For the better part of 2023, SGT Attridge from the GEORGE 400 shift has created a hostile,
demotivating and toxic work environment. My goal in passing along this information is that
leadership is held accountable for the role they play in a police officer's career, day to day
activities, safety & mental health.
SGT Attridge has gone above and beyond to derail careers when it suits him, deny training
opportunities to some officers and not others, deny shift changes to some and not others, deny
special assignment requests and his unfair treatment of a select few has created a negative and
dangerous work environment.
He is known to show up to work, not dressed in uniform and complaining of being bogged down
with emails. So much SO that he has repeatedly requested his officers NOT engage in proactive
police work but to essentially just sit and wait for 911 calls. He frequently told the shift or specific
officers to "stop making more work for him". He has been known to use strong and vulgar
language, raise his voice, talk down to his officers all while touting his experience and time in the
department. In particularly heated moments, has been known to put hands on another officer. He
even created his own rules & policies on a Word document for the shift to sign. These are not
leadership qualities. Passing a Sgt exam does not make someone a good leader and he needs to be
held accountable.
My primary complaint is regarding backing up fellow officers. The sentiment of the shift
to
not back
up if he was doing proactive police work in DTAC. One officer (Wallace) was
heard by the shift saying "he will NOT back up
It is the basic duty of all officers to back
on another up when called upon. This dereliction of duty and complete disregard for a fellow
officer's safety is uphauling and wrong! The fact that a SGT would allow this sentiment or attitude
is reprehensible. Officers brought this up to both Corporal Paolo and Sgt Attridge on numerous
occasions and nothing was done.
I am speaking on behalf of my husband
who just passed away on 11-11 on SWAT
call. I couldn"t be his voice when he was here so I"m his voice now. Two officers have since left
that shift because of Sgt Attridge and past officers under him have all experienced and/or
witnessed his behavior first hand.

The last year of
life in the department was made almost unbearable because of this SGT
but
continued to respect the chain of command by going to them with not only issues, but
solutions to those issues. Nothing was ever done and the reasonable solutions were continuously
denied. We have an opportunity to make an impact on how and what leadership expectations
should be. Policing is already challenging enough. Internal issues, roadblocks and toxic work
environments are not helpful and counter-productive.
I hope you will consider investigating this situation. I understand fully that there are two sides to
every story but there are far too many disturbing allegations concerning this particular sergeant
to ignore.

He has been dealing with Officer Christopher Anderson. He had an incident where he had to
shoot someone, and the person died. APD confiscated his iPhone and his Baretta, which he does
not understand. It is now December, and he has been going back and forth with Officer Anderson
regarding the incident. He called him on December 1st to find out the status of his case and he
was told there had not been an autopsy. They buried
on October 14th so how are they
going to do an autopsy without a body? He asked how long it would be before he got his property

The complainant was at JD"s Supermarket picking her daughter up. Officer Kavanagh pulled her
over. The complainant wanted to know why she was being pulled over and the officer wouldn"t
let her know. The officer then took the complainant's driver"s license, and never gave her
driver"s license back. She called a Sergeant to ask where she could get her license and left
multiple messages, then received a text from Officer Kavanaugh apologizing for forgetting to give
her the driver"s license back. The complainant is confused about why her license was taken away
without a citation being issued and why she wasn"t told why she was being pulled over.

being behind the wheel of her car. The officer was rough with her and hurt her wrists with the
handcuffs. This is the same officer that has pulled her over in the past and she feels she is being
targeted by this officer. She is scared to leave her home because she keeps getting pulled over by
this officer.

something. He told the officer he was a severe PTSD military veteran, and he was terrified of

it scared the heck out of him, and he was still shaking. The officer was not concerned at all about
his mental health. He came to the door with a gun and would not leave his property. The
complaint stated he was sure the officer was well within his rights, but he was also very scared.

Hello my kids were detained by APD this past Saturday when the shooting happened downtown. I
feel my kids had no involvement in this crime and they were released to me. I have video footage
of how my twin boys were knocked down to the ground. Also from listening to what the news
reported it makes no sense on how my kids were identified as the suspects. All they were doing
was enjoying a family Christmas party. The officers on scene didn't even want to speak to us me
or their dad. Finally one officer talked to me and said they were being released. No apologies or
anything. Later getting home my son shows me his arm where I took pictures of the injury he had.
I need a case number still SO I can follow up. I'm praying someone can help this make sense to our
family. My kids are suffering mentally from this horrible experience. As parents we want answers
This incident happened on 12/16/2023 Downtown Austin. The time that I was aware of the
situation was a little before midnight like 11:50. I wasn"t notified by officers that anything was
going on until my daughter called and told me. Here is the case number 23-3501499. Here are the
badge numbers to some of the officers involved. Codena #8510 Halback #7915. Officer Mendez
was also involved but I didn"t get a badge number for him.

Officer Lauren Villareal is the mother of the complainants child. She has been using her position
with APD to gain certain things regarding custody of their child. The complainant has been served
with a restraining order after asking for custody of his child. The complainant does not know how
this happened when he is the custodial parent. He is being harrassed, and no one is listening to
him because she is a police officer. His daughter wanted to come home and called him crying, and
that is when he asked to have her bring his daughter home. The officer also took pictures of the
complainant's girlfriend"s car in his garage and he doesn"t know why. He believes that because
she is law enforcement everything is being pushed, and he is being harrassed.

Complaint:
The complainant and his wife are going through a divorce. He was told by a judge that he was
permitted to go to his marital home and collect his personal property. He was also told he could
do a mental health check on his suicidal son. He called to ask his wife how his son was doing, and
she refused to give him any information and he wanted to collect his personal items, so he went
to the home and knocked on the door. His wife immediately called the police.
Detective Thomas and another Officer showed up. Detective Thomas presented himself as a
Detective and asked the complainant what he was doing at the home. He said he had a right to
enter the property as per the court order, he was just not allowed to live there and that he was
there to pick up some tools and check on his son. Detective Thomas asked him to wait outside
while he went to talk to his wife.
When Detective Thomas returned, he told the complainant that they would like him to leave the
property, and that he was not allowed to be there. The complainant showed Detective Thomas the
court order stating that he was allowed to be there. Detective Thomas said he need to come at a
different time of day.
The complainant asked Detective Thomas if he would still like him to leave the property, at which
point the Detective told him he was being detained. The complainant asked why he was being
detained and said again that he was just there to collect his personal items and check on his son
which he was allowed to do.
Detective Thomas looked at the other Officer and asked him if he detected a code 99, which is a
mental health code, like he was acting crazy. The other Officer said, I will not be a part of this,
and I want nothing to do with what you"re doing." The complainant alleges Detective Thomas
was trying to falsify a mental health code to justify a wrongful arrest.
The complainant did not resist but asked that they at least go conduct wellness check on his son,
as requested, before they left.
Detective Thomas then told the complainant it was probably best if he just left. The complainant
asked if he was being detained and the Detective said no, you"re not being detained, just leave for
now. The complainant left.
A few minutes later he got a phone call from his soon to be ex-wife who put the Detective back on
the phone.
Detective Thomas said he was calling to give him a verbal warning that he was no longer to come
over to this block or come over to the property or he would be arrested for trespassing and
harassment. The complainant said he did have a right to be there. Detective Thomas told him that
if he did show up, he would be arrested on site.

The complainant argued that only a judge has the right to do that, and that he hadn"t done
anything to not be able to get his items and have a wellness check on his son.
The complainant spoke with his lawyer and other people he knew at APD who said what
Detective Thomas did was wrong, and that it was illegal for him to have used the wife"s phone to
issue a verbal warning.
The complainant was also trying to get a wellness check on his daughter and was unable to get
any information from his wife, so he called APD to conduct a wellness check on her. A sergeant
called him back and told him that they were well aware of his ongoing divorce and marital
problems and refused to be a part of this, that it was a civil matter that needed to be dealt with
directly with his attorney and the courts. He said he had a right to know his daughter"s
whereabouts, but APD refused to help him.
He was told that this is illegal and that his soon-to-be ex-wife COSTA and APD are breaking a lot of laws.

The complainant alleges: Her neighbors called the police because there was a lot of noise in her
apartment where she lives. The ex of her partner was living with them because she did not have a
place to live. The ex hit her. When the officers came, they asked who hit her and she told them it
was the ex. The officers separated them and spoke to the ex separately. The ex told them a bunch
of lies and they arrested her husband when he had nothing to do with it. It has been a month
since her husband was arrested for false charges. The ex told a bunch of lies and the police took
the ex's report and not hers. This is unfair to her husband. He was arrested for something that he
did not do. Is there something that can be done about the officer who falsely arrested her
husband?

The complainant alleges: The security guard, who had a holstered gun, tried to stop her from
leaving the premises. The security guard was banging on her car and trying to jump in front of
her car. She filed a report around 10/28 with APD and she was told a detective would follow up,
but no one ever did. She is sure the video footage is gone by now. She found out the security
guard was an off-duty police officer, and she thinks that's why a detective never followed up. Why
was there no follow-up from APD? She had committed no crime. She had a disagreement with
the veterinary clinic when personnel called for the security guard, and all of this occurred when
she tried to leave.

§ 501.029. USE OF REGISTRATION RECEIPT OR TITLE RECEIPT
EVIDENCE TITLE. (a) A person may use a registration receipt
under Chapter 502 or a title receipt to evidence title to a motor
vehicle and not to transfer an interest in or establish a lien on
the vehicle.
(b) The department by rule may provide for the issuance of a
receipt that evidences title to a motor vehicle for registration
purposes only. The fee for application for the receipt is the fee
applicable to application for a certificate of title.

I just wanted to make sure everyone is real clear on what this says here I have provided this
police department with the above mentioned proof over and over I have asked for assistance and
received none. What I received was the police clearly disregarding the law and attempting yet
again to make me the wrong doer, when Ive done nothing but ask for their help.
APD has allowed someone other then myself to report my car stolen. For 4 months I have not
been able to use my lawful vehicle. And APD has continued to not adhere to the laws of the state
of Texas. That is clear obstruction and a crime. The public integrity unit at the Travis county DA
office has been included in this chain of emails as well as OPO, this email and content discussed
has been sent to my contact at kxan as well, in which it is clear the police department is
depriving me of my 14th amendment and breaking the law by holding my vehicle under dearest.
Ill be seeking damage relief for the time and economic loss, the mental and emotional damage
and the clear an present discrimination as well as punitive damages dude to the fact punishment
should be ordered on to those who muddy the color of law in its clear presents of its existence.
The blatant disregard for the laws of the state of Texas and rights of a citizen of the United States
of America is something that is of grate shame and takes away from the honor of the offices in
which the actions effect.
Please note public integrity unit: I will be including in the actions for relief my cases that where
recently dismissed and rejected. I wanted to make it aware to everyone the mounting of
compounding issues at hand thank you.

The complainant is frustrated at the process of reporting a crime. She called 311 and 911 and got
different and incorrect information from both of them about who to call and how to report a
burglary. She doesn"t know what good it does to wait 14 days to get a report number and hear
back from someone to report the crime. An officer called her after 14 days and told her she could
have someone come out and take fingerprints which the complainant believes is too late to get
fingerprints now. She is upset at the whole process it takes to report a crime. All her business
tools were stolen, and she cannot open her business now. She wants someone to contact her

After he left work and headed home he saw 5-7 officers inspecting a denim jacket. Resources

The complainant was in a road rage incident that occurred on Westbound 183 and Burnet all the
way to Cameron Rd and 183. He called 911 dispatch while this was happening and told them he
was following the other person involved. The dispatcher advised him not to do so, but the
complainant did end up cornering the other individual in a parking lot and waited for the police
to come out.
When the responding officer arrived, he took a statement from the complainant and the other
individual, said he could not prove anything happened, and said, "This isn"t part of our job."
The officer ticketed the other individual, but the complainant said the officer didn"t seem like he
wanted to do his job and didn"t give the complainant any information or case number. The cop
seemed super lazy about doing his job and made the complainant feel like it was an
inconvenience for him to have called.

She wants to file a complaint because she thinks no one in Austin cares and she wants her voice
heard. She is 53 years old and has been driving since she was sixteen and never had an accident
or a ticket until she moved to Austin. She has lived in Austin for about a year and by the grace of
God will be out of Austin in a few weeks. She has been hit three times since she has been in
Austin. Most recently she was driving in the roundabout on 51st Street when someone slammed
into the back of her car. There was no damage to the back of her vehicle, but the other driver's
car's bumper was badly damaged. When she asked for the driver's proof of insurance the driver
began to cry and stated she had no license or insurance. The complainant called 911 who began
asking her for tag numbers information, etc. but no officer ever came. The other driver left, and
she waited an hour and a half, and no one ever came. She is requesting the courtesy of a phone
call regarding APD's non-response to this incident and no response to a previous incident that
happened in June. This place is disgusting because there is no response from APD for hit-and-run
drivers with no license or insurance. In her mind, Austin is a lawless city and that enrages her.
Give her the common courtesy of a phone call and an investigation. She wants justice.

I am a resident of Circle C in Southwest Austin. I love our community and sincerely appreciate the
police officers who put their lives on the line everyday to protect us and maintain the peace. The
events that unfolded with the shootings on Tuesday have left myself, family and friends sad,
confused and wondering why we weren"t alerted there was a shooter on the loose for several
hours. I received a call from my 13-year-old son at 7:18pm that his swim practice ended early and
his entire team was moved into the bathrooms of the Circle C Swim Center at 5919 La Crosse Ave,
Austin. He said one of the Coaches heard there was a shooter on the loose on La Crosse Ave.
Shaken and completely blindsided, I asked him if he felt safe, and told him to keep his phone close
and that I would try to find out what was going on. My husband called the police and was told
that based on my son"s location it would be okay for me to pick him up and that I should bring
my identification with me in case the police were there, which they were not. Little did I know,
that less than a mile down the street, a burglary, and double homicide had just taken place! No
one was yet in custody and the theory of a second shooter was not yet confirmed or denied. Here
I was, driving down the street with two other children in tow, attempting to retrieve my oldest
scared child from danger, while a crazed gunman was close. We have amber alerts and emergency
broadcasting for a reason, so why was this not deemed important enough to alert the public? Two
peoples" lives could have been saved on Austral Loop if they only knew a killer was out there. I
understand that the connections of these shootings and murders were not made until much later,
but why after a AISD officer was shot on school property and the perpetrator fled-why was the
public not made aware of this threat? After school activities should have been cancelled, parents
should have been given the option to pick up kids early once shelter in place restrictions were
lifted. I know I most certainly would NOT have dropped my two children off at two separate swim
practices that evening. I am just very disappointed that the public was left in the dark, which led
to a bunch of scared children led into a dark bathroom to hide from a shooter who was a known
threat much earlier in the day. I would appreciate a response ensuring that communications will
be changed in our community for the better, given the growing gun violence we are seeing in our

officer cut him off and said that this is not something that the Austin police dept handles and said

information before he made the welfare call. The complainant thought the officer would have
gone to the scene and not just call. The officer kept stating that the state of Texas can"t take
someone"s rights away and just arrest them. The person the complainant was calling about has a
history of mental health issues, has assaulted someone, and has weapons. The complainant thinks
that this situation would definitely constitute a welfare check. The officer never did a welfare
check and denied it was the responsibility of the Austin Police Department, even though the

From audio recording: Complainant stated almost every week he has interactions with people
spraying chemicals or putting things in his food. Complainant stated he has been facing
harassment.
Complainant complained of chemicals being sprayed on Austin metro buses and inside apartment
units - he has made 911 calls about the chemicals and chemical bottles, which have caused his
skin to blister. He told the police what was going on and wanted fingerprints to be taken.
Additionally, an item was chunked at his head and the gentleman shattered part of his vehicle,
The police closed the case without getting fingerprints. Previously, in a case of his, they did get
fingerprints. He stated the police shut the audio off of his phone.
He had someone hit him with a vehicle on purpose, he went to the hospital. He did not get
answers, they decided not to press charges and did away with the incident. This happened on the
14th of October. He took pictures. On the officer's report, they made it impossible for the vehicle

His $2,500 bike was stolen. He was able to find the vehicle that stole his bike, get the vehicle
license plate number, and call APD. APD was able to verify his items along with other stolen
merchandise in the vehicle. The vehicle was impounded. APD was supposed to put a hold on the
vehicle because a detective was supposed to go through the vehicle and get the stolen items back
to the owners. According to the detective it was never done. The following day the vehicle was
released back to the owner with his stolen bike because APD could not prove that the owner was
the person who stole the items. They were able to get back in touch with the suspect, but his bike
was trashed. That was due to APD not putting a hold on the vehicle.

The complaint alleges: The past few weeks he has been followed under surveillance. He got a
hotel room because his mother was in town, and he ran into officers in the lobby, and they were
getting a room next to his room. It is a lot on the harassment side. The vehicle he saw an officer

does not think almost causing an accident is a feasible way to find out information. The purpose
of the call is to alert OPO of the aggressiveness. If there are some questions APD needs to ask him

feasible way of finding out more information. He does not know what they want to talk to him
about because obviously, they do want to talk to him. The past two weeks he had to stop and pull
over with his flashers on and APD slammed on their brakes, drove by looked at him, and acted
awkward as he drove into a parking lot almost causing an accident. At about 3 am on December
6th, he left his condo to go get milk for a bowl of cereal and the same detective that he saw there
four days prior was parked on the back road behind his condo. As soon as he pulled out of his
driveway the detective pulled out very close right behind him and followed him closely, almost to
the point that he thought he was going to hit him, all the way to the store. He feels that was
excessive and intimidating. His attorney is giving him insight on what to do next. He has
recordings of the nonsense. Going back to two days ago when they got a room next to him. When
he left his hotel room, he left his laptop on. His laptop has a trigger if there is motion. His data
was completely wiped. He could not tell if anyone had been in his room, but when he did a
restore on his computer, he saw two officers in his room. He is not going to say it was officers
because he is not sure, but it looked just like the same two gentlemen that have been harassing
him. A couple of months prior he noticed that someone was trying to change his password for his
work computer. At first, he thought it was just hackers but coincided with everything that had
been happening. He has written down information regarding the incidents and he will e-mail
copies to OPO to attach his complaint. He is uneasy about providing his information because of
interoffice politics which could be a problem for him in the future. The complainant thinks the

In his APD case, Detective John Eathon tampered with evidence, falsely accused him, threatened
him, and blackmailed him. Complainant alleges this is because in 2019 this Powerball ticket was
stolen and the Detective covered it up.
Detective Eathon covered up evidence when he called him and said there were not any
fingerprints in his car when the ticket was stolen, but the complainant took pictures that day of
Austin Forensic lab taking fingerprints. A warrant was written with fake evidence. He has a video
of Detective John Eathon's supervisor saying "crunch the numbers and cut the check". This
occurred outside his apartment and refers to bribery of APD. The name on the bribery check to
APD are David Rios (Travis County Deputy) and Alejandra Rios. APD Detective's son is also a
detective- Michael Allen (spelling unsure) - step-daughter messaged the complainant and told
the complainant everything they were doing. See attached documentation.
The complainant had two cases dismissed. Complainant alleges everything Det. Eathon said was a
lie. Complainant noted that Eathon stated a pregnant woman was there, but the complainant had
her phone pinged and proved that she was not there. Also the photos of the complainant walking
into his house were flipped/reversed/manipulated. Also Det. Eathon said the complainant
discharged a firearm but no one could find the gun. There is a new case on the complainant. He
lives in Williamson County (Wilco jurisdiction), but Austin Police Department is out there doing
an investigation.
Complainant also has video of Det. John Eathon harassing him in the Detective's personal vehicle.
One instance occurred on Feb. 10, 2022 at 3:30 am. The Detective stated to the complainant"I
have a big case on you, I have multiple things on you", a couple days later the complainant caught
a case and believes he was set up. The complainant was told this would occur again in one year.
The same vehicles that harassed his previous house are harassing his new home. He has this on
video. The complainant tracked his own phone with Find My Phone and the signal was bouncing
from Detective Eathon's house.
Also, police threatened his mother with a gun to her head. She will still not admit the event
because they threatened her. He has a photo of her on her knees begging for her life.
The detective he was supposed to talk to, he never talked to at all. He found out who his original
detective was by going through Records, so they lied.

She called the crisis helpline to try to get help for her son who is schizophrenic. While she was on
the phone with the crisis helpline her son grabbed her phone. They heard her son grab the phone
and hang it up, so they called the police. When the police arrived, she talked to them and
explained that her son was schizophrenic, and she was trying to get him help with the crisis
helpline. When she walked into the house with the officers, they asked her to go outside. She
does not know what they said to her son, but they searched him, and he got charged with assault.
They knew when they came into her home that he was not all there because she had explained he
was seeing stuff. When they arrested her son, they lied and said she had put a restraining order
on him, but she did not, and she did not even talk to the officers when they left. She loves her son,
and she did not put a restraining order on him. She asked why her son was being searched and
they responded, "Because we can". They did not follow protocol at all. They were supposed to
wait for a mental help officer. She is not saying what they found on her son was not wrong, but
he did not mean to do what he did. He did what he did because he was just seeing things. They
forced him to the ground in her house, pulled his hair and everything. She kept telling them he
was schizophrenic, but they would not listen to her. She did not put a restraining order on her
son. She was just trying to get mental help for him. What the police officer said and did was not
right.

Last week there was a shooting at the high school in my neighborhood. I did not receive any
communication from the city, school district or the neighborhood schools regarding their
response to this incident. I did not know if my daughter"s middle school Sadler means was in lock
down or in a secure. I know that at least 3 businesses in the neighborhood took safety measures
to secure their clients. That was how I became aware of the incident because one of them is my
employer and my friend alerted me of their lock down status and to secure my home as well. This
also happened in April of 2022 when I became aware of a police chase in my neighborhood for
someone believed to be armed and also did not receive any communication from the city nor
Harris or Sadler Means about their response. I engaged in communication with AISD emergency
management department about this regarding AISD policy and procedures and was told that it
was at the campus discretion to communicate with families. I have written the school district to
request that AISD have standard policies and procedures across campuses for communicating
with parents when a community violence event is in proximity to their campus. This is already
recommended in the protocols I found last year. https://www.austinisd.org/emergency-
management I am writing my representatives now because a coordinated effort needs to be in
place in instances of community violence, especially so close to schools. I am struggling to
understand how local businesses including a city office became aware and immediately shut
down to secure their staff meanwhile the schools all within 2-3 miles of this incident had no plans
for security at dismal and no communication to the community or parents about what the school
was doing to ensure that the shooter didn"t enter their campuses next. Not to mention no
communication to those of us at home. Our government wants us to arm ourselves to protect
ourselves, well then fine. But without communication about what is happening we are left like
sitting ducks in this environment of worsening gun violence. I honestly believe that the lack of
communication and response was due to the incident taking place on the east side, where hearing
gun shots is common place. Our police and community has become so desensitized that they are
numb to the danger, accepting the fate of those of us who live here. Meanwhile the residents of
Circle C are shocked and appalled that an alert wasn"t sent out while nothing is said of our east
side community where the dwindling black and brown communities in Austin exist. I am asking
that my city representatives work with the police and the school district to develop a plan for
communication between law enforcement and the schools when there is a threat of gun violence
in close proximity to schools. I need you to look into this situation and evaluate where the failure
happened. We cannot afford for systems to break down when the lives of children are at stake. I
have already read about received the response about "nothing actionable" being available due a

The complainant alleges: There was a USPS vehicle driving next to her. A motorcycle officer was
driving in between them. It seems the officer was trying to get around them because it was a
two-lane road. The officer kept waving his arms at the USPS driver and almost side-swiped her.
She hit her horn. The officer kept swerving and was right on their tail. The two-lane road finally
turned into a three-lane road and the officer went around the USPS vehicle, pulled up next to him,

Hello, I am a concerned Austin resident reaching out to discuss my frustration with the city of
Austin Police Department and their lack of communication to the community in the December
5th murders. If children and fellow colleagues at Austin ISD were alerted to an active shooter (aka
"Lockdown") in the area then it stands to reason the community has a vested interest in also
knowing there is an undetained gunman who attempted a murder of an officer "unprovoked" as
reported by the people who witnessed it. If this does not qualify as reason for activating the alert
system per the state law, me and many of my fellow community members await word on what we
can do to get the parameters changed on the state level SO that next time (and there will be a next
time), we may be able to prevent the deaths of other citizens.

A truck was illegally parked in a bike lane near the complainant's house. It has been there for the
last week, and it causes congestion and places people in danger. A cyclist was forced out of the

There was a car parked in front of his house, blocking his driveway. He called 311, and they said
since they were potentially blocking emergency access to the driveway, he needed to call 911 so
they could call a tow truck. He called 911, then an officer showed up 15 minutes later. The officer
wanted to contact the vehicle"s owner before he called a tow truck. The complainant asked that
the officer at least write a ticket. They waited and saw the vehicle owner walk out of a bar across
the street, and the cop was going to let him go without writing a ticket or anything. As a property
owner whose access to his house is completely blocked, he had to wait for over an hour for the
guy to move his car because the officer didn"t want to tow him or even write him a ticket. So the
officer chose the other person"s well-being over his when he didn"t have access to his property,
or an emergency vehicle wouldn"t have had access had there been an emergency.

Filing a report is too difficult, was closed without any help, and an officer was disrespectful on a
wellness check
I called so many times over almost a year, and was unable to file a report over the phone.
They would call while I was on other calls repeatedly to get rid of the attempts they would have to
make to take my report.
I was being harassed by hackers, and a police officer showed up to my door and said
"Are you done?"
Later he said that it was a wellness check because someone had called them about me, that I
hadn"t responded to a message. That"s not a reasonable thing to do a wellness check for, so I
think it was harassment. Especially since I had recently reported hackers harassing me. Why
would he say, "Are you done?" If it was a real wellness check?
When I finally made a report online, it was immediately closed. They told me to change my
password. I reported repeated stalking, break ins, computer intrusion, and harassment, and they
suggested I be more careful online. Firstly that"s insulting as it"s basically blaming me for it, and
secondly they didn"t help me at all.
I don"t have high hopes for this report, but I won"t be silenced by bullies.
Report # 2022-8019422 took from 9/12/21 until 10/25/22 to open a report, then it was closed
immediately.

For the better part of 2023, SGT Attridge from the GEORGE 400 shift has created a hostile,
demotivating and toxic work environment. My goal in passing along this information is that
leadership is held accountable for the role they play in a police officer's career, day to day
activities, safety & mental health.
SGT Attridge has gone above and beyond to derail careers when it suits him, deny training
opportunities to some officers and not others, deny shift changes to some and not others, deny
special assignment requests and his unfair treatment of a select few has created a negative and
dangerous work environment.
He is known to show up to work, not dressed in uniform and complaining of being bogged down
with emails. So much SO that he has repeatedly requested his officers NOT engage in proactive
police work but to essentially just sit and wait for 911 calls. He frequently told the shift or specific
officers to "stop making more work for him". He has been known to use strong and vulgar
language, raise his voice, talk down to his officers all while touting his experience and time in the
department. In particularly heated moments, has been known to put hands on another officer. He
even created his own rules & policies on a Word document for the shift to sign. These are not
leadership qualities. Passing a Sgt exam does not make someone a good leader and he needs to be
held accountable.
My primary complaint is regarding backing up fellow officers. The sentiment of the shift
to
not back
up if he was doing proactive police work in DTAC. One officer (Wallace) was
heard by the shift saying "he will NOT back up
It is the basic duty of all officers to back
on another up when called upon. This dereliction of duty and complete disregard for a fellow
officer's safety is uphauling and wrong! The fact that a SGT would allow this sentiment or attitude
is reprehensible. Officers brought this up to both Corporal Paolo and Sgt Attridge on numerous
occasions and nothing was done.
I am speaking on behalf of my husband
who just passed away on 11-11 on SWAT
call. I couldn"t be his voice when he was here so I"m his voice now. Two officers have since left
that shift because of Sgt Attridge and past officers under him have all experienced and/or
witnessed his behavior first hand.

Hello my kids were detained by APD this past Saturday when the shooting happened downtown. I
feel my kids had no involvement in this crime and they were released to me. I have video footage
of how my twin boys were knocked down to the ground. Also from listening to what the news
reported it makes no sense on how my kids were identified as the suspects. All they were doing
was enjoying a family Christmas party. The officers on scene didn't even want to speak to us me
or their dad. Finally one officer talked to me and said they were being released. No apologies or
anything. Later getting home my son shows me his arm where I took pictures of the injury he had.
I need a case number still SO I can follow up. I'm praying someone can help this make sense to our

The complainant and his wife are going through a divorce. He was told by a judge that he was
permitted to go to his marital home and collect his personal property. He was also told he could
do a mental health check on his suicidal son. He called to ask his wife how his son was doing, and
she refused to give him any information and he wanted to collect his personal items, so he went
to the home and knocked on the door. His wife immediately called the police.
Detective Thomas and another Officer showed up. Detective Thomas presented himself as a
Detective and asked the complainant what he was doing at the home. He said he had a right to
enter the property as per the court order, he was just not allowed to live there and that he was
there to pick up some tools and check on his son. Detective Thomas asked him to wait outside
while he went to talk to his wife.
When Detective Thomas returned, he told the complainant that they would like him to leave the
property, and that he was not allowed to be there. The complainant showed Detective Thomas the
court order stating that he was allowed to be there. Detective Thomas said he need to come at a
different time of day.
The complainant asked Detective Thomas if he would still like him to leave the property, at which
point the Detective told him he was being detained. The complainant asked why he was being
detained and said again that he was just there to collect his personal items and check on his son
which he was allowed to do.
Detective Thomas looked at the other Officer and asked him if he detected a code 99, which is a
mental health code, like he was acting crazy. The other Officer said, I will not be a part of this,
and I want nothing to do with what you"re doing." The complainant alleges Detective Thomas
was trying to falsify a mental health code to justify a wrongful arrest.
The complainant did not resist but asked that they at least go conduct wellness check on his son,
as requested, before they left.
Detective Thomas then told the complainant it was probably best if he just left. The complainant
asked if he was being detained and the Detective said no, you"re not being detained, just leave for
now. The complainant left.
A few minutes later he got a phone call from his soon to be ex-wife who put the Detective back on
the phone.
Detective Thomas said he was calling to give him a verbal warning that he was no longer to come
over to this block or come over to the property or he would be arrested for trespassing and
harassment. The complainant said he did have a right to be there. Detective Thomas told him that
if he did show up, he would be arrested on site.

The complainant argued that only a judge has the right to do that, and that he hadn"t done
anything to not be able to get his items and have a wellness check on his son.
The complainant spoke with his lawyer and other people he knew at APD who said what
Detective Thomas did was wrong, and that it was illegal for him to have used the wife"s phone to
issue a verbal warning.
The complainant was also trying to get a wellness check on his daughter and was unable to get
any information from his wife, so he called APD to conduct a wellness check on her. A sergeant
called him back and told him that they were well aware of his ongoing divorce and marital
problems and refused to be a part of this, that it was a civil matter that needed to be dealt with
directly with his attorney and the courts. He said he had a right to know his daughter"s
whereabouts, but APD refused to help him.
He was told that this is illegal and that his soon-to-be ex-wife COSTA and APD are breaking a lot of laws.

I just wanted to make sure everyone is real clear on what this says here I have provided this
police department with the above mentioned proof over and over I have asked for assistance and
received none. What I received was the police clearly disregarding the law and attempting yet
again to make me the wrong doer, when Ive done nothing but ask for their help.
APD has allowed someone other then myself to report my car stolen. For 4 months I have not
been able to use my lawful vehicle. And APD has continued to not adhere to the laws of the state
of Texas. That is clear obstruction and a crime. The public integrity unit at the Travis county DA
office has been included in this chain of emails as well as OPO, this email and content discussed
has been sent to my contact at kxan as well, in which it is clear the police department is
depriving me of my 14th amendment and breaking the law by holding my vehicle under dearest.
Ill be seeking damage relief for the time and economic loss, the mental and emotional damage
and the clear an present discrimination as well as punitive damages dude to the fact punishment
should be ordered on to those who muddy the color of law in its clear presents of its existence.
The blatant disregard for the laws of the state of Texas and rights of a citizen of the United States
of America is something that is of grate shame and takes away from the honor of the offices in
which the actions effect.

different and incorrect information from both of them about who to call and how to report a
burglary. She doesn"t know what good it does to wait 14 days to get a report number and hear
back from someone to report the crime. An officer called her after 14 days and told her she could
have someone come out and take fingerprints which the complainant believes is too late to get
fingerprints now. She is upset at the whole process it takes to report a crime. All her business

The complainant was in a road rage incident that occurred on Westbound 183 and Burnet all the
way to Cameron Rd and 183. He called 911 dispatch while this was happening and told them he
was following the other person involved. The dispatcher advised him not to do so, but the
complainant did end up cornering the other individual in a parking lot and waited for the police
to come out.
When the responding officer arrived, he took a statement from the complainant and the other
individual, said he could not prove anything happened, and said, "This isn"t part of our job."
The officer ticketed the other individual, but the complainant said the officer didn"t seem like he

seemed super lazy about doing his job and made the complainant feel like it was an

She wants to file a complaint because she thinks no one in Austin cares and she wants her voice
heard. She is 53 years old and has been driving since she was sixteen and never had an accident
or a ticket until she moved to Austin. She has lived in Austin for about a year and by the grace of
God will be out of Austin in a few weeks. She has been hit three times since she has been in
Austin. Most recently she was driving in the roundabout on 51st Street when someone slammed
into the back of her car. There was no damage to the back of her vehicle, but the other driver's
car's bumper was badly damaged. When she asked for the driver's proof of insurance the driver
began to cry and stated she had no license or insurance. The complainant called 911 who began
asking her for tag numbers information, etc. but no officer ever came. The other driver left, and
she waited an hour and a half, and no one ever came. She is requesting the courtesy of a phone
call regarding APD's non-response to this incident and no response to a previous incident that
happened in June. This place is disgusting because there is no response from APD for hit-and-run
drivers with no license or insurance. In her mind, Austin is a lawless city and that enrages her.
Give her the common courtesy of a phone call and an investigation. She wants justice.

To whom it may concern,
I am a resident of Circle C in Southwest Austin. I love our community and sincerely appreciate the
police officers who put their lives on the line everyday to protect us and maintain the peace. The
events that unfolded with the shootings on Tuesday have left myself, family and friends sad,
confused and wondering why we weren"t alerted there was a shooter on the loose for several
hours. I received a call from my 13-year-old son at 7:18pm that his swim practice ended early and
his entire team was moved into the bathrooms of the Circle C Swim Center at 5919 La Crosse Ave,
Austin. He said one of the Coaches heard there was a shooter on the loose on La Crosse Ave.
Shaken and completely blindsided, I asked him if he felt safe, and told him to keep his phone close
and that I would try to find out what was going on. My husband called the police and was told
that based on my son"s location it would be okay for me to pick him up and that I should bring
my identification with me in case the police were there, which they were not. Little did I know,
that less than a mile down the street, a burglary, and double homicide had just taken place! No
one was yet in custody and the theory of a second shooter was not yet confirmed or denied. Here
I was, driving down the street with two other children in tow, attempting to retrieve my oldest
scared child from danger, while a crazed gunman was close. We have amber alerts and emergency
broadcasting for a reason, so why was this not deemed important enough to alert the public? Two
peoples" lives could have been saved on Austral Loop if they only knew a killer was out there. I
understand that the connections of these shootings and murders were not made until much later,
but why after a AISD officer was shot on school property and the perpetrator fled-why was the
public not made aware of this threat? After school activities should have been cancelled, parents
should have been given the option to pick up kids early once shelter in place restrictions were
lifted. I know I most certainly would NOT have dropped my two children off at two separate swim
practices that evening. I am just very disappointed that the public was left in the dark, which led
to a bunch of scared children led into a dark bathroom to hide from a shooter who was a known
threat much earlier in the day. I would appreciate a response ensuring that communications will
be changed in our community for the better, given the growing gun violence we are seeing in our

The complainant called APD to do a welfare check on a friend. About 2 minutes later, an APD
Officer called him back and asked for further details. Before the complainant could finish, the
officer cut him off and said that this is not something that the Austin police dept handles and said
they can"t just go and arrest a person. The officer said he wanted to make sure he had all the
information before he made the welfare call. The complainant thought the officer would have
gone to the scene and not just call. The officer kept stating that the state of Texas can"t take
someone"s rights away and just arrest them. The person the complainant was calling about has a
history of mental health issues, has assaulted someone, and has weapons. The complainant thinks
that this situation would definitely constitute a welfare check. The officer never did a welfare
check and denied it was the responsibility of the Austin Police Department, even though the
complainant believes that APD has a responsibility to protect and serve and to be peace officers
and keep everyone safe. The point of a welfare check is to get people the help that they need.

From complaint form: I have video and audio from my past. Just want the assault to stop and
property from being damaged. Case ID: 232870647.
From audio recording: Complainant stated almost every week he has interactions with people
spraying chemicals or putting things in his food. Complainant stated he has been facing
harassment.
Complainant complained of chemicals being sprayed on Austin metro buses and inside apartment
units - he has made 911 calls about the chemicals and chemical bottles, which have caused his
skin to blister. He told the police what was going on and wanted fingerprints to be taken.
Additionally, an item was chunked at his head and the gentleman shattered part of his vehicle,
The police closed the case without getting fingerprints. Previously, in a case of his, they did get
fingerprints. He stated the police shut the audio off of his phone.
He had someone hit him with a vehicle on purpose, he went to the hospital. He did not get
answers, they decided not to press charges and did away with the incident. This happened on the
14th of October. He took pictures. On the officer's report, they made it impossible for the vehicle
to be tracked. Crash report ID: 232870647.

His $2,500 bike was stolen. He was able to find the vehicle that stole his bike, get the vehicle
license plate number, and call APD. APD was able to verify his items along with other stolen
merchandise in the vehicle. The vehicle was impounded. APD was supposed to put a hold on the
vehicle because a detective was supposed to go through the vehicle and get the stolen items back
to the owners. According to the detective it was never done. The following day the vehicle was
released back to the owner with his stolen bike because APD could not prove that the owner was
the person who stole the items. They were able to get back in touch with the suspect, but his bike
was trashed. That was due to APD not putting a hold on the vehicle.

The complaint alleges: The past few weeks he has been followed under surveillance. He got a
hotel room because his mother was in town, and he ran into officers in the lobby, and they were
getting a room next to his room. It is a lot on the harassment side. The vehicle he saw an officer
get out of, he had seen the same vehicle being driven by a different officer right behind him. He
does not think almost causing an accident is a feasible way to find out information. The purpose
of the call is to alert OPO of the aggressiveness. If there are some questions APD needs to ask him
maybe they need to have a conversation. He does not think that almost causing an accident is a
feasible way of finding out more information. He does not know what they want to talk to him
about because obviously, they do want to talk to him. The past two weeks he had to stop and pull
over with his flashers on and APD slammed on their brakes, drove by looked at him, and acted
awkward as he drove into a parking lot almost causing an accident. At about 3 am on December
6th, he left his condo to go get milk for a bowl of cereal and the same detective that he saw there
four days prior was parked on the back road behind his condo. As soon as he pulled out of his
driveway the detective pulled out very close right behind him and followed him closely, almost to
the point that he thought he was going to hit him, all the way to the store. He feels that was
excessive and intimidating. His attorney is giving him insight on what to do next. He has
recordings of the nonsense. Going back to two days ago when they got a room next to him. When
he left his hotel room, he left his laptop on. His laptop has a trigger if there is motion. His data
was completely wiped. He could not tell if anyone had been in his room, but when he did a
restore on his computer, he saw two officers in his room. He is not going to say it was officers
because he is not sure, but it looked just like the same two gentlemen that have been harassing
him. A couple of months prior he noticed that someone was trying to change his password for his
work computer. At first, he thought it was just hackers but coincided with everything that had
been happening. He has written down information regarding the incidents and he will e-mail
copies to OPO to attach his complaint. He is uneasy about providing his information because of
interoffice politics which could be a problem for him in the future. The complainant thinks the
process is a conflict of interest, but he opted to include his information. He wants it noted that he
has objection to the process.

In his APD case, Detective John Eathon tampered with evidence, falsely accused him, threatened
him, and blackmailed him. Complainant alleges this is because in 2019 this Powerball ticket was
stolen and the Detective covered it up.
Detective Eathon covered up evidence when he called him and said there were not any
fingerprints in his car when the ticket was stolen, but the complainant took pictures that day of
Austin Forensic lab taking fingerprints. A warrant was written with fake evidence. He has a video
of Detective John Eathon's supervisor saying "crunch the numbers and cut the check". This
occurred outside his apartment and refers to bribery of APD. The name on the bribery check to
APD are David Rios (Travis County Deputy) and Alejandra Rios. APD Detective's son is also a
detective- Michael Allen (spelling unsure) - step-daughter messaged the complainant and told
the complainant everything they were doing. See attached documentation.
The complainant had two cases dismissed. Complainant alleges everything Det. Eathon said was a
lie. Complainant noted that Eathon stated a pregnant woman was there, but the complainant had
her phone pinged and proved that she was not there. Also the photos of the complainant walking
into his house were flipped/reversed/manipulated. Also Det. Eathon said the complainant
discharged a firearm but no one could find the gun. There is a new case on the complainant. He
lives in Williamson County (Wilco jurisdiction), but Austin Police Department is out there doing
an investigation.
Complainant also has video of Det. John Eathon harassing him in the Detective's personal vehicle.
One instance occurred on Feb. 10, 2022 at 3:30 am. The Detective stated to the complainant"I
have a big case on you, I have multiple things on you", a couple days later the complainant caught
a case and believes he was set up. The complainant was told this would occur again in one year.
The same vehicles that harassed his previous house are harassing his new home. He has this on
video. The complainant tracked his own phone with Find My Phone and the signal was bouncing
from Detective Eathon's house.
Also, police threatened his mother with a gun to her head. She will still not admit the event
because they threatened her. He has a photo of her on her knees begging for her life.
The detective he was supposed to talk to, he never talked to at all. He found out who his original
detective was by going through Records, so they lied.

She called the crisis helpline to try to get help for her son who is schizophrenic. While she was on
the phone with the crisis helpline her son grabbed her phone. They heard her son grab the phone
and hang it up, so they called the police. When the police arrived, she talked to them and
explained that her son was schizophrenic, and she was trying to get him help with the crisis
helpline. When she walked into the house with the officers, they asked her to go outside. She
does not know what they said to her son, but they searched him, and he got charged with assault.
They knew when they came into her home that he was not all there because she had explained he
was seeing stuff. When they arrested her son, they lied and said she had put a restraining order
on him, but she did not, and she did not even talk to the officers when they left. She loves her son,
and she did not put a restraining order on him. She asked why her son was being searched and
they responded, "Because we can". They did not follow protocol at all. They were supposed to
wait for a mental help officer. She is not saying what they found on her son was not wrong, but
he did not mean to do what he did. He did what he did because he was just seeing things. They
forced him to the ground in her house, pulled his hair and everything. She kept telling them he
was schizophrenic, but they would not listen to her. She did not put a restraining order on her
son. She was just trying to get mental help for him. What the police officer said and did was not
right.

Last week there was a shooting at the high school in my neighborhood. I did not receive any
communication from the city, school district or the neighborhood schools regarding their
response to this incident. I did not know if my daughter"s middle school Sadler means was in lock
down or in a secure. I know that at least 3 businesses in the neighborhood took safety measures
to secure their clients. That was how I became aware of the incident because one of them is my
employer and my friend alerted me of their lock down status and to secure my home as well. This
also happened in April of 2022 when I became aware of a police chase in my neighborhood for
someone believed to be armed and also did not receive any communication from the city nor
Harris or Sadler Means about their response. I engaged in communication with AISD emergency
management department about this regarding AISD policy and procedures and was told that it
was at the campus discretion to communicate with families. I have written the school district to
request that AISD have standard policies and procedures across campuses for communicating
with parents when a community violence event is in proximity to their campus. This is already
recommended in the protocols I found last year. https://www.austinisd.org/emergency-
management I am writing my representatives now because a coordinated effort needs to be in
place in instances of community violence, especially so close to schools. I am struggling to
understand how local businesses including a city office became aware and immediately shut
down to secure their staff meanwhile the schools all within 2-3 miles of this incident had no plans
for security at dismal and no communication to the community or parents about what the school
was doing to ensure that the shooter didn"t enter their campuses next. Not to mention no
communication to those of us at home. Our government wants us to arm ourselves to protect
ourselves, well then fine. But without communication about what is happening we are left like
sitting ducks in this environment of worsening gun violence. I honestly believe that the lack of
communication and response was due to the incident taking place on the east side, where hearing
gun shots is common place. Our police and community has become so desensitized that they are
numb to the danger, accepting the fate of those of us who live here. Meanwhile the residents of
Circle C are shocked and appalled that an alert wasn"t sent out while nothing is said of our east
side community where the dwindling black and brown communities in Austin exist. I am asking
that my city representatives work with the police and the school district to develop a plan for
communication between law enforcement and the schools when there is a threat of gun violence
in close proximity to schools. I need you to look into this situation and evaluate where the failure
happened. We cannot afford for systems to break down when the lives of children are at stake. I
have already read about received the response about "nothing actionable" being available due a

The complainant alleges: There was a USPS vehicle driving next to her. A motorcycle officer was
driving in between them. It seems the officer was trying to get around them because it was a
two-lane road. The officer kept waving his arms at the USPS driver and almost side-swiped her.
She hit her horn. The officer kept swerving and was right on their tail. The two-lane road finally
turned into a three-lane road and the officer went around the USPS vehicle, pulled up next to him,
and started waving his hands and screaming at the vehicle. The officer continued up Slaughter
Lane weaving in and out of traffic, never turning on his emergency lights. Had he turned his lights
on she would have thought he was in a hurry, but this wasn't the case. The officer's motorcycle

Hello, I am a concerned Austin resident reaching out to discuss my frustration with the city of
Austin Police Department and their lack of communication to the community in the December
5th murders. If children and fellow colleagues at Austin ISD were alerted to an active shooter (aka
"Lockdown") in the area then it stands to reason the community has a vested interest in also
knowing there is an undetained gunman who attempted a murder of an officer "unprovoked" as
reported by the people who witnessed it. If this does not qualify as reason for activating the alert
system per the state law, me and many of my fellow community members await word on what we
can do to get the parameters changed on the state level SO that next time (and there will be a next
time), we may be able to prevent the deaths of other citizens.

I realize the Austin Police Department is struggling with staffing, loss of funding, and likely
general morale issues. I would love to see an alert system that notifies the community to stay
away from area where there is a shooter or an active crime investigation such as the Barton Creek
Mall where individuals were not notified to stay away. I am grateful for all law enforcement does
for our communities however I feel powerless to how to help our kids feel safe in our

conversation with a supervisor there was continued inability to have professional employees

The complainant called the police to perform a mental health check on his friend, who was having
emotional problems and had possession of a firearm. The police officer he spoke with told him

A truck was illegally parked in a bike lane near the complainant's house. It has been there for the
last week, and it causes congestion and places people in danger. A cyclist was forced out of the
bike lane due to the truck and the complainant almost hit that cyclist. The complainant has called
and asked that they ticket the truck and has had no luck. On Tuesday night, the complainant saw
two officers standing near the truck, SO he decided to ask them to ticket the truck. The officers
laughed at the story of him almost hitting a cyclist and refused to write a paper ticket saying that
it was too much trouble. The officers said they weren"t trained to write digital tickets yet, and
they also refused to write tickets for the other cars that were illegally parked on the street. He
just wants to go on record so the city is eyes wide open on the lack of police force.

There was a car parked in front of his house, blocking his driveway. He called 311, and they said
since they were potentially blocking emergency access to the driveway, he needed to call 911 so
they could call a tow truck. He called 911, then an officer showed up 15 minutes later. The officer
wanted to contact the vehicle"s owner before he called a tow truck. The complainant asked that
the officer at least write a ticket. They waited and saw the vehicle owner walk out of a bar across
the street, and the cop was going to let him go without writing a ticket or anything. As a property
owner whose access to his house is completely blocked, he had to wait for over an hour for the

Filing a report is too difficult, was closed without any help, and an officer was disrespectful on a
wellness check
I called so many times over almost a year, and was unable to file a report over the phone.
They would call while I was on other calls repeatedly to get rid of the attempts they would have to
make to take my report.
I was being harassed by hackers, and a police officer showed up to my door and said
"Are you done?"
Later he said that it was a wellness check because someone had called them about me, that I
hadn"t responded to a message. That"s not a reasonable thing to do a wellness check for, so I
think it was harassment. Especially since I had recently reported hackers harassing me. Why
would he say, "Are you done?" If it was a real wellness check?
When I finally made a report online, it was immediately closed. They told me to change my
password. I reported repeated stalking, break ins, computer intrusion, and harassment, and they
suggested I be more careful online. Firstly that"s insulting as it"s basically blaming me for it, and
secondly they didn"t help me at all.
I don"t have high hopes for this report, but I won"t be silenced by bullies.
Report # 2022-8019422 took from 9/12/21 until 10/25/22 to open a report, then it was closed
immediately.

I received a threatening abusive phone call/vociemail. I went to APD HQ and was told by the desk

me to contact 512-974-5212, and 512-974-5320 (The latter being Region 1 Detectives). i have left
three messages and no detective has contacted me about my initial complaint. 311 confirmed that
NOTHING has been done with my complaint to-date.

The police came to her apartment after the manager of her apartment threatened to evict her and
