautioned her not to go to the door and I instead grabbed
my stun gun opened the door and stuck it out seeing the egg and fired off a shock but no one was
there. I looked outside in the corridor outside the door and driveway in the front of our building
3. No one was found. The Apd officer on the phone said no crime had been committed and the
door was owned by the apartment complex, not me. That officer said if there is no damage they
can"t help and that they would not come out "for an egg" and had other calls to take. Yes, we
know how many are "dissapointed" on the news with them. So I called the apartment security
who apologized to me APD treated me this way. Photos were taken by the officer. I had taken
photos with my DSLR as well. The apartment security said a crime had been committed as
vandalism and was angry APD did nothing and felt left to handle it alone. Since then we"ve had a
guard at night and now 2 times a night and will lock the pool up. But without seeing who it was
we can"t prosecute this person. The managers all live on property I"ve been told. Perhaps the
neighbors know who this is. No one seems to be speaking. I was told to get a ring camera I can"t
afford nor subscribe to the internet regularly. I work part time and couldn"t afford all the rent
without mom helping who I help care for. This apartment, Nolina Flats says I cannot place a
camera on my patio to capture those who walk by for a violation of privacy. But I have reached
out to my attorney in another apartment lawsuit at The Lantern that was roach and termite
infested on move in in March 2023. I await my lawyer to advise my full rights to have a camera
on the patio as long as it doesn"t look in windows or bathrooms. But internet law suggests
pointing to a building only or garages is allowed and lawful granted my reason is to protect
myself, which it absolutely is. I also want to say that this officer telling me the law had not been
broken is of concern to me. I have to place forward the question of is this obstruction of justice
the officer is sworn to uphold to enforce law not interpret the law and my attorney does. This
officer literally stated the law had not been broken. That obstructed even as much as the justice
of a police report being made even if no case would have resulted. That is what I was entitled by
law to receive at the least and the officers interpretation of law obstructed the process.

Therefore charges should be pressed against the officer recorded who took this call and stated
this falsehood. How do I know if this is truly random? Or if I"m a target of a hate crime which
now becomes a felony? Or if it was revenge from a neighbor I made a noise complaint about? I
can"t know because APD obstructed justice by refusing to even take a report saying no law was
broken. Texas Penal code concludes even eggs as vandalism an lead to days in jail or more
serious charges. The real complaint in this is that APD did not perform the oath the officer is
sworn to and obstructed the process. Thank you.

She called 911 because there was vehicle vandalism in progress. She was on the 3rd floor
looking down. She gave 911 a description of the two men vandalizing the vehicle, a description
of the area where it was happening, and a description of the vehicle. When the officer arrived, he
drove slowly through the parking lot shining his light on the parked cars. The officer was in the
complex parking lot for about 10 minutes. One of the guys standing by the vehicle sat on the curb
when he saw the police. The police did not check the area she described. The police left after 10
minutes. She has a problem because she works at IRS nights, and she has called the police before
about vandalism with no response. Her main concern is that she gave a description of the guys
and explicit instructions of where the incident was taking place, and they never went to the area
she described. If they had gone where she told them they would have caught the guys. Because of
her job, she can only be contacted before 3 p.m.

Issue: This is a resident that watched the news about a woman who got into a car accident and
was shot. She's calling to state that she was in a similar incident where was also in a car accident
and when she called APD no one answered her. Listening to the phone call, she wants to make it

phones in the time of need.

been asking for help to address a harassment issue and APD was blowing it off and waiting for
hours to come out. The first time he called, on July 6th, they came within an hour, but the second
time he called, when it was more serious, they took 5 hours. The complainant has videos of the
day it happened. The harassment was getting serious and so he got APD involved but APD did

That he had been living with his grandfather helping him go through a divorce because the
person he was with was pretty crazy. The grandfather wanted him to get rid of her things which
he did. Turns out the grandfather was still seeing the woman. So, the complainant decided to
step outside of the situation, pack his things, and move out. The grandfather threatened the
complainant's mother and physically attacked her. Everything was recorded because his
grandfather had cameras throughout the house. When APD responded they did nothing and did
not even arrest him. His grandfather has multiple incidents and arrest records over a five-year
period. There is a difference between sane people who make mistakes and clearly insane people
who are bipolar and need help. APD did not do anything. There is continuous harassment and
text from his grandfather. The complainant is still getting harassing calls from the grandfather.
He keeps asking APD to do something and APD is doing nothing. Something needs to be done.
His grandfather needs to be helped. Someone needs to do a wellness check or something.

I was walking going to the pawn shop and I heard over the intercom "you have a warrant". I walk
faster and they shot me in my spine 3 times with a taser, shocking me, they carved the last taser
out with a knife before the ambulance came while I was handcuffed. They're not supposed to do
that before the ambulance gets there. They were dragging me on the floor and my head ripped
open. I was in the hospital/ICU for 3 days, I dislocated my shoulder, cracked 3 ribs, and received
14 staples in my head. When I was at the hospital these cops were pulling my head open and
squirting saline. The cop had a meeting with me before I left the hospital he goes 'I'm sorry for
my guys doing that to you I know you're upset but we can figure something out, we're going to
get you an uber ride home'. I got home from the hospital and was resting. I received 3 warrants
in the mail. One was from Williamson County. My girlfriend threw an iron at me. My neighbors
called the police. The cops busted the door and put me in handcuffs. They know they did that the
week before. I said don't come in and they came in anyways. They took me to jail for those
warrants that came in the mail. The last time I checked that's not cool. I was mistreated and I
can't lift up my shoulder permanently. I have hospital records. A cop was dating his girlfriend
and he got jealous and was mad at the complainant for dating his girlfriend.

I was turning left on a green light from northbound red river onto westbound 45th st. A police car
was approaching the intersection from the west (which would have been a red light since I had a
green) with their lights on at a high speed with no siren. It was a blind corner and they were far
enough back that I didn't see the lights until I had pulled out into the intersection. As soon as I
pulled a bit out I saw the lights and they chirped their siren a couple times. I stopped and backed
up to let them by, narrowly avoiding a collision. As soon as the police car got through the red light
they turned their lights off. They clearly only had their lights on so they could speed through a red
light. This was a selfish and dangerous act which put citizens in danger.

9/24/2023 I
was driving north on interstate 35 between Runberg and
Braker exits. I was rear-ended by a Dodge Ram 1500. The driver tried to leave the accident going
in and out of traffic then exited the highway on Braker lane. I chased him also exiting and he
turned on Middle Fiskess rd and finally stopped. I called 911 and placed on hold for around
3mins. I told the 911 operator I need an officer please that I had to chase down a truck that just
rear-ended me. I went to the drivers door and asked him if I could have his information. He got
out and he smelled of alcohol and leaned against his truck. He could not speak english. I had 911
on the phone and told her that he was drunk and could not speak english. please send an officer. I
was very upset and asked several times for assistance and she transferred me to police and I once
again asked for an officer that a drunk driver rear-ended me on 35 and tried to flee. Well a lot of
good this did, the fire department showed up about 30 mins later. They did nothing except ask if
everyone was ok and taped my hatch back up because the hail storm was on its way that we need
to leave and the fire department let the drunk driver leave and I wanted to stay and wait for the
officer and the fire department told me they were leaving in 15 mins. So I was not helped with the
911 operator or the police department because no officer showed up to the scene. I should have
had an officer there because I am disabled elderly lady that was rear-ended on 35 by a drunken
driver. No officer was sent.

There is a man who lives in her apartment complex who has been harassing her and threatening
to kill her service dog and she is afraid to go outside. This is wrong. But when she calls about it,
everyone says it is not their responsibility. They tell her it is a civil problem or an apartment
complex problem. She is getting the run around because if someone is threatening to kill her
service dog, it sounds like a violation of the law. A mentally disabled person cannot get any help
from APD and that sounds wrong to her. There are a lot of people on the property with mental
disabilities being harassed by this person. A lot of people will not leave their apartment. What is
happening is wrong and she feels people are using her disability to not do anything about it. The
manager is very intimidating and because of her PTSD, she is afraid to ask for anything. If you
look at the police records for the number of fights that have happened at her complex, you will
find the apartment manager,
, has been involved in a lot of the fights with the senior
and disabled tenants. The person who is harassing her is a former military. She is more afraid of
this guy than the police and she is pretty scared of the police. Because of her mental disabilities,
she needs to be texted before a phone call is made to her.

There was a truck that drove over the bumper of her car. The person's exact words driving the
truck were, "How am I supposed to see you, I cannot see from up there", indicating how high up
the truck was. He gave her a Mexican Consulate ID card as a driver's license and insurance papers
that did not show his name-it showed three names he said were his mother, father, and sister
and it showed four trucks listed and one of the trucks matched the physical description of the
truck he was driving. She has since received a letter from the insurance company stating that
there was no coverage on the vehicle. She has pictures of the guy and the truck. She has given the
police all the information about the person, including his name APD has done nothing. This tells
her that the police are in bed with the Cartel.

There was an individual at his apartment who was threatening to kill everyone there. He has
pulled out a pistol multiple times and pointed it at residents and guests. This is the third time
police have been called. He called five times for the police, and it took two hours for them to
respond when there were plenty of police available. When they did show up, they did not even
talk to the person. Apparently, the manager denied the person did anything, so he guessed the
police took her testimony and did not arrest the individual. The individual was making terroristic
threats, and verbally insulting people. He wrote an e-mail to management about what happened
and apparently, the individual found out about it and today the individual looked directly at him
and told him he messed up. There is no way he should have known anything about the e-mail.
The individual is back again and is not even a resident there. If it was in Westlake there would be
100 officers arresting him, but since it is on Riverside it seems to be ok. He does not know what
is going on and why the police are not arresting this guy. The manager obviously knows the
individual. When he talked to the officer who wrote the report, he seemed to be defending the
individual, which he found to be very odd.

The complainant and his wife are going through a divorce. He was told by a judge that he was
permitted to go to his marital home and collect his personal property. He was also told he could
do a mental health check on his suicidal son. He called to ask his wife how his son was doing, and
she refused to give him any information and he wanted to collect his personal items, so he went
to the home and knocked on the door. His wife immediately called the police.
Detective Thomas and another Officer showed up. Detective Thomas presented himself as a
Detective and asked the complainant what he was doing at the home. He said he had a right to
enter the property as per the court order, he was just not allowed to live there and that he was
there to pick up some tools and check on his son. Detective Thomas asked him to wait outside
while he went to talk to his wife.
When Detective Thomas returned, he told the complainant that they would like him to leave the
property, and that he was not allowed to be there. The complainant showed Detective Thomas
the court order stating that he was allowed to be there. Detective Thomas said he need to come
at a different time of day.
The complainant asked Detective Thomas if he would still like him to leave the property, at
which point the Detective told him he was being detained. The complainant asked why he was
being detained and said again that he was just there to collect his personal items and check on
his son which he was allowed to do.
Detective Thomas looked at the other Officer and asked him if he detected a code 99, which is a
mental health code, like he was acting crazy. The other Officer said, I will not be a part of this,
and I want nothing to do with what you"re doing." The complainant alleges Detective Thomas
was trying to falsify a mental health code to justify a wrongful arrest.
The complainant did not resist but asked that they at least go conduct wellness check on his son,
as requested, before they left.

asked if he was being detained and the Detective said no, you"re not being detained, just leave
for now. The complainant left.
A few minutes later he got a phone call from his soon to be ex-wife who put the Detective back
on the phone.
Detective Thomas said he was calling to give him a verbal warning that he was no longer to come
over to this block or come over to the property or he would be arrested for trespassing and
harassment. The complainant said he did have a right to be there. Detective Thomas told him
that if he did show up, he would be arrested on site.

The complainant spoke with his lawyer and other people he knew at APD who said what
Detective Thomas did was wrong, and that it was illegal for him to have used the wife"s phone to
issue a verbal warning.
The complainant was also trying to get a wellness check on his daughter and was unable to get
any information from his wife, so he called APD to conduct a wellness check on her. A sergeant
called him back and told him that they were well aware of his ongoing divorce and marital

Her brother has a mental health condition. Two weeks ago, he tried to commit suicide, so she
called 911 and he was taken to the hospital. On Saturday he was starting to act out. By early
Sunday morning, she called the crisis care hotline and was told they could not get anyone out for
eight hours. At that point, she started to worry so she called 911 for mental health. She was
expecting mental health officers to come out and help. Instead, two officers came out. They
talked to her brother outside. They went inside and talked about what they wanted to do. The
officers suggested leaving him there and she could go to a hotel. She did not want to take the
chance of leaving him and coming back and finding him dead. Toward the end, she told the officer
she would feel better if she could take him to the hospital SO he could get the help he needed. She
told the officers he did not want to go SO they were going to have to make him go. Her brother
was in the backyard smoking a cigarette. The officers followed her to the backyard. She told the
officer she could take him in her car, or they could take him, and she would follow. She told her
brother they were going to take him to the hospital. Her brother said he did not want to go. She
told him he did not have a choice. At that point, her brother jumped off the porch and ran. The
two officers came behind her and wrestled him to the ground. She was yelling and they were
yelling. The officers handcuffed him and put him in the patrol car. They would not let her talk to
him. The officers then told her they were taking him to jail. She told the officers she did not want
him to go to jail, she wanted him to go to the hospital and if she had known they were taking him
to jail she would not have called. Her brother hit his head during the fall. She told the officers he
needed to go to the hospital. The officer told her if they took him to jail, the charges would be
dropped anyway, he could get the help he needed from the mental counselor, and she could get an
emergency temporary order. Her Brother is still in jail. He has been in jail since Sunday under a
$3,000 bond. He has a mental issue and is not on the right medication. She thought calling 911
was going to be able to help, but they made things worse. The officers are saying her brother
pushed them off the porch, but her brother was nowhere near them. She asked the officer why he
did not tell her there was a chance her brother would go to jail, and the officer responded there
was always a chance they would go to jail. She has not gotten any sleep because she is so worried
about her brother. There was not even an option for her brother to go to the hospital. She does
not know how they can say her brother was resisting arrest when the officers never told him he
was under arrest.

She was the passenger in a car accident. Her friend who was in the back seat took an ambulance
to the hospital, but the complainant did not want to pay for an ambulance and wanted to take an
uber instead. The police officer threatened that she couldn"t do that and had three options: she

choose one of those three options after just getting in a car accident. She wanted to take pictures
of her car that was totaled for insurance. The officer told her she wasn"t allowed to take photos of
her car, and she thought that was not right. When she was in the ambulance, the paramedic gave a
look like he thought the officer was being ridiculous to her and gave her a go ahead nod to take
photos of the car. She got out of the ambulance and went to take photos of the car. While she was
taking the photos she got ripped away and put in hand cuffs in the back of a police car. The officer
said You didn"t want to listen, I told you you had three options, so I guess you"re taking this
option"
They took her into the inmate ward in the hospital where she spent all night handcuffed to a
hospital bed. They treated her so inhumanely and wouldn"t let her call a lawyer or call anyone,
and they didn"t give her any information on her friend who was in the wreck with her. She didn"t
understand why she was there. After a while the officer decided to "un-arrest" her and let her go.
When she got all her stuff back, she found that every bank card and credit card in her wallet was
gone, so somewhere along the way they took those also.

entering. A different female security guard let him in. There was a miscommunication between

Several weeks ago, she called to file a police report because a visitor at the independent
assistance facility tried to hit her with his car. Three weeks later an officer called her back. When
she told him about the incident the officer basically told her "You needed to report the incident to

tried to hit her with his car and the officer was telling her to call his mother. Before she could
question the officer, he hung up the phone and she never got to file the report. What kind of
officer tells you to call a person's mother? The visitor was a sixty-something-year-old man, and
his mother was 102 years old. This is not the first time the visitor has tried to hit her with his car.
She needs to get a restraining order on this person because this is the fourth time, he has tried to
hit her with his car. She thinks the officer who called her back was unprofessional and telling
someone to call someone's mother isn't the best answer for someone who is being attacked by
another individual.

Officers violated his constitutional rights. They arrested him on charges that were charges
against his brother. It was evident it was not him, based on the information in the warrant stating

two weeks. The charges were dropped. The officers searched his motorcycle, which belonged to a
family member. The officers did not even press charges against the person who assaulted him,

should he call the police for anything in the future? The officers are such a shame, and the

In visiting Walnut Creek Metro park this afternoon around 2:20pm, I felt I was intentionally

I was driving along Menchaca Rd with my husband on a Wednesday around 12:30 pm on our way
to lunch. I was in the left lane, and The police officer was on a motor cycle in the right lane. As I
approached his motor cycle, he started waiving his hands at me to slow down. I had maybe sped
up to 38 in a 35 zone for a second or two - I'm wondering if maybe he was about to move over to
my lane (not signaling his turn) and was annoyed that I got in his way? I'm not sure then he just
slowed down to ride right next to me and continued to gesture angrily that I needed to slow
down. At this point I was going closer to 30 because I didn't understand why he was still so angry
at me. He then started pointing like he wanted me to pull over but bc he was SO angry I just
remained slow and calm on the road. He appeared to be yelling at me and putting his hands up in
the air, but when he got behind me, he didn't put his lights on or attempt to pull me over as I
would expect it was very odd and honestly the way he was driving seemed unsafe for the cars
surrounding us.
Once we got safely to a light, I took a picture just in case I needed to later report and he got even
angrier, started pointing to the side of the road that we should go talk. I continued slowly forward
and eventually he just kept going forward.
Even though I had my husband in the car with me, my heart was racing and I felt threatened and

in the middle of the previously clear right-hand lane, leading me to believe that the road was
actually closed. Being that the access road is a one-way road, I slowly approached your officer
that was wearing a yellow vest in order to (1) confirm that the road was closed and (2) ask him if
I could safely exit the road at the Old Fredericksburg Rd. traffic signal.
Upon asking whether or not the access road was in fact closed, the officer immediately and
needlessly became hostile, raising his voice and threatening to place me under arrest. Out of fear
that the situation was escalating, I said that I was sorry and offered to immediately pull off the
access road at the light. The officer again threatened to place me under arrest, saying that I "could
not have possibly thought the road was open," despite the clear lack of signage or barriers as
previously described. A kind construction worker then moved a barrel and allowed me to slowly
exit onto Old Fredericksburg Rd.
I did not collect the officer's name or badge number, and furthermore, I am not seeking serious
repercussions for the officer as he was only doing his job and it was possible that I missed an
indicator that the road was closed. But this behavior was highly concerning and turned what was
very clearly a misunderstanding into something that could have been worse. Before the
construction worker allowed me to exit I was beginning to fear for my safety.

Her daughter's vehicle was stolen on 10/14. A police report was taken on 10/15. They were
advised if the vehicle was recovered by them, they should not try to seize it because it could be
dangerous. On Monday morning she went to the post office and decided to drive around in the
area where the car was stolen. When she turned on Twin Creek, she saw her daughter's vehicle in
the cul-de-sac. She immediately called the police around 9:14 a.m. Each time she had called she
was told there were no police in the area. When her boyfriend joined her to wait for the police, he
saw a DPS officer and explained to him what was happening. The DPS Officer told him they would
let someone else handle it. APD did not show up until 10:15 a.m. and that was because she had
called four times. She feels like they were neglected because of where they were. She knows
police officers are very prevalent in that area when they want to stop people who are coming and
going. She felt she was in an emergency, especially dealing with a vehicle theft. She felt like she
was doing the APD"s job in recovering the vehicle and APD was nonchalant.

on 9/22 and got a service number (#440794). The service request was canceled, and she was
told to file her report online. She filed her report online on 9/27 and received an email with a
temporary case number 2333770. On 10/9 she spoke with Raquel and told her she wanted to file
charges and HEB had video evidence. On 10/15, six days later, she received a call from Yvonne
with APD and was given case number 20235024667. She was told her case would be turned over
to an investigator and she would receive a call the next week which was this past week. She told
Yvonne the incident occurred on 9/22 and HEB would only hold the video evidence for thirty
days, so APD needed to reach out to HEB. She was given the information on the State Farm policy
for the other driver. The person who was driving the vehicle chased her into the HEB parking lot
threatened her and an employee and then scratched her brand new 2023 Honda Pilot and did
over a thousand dollars' worth of damage. She wants to file charges against this person. HEB will
only hold the video evidence for thirty days and APD has still not called them. She does not know
what to do other than complain and she hopes this complaint reaches someone so she can press
charges against this kid.

He was sitting on the curb catching his breath after riding up a hill on his bike. Someone passed
in their car and asked if he was okay, and he replied yes. He got on his bike again and he saw a
police officer with his lights on going toward where he was sitting. He flagged the officer down
because he felt the officer was going to do a wellness. At first, the officer asked if he was the guy
lying in the road and he responded he was not lying in the road, but he was sitting on the curb,
and he was okay. The officer began asking questions. At first, the complainant was polite and
answered his questions. He asked the officer if he was being detained and that instantly set the
officer off and his entire demeanor changed. The officer said with malice that he was going to get
out of the car. It seemed like the officer was intentionally trying to start a fight, SO the
complainant took out his phone and began to record. He asked the officer again if he was being
detained and the officer replied yes for investigative purposes. The complainant asked why he
was being detained if he did nothing wrong other than sit on the curb trying to catch his breath.
A second officer pulled up and clearly had more sense than the officer who originally stopped
him. As the complainant was trying to explain to the second officer why the first officer was
messing up and also explained to him he was exercising his rights, the first officer started to get
really mad. At one point he told the officer he had done nothing wrong and there was no legal
right to arrest him, so he pleaded the fifth and chose to remain silent at that point. The second
officer very calmly said they were just there to do a wellness check and asked if he was ok and the
complainant replied yes. The second officer explained that if he was going to be out at night
riding his bike, he needed lights and the complainant responded he had two in the front and two
in the back and he was all set. The officer told him OKAY, he was good to go. The complainant left
and waited down the street for a few minutes and he could tell that the second officer was telling
the first officer that he had messed up really badly. The complainant will forward his video to
OPO to add to his complaint.

At approximately 11:30 pm on 10/27, heath and a friend were eating dinner on the steps of the
Bakersfield school when 2 APD officers approached them and asked "did he (referring to a man in
the distance) already ask you to leave" heath responded that the man hadn"t (as that was in fact
the case). The officer asked the man if he asked us to leave and the man said he had. The officer
then aggressively approached heath and his friend and aggressively told them he was going to
arrest them. He then continued his aggressive deminer as heath and his friend left the scene and
attempted to respectfully ask the officer about the law.
The officer was extremely condescending and escalated the conflict from the moment the man
(who we later found out was the security guard) told the officer he already asked the 2 friends to
leave. Unfortunately, neither heath or his friend asked for the name or badge number of either
officer. If you need any more information to help determine which officers were involved (as
there were two) please don"t hesitate to reach out.
This situation and the officer"s behavior made heath and his friend extremely uncomfortable and
could have been avoided with a little conversation between all parties. A conversation with the
officer about respect for citizens and de-escalation tactics would be a great resolution to their
aggressive behavior.

He was involved in a hit-and-run accident, and he has had a problem with APD doing an
investigation. His car was left parked in front of a couple of houses for three or four months while
he waited for a response from the investigator/detective that was assigned to his case. He has
never received any information or calls from APD. He did have a witness that had information on
the car that hit his vehicle. His daughter filed a police report. While waiting to hear from APD his
car was moved to the opposite side of the street. There are two houses on the other side of the
street where his car was parked, but no driveways. Yesterday someone called a tow truck, and his
car was towed. Usually, there is a sticker placed on vehicles as a warning but that never
happened. The APD detective has never reached out to the complainant or provided him
information about the person who hit his car.
This is in ICMS and the complainant was contacted by the Supervisor but was unhappy with the
results.

She was at her ex-boyfriend's house who physically assaulted her and threatened to kill her. He
gave her a concussion and she barely made it out of the door alive. She got into her car and
drove one block over, locked her door, put on her hazard lights, and called the police but they
never responded. She called 311 and told them she would go to Kerbey Lane Coffee Shop off of
Lamar and wait for the police. She waited for 45 minutes, and no one ever responded. She tried
to find the police station on Ben White, according to her GPS, and the station was no longer
there. She went to the Walmart parking lot and called 311 again and still no response from APD.
She started to get dizzy and began to vomit from the concussion. She drove to 7th Street and
parked. She got out of the car and flagged down Officer Gavin Smart who took her report. The
officer doubted that she was physically ill and made her repeat the report four times. He took
the report but did not get her medical attention and did not make sure she got to where she was
going safely. The officer did not make sure the perpetrator had been arrested, but the officer just
let her walk away. She drove to her neighborhood but realized if they had not arrested her ex
she was in danger. She killed time at a coffee shop in her neighborhood and called 311 again. She
waited there for about 45 minutes. No one responded and still no arrest. She called a Lyft car and
checked into a hotel, and she started to vomit again. She called 311 again and still no response
from APD. A friend picked her up at about 3:30 a.m. and took her to his house. All during the
next day still nothing from the police. Her ex turned himself in a few days ago. APD was never
going to arrest him. She has an e-mail from Detective Harris stating he filed a protective order.
When she spoke to the prosecutor, she was told there was no protective order on file. If her ex
comes after her again, she is going to die. She does not need this to happen to anyone else and it
needs to be looked into. There is something not right about someone threatening to kill you and
no response from APD.

On 7/26/2023 Texas Gas called APD to her home
11:15 a.m. Around 11:15
a.m. she was in a meeting when APD Officer Dotson began banging on her door. She went to the
door but did not let him in because she did not know him. The officer began yelling at her and
saying that she had requested someone from APD to call her regarding identity theft and he was
going to take it, but he was going to say it was a disturbance because she took something from a
Texas Gas Agent. She explained to the officer she did not know what he was talking about and
that she had not taken anything from any Texas Gas agent. The officer kept accusing her without
any facts. She told him she had to get back to her meeting and the officer left.
The next day, 7/27/2023, between 11 a.m. and 12 p.m. there was a party of officers in her
driveway assisting two Texas Gas Agents in removing a gas meter next to her home. To this day
she does not know why the meter was removed and why Texas Gas called APD to her home on
7/26 and 7/27. APD was assisting an out-of-state company, Oklahoma Gas, in removing a meter
here in the state of Texas. She has not been given any information. APD failed to ask any
questions and they failed to make sure she was notified. She and her family have been impacted
by the adverse action APD took in concert with Texas Gas. She has an affidavit for the incident
that took place on those two days. She has pictures that she will e-mail to add to the file. There
were three officers, and they were very aggressive.

I loaned my vehicle to an individual. He would not return it upon request. I was advised to follow
the UUMV procedures. I did. I filed a police report
case# 23-2520831. All documentation for the UUMV procedure was submitted to Austin Police
Theft unit. The car was listed in the stolen data base. I notified insurance. On October 3, 2023 I
was notified by Detective Michael Thomas of the theft division that he pulled the stolen vehicle
report from the data base and I could not use the UUMV procedure to recover my vehicle. His
reason was that he some agreement had been enter into upon purchase of the vehicle and it was
a civil matter. I own the vehicle. the title is in my name as is the insurance and registration. The
individual in possession of my vehicle has no rights of ownership. UUMV states you have a right
to have the vehicle returned regardless of the reason for the loan. I am now left with
responsibility for insurance and registration with no way to address DMV because I do not have
access to the vehicle. This is what UUMV was designed to address.
Everywhere I turn I"m told if you are not in possession of your vehicle it is a police matter. So as
of now someone is driving a vehicle that is solely in my name, insured by me without my
permission and I am helpless to get it back. Please assist.

a.m. and 6 p.m. When her daughter got back to her car the car had been towed. When Officer

explain to Officer Pastore what happened he was rude and acted like he did not have time to
listen to what she had to say. He also told them in a smart way "Good luck with your major". The

against myself and presented those to a magistrate. Detective Ortiz knowingly, and willingly

She was on 6th Street. She used to work in the nightlife industry, so she is pretty used to walking
in places because of the people she knows and the people who work there. She walked up to a
club and the bouncer got pretty aggressive with her. She stepped away for a moment and went up
to an officer and told him she wanted to report an assault. The officer told her it was private
property, and they had a right to remove her. She touched the officer and he started to freak out.
He got very threatened by being touched. She walked away from the situation. Obviously, her
anxiety was already high. She face-timed her parents to report that the officer had been
aggressive with her. As soon as she turned her phone towards the officer, he began to arrest her.
She pinched him and he charged her with assault, which he dropped because he is a pussy. The
officer arrested her for resisting arrest, which is the most bullshit she has ever heard. She was in
jail for two hours and was not supposed to be there because she is worth more than $200 bucks,
so that's a joke. The officer used force against her and left bruises on her and she hopes he gets
fired if he is not fired, this better make him get fired. The officer's name is Officer Carter.

Mcrae, he said he was not in charge of that and would forward it to whoever was in charge of the
investigation. She has been trying to get her money back for three weeks, and it was her year"s

The incident happened on the 600 Block of W 6th St. I was standing outside of nightclubs POP
and Play waiting on my friends to come out. While I was waiting a young lady who was under the
influence bumped into me and stepped on my foot. She and her friends began to walk off and I
grabbed her by her arm and said to her "you just bumped into me and step on my shoe, you can at
least say excuse me". She turned around because she didn"t hear me, so I repeated myself. Her
male friend came over and asked what was going on, so I explained to him what happened and
what I said. Out of nowhere, Office Perez #5660 started yelling for us to leave. I asked him, "Why I
had to leave?" He responded by saying "because I gave you a command to leave". I asked "But
why, I haven"t done anything". He then turned around and yelled at the crowd to get back and
leave. He turned back around and told me to leave. I responded and asked him "why do I have to
leave, I haven"t committed any crime". Officer Perez #5660 pushed me back and responded
"because I gave you a command". I asked "why did you push me, I haven"t been belligerent and
haven"t done anything wrong". I then said "I hope you have you body camera on because I have
not touched you Sir, you pushed me". I was then surrounded by several officers and he then said
that I was under arrest. I asked "What am I under arrest for?" He said that I was under arrest
because I didn"t follow his command and for public intoxication. I responded that I had not
committed a crime and that I"ve been respectful the whole time by saying Sir. I was then
handcuffed and taken to jail.

I am making a complaint against Austin Police Department Homicide Cold Case Detective
Steve Johnson. In 2011 early I had called a homicide tip line to report information, and Det.
Steve Johnson returned my call a few days later.
My understanding is that Det. Johnson was investigating the Austin Yogurt Shop Murders, my
information was relevant. But my specific complaint now in 2023, more than a decade later, is
that he is in no way trauma-informed, seemed more interested in finding a way to discredit
me than listening to my information, and also I believe I heard someone on the call laugh at
me.

There were a bunch of police officers, so he went outside to witness what was going on. The
officers took the gentleman out of the vehicle and began a sobriety test. The complainant was in
his yard telling the gentleman not to do the test, plead the 5th amendment, and ask for a lawyer.
Officer Tannehill came into his yard. He told the officer he was sorry, but this was his yard. The
officer told him he did not care if it was his yard, and if he said anything one more time, he would
arrest him. He told the officer he was exercising his First Amendment rights figure of speech and
trying to tell the gentleman to do his Fifth Amendment rights, shut up, and just ask for a lawyer.
The officer got in his face and told him if he said anything one more time he would be arrested.
The complainant asked what he was going to arrest him for because he was on his own property.
The officer told him he did not care if he was on his property and if he said anything one more
time he would be arrested. The complaint then asked the officer for his name and badge number.

I requested police assistance on January 13,2022 for a psychiatric emergency and was told by the
dispatcher to stay inside my stationary, off vehicle at the top of my parking garage until police
arrived since I was feeling suicidal.
Officer Morrison arrives on seen and starts conducting a DWI investigation when my car keys
were in the possession of Constable Ozuna for The Domain. While pleading with Officer Morrison
that I wasn't driving my vehicle and I'm just dealing with a lot of emotional trauma he starts
physically assaulting me and I say "what are you doing" he then slams me to the floor and tells me
I'm under arrest where I then put my hands behind me back.
Not only what Officer Morrison did was wrong morally but I think it may be grounds for assault,
with the intent to harm. He never told me I was under arrest. Every other cop on scene
apologized for what happened and Travis county sheriffs said "that's APD for ya"

Officer Jimenez #7611 divorced me in 2021. As a condition she was awarded an Infiniti QX60
which was still under my
, ex-husband) name as far as registration went.
Despite many requests, Ms. Jimenez did not get around to retitling the vehicle in her name
despite having all of the written instruments to do so. This included the decree which clearly
awarded it to her.
She repeatedly racked up tolls despite my repeated requests to desist. She even went as far as to
claim it had "been taken care of" January of 2023. I still received many toll bills concerning her
vehicle still being driven with my plates and she had not made an attempt to re-register.
She finally registered the vehicle into her name only at the end of August 2023. I met her at the
DMV as she was trying to excuse herself by saying they needed me there. They did not. All they
needed was the decree and other documentation.
After all this occurred, I received a toll bill for a violation on 24 September 2023 for a vehicle
bearing my license plate of

I had to take her to family court to attempt to get her to abide by the divorce decree on September
14th.
I had previously requested the plates be returned in person or mail and she only offered the
option of me getting them in person. She returned only one plate to me advising she lost the other
when I went to pick up my son.
I asked her on October 25th, after receiving the toll bill by mail, about the toll bill from the 24th
showing the Nissan. She would not address the why"s of my question only stating that she had
the missing plate in her possession and I could come get it. This is a full month after the plate
being fraudulently used twice on September 24. She wanted me to get the plate at her address
and turn the copy of the toll bill over to her.

there were actual civil rights violations that took place, including the threat of arrest if I don"t do
what the officer would like me to do (even though I committed no crime, and the officer had no

demands which squarely fall within my rights to run my business in any lawful way I choose

I live at Nolina Flats apartments. Friday 9/29/23 an egg was thrown at the door. For me it is a
huge deal. No laughing matter or joke. I have experience many forms of harassment in life. I
identify as part of the LGBTQ community. I alone had this crime done to me and my door. I
received a call from an officer whose name I do not know at 7:17 PM on 9/29/2023 from 512-
974-0999 that lasted 1 minute and 2 seconds from a Sargeant who likely identifies as "Male".
When I explained what happened and how I and my elderly mother found the egg running down
the door I looked about for the person who did this. We heard a smack against the door
preceded by 2 voices that sounded young or feminine. But it is hard to say. My elderly mother
with dementia went for a knife but I cautioned her not to go to the door and I instead grabbed
my stun gun opened the door and stuck it out seeing the egg and fired off a shock but no one was
there. I looked outside in the corridor outside the door and driveway in the front of our building
3. No one was found. The Apd officer on the phone said no crime had been committed and the
door was owned by the apartment complex, not me. That officer said if there is no damage they
can"t help and that they would not come out "for an egg" and had other calls to take. Yes, we
know how many are "dissapointed" on the news with them. So I called the apartment security
who apologized to me APD treated me this way. Photos were taken by the officer. I had taken
photos with my DSLR as well. The apartment security said a crime had been committed as
vandalism and was angry APD did nothing and felt left to handle it alone. Since then we"ve had a
guard at night and now 2 times a night and will lock the pool up. But without seeing who it was
we can"t prosecute this person. The managers all live on property I"ve been told. Perhaps the
neighbors know who this is. No one seems to be speaking. I was told to get a ring camera I can"t
afford nor subscribe to the internet regularly. I work part time and couldn"t afford all the rent
without mom helping who I help care for. This apartment, Nolina Flats says I cannot place a
camera on my patio to capture those who walk by for a violation of privacy. But I have reached
out to my attorney in another apartment lawsuit at The Lantern that was roach and termite
infested on move in in March 2023. I await my lawyer to advise my full rights to have a camera
on the patio as long as it doesn"t look in windows or bathrooms. But internet law suggests
pointing to a building only or garages is allowed and lawful granted my reason is to protect
myself, which it absolutely is. I also want to say that this officer telling me the law had not been
broken is of concern to me. I have to place forward the question of is this obstruction of justice
the officer is sworn to uphold to enforce law not interpret the law and my attorney does. This
officer literally stated the law had not been broken. That obstructed even as much as the justice
of a police report being made even if no case would have resulted. That is what I was entitled by
law to receive at the least and the officers interpretation of law obstructed the process.

Therefore charges should be pressed against the officer recorded who took this call and stated
this falsehood. How do I know if this is truly random? Or if I"m a target of a hate crime which
now becomes a felony? Or if it was revenge from a neighbor I made a noise complaint about? I
can"t know because APD obstructed justice by refusing to even take a report saying no law was
broken. Texas Penal code concludes even eggs as vandalism an lead to days in jail or more
serious charges. The real complaint in this is that APD did not perform the oath the officer is
sworn to and obstructed the process. Thank you.

She called 911 because there was vehicle vandalism in progress. She was on the 3rd floor
looking down. She gave 911 a description of the two men vandalizing the vehicle, a description
of the area where it was happening, and a description of the vehicle. When the officer arrived, he
drove slowly through the parking lot shining his light on the parked cars. The officer was in the
complex parking lot for about 10 minutes. One of the guys standing by the vehicle sat on the curb
when he saw the police. The police did not check the area she described. The police left after 10
minutes. She has a problem because she works at IRS nights, and she has called the police before
about vandalism with no response. Her main concern is that she gave a description of the guys
and explicit instructions of where the incident was taking place, and they never went to the area
she described. If they had gone where she told them they would have caught the guys. Because of
her job, she can only be contacted before 3 p.m.

That he had been living with his grandfather helping him go through a divorce because the
person he was with was pretty crazy. The grandfather wanted him to get rid of her things which
he did. Turns out the grandfather was still seeing the woman. So, the complainant decided to
step outside of the situation, pack his things, and move out. The grandfather threatened the
complainant's mother and physically attacked her. Everything was recorded because his
grandfather had cameras throughout the house. When APD responded they did nothing and did
not even arrest him. His grandfather has multiple incidents and arrest records over a five-year
period. There is a difference between sane people who make mistakes and clearly insane people
who are bipolar and need help. APD did not do anything. There is continuous harassment and
text from his grandfather. The complainant is still getting harassing calls from the grandfather.
He keeps asking APD to do something and APD is doing nothing. Something needs to be done.
His grandfather needs to be helped. Someone needs to do a wellness check or something.

I was walking going to the pawn shop and I heard over the intercom "you have a warrant". I walk
faster and they shot me in my spine 3 times with a taser, shocking me, they carved the last taser
out with a knife before the ambulance came while I was handcuffed. They're not supposed to do
that before the ambulance gets there. They were dragging me on the floor and my head ripped
open. I was in the hospital/ICU for 3 days, I dislocated my shoulder, cracked 3 ribs, and received
14 staples in my head. When I was at the hospital these cops were pulling my head open and
squirting saline. The cop had a meeting with me before I left the hospital he goes 'I'm sorry for
my guys doing that to you I know you're upset but we can figure something out, we're going to
get you an uber ride home'. I got home from the hospital and was resting. I received 3 warrants
in the mail. One was from Williamson County. My girlfriend threw an iron at me. My neighbors
called the police. The cops busted the door and put me in handcuffs. They know they did that the
week before. I said don't come in and they came in anyways. They took me to jail for those
warrants that came in the mail. The last time I checked that's not cool. I was mistreated and I
can't lift up my shoulder permanently. I have hospital records. A cop was dating his girlfriend
and he got jealous and was mad at the complainant for dating his girlfriend.

I was turning left on a green light from northbound red river onto westbound 45th st. A police car
was approaching the intersection from the west (which would have been a red light since I had a
green) with their lights on at a high speed with no siren. It was a blind corner and they were far
enough back that I didn't see the lights until I had pulled out into the intersection. As soon as I
pulled a bit out I saw the lights and they chirped their siren a couple times. I stopped and backed
up to let them by, narrowly avoiding a collision. As soon as the police car got through the red light
they turned their lights off. They clearly only had their lights on so they could speed through a red

was driving north on interstate 35 between Runberg and
Braker exits. I was rear-ended by a Dodge Ram 1500. The driver tried to leave the accident going
in and out of traffic then exited the highway on Braker lane. I chased him also exiting and he
turned on Middle Fiskess rd and finally stopped. I called 911 and placed on hold for around
3mins. I told the 911 operator I need an officer please that I had to chase down a truck that just
rear-ended me. I went to the drivers door and asked him if I could have his information. He got
out and he smelled of alcohol and leaned against his truck. He could not speak english. I had 911
on the phone and told her that he was drunk and could not speak english. please send an officer. I
was very upset and asked several times for assistance and she transferred me to police and I once
again asked for an officer that a drunk driver rear-ended me on 35 and tried to flee. Well a lot of
good this did, the fire department showed up about 30 mins later. They did nothing except ask if
everyone was ok and taped my hatch back up because the hail storm was on its way that we need
to leave and the fire department let the drunk driver leave and I wanted to stay and wait for the
officer and the fire department told me they were leaving in 15 mins. So I was not helped with the
911 operator or the police department because no officer showed up to the scene. I should have
had an officer there because I am disabled elderly lady that was rear-ended on 35 by a drunken
driver. No officer was sent.

There is a man who lives in her apartment complex who has been harassing her and threatening
to kill her service dog and she is afraid to go outside. This is wrong. But when she calls about it,
everyone says it is not their responsibility. They tell her it is a civil problem or an apartment
complex problem. She is getting the run around because if someone is threatening to kill her
service dog, it sounds like a violation of the law. A mentally disabled person cannot get any help
from APD and that sounds wrong to her. There are a lot of people on the property with mental
disabilities being harassed by this person. A lot of people will not leave their apartment. What is
happening is wrong and she feels people are using her disability to not do anything about it. The
manager is very intimidating and because of her PTSD, she is afraid to ask for anything. If you
look at the police records for the number of fights that have happened at her complex, you will
find the apartment manager,
, has been involved in a lot of the fights with the senior
and disabled tenants. The person who is harassing her is a former military. She is more afraid of
this guy than the police and she is pretty scared of the police. Because of her mental disabilities,

There was a truck that drove over the bumper of her car. The person's exact words driving the

the truck was. He gave her a Mexican Consulate ID card as a driver's license and insurance papers
that did not show his name-it showed three names he said were his mother, father, and sister
and it showed four trucks listed and one of the trucks matched the physical description of the

There was an individual at his apartment who was threatening to kill everyone there. He has
pulled out a pistol multiple times and pointed it at residents and guests. This is the third time
police have been called. He called five times for the police, and it took two hours for them to
respond when there were plenty of police available. When they did show up, they did not even
talk to the person. Apparently, the manager denied the person did anything, so he guessed the
police took her testimony and did not arrest the individual. The individual was making terroristic
threats, and verbally insulting people. He wrote an e-mail to management about what happened
and apparently, the individual found out about it and today the individual looked directly at him
and told him he messed up. There is no way he should have known anything about the e-mail.
The individual is back again and is not even a resident there. If it was in Westlake there would be
100 officers arresting him, but since it is on Riverside it seems to be ok. He does not know what
is going on and why the police are not arresting this guy. The manager obviously knows the
individual. When he talked to the officer who wrote the report, he seemed to be defending the
individual, which he found to be very odd.

The complainant and his wife are going through a divorce. He was told by a judge that he was
permitted to go to his marital home and collect his personal property. He was also told he could
do a mental health check on his suicidal son. He called to ask his wife how his son was doing, and
she refused to give him any information and he wanted to collect his personal items, so he went
to the home and knocked on the door. His wife immediately called the police.
Detective Thomas and another Officer showed up. Detective Thomas presented himself as a
Detective and asked the complainant what he was doing at the home. He said he had a right to
enter the property as per the court order, he was just not allowed to live there and that he was
there to pick up some tools and check on his son. Detective Thomas asked him to wait outside
while he went to talk to his wife.
When Detective Thomas returned, he told the complainant that they would like him to leave the
property, and that he was not allowed to be there. The complainant showed Detective Thomas
the court order stating that he was allowed to be there. Detective Thomas said he need to come
at a different time of day.
The complainant asked Detective Thomas if he would still like him to leave the property, at
which point the Detective told him he was being detained. The complainant asked why he was
being detained and said again that he was just there to collect his personal items and check on
his son which he was allowed to do.
Detective Thomas looked at the other Officer and asked him if he detected a code 99, which is a
mental health code, like he was acting crazy. The other Officer said, I will not be a part of this,
and I want nothing to do with what you"re doing." The complainant alleges Detective Thomas
was trying to falsify a mental health code to justify a wrongful arrest.
The complainant did not resist but asked that they at least go conduct wellness check on his son,
as requested, before they left.
Detective Thomas then told the complainant it was probably best if he just left. The complainant
asked if he was being detained and the Detective said no, you"re not being detained, just leave
for now. The complainant left.
A few minutes later he got a phone call from his soon to be ex-wife who put the Detective back
on the phone.
Detective Thomas said he was calling to give him a verbal warning that he was no longer to come
over to this block or come over to the property or he would be arrested for trespassing and
harassment. The complainant said he did have a right to be there. Detective Thomas told him
that if he did show up, he would be arrested on site.

The complainant argued that only a judge has the right to do that, and that he hadn"t done
anything to not be able to get his items and have a wellness check on his son.
The complainant spoke with his lawyer and other people he knew at APD who said what
Detective Thomas did was wrong, and that it was illegal for him to have used the wife"s phone to
issue a verbal warning.
The complainant was also trying to get a wellness check on his daughter and was unable to get
any information from his wife, so he called APD to conduct a wellness check on her. A sergeant
called him back and told him that they were well aware of his ongoing divorce and marital
problems, and refused to be a part of this, that it was a civil matter that needed to be dealt with
directly with his attorney and the courts. He said he had a right to know his daughter"s
whereabouts, but APD refused to help him.
He was told that this is illegal and that his soon to be ex-wife COSTIN and APD are breaking a lot of laws.

Her brother has a mental health condition. Two weeks ago, he tried to commit suicide, so she
called 911 and he was taken to the hospital. On Saturday he was starting to act out. By early
Sunday morning, she called the crisis care hotline and was told they could not get anyone out for
eight hours. At that point, she started to worry so she called 911 for mental health. She was
expecting mental health officers to come out and help. Instead, two officers came out. They
talked to her brother outside. They went inside and talked about what they wanted to do. The
officers suggested leaving him there and she could go to a hotel. She did not want to take the
chance of leaving him and coming back and finding him dead. Toward the end, she told the officer
she would feel better if she could take him to the hospital SO he could get the help he needed. She
told the officers he did not want to go SO they were going to have to make him go. Her brother
was in the backyard smoking a cigarette. The officers followed her to the backyard. She told the
officer she could take him in her car, or they could take him, and she would follow. She told her
brother they were going to take him to the hospital. Her brother said he did not want to go. She
told him he did not have a choice. At that point, her brother jumped off the porch and ran. The
two officers came behind her and wrestled him to the ground. She was yelling and they were
yelling. The officers handcuffed him and put him in the patrol car. They would not let her talk to
him. The officers then told her they were taking him to jail. She told the officers she did not want
him to go to jail, she wanted him to go to the hospital and if she had known they were taking him
to jail she would not have called. Her brother hit his head during the fall. She told the officers he
needed to go to the hospital. The officer told her if they took him to jail, the charges would be
dropped anyway, he could get the help he needed from the mental counselor, and she could get an

She was the passenger in a car accident. Her friend who was in the back seat took an ambulance

photos of the car. She got out of the ambulance and went to take photos of the car. While she was
taking the photos she got ripped away and put in hand cuffs in the back of a police car. The officer
said You didn"t want to listen, I told you you had three options, so I guess you"re taking this
option"
They took her into the inmate ward in the hospital where she spent all night handcuffed to a
hospital bed. They treated her so inhumanely and wouldn"t let her call a lawyer or call anyone,
and they didn"t give her any information on her friend who was in the wreck with her. She didn"t
understand why she was there. After a while the officer decided to "un-arrest" her and let her go.
When she got all her stuff back, she found that every bank card and credit card in her wallet was
gone, so somewhere along the way they took those also.

up to 38 in a 35 zone for a second or two - I'm wondering if maybe he was about to move over to
my lane (not signaling his turn) and was annoyed that I got in his way? I'm not sure then he just
slowed down to ride right next to me and continued to gesture angrily that I needed to slow
down. At this point I was going closer to 30 because I didn't understand why he was still so angry
at me. He then started pointing like he wanted me to pull over but bc he was SO angry I just
remained slow and calm on the road. He appeared to be yelling at me and putting his hands up in
the air, but when he got behind me, he didn't put his lights on or attempt to pull me over as I
would expect it was very odd and honestly the way he was driving seemed unsafe for the cars
surrounding us.
Once we got safely to a light, I took a picture just in case I needed to later report and he got even
angrier, started pointing to the side of the road that we should go talk. I continued slowly forward
and eventually he just kept going forward.
Even though I had my husband in the car with me, my heart was racing and I felt threatened and

At roughly 5:00pm CST, I was visiting the baseball park at the corner of Joe Tanner Ln. and the
Highway 290 access road and was leaving in my vehicle. The gate to the property that exits onto
the access road was wide open, there was no 'road closed' sign, and there was a full lane of traffic
unblocked by barrels, so I slowly proceeded East down the access road. Immediately before the
light at Old Fredericksburg Rd., approximately one block down the road, I noticed a single barrel
in the middle of the previously clear right-hand lane, leading me to believe that the road was
actually closed. Being that the access road is a one-way road, I slowly approached your officer
that was wearing a yellow vest in order to (1) confirm that the road was closed and (2) ask him if
I could safely exit the road at the Old Fredericksburg Rd. traffic signal.
Upon asking whether or not the access road was in fact closed, the officer immediately and
needlessly became hostile, raising his voice and threatening to place me under arrest. Out of fear
that the situation was escalating, I said that I was sorry and offered to immediately pull off the
access road at the light. The officer again threatened to place me under arrest, saying that I "could
not have possibly thought the road was open," despite the clear lack of signage or barriers as
previously described. A kind construction worker then moved a barrel and allowed me to slowly
exit onto Old Fredericksburg Rd.
I did not collect the officer's name or badge number, and furthermore, I am not seeking serious
repercussions for the officer as he was only doing his job and it was possible that I missed an
indicator that the road was closed. But this behavior was highly concerning and turned what was
very clearly a misunderstanding into something that could have been worse. Before the
construction worker allowed me to exit I was beginning to fear for my safety.

only hold the video evidence for thirty days and APD has still not called them. She does not know
what to do other than complain and she hopes this complaint reaches someone so she can press
charges against this kid.

He was sitting on the curb catching his breath after riding up a hill on his bike. Someone passed
in their car and asked if he was okay, and he replied yes. He got on his bike again and he saw a
police officer with his lights on going toward where he was sitting. He flagged the officer down
because he felt the officer was going to do a wellness. At first, the officer asked if he was the guy
lying in the road and he responded he was not lying in the road, but he was sitting on the curb,
and he was okay. The officer began asking questions. At first, the complainant was polite and
answered his questions. He asked the officer if he was being detained and that instantly set the
officer off and his entire demeanor changed. The officer said with malice that he was going to get
out of the car. It seemed like the officer was intentionally trying to start a fight, SO the
complainant took out his phone and began to record. He asked the officer again if he was being
detained and the officer replied yes for investigative purposes. The complainant asked why he
was being detained if he did nothing wrong other than sit on the curb trying to catch his breath.
A second officer pulled up and clearly had more sense than the officer who originally stopped
him. As the complainant was trying to explain to the second officer why the first officer was
messing up and also explained to him he was exercising his rights, the first officer started to get
really mad. At one point he told the officer he had done nothing wrong and there was no legal
right to arrest him, so he pleaded the fifth and chose to remain silent at that point. The second
officer very calmly said they were just there to do a wellness check and asked if he was ok and the
complainant replied yes. The second officer explained that if he was going to be out at night
riding his bike, he needed lights and the complainant responded he had two in the front and two
in the back and he was all set. The officer told him OKAY, he was good to go. The complainant left
and waited down the street for a few minutes and he could tell that the second officer was telling
the first officer that he had messed up really badly. The complainant will forward his video to
OPO to add to his complaint.

The complainant lost her cat. She found it using a tile tracker at a former neighbor"s house. She
reported the cat stolen, and APD agreed to meet her at the former neighbor"s house. They told
her they could not force him to give her the cat back, SO she called a supervisor out, and was told
the same information.
She hasn"t received any help from APD retrieving her cat even though it is microchipped and
registered to her. The police officers she spoke to said there is no proof of the cat being hers
despite it being microchipped to her.
The officers suggested she file a case at civil court, which she did, and was told it would take at
least 6 months for them to do anything.
She doesn"t understand why no one will help her get her cat back even though they know where
it is, and it is microchipped and registered to her. She feels like the police cherry pick their cases,
and don"t help people who are begging them for help.

At approximately 11:30 pm on 10/27, heath and a friend were eating dinner on the steps of the
Bakersfield school when 2 APD officers approached them and asked "did he (referring to a man in
the distance) already ask you to leave" heath responded that the man hadn"t (as that was in fact
the case). The officer asked the man if he asked us to leave and the man said he had. The officer
then aggressively approached heath and his friend and aggressively told them he was going to
arrest them. He then continued his aggressive deminer as heath and his friend left the scene and
attempted to respectfully ask the officer about the law.
The officer was extremely condescending and escalated the conflict from the moment the man
(who we later found out was the security guard) told the officer he already asked the 2 friends to
leave. Unfortunately, neither heath or his friend asked for the name or badge number of either
officer. If you need any more information to help determine which officers were involved (as
there were two) please don"t hesitate to reach out.
This situation and the officer"s behavior made heath and his friend extremely uncomfortable and
could have been avoided with a little conversation between all parties. A conversation with the
officer about respect for citizens and de-escalation tactics would be a great resolution to their
aggressive behavior.

He was involved in a hit-and-run accident, and he has had a problem with APD doing an
investigation. His car was left parked in front of a couple of houses for three or four months while
he waited for a response from the investigator/detective that was assigned to his case. He has
never received any information or calls from APD. He did have a witness that had information on
the car that hit his vehicle. His daughter filed a police report. While waiting to hear from APD his
car was moved to the opposite side of the street. There are two houses on the other side of the
street where his car was parked, but no driveways. Yesterday someone called a tow truck, and his
car was towed. Usually, there is a sticker placed on vehicles as a warning but that never
happened. The APD detective has never reached out to the complainant or provided him
information about the person who hit his car.
This is in ICMS and the complainant was contacted by the Supervisor but was unhappy with the
results.
