From Email titled "Follow up Police Complaint: 250620188"
Hi, I did not get the police officers name but the report/case number is above. I had a situation
where a food truck owner in the lot next to my house was hanging out with a friend from 1 am-
5:30 am drinking out of a cooler in the back of his pickup truck right beside my house. It woke
me. I saw the activity on my cameras and I saw the interaction with the police officer. The police
officer acknowledged that the person was drinking but because they had a food truck on the lot,
the officer left and they continued doing what they were doing. The officer put me at risk because
I saw him tell the people point to my house and my camera on the side of my house. He could
have instigated a conflict which I was trying to avoid by calling the police. I find the people's
behavior to be disorderly. 4 am, 5 am is too late to be outside drinking in a public place next to a
residence. Thank you

The complainant alleges:
I filed a complaint with the Office of Police Oversight (OPO) regarding Officer Sullivan's
mishandling of a trespass incident. Subsequently, Lt. Patrick Eastlick contacted me, only to
undermine my concerns by misrepresenting APD policy and deflecting responsibility. Rather than
addressing my grievance, he suggested I file another OPO complaint against him-a dismissive
and evasive response.
In his email, Lt. Eastlick wrote: "In this incident Detective Sullivan did not witness a criminal
trespass notice being issued to the subject by you and the subject had already departed the
property when Det. Sullivan arrived. Per APD policy (General Orders 437.3.1) a report is not
required to be completed based on the circumstances in this call." Upon reviewing General Orders
437.3.1 myself, I discovered his interpretation is inaccurate: APD policy does not require an
officer to witness the trespass or for the trespasser to remain on-site for a notice to be issued or
documented. His misrepresentation of this policy appears designed to dismiss my complaint
rather than resolve it.
This pattern of gaslighting-misstating rules to discredit me-and redirecting me to an endless
complaint loop instead of engaging with the issue exemplifies a deeper culture of
unaccountability within APD. Such conduct erodes public trust and mirrors the lack of
responsiveness I've encountered elsewhere, reinforcing the need for systemic oversight and
reform.

Austin Police Department
Austin

Dear Rangel Boss
I am writing to formally request an internal investigation into the actions of Officer Rangoli, due
to his failure to rectify the serious issues I have raised regarding the false prosecution,
defamation, and misconduct during a police investigation. Despite my efforts to bring these issues
to his attention, Officer Rangoli has failed to take corrective action, which has exacerbated the
harm caused by his actions. I believe this situation requires immediate attention and a thorough
internal review.
Background and Facts
In August 2024, an individual made a false verbal accusation against me, which led to an unjust
investigation under the direction of Officer Rangoli. The accusations, which were fabricated and
not based on factual evidence, resulted in the issuance of a warrant for my arrest. Despite having
evidence that contradicted the false claims, Officer Rangoli pursued the case without taking the
necessary steps to validate or rectify the false allegations.
I attempted to address the situation by bringing the matter to Officer Rangoli's attention, hoping
for clarification and resolution. However, rather than taking corrective action or properly
reviewing the case, Officer Rangoli continued to pursue the investigation without addressing the
falsity of the claims or communicating with me transparently about the next steps. His failure to
rectify the situation after being made aware of the issues only deepened the distress and damage
caused to my personal and professional life.
Key Concerns
Failure to Address and Rectify the Situation: Despite my efforts to bring the false accusations and
the subsequent harm to Officer Rangoli's attention, he failed to take action to rectify the matter.
The City of Austin is committed to compliance with the American Disabilities Act.
Reasonable modifications and equal access to communications will be provided upon request.
OF
CITY
AUSTIN
OFFICE OF

Instead, he continued to pursue the investigation without proper grounds or communication,
exacerbating the damage.
False Prosecution and Defamation: Officer Rangoli's actions, including facilitating an investigation
based on fabricated information, resulted in reputational harm, financial loss, and ongoing
emotional distress. These actions were not properly addressed when I raised the issue.
Failure to Communicate and Follow Protocol: Officer Rangoli misled me by suggesting that the
case was proceeding transparently, only for me to later discover that a warrant was filed without
prior notice or proper communication. This lack of transparency and failure to follow proper
procedure contributed to the confusion and unnecessary stress.
Lack of Accountability: After bringing these concerns to Officer Rangoli's attention, I did not
receive any meaningful response or corrective actions. This failure to acknowledge the harm and
take appropriate steps to resolve the matter is a clear breach of protocol.
Request for Action
Given the gravity of the situation and Officer Rangoli's failure to rectify the matter after being
made aware of the issues, I respectfully request the following:
Internal Investigation: I request a thorough internal investigation into Officer Rangoli's conduct,
particularly his failure to address the false allegations and his failure to communicate properly
with me regarding the next steps.
Suspension or Administrative Leave: Pending the outcome of the internal investigation, I request
that Officer Rangoli be placed on administrative leave or suspended to prevent further
misconduct during the inquiry.
Review of Training and Protocols: I urge the department to review its protocols and Officer
Rangoli's training to ensure that such breaches do not occur in the future and that proper
procedures are followed when addressing false allegations.
Conclusion
The failure to rectify the situation after I brought it to Officer Rangoli's attention has caused
considerable distress and harm to my personal and professional life. I trust that the Austin Police
Department will take these concerns seriously and conduct a thorough review of Officer Rangoli's
actions.
I expect a prompt and thorough response within the next three business days. If no response is
received, I will be forced to pursue further legal action to protect my rights and seek
compensation for the damages I have suffered.
Thank you for your immediate attention to this serious matter.
Sincerely,

Hello,
My name is
and I was rear ended on Monday March 3, 2025. I am currently 13 weeks
pregnant so this has been very traumatic to me. I had to be taken by ambulance to the ER to make
sure that my baby was okay. I was just made aware that the officer who made the report said that
I refused transportation which is absolutely false. I was also treated very poorly by the officer on
scene, which was odd considering I was not the at fault party here. He falsified the report,
whether intentional or not, I'm not sure. I would like to have this information corrected on the
police report as well as make a report for how he treated me when I was in the ambulance. My
report number is 250621070 and the officer on the report is Detective G. Salinas, Badge
#AP4733.
Please reach out to me as soon as possible, thank you,
The time was around 4:30pm on Monday March 3, 2025 and the location on the accident
information exchange is 5000 S IH 35 SB E Stassney Ln

I had just pulled out of my drive way and was about 45 seconds into my drive when I noticed a car
aggressively tailing me, VERY close. Confused, I switched lanes, and again he started aggressively
tailing me. Then as the cop lights turned on, I realized it was a cop. He wanted to cite me for 1. My
license plate not being legible, which he used as an excuse for tailing me and then admitted he
had bad eyesight and 2. because according to him my license plate was registering back to a
Hyundai. I told him there was no way and he then admitted he thought the F on my license plate
was a P. I asked him if it's protocol to ride people that aggressively and he said no. He then wanted
me to roll the window down so the other officer could flash his light in my car. There's absolutely
no excuse to profile people and try to get away with made up infractions. How are we supposed to
feel safe when they're endangering our lives on the road. I had called my friend and realized that
it recorded the beginning of the conversation with the cop when the call went to voicemail. Had I
not had my license plate memorized, I fear of what would've happen. Bad eyesight should be NO
excuse to put someone in danger by tailing them aggressively.
This incident happened at 23:39 on Wednesday, March 5th as I was driving north bound on
Menchaca Road. I pulled over on Fort View Road.
The number of the police vehicle was 6138 I believe. The last name of the primary officer who
engaged with me was LaCross, badge number 10198. The badge number of the second officer
who I had to roll my window down so he could shine his flashlight into my vehicle is 9936.
I have also attached the voicemail my friend received from me that recorded some of the
interaction. You can reach me any time at

The police showed up at his house after meeting someone called for a wellness check. Two
officers banged on his door. His dogs started barking and he woke up to the loud banging. When
he opened the door, they asked his name and asked him to step outside. They told him they were
there to do a welfare check on him. He asked why they were doing a wellness check at 3:30 in the
morning when it could have been done at a more convenient time. He'd had a wellness check a
few days before that at a reasonable time and the officers didn't bang on the door. He wants to
know if there is a system in place to see if wellness checks had happened in the past so that police
keep coming to his house at any hour to do these wellness checks.

Yesterday, my friend got in a car accident and when pulling over to exchange info, was assaulted
by the other driver and passengers, and called the police. Officer Herrera was there (did not get
his badge number) and he was perfectly professional. However, Officer Kim, Badge #10071 was
also there and was tremendously rude.

Race:
East Asian or Asian American

What was the officer wearing?:

What kind of transportation was the officer using?: Patrol car or motorcycle
Officer Kim interviewed the other parties and when speaking with my friend, said "when you hit
them" which she did not. What he should have said would be "when she said you hit them" or
"allegedly" - he was already showing implicit bias. The driver of the vehicle had left the scene
before the police showed up and when asking about the process to apprehend him, Officer Kim
said, "that's none of your business and you have no legal reason to know." When my friend (the
actual victim) pressed him, he refused to share more info. Then he said, "I gotta go, I don't have
time for this" and yelled "BYEEEE" out the window when driving off. My concern is that he
showed bias that will impact the report he is filing.

Christian Herrerra AP10068 arrived on the scene of a car accident. The complainant was upset
and crying. The officer kept asking questions. She asked if she was under the influence and the
complainant said no. The officer kept asking if she was under the influence, insinuating she was.
The complainant admitted she had smoked marijuana at 10 am that morning but was not under
the influence. The complainant told the officer she was intimidating her and kept repeating that
she was not under the influence. The complainant explained that the other driver involved was
the one at fault and lost control of his vehicle. 25-0651297 is the report number. They wouldn't
let her take pictures of the incident, but did let the other driver take pictures of her car. They
searched her and put her in the vehicle and took her to a different address to conduct a sobriety
test. They determined she was not impaired then let her get in her vehicle and drive off. She
stated the report indicated the address of the accident was wrong, and that they put the address
of the location she was transported to. She feels she was bullied and intimidated and they
searched her vehicle without her permission.

Hello, my name is
, and I am reaching out to report one of your officers. I apologize in
advance if this is a bit all over the place, I am still quite shaken up by the incident. My mother and
I encountered this person at the Walmart on Parmer Ln. and N IH-35, during an off-duty rent-a-
cop type of security job at around 7 pm. We entered the store with the intention of using their
family/unisex restroom in the back of the store, as my mother is handicapped and requires
physical assistance in the restroom. The officer I am reporting was inside the specific restroom
we needed to use for over fifteen minutes, and we knocked more than once, but he simply became
dangerously belligerent. When he finally existed the restroom, he began shouting at my mother
and I, including three separate mentions of his weapon. Each time he mentioned his weapon, he
grabbed the part of his belt his holster was attached to and flashed the weapon at us
threateningly. We found out from the shouting that he had been using the restroom as a changing
room. As he left the restroom, he told my mother "you'll get yours". He also went to look at the
parking lot security footage after the incident was over. My mother was in a wheelchair, our truck
was the only vehicle in the parking lot with a wheelchair ramp on it, and we worry he may have
run her license plate. Later, when we left the store, his police vehicle was parked in front of the
store store's front entrance where we could see it from our truck. The officer refused to give us
his information or name, threatened us, and may have run our plates and have our information
now. We fear for our safety. Thank you for your time and consideration.

Good Morning,
I truly appreciate you taking the time to read this email, and I hope I'm reaching out through the
right channel to voice a concern that is deeply important to us. My name is
, and I serve
as an asset manager for The Studio at Thinkeast, an affordable housing community located at
in Austin.
Our company developed this property with a mission close to our hearts-to provide safe, quality
housing for Austin's residents who need it most. We proudly partner with the Housing Authority
of the City of Austin, and up until recently, we've been able to create a secure, welcoming
environment for our residents. However, that sense of security has started to shift.
Our property sits adjacent to Govalle Park, where a wooded area previously provided a location
for a homeless encampment. When those woods were cleared, we began experiencing a
significant increase in foot traffic, loitering, trespassing, and unfortunately, violent incidents. Just
this past Monday, one of our employees was simply taking the trash out when they were suddenly
confronted and chased by a man wielding a knife. The individual fled when police were called,
and our employee was informed that no police presence was necessary since the threat had
passed. While we understand the challenges of resource allocation, this response has left our
team deeply unsettled.
We are moving quickly to implement security patrols, but in the meantime, I wanted to reach out
in the hope that we could find a way to work together to ensure the safety of our staff and
residents. If our employee's account of Monday's event is accurate, I'd like to understand whether
this response was the standard protocol and if there's anything more that can be done to provide
support in situations like these. Is there a way for us to request a more consistent presence from
Austin PD?
This property is not a commercial enterprise where profit is the main goal-our team shows up
every day because we believe in the power of affordable housing and the difference it makes in
people's lives. We care deeply about our residents, our staff, and the community we're a part of.
We want to continue being a place of safety and stability, and I'm hopeful that with your guidance,
we can find a positive path forward.
Thank you so much for your time and consideration. It truly means a lot to us. I look forward to
hearing your thoughts and hope we can work toward a solution together. Wishing you a great day.

In the history of the United States of America, it was Thomas Paine, and the revolutionary pamphlets
that he distributed that le
tion a foundational document to the
United States of America and the highest Law of this land. And most especially led to several key
inalienable God-given protections under the First Amendment. In historical fact, Thomas Paine was an
English American writer and pamphleteer whose "Common Sense" and other writings influenced the
American Revolution, and helped pave the way for the Declaration of Independence, the founding of
this Country.
So important was Thomas Paine and the pamphleteers, the Founders were heavily influenced to write
the Bill of Rights and the First Amendment. The First Amendment of the Bill of Rights protects the
Freedom of Speech, Freedom of the Press, Freedom to Protest our Government for a redress of
grievances. And also the ability to Freely Assemble, among other rights as well. This was a direct result
of Thomas Paine's pamphlets and the pamphlet entitled "Common Sense" that led to the revolution that
eventually freed the Colonies from the Crown of England and her oppressive taxation without
representation. These Freedoms are the first of our Government's Bill of Rights for good reason, they
are foundational to all U.S.A. Law. Above all other laws, including State Statutes, Municipal Ordinances
and Codes, and any other rules by any department or agency of Government. And essential to a
functional Democracy, the crafters of the Constitution believed deeply.

Details.
This is how the Austin Police Department failed the Constitution and the Laws.
On or about March 8th, 2024 I was falsely arrested for Pedestrian In the Roadway [TX TC Sec 552.006].
I was not in the roadway, when arrested. In fact I was not in the roadway when Lt. Joosola asked me to
get on the sidewalk. In fact, as you can see in the video I compiled with his request and went onto the
sidewalk. In fact I was arrested by several officers while on the sidewalk for "being in the roadway."
That was a falsehood and any sworn affidavits obviously are refuted by the video and the
Transportation Code definition of "roadway" is the traffic area of the road, which excludes the
shoulders, parking spaces and bike lanes. The line of bikes in barricade with APD officers effectively
prevented anyone from being in the roadway as did the police cars blocking the roadway apparently for

pedestrian traffic. The group was given multiple conflicting orders by officers and not always audible by
everyone in different parts of the crown. Get on the sidewalk, get off the sidewalk, pushing people and
woman off the sidewalk forcibly with they APD issued bicycles. It was a clusterfuck of poorly trained
and incompetent police buffoons. Who eventually with little leadership other than orders to affect any
arrests at the onset and just file them all as pedestrian in the roadway or failure to use a sidewalk. All
while ignoring the law and police policy. Just affect arrests to punish the protestors and the Press and to
quench freedom of speech now and in the future. Anti-American, Anti-Democratic police oppression is a
crime and should be punished. Aggravate, organized, mob assault, battery and destruction of property
should be a crime even for police. As well as improper seizure of Press materials, work products, etc.
Which is also a violation of the law while working under color of law.
Also though discovery and watching other videos of the incident, you see police gather by the dozens,
following protestors and Press alike. With Supervisors and chain of command prearranging arrests
prior to any violations of law, with no violations of law actually present they decide to attack the Press
and Protestors with violence, using bicycles to push people in the street. At the same time telling people
to get on the sidewalk. And then pushing a woman off the sidewalk with the police bikes in an
assaultive manner with no consideration for least force or the health and safety of the Citizens there
who might be injured from police unseeded use of force in this incident.
Also on video we see one officer with a Nazi lightning bolt tattoo on his arm making fun of the use of
force on people arrested in this incident. Clear violations of police policy and law due to visible Nazi
group membership and symbols seen on body camera on APD officer's forearm. Showing hate and bias
against people of color and the Press.
Also on video we see Ofc. Reid and others standing around and Reid is bragging and cussing as he says
he wanted to "Break his arm I didn't fucking care." And they are laughing about that. Admission of guilt
and conspiracy of parties to commit violations of police policy, statute, Civil Rights and Laws.
Constitutional Violations by Austin Police.
Cruel and unusual punishment and selective enforcement are unconstitutional as well, and should be
treated as a crime when done under color of law and against the police polices that will be outlined as
well as the law.
Conspiracy to deprive a Citizen's Rights is also unlawful.
Raced based policing is a violation of Law.
Biased policing is a crime, when it violates Civil Rights and the Law.
Violations of the Constitution are violations of Law.
Filing false charges in order to stop the Press from documenting police actions is a violation of law, a
crime.
Filing false charges in order to seize video and notes from the Press who is documenting police actions
is a violation of law, is also a crime.
Clear violations of police policy and law due to visible Nazi group membership and symbols seen on
body camera on APD officer's forearm. Showing hate and bias against people of color and the Press.
I believe that the Austin Police violated these and other laws on the date in question, time and place of
arrests. Including on the others that were arrested also, 3 members of the Press and one person
engaged in a First Amendment protected exercise of assembly, free speech and protest, under the

LAW ENFORCEMENT CODE OF ETHICS
As a law enforcement officer, my fundamental duty is to serve the community; to safeguard lives and

the peaceful against violence or disorder; and to respect the constitutional rights of all to liberty,
equality and justice.
I will keep my private life unsullied as an example to all and will behave in a manner that does not bring
discredit to me or to my agency. I will maintain courageous calm in the face of danger, scorn or ridicule;

develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed
both in my personal and official life, I will be exemplary in obeying the law
and the regulations of my department. Whatever I see or hear of a confidential nature or that is
confided to me in my official capacity will be kept ever secret unless revelation is necessary in the
performance of my duty.
I will never act officiously or permit personal feelings, prejudices, political beliefs, aspirations,
animosities or friendships to influence my decisions. With no compromise for crime and with relentless
prosecution of criminals, I will enforce the law courteously and appropriately without fear or favor,
malice or ill will, never employing unnecessary force or violence and never accepting gratuities.
I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held
so long as I am true to the ethics of police service. I will never engage in acts of corruption or bribery,
nor will I condone such acts by other police officers. I will cooperate with all legally authorized agencies
and their representatives in the pursuit of justice.
I know that I alone am responsible for my own standard of professional performance and will take
every reasonable opportunity to enhance and improve my level of knowledge and competence.
I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my
chosen profession
law enforcement.
IACP Code of Ethics, adopted 37 Tex. Admin. Code § 1.112
CANONS OF POLICE ETHICS.
Article 1: Primary Responsibility of Job
The primary responsibility of the police service, and of the individual officer, is the protection
of people of the United States through the upholding of laws. Chief among these laws is the Constitution
of the United States and its Amendments. The law enforcement officer always represents the whole of
the community and it's legally expressed will and is never the arm of any political party or clique.
Article 2: Limitations of Authority
The first duty of a law enforcement officer, as upholder of the law, is to know its bounds upon him in
enforcing it. Because he represents the legal will of the community, be it local, state, or federal, he must
be aware of the limitations and proscriptions which the people, through the law, have placed upon him.
He must recognize the genius of the American system of government which gives to no man, groups of
men, or institutions, absolute power; and he must ensure that he, as a prime defender of that system,
does not pervert its character.
Article 3: Duty to be Familiar with the Law and with Responsibilities of Self and Other Public Officials
The law enforcement officer shall assiduously apply himself to the study of the principles of the laws
which he is sworn to uphold. He will make certain of his responsibilities in the particulars of their
enforcement, seeking aid from his superiors in matters of technicality or principle when these are not
clear to him. He will make special effort to fully understand his relationship to other public officials,
including other law enforcement agencies, particularly on matters of jurisdiction, both geographically
and substantively.
Article 4: Utilization of Proper Means to Gain Proper Ends
The law enforcement officer shall be mindful of his responsibility to pay strict attention to the selection
of means in discharging the duties of his office. Violations of law or disregard for public safety and
property on the part of an officer are intrinsically wrong; they are self-defeating in that they instill in
the public mind a like disposition. The employment of illegal means, no matter how

worthy the end, is certain to encourage disrespect for the law and its officers. If the law is to be
honored, it must be by those who enforce it.
Article 5: Cooperation with Public Officials in the Discharge of Their Authorized Duties
The law enforcement officer shall cooperate fully with other public officials in the discharge of
authorized duties, regardless of party affiliation or personal prejudice. He shall be meticulous, however,
in assuring himself of the propriety, under the law, of such actions and shall guard against the use of his
office or person, whether knowingly or unknowingly, in any improper or illegal action.
In any situation open to question, he shall seek authority from his superior officer, giving him a full
report of the proposed service or action.
(Page 3)
Canons of Police Ethics
The law enforcement officer shall be mindful of his special identification by the public as an upholder of
the law. Laxity of conduct or manner in private life, expressing either disrespect for the law or seeking
to gain special privilege, cannot but reflect upon the police officer and the police
service. The community and the service require that the law enforcement officer lead the life of a
decent and honorable person. Following the career of a police officer gives no person special
perquisites. It does give the satisfaction and pride of following and furthering an unbroken tradition of
safeguarding the American republic. The officer who reflects upon this tradition will not degrade
it. Rather, he will so conduct his private life that the public will regard him as an example of stability,
fidelity, and morality.
Article 7: Conduct Toward the Public
The law enforcement officer, mindful of his responsibility to the whole community, shall deal with
individuals of the community in a manner calculated to instill respect for its laws and its police service.
The law enforcement officer shall conduct his official life in a manner such as will inspire confidence
and trust. Thus, he will be neither overbearing nor subservient, as no individual citizen has an
obligation to stand in awe of him nor a right to command him. The officer will give service where he
can, and will require compliance with the law. He will do neither from personal preference or prejudice
but rather as a duly appointed officer of the law discharging his sworn obligation.
Article 8: Conduct in Arresting and Dealing with Law Violators
The law enforcement officer shall use his powers of arrest strictly in accordance with the law and with
due regard to the rights of the citizen concerned. His office gives him no right to prosecute the violator
nor to mete out punishment for the offense. He shall, at all times, have a clear appreciation of his
responsibilities and limitations regarding detention of the violator. He shall conduct himself in such a
manner as will minimize the possibility of having to use force. To this end, he shall cultivate a
dedication to the service of the people and the equitable upholding of their laws, whether in the
handling of law violators or in dealing with the law abiding.
Article 10: Presentation of Evidence
The law enforcement officer shall be concerned equally in the prosecution of the wrong-doer and the
defense of the innocent. He shall ascertain what constitutes evidence and shall present such evidence
impartially and without malice. In so doing, he will ignore social, political, and all other distinctions

among the persons involved, strengthening the tradition of the reliability and integrity of an officer's

Article 11: Attitude Toward Profession
The law enforcement officer shall regard the discharge of his duties as a public trust and recognize his
responsibility as a public servant. By diligent study and sincere attention to self-improvement, he shall
strive to make the best possible application of science to the solution of crime, and in the field of human
relationships, shall strive for effective leadership and public influence in matters affecting public safety.
He shall appreciate the importance and responsibility of his office and shall hold police work to be an
honorable profession rendering valuable service to his community and country.

PHILOSOPHY, VALUES, VISION AND MISSION
Philosophy of the Austin Police Department
The protection of life is the primary core value and guiding principle of the Austin Police Department.
As such, all employees will strive to preserve human life while recognizing that duty may require the
use of deadly force, as a last resort, after other reasonable alternatives have failed or been determined
impractical. The department's basic goal is to protect life, property, and to preserve the peace in a
manner consistent with the freedom secured by the United States Constitution. It is our duty to
guarantee these inalienable rights in strict accordance with the highest principles of our society.
Operating with the statutory and judicial limitations of police authority, our role is to enforce the law in
a fair and impartial manner. It is not our role to legislate, render legal judgment, or punish.
Employees should, by professional attitude and exemplary conduct, ensure all persons are treated with
respect and courtesy. Employees should be cognizant of the fact that they are a part of the community
they serve and are accountable to the community for their decisions and the consequences of those
decisions. Employees should make every effort to involve the community in problem solving, crime
suppression, and crime prevention. Employees should strive to know the residents they serve. Positive
contact between employees and residents will enhance the public understanding of the employee's role
in society and help build partnerships from which crime and fear of crime can be reduced.
Knowledge of the law itself and the ability to understand those ideals upon which the law is built are
the cornerstones of law enforcement. Compassion and discretion will play an important role within the
philosophy of any employee.
Employees of the Department are professionals. We must realize our main responsibility is the
protection of the community and the preservation of human life and dignity. We are guided by the
philosophy set forth here and the policies and procedures incorporated into this and other Department
manuals.
Department Values - I. C.A.R.E.
Integrity - the cornerstone of Police work; without it, public trust is lost.
Courage - to make the right professional decision.
Accountable - to the community, the Department, and coworkers.
Respect - of the community, the Department, and most importantly, self.
Ethical - professional actions and decision making.

General Conduct and Responsibilities
900.1 PURPOSE AND SCOPE
It is the policy of the Austin Police Department that employees conduct themselves at all times in a
manner that reflects the ethical standards consistent with APD written directives. This order shall apply
to all sworn and civilian members, including volunteer, part-time, auxiliary, and non- paid civilians
affiliated with the Department through a Department-sponsored program while under the direction of
a Department employee.
This order is intended to guide employees in conducting themselves and their affairs, both on-duty and
off-duty, in a manner that reflects the professionalism required of Department personnel.
Furthermore, this order is intended for internal use only and shall not be construed to increase or
establish an employee's civil or criminal liability, nor shall it be construed to create or establish a higher
standard of safety or care.
Clear violations of police policy and law due to visible Nazi group membership and symbols seen on

900.1.1 RESPONSIBILITY TO KNOW AND COMPLY
The rules of conduct set forth in this order do not serve as an all-inclusive list of requirements,
limitations, or prohibitions on employee conduct and activities; employees are required to know and
comply with all Department policies, procedures, and written directives.
(a) Employees will maintain a working knowledge and comply with the laws, ordinances,
statutes, regulations, and APD written directives which pertain to their assigned duties.
(b) Employees who do not understand their assigned duties or responsibilities will read the relevant
directives and guidelines, and will consult their immediate supervisor for clarification and explanation.
(c) A lack of knowledge of an APD written directive is not a defense to disciplinary action.
900.2 REQUIRED REPORTING OF VIOLATIONS
Employees have an obligation and responsibility to report all facts or credible information they know
regarding any criminal activity by other employees or any breach of APD written directives.
(a) Suspected Criminal Activity
1. Employees will report any knowledge or credible information regarding criminal activity of another
employee via memorandum to IA, SIU, or any supervisor in their chain-of-command.
(a) When a memorandum is presented to a supervisor, the supervisor will notify their chain-of-
command.
(b) When a memorandum is presented to an assistant chief/director, it will be immediately forwarded
to IA and SIU.
(b) Suspected General Order Violations
1. Employees will report any employee known or believed to be guilty of any violation of a rule,
regulation, or order issued by the Department to their immediate supervisor.

2. Supervisors will immediately take action as outlined in General Order 902 (Administrative
Investigations) when a violation of a directive comes to their attention, regardless of the supervisor's or
violator's assignment or rank within the Department. (Pages 589-590)
900.2.2 RETALIATION PROHIBITED
Employees will not, in any way, cause or conspire to cause retaliatory action against any individual who
has been involved in any such investigation or subsequent proceeding as a defendant, complainant,
witness, victim, investigator, or any other capacity. While the Department wishes to avoid reassigning
an employee while a complaint or grievance is being investigated, this order does not prohibit the
Department from doing so, including the complainant/victim, while the complaint or grievance is
under investigation should an assistant chief determine that a reassignment is in the best interest of the
Department and/or the employee.
900.3 GENERAL CONDUCT
This section contains the expectations and requirements of employee conduct, both on-duty and off-
duty, and causes for disciplinary action due to employee misconduct. This is not intended to cover every
possible type of misconduct and does not preclude the recommendation of disciplinary action for
specific action or inaction that is detrimental to efficient Department service.
900.3.1 HONESTY
Honesty is of the utmost importance in the police profession. Employees are expected to be truthful at
all times in the performance of their duties.
(a) Employees will speak the truth at all times and reflect the truth in all reports and written
communications. Any statement or omission of pertinent or material information which intentionally
misrepresents facts or misleads others through an official statement will be considered a false official
statement. The following are examples of an "official statement":
1. Documents prepared by an officer in connection with their official duties, including but not limited to
incident reports or supplements, sworn affidavits, and citations.
(Pages 590-591)
2. Verbal or written statements made by an officer in connection with their official duties to:
(a) An investigator conducting an administrative or criminal investigation of the officer or another
person's conduct.
(b) A supervisor conducting an inquiry into the officer's use of force.
(c) A fact finder in an administrative, civil, or criminal proceeding in which the officer testifies.
(b) Employees who obtain their employment by willful misrepresentation or false statements may be
dismissed from the Department.
(c) Employees will not attempt to conceal, divert, or mitigate their true culpability in a situation, nor
will they engage in efforts to thwart, influence, or interfere with an internal or criminal investigation.
(d) Employees will not use any improper or dishonest means to affect the outcome of any official test,
process, or procedure.
(e) Employees will not falsely report themselves ill or injured, or otherwise deceive or attempt to
deceive the Department as to the condition of their health.

Sworn employees are charged with the responsibility to enforce the law, preserve the peace, and to
protect lives and property.
(Pages 595-596)
(a) By itself, the mere fact that a minor violation of the law has occurred may not be sufficient reason to
justify arrest. Laws generally serve as the tools officers use to protect residents' rights and to maintain
peace in the community.
(b) Officers will take immediate action, if reasonably possible, to prevent any obvious felony offense,
arrest any known wanted felon they encounter, and protect all persons and property from imminent
harm.
(c) Officers assigned to Specialized Units or other special duty assignments are not relieved from taking
enforcement action outside the scope of their specialized assignment when necessary.
(d) Whether or not an officer should take immediate action to enforce any law depends on a number of
things including, but not limited to, whether another more serious situation exists at the same time and
needs to be addressed first.
(e) When a law or general order does not provide clear guidance regarding a particular situation,
employees will consult with their immediate supervisor for direction, when practicable.
900.4.3 NEGLECT OF DUTY
Employees will satisfactorily perform their duties. Examples of unsatisfactory performance include, but
are not limited to:
(a) Lack of knowledge of the application of laws required to be enforced.
(b) Unwillingness or inability to perform assigned tasks.
(c) Failure to take appropriate action on the occasion of a crime, disorder, investigation or other
condition deserving police attention.
(d) Failure to respond to any call or to perform any police duties assigned to them by appropriate
authorities.
(e) Absence without approved leave.
(f) Repeated poor evaluations.
(Page 596-597)
g) Written record of repeated infractions of rules, regulations, directives or orders of the Department.
(h) Failure to follow department standardized training and tactics when it was objectively reasonable to
do so.
(i) Employees are expected to be truthful at all times in the performance of their duties.
However, there may be instances where, initially, the employee has not been truthful; but, before the
investigation is complete, the employee provides an accurate and detailed accounting of their true
culpability in a situation, and accepts full responsibility for their actions. In those cases, the Chief may
consider each case on a fact-specific basis.
900.5.2 SYMBOLISM IN THE WORK AREA.
(a) Work areas are not to be so adorned that it is difficult to conduct business.
(b) Symbols which are of an insulting, profane, and demeaning nature are not permitted.
(c) Wall area decor which is perceived to be offensive to any employee will be explained by the person
displaying the symbolism. If the explanation does not satisfy the offended person, the Chief or designee
will make the final decision as to whether or not the symbolism remains in the work area

(a) Duty to Intervene - In accordance with GO 200.1.3 Duty to Intervene, employees of the Austin Police
Department have a duty to intervene to prevent another employee from conduct that would violate law
or policy. Supervisors at all levels will reinforce the core principles of active bystandership as necessary
during roll calls and other appropriate agency activities. Employees are also encouraged to intervene to

APD Police Policy Section 302.1 is included to inform police officers not to interfere, intimidate,
threaten or falsely arrest member of the Public and Press that are recording the police. It is a violation
of Law and Policy to interfere and falsely arrest members of the Press and Citizens recording official
acts.
Conclusion.
All of the above codes and laws do I believe and charge Officers of the Austin Police Department for
violations of Law, Statute, Duty, Policy and Administrative codes.
As well as violations of Law against my person and effects, properties, Press Rights, personal Rights,
Civil Rights, and more. I believe that the Austin Police violated these and other laws on the date in
question, time and place of arrests.
Including on the others that were arrested also, 3 members of the Press and one person engaged in a
First Amendment protected exercise of assembly, free speech and protest, under the Constitutions.
Clear violations by supervisors, officers, chain of command regarding police policy and law due to
visible Nazi group membership and symbols seen on body camera on APD officer's forearm. Showing
hate and bias against people of color and the Press.
I believe that the City of Austin, Austin Police Department, City Legal and other agencies charged with
enforcing the law, should immediately investigate these officers and others for their involvement with
all of the above. The officers should be fired and charged, punished and retrained to reflect the intent
and protection of the laws that protect Citizens and People living in the U.S.A.
The City of Austin and Chief Lisa Davis need to revisit, revise the policies and training and inform the
police that they need to be in compliance and know the Laws and policies that protect Citizens and
others from Police Abuse, Crimes and errors by the Austin Police.
I can produce the videos that the City of Austin Legal Dept. produced to me on this incident and
potentially other videos. It will need to be a on flash drive and brought in to the OPO offices. Please
communicate if you need those videos. This is the edited and Published videos that are Publicly

I expect an appropriate answers, invlistagtions, actions and response ASAP. This is not a test, this is our
Rights under the Law. This is our democracy at risk by APD and their leadership, The City of Austin and

The officer said the reason he was stopped was because there was no light on his bike. He was

He did not get ticketed and returned to his commute to work. He thinks that stop had nothing to

He just wants his concern passed along and noted.

I was surrounded by police officers while in my car in the parking lot of Amber's at
on Sunday March 9, 2025. I had just gotten in my car and as I started to pull away
several police cars came speeding towards me, one of which hit my car. Multiple officers
approached me with their guns and tasers drawn and demanded that I get out of my car, get on
my knees on the ground and put my hands behind my head. One of them put me in handcuffs and
placed me in the backseat of his vehicle. He asked me who was in my car and when I told him that
nobody was in my car, he called me a liar and asked me whose car I was driving. I told him that it
was my car, again he called me a liar and told me that I had plates on my car that belonged to
another vehicle, which he had removed. Then he shut the door and while I was in the car three to
four officers searched my vehicle. Nobody asked me if it was okay to search my vehicle. I can
understand that they needed to look inside and verify that there was nobody else in there,
however going through my glove box and the clothing in the backseat and looking under seats
was unnecessary. They claimed to have been watching me for the past couple of hours so frankly
they should have known nobody else was in my vehicle to begin with. One of the other officers
then came up to me and started questioning me about
He asked me if he had
been with me and where he was now and I told him no and that I did not know. He insisted that I
was lying and claimed that he had just seen a video of me wearing the same clothes I had on
going into a store with Chris and that he knew he had just been with me. That was not true. I had
been alone going into that store and coming out. Another officer claimed that he had not seen the
video but a customer had phoned in saying that they had seen
and I together at that
location. That was also not true. The person that told them that they had seen
and I
together was a bounty hunter who has been harassing me for several months. He has tried
numerous times with failure to find
at my home, at places I frequent or in my vehicle. He
lied to police officers and told them that he had positively identified
and that's why they
came and did this to me. That man has got to be stopped because he is really interfering with
every aspect of my life negatively at this point and it has cost me a job. All of this aside the reason
I am contacting you is because there is money missing from my vehicle. In the hours leading up to
this incident I had been paid $600 for a job (5 $100 bills and 5 $20 bills). I took $40 into the store
with me which I spent and I left $560 in my car in the pocket of a pair of pants along with a check
for my daughter. One of the police officers told me right after he took the handcuffs off of me that
they had made a mistake about my license plates and they were giving them back to me but they

had lost the bolts to them so they weren't going to be able to put them back on my car. I decided
to go into the dollar store in the parking lot to see if there were any screws I could use to attach
my plates and so I went to get the money from the pocket of the pants and there was only a $20
bill and the check in the pocket. I looked everywhere in my car and could not find the other $540.
I would chalk it up to bad luck if I could afford to let it go but I absolutely cannot survive without
the money that I have worked hard to earn. Money that I left safely in my locked vehicle that
would not have been lost had your officers not rummaged through the things in my car causing it
to fall out of the pocket it was in and apparently fall out of my car. Considering they never asked
me for permission to search my vehicle, I can hardly accept this to be my fault. Everything from
the very beginning of this situation was inappropriate. All of it happened because of the lies that
one bounty hunter told and after several times that officers have responded to his claims and not
found anything, I would think that it would have been handled a bit differently. I haven't done
anything wrong and I don't deserve this.
and I broke up and I don't have a clue where
he is. It has been proven time and again that he is not with me yet still I am being harassed and
losing money. I need to know how I can go about recovering $540 from your office or the officer
responsible for the loss. Please let me know how to proceed. I also need to know how to get this
bounty hunter and his crew out of my life. Please tell me what I have to do to make him stop
following me.

On Friday, January 24th, 2024, several Austin Police Officers were dispatched to my doctor's
office at New Vision Psychiatry and Wellness. I was sitting on a chair calmly awaiting to speak
with my doctor. The office manager came out to let me know that I could go home and return
Monday to see and speak with my doctor. I let the office manager of New Vision know that I
wanted to be taken home by my mom and a female witness. One officer left while another stayed
"watching and talking to me". I stayed sitting down on the chair waiting for my mom to give me a
ride home. Approximately 10 minutes later 2 cops came in from Austin Police Department and
put me in HANDCUFFS, involuntarily taking me to Ascension Seton Hospital and causing for me to
be put in "protective custody" at Austin Oaks Hospital for 12 days (where I was being held
hostage and tortured by Dr.
and his nurses).
I was NOT SUICIDAL NOR HOMICIDAL ON THIS DAY, NOR DID I HAVE INTENT OF HURTING
MYSELF OR OTHERS. I was NOT ARMED and recorded the whole incident leading up to me being
put in handcuffs by an Austin Police Department Officer.
Officer Reinhart (BADGE NO. 8946) LIED on the "Notification of Emergency Detention" and stated
that I "hallucinated and assaulted my mother and sister while driving". He also lied on the
statement saying that I hadn't taken my medication for a month. I read these statements on the
paperwork given to me while I was a patient in the hospital and was appointed an attorney.
Officer Floyd, Officer Thory, and another officer who had his phone over his badge were all
present inside the doctor's office.
I requested a FEMALE OFFICER after they (more than FOUR police officers) had me detained
while I was handcuffed outside the building of where my doctor's office is, and they said "there
were NO FEMALE OFFICERS available all over Austin".
The training officer plus a couple of other officers were VIDEO RECORDING the incident on their
cell phones while they had me waiting outside, handcuffed.

I have seen the video of an Austin Police Officer violently throwing an unarmed, peaceful citizen
to the pavement, smashing her face. Here it is right here
https://www.instagram.com/reel/DHUmACGtbQG/This. is absolutely disgusting. Is this how you
treat us? She was not a threat. She was the one being harassed by the man in black. And the
officer gave orders and threw her to the ground in the same breath. There was no time to comply.
But that doesn't matter, because there was absolutely zero reason for this officer to escalate this
situation. Fire this officer immediately. He is a disgrace to the badge. And your whole department
is, if you can't action against this kind of abuse. Disgusting. Cowardly. Absolutely fascist gestapo

My name is
and I am an Austin resident of many years. On March 2nd, APD
slammed a trans woman to the ground and covered her face and the pavement in blood. I am
absolutely appalled and disgusted by the violence and excessive force used against this woman.
It was cruel and unnecessary. Please hold our police force accountable and let them know that

Her car died on the highway, so she made a request for assistance through her insurance
company, and a tow truck was on its way. Police arrived when the tow truck was 15 minutes away.
The officers gave her two options: to bump her car off the highway, potentially damaging the
vehicle, or have the car towed by the company of APD"s choice. She asked if she could call her the
tow company of her choice and the officers gave her 10 minutes to do that. APD ended up calling
the tow company. which cost the complainant more money than it would have if she had been
allowed a few more minutes to handle getting her car towed. The complainant is concerned that
APD made the situation worse and didn't even offer to help.

It came to my attention today that earlier this month the APD violently arrested a woman on 6th
St. This video shows the assault: https://www.instagram.com/reel/DHUmACGtbQG/
I don't have context for the incident besides what is in this post, but even if this woman was being
arrested for a legitimate crime this is disgusting. Given the fact that the gov't is actively targeting
vulnerable members of the trans community, we have to stand up and make sure this is punished
in Austin. This video needs to be made public. The names of the officers involved should be made
public. There have to be consequences for the APD, who's value is increasingly questionable (911
wait times, absolutey no traffic violation monitoring, etc).

Dear Oversight Committee,
I was just made aware that on March 2, an Austin Police Officer grabbed a trans woman who was
walking away from him with her hands in the air and slammed her to the ground. Her face hit the
pavement with such force that there was a large pool of blood left behind. As a long-time resident
of Austin, this is absolutely horrifying to me.
APD obviously used excessive aggression and unnecessary force against an unarmed woman. I do
not think the citizens of Austin should stand for this kind of behavior from the department that is
supposed to keep us safe. I ask that you look further into this situation and hold the officer
accountable for his barbaric actions.
Thank you for your consideration.

Office of Police Oversight,
I am reaching out in the hopes that you may be interested in investigating the lack of protection
that the elderly receive in Travis County, Austin Texas.
My parents resided in Oak Hill, Austin and were scammed by two men who claimed to do home
renovations.
This ordeal started on Feb. 2021 and continued until Feb. 2022.
After my stepfather passed on Oct. 2022, I had to remove my mother from her home of 38 years
for fear that the two contractors would return and take advantage of her vulnerability.
These contractors had purposely compromised the ADT security system by the time that I had
arrived on the property and had access to the entire property. They conned an aging Vietnam
Veteran into thinking that they would help him with all the home repairs.
Took advantage of his mental decline. He suffered from schizophrenia, bi-polar, and PTSD and
other severe health issues and was heavily medicated most of the time.
I am the daughter who discovered the scam and have been trying tirelessly for the past two and
half years to seek some type of justice for my mother, my stepfather passed away Oct. 2, 2022.
Although I reported the scam early on, to the Travis County APD, my calls went unanswered for
months. Every time I called the 311 hotlines, apparently due to Covid the APD was short staffed
and would only come to the home if it was violent crime being reported.
I was assured that a detective would contact me within 3 to 4 business days. After placing the 4
calls and not being contacted as promised by anyone at the police department, my mother and I
finally decided to go to the Travis County Police Department in person & ask to speak to an
officer. A clerk at the police department asked for our name and brief description of the issue.
That same day I dropped off copies of bank statements, credit card statements, letter from
perpetrator that was sent to the home while he was in jail for an unrelated offense. Why did I
wait to visit the police department in person? I was having to prioritize my stepfather who was
declining rapidly in health and had to tend to his needs when at home or when he was
hospitalized. Also making sure that my 84-year-old mother at the time did not also decline in
physical and or mental health.

My mother was not aware of the scam until I arrived at their home. I reside in Illinois; I grew
concerned for my parents well being and showed up unannounced. Soon discovered that my
parents were being scammed.
The contractors used their credit cards, intercepted their mail, requested money up front for
home repairs and services never provided, money taken from a HELOC account that my mother
ended up having to pay by selling her home.
My mother was not aware that money from the HELOC account was being withdrawn. Most of
the time that the withdrawals were made my stepfather who was accompanied by either
when he visited the bank.
The bank personnel grew suspicious, flagged the accounts, however, did not decline any of the
withdrawals and never contacted my mother. I am aware of this information because I personally
went to the bank with my stepfather and was approached by the manager of the bank (Bank of
America on William Cannon Dr.)
I have attached all of the correspondence that I provided to the Travis County APD. The last call I
had with the Financial Crimes Unit Detective she informed me that there was nothing they could
do because my stepfather had passed away and would be too difficult to press charges. I begged
and pleaded with her, informed her that I had reported the crime (Feb. 2022) months before my
stepfather passed away (Oct. 2022), and also reported in person only to find out that the
documents that I had dropped off at the APD had been lost, I also called on a monthly basis to
obtain a status and each time I was told that an assigned detective would call me back. Well, I
finally received a call after my stepfather had passed away and very disappointed that the Travis
County APD have failed to uphold their responsibilities. Turning a blind eye to the needs of the
elderly and demonstrating a disregard for the safety and well-being of the elderly community in
their area.
Such a shame that they hide behind the excuse that they are short of personnel due lack of
funding and Covid! Covid pandemic happened on March 2020, the crime was reported in year
2022. They clearly had no intentions of investigating this crime. As a result, my mother who is
now 86 years old has endured financial and emotional distress. She is yearning to move back to
Texas, she cannot get used to the Midwest weather and misses her familiar environment. My
husband & I have agreed to help her purchase a small home, but it will not be in the Austin area.
Now that we are fully aware that the citizens in the Travis County municipality are not protected
by the Travis County APD. Makes you wonder what the taxpayer money buys you in Austin? It
certainly is not peace of mind and tranquility.
My mother is on a fixed income and currently cannot afford to secure legal counsel to help her
pursue this matter. Creditors have continued to send her threatening collection letters, Bank of
America stopped providing information after our first visit because they stated they required a
case number from the police department which we could not provide at the time.
Would greatly appreciate if you have the time to help us highlight the issues with Travis County
APD in the hopes that they give this case some consideration and exercise their due diligence.

I have seen this video online showing several officers brutally attack and detain a woman on the
night of March 2nd on what appears to be sixth st and red river st. One officer followed her as she
tried to evade capture, then proceeded to violently and simultaneously trip and push her to the
ground. The force of impact caused her to bleed profusely from her face and she appeared unable
to get up without the assistance of others from then on. Further more, several cops formed a
blockade between the arresting officer and the public, reminiscent of the by-standing officers in
the George Floyd murder.
I find this behavior despicable. It does not matter what the occasion is, the police have no right to
inflict such brutal violence in order to make an arrest. I would have rather this girl be able to get
away than be harmed in this process. How much money does APD get? there's so many officers
downtown on Saturday nights anyway, I'm sure if they really want to arrest her with dignity, they
could have radioed for back-up. But no, it is clear to me (and many others) that these officers do
not value the protection of human life. I am disgusted and I hope some serious and swift action is
taken against these officers.

We have called Austin PD, as a guest was creating a huge disturbance at hotel as they have
thrashed the room and damaged the room by smoking and bunch of items damaged. Guest was
very abusive, threatening and would not leave even though was asked to leave multiple times. At
times, the gentleman was very threatening to manager even though manager was not even
talking to him as I was just minding my own business and working on my computer at front desk
as I was reporting this guest to our franchise desk help as well.
We waited 4.5hrs for police to show up. I understand PD is short staffed but this time frame is
simply ridiculous as my 3rd phone was a physical threat given to me by that gentleman.
Nonetheless, Officer kevin garvey came and talk to them first between 5-10 min. Then he comes
inside the lobby and started discussing $40 dollars with me without asking my side of event.
That really sounded unfair to us business owners when we called 911 to help, we get scrutinized
like this by APD when they dont do their job and We simply are doing our job here to ensure
safety of our staff and our guests, that include this people until they check out.
I would like someone to follow up with me after reviewing the camera tape for officer garvey.
When i asked for his badge # he would nt give it me either. He nudged it off by saying my info is
on card, but badge number was not on it. He was driving car # 3720.

The complainant was pulled over for allegedly breaking a lane change rule. The officer initially

While the officer that pulled him over was issuing the ticket for improper lane change, the
officer's partner proceeded to lean on the complainant's car. The complainant asked that the

The complainant was in the parking lot of Panera bread. He called 911 out because his car was

car. The officers came out. While the complainant was on the phone with the bank etc. the officer
instructed the complainant to get out of the vehicle because his car was getting repo'd. The
complainant stated that they had no authority to enforce the repossession. They officers where

On March 21, 2025, at approximately 10:00 PM, I was on my balcony with my uncle. I observed an
individual, later identified as an Austin Police Department (APD) officer residing in Building 2 at
, Pflugerville, Texas 78660, approach my balcony in building 1.
Upon his approach, I greeted him and inquired if there was an issue, as I suspected we might have
been a little loud. His response was, "Take that fucking shit inside." I apologized, to which he
replied, "Fuck that, I don't want an apology, I want compliance." This interaction caused me
significant fear and discomfort, due to the officer's aggressive demeanor and language.
Consequently, my uncle and I immediately retreated indoors.
I have several concerns regarding the officer's conduct. Firstly, his rapid escalation of the
situation appeared unwarranted. Secondly, he was observed earlier in the evening in civilian
attire walking his dog, suggesting he was off-duty. Subsequently, he reappeared in a partial
uniform, including a firearm. The uniform appeared hastily donned, with visible wrinkles. This
action raises questions about his intent to intimidate by throwing his uniform on.
Given that he appeared in uniform and engaged with us in what seemed to be an official capacity,
I assume this interaction is documented and would like to request a PIR of this incident. I am
concerned about the negative impact this incident has on community relations and public trust in
law enforcement, especially given my personal support for law enforcement. I request a formal
response regarding this incident, including details of any actions taken and a proposed
resolution. I would appreciate direct contact regarding this matter.

On Tuesday, March 18th, I was one of many people to see a video of a queer woman being shoved
to the ground. I have seen that APD responded, have read their response, and have watched the
additional body cam footage provided. It is absolutely unacceptable that the three officers
involved - Officers Locken and Simonton as well as Deputy Eberhardt (badges AP9454, AP9461,
and 7205 respectively) - have not been found guilty. While the bodycam footage shows another
angle that conveniently obscures the arm that pushes the victim to the ground, it also shows the
sheer amount of blood from her face impacting the concrete. A cursory glance at the video
circulating online very clearly shows that this fall was NOT from the victim pulling away. The
officer holding her very clearly applied force to her back with his hand. Nobody falls to the
pavement that violently without intervention. The three officers involved are not officers I would
feel comfortable "protecting and serving" my friends, family, and neighbors. Such egregious acts
as this show their unwillingness to act impartially and nonviolently. I would not trust these men
around my mother, my sister, or any other women if this is an acceptable way to treat a scared
woman in their eyes. I would not trust any APD officer around any woman if this is considered
reasonable force. My hard earned taxpayer dollar goes to fund this brutality? Unacceptable. I
demand these three officers I have listed be suspended until a thorough third party investigation
can be completed. If any of us are in danger from police brutality, all of us are.

On the night of February 25th 2025 my girlfriend and I were in a car accident at the intersection
of Slaughter and IH-35 on the southbound side. A driver was on his phone and ran a red light and
hit our car, totaling it. An officer named Officer Wenna responded. Officer Wenna was the first
responder to the scene of our accident. We had already made our way to the median by the time
we first made contact with Officer Wenna. The officer arrived after we had already made contact
with Israel and after Israel had admitted to being on his phone and running the light. He first
asked if we were all okay and asked if we needed EMS. Directly after the accident
and I
were hopped up on adrenalin and weren't feeling much of anything and we didn't have any
broken bones, lacerations, or other serious injuries that require immediate attention so we told
the officer that we didn't need EMS. We were not informed that whether or not EMS is there
would dictate whether or not there was a police report filed. I ran over to get pictures of the other
vehicle and talk to

our IDs and our insurance card. We handed them to the officer and he confirmed that all of the
listed info was correct, to which we agreed. Officer Wenna then went over to speak with
presumably to ask him for his ID and insurance as well. At some point during our conversation
with Officer Wenna another officer showed up and was parked behind Israel's work vehicle.
Officer Wenna brought us the Insurance report that he filled out using
info. On the report
name was spelled
and on the driver's insurance report, he listed the
State Jail in Beaumont TX as his permanent address.
The fact that
name was misspelled really stood out to me. My understanding is that when
someone doesn't have identification the officer on the scene is required to run their
name/SSN/other identifying information to verify the identity of the individual involved. My
concern is around the fact that there are two logical explanations for this mix-up (at least in my
eyes).

without ensuring that he was being truthful. The second possibility surrounds the fact that if
Officer Wenna had indeed ran the information given to him by
and confirmed his identity,
he surely would've been aware of the misspelling, which then leads me to believe that he declined
to update the name on the insurance report or get a new copy filled out again with the correct
information. The reason this is concerning is for situations exactly like the one we are in where
someone is facing difficulty resolving a matter and there are delays and roadblocks due to
incorrect information such as this. It took us over a week to get the correct information about the
person who hit us due to this officer's mistake, however it may have occurred. There was also no
police report filed whatsoever despite our request for one to be written. We were informed by the
police station days later that there is no police report required if EMS is not required on the
scene, but I was unaware that that means that we cannot have a police report filed if we request
it.I am not an expert as far as the conduct of officers responding to an accident, nor do I claim to
be, but as someone who has interacted with APD officers before I do strongly feel that our
accident was not handled with the utmost integrity or dedication that I have experienced and that
APD prides itself on.
More than anything, what we want is for Officer Wenna to be held accountable. Although his
actions may not have had devastating effects on our situation, they very well could have if the
circumstances were different. The lack of integrity shown by this officer may have only thrown a
massive wrench in the insurance process and delayed our being made whole, but this same kind
of behaviour and conduct could have unimaginable consequences and repercussions depending
on the scene that Officer Wenna responds to. Say this accident involved a wrongful death, or was
instead the scene of a serious crime and Officer Wenna responded and performed his duties with
the same integrity and regard for others that he did during our accident. The consequences of
this "trained" officer's choices have now gone from insurance and settlement delays to a family
left without a mother, father, brother, or sister or even a serious criminal on the loose or getting
off free.
We are extremely grateful that the situation Officer Wenna responded to on the night of our
accident was not as sensitive or dependent on attention to minute detail and adherence to proper
procedure as those two previous examples, because I would not be confident that this officer
would have embodied the values and desire to help those who need it, which is what the Austin
Police Department is here for.

My husband and I were in a car accident on Highway 183 (Riverside intersection) while traveling
south, when we were struck by another vehicle that failed to yield. Our car veered into a ditch,
resulting in significant injuries to my husband, including bleeding.
The police officer immediate arrived, and I provided the officer with our driver's license
information and insurance details. The other driver and passenger, appeared uninjured, although
the passenger had fainted. Despite my request to inquire about their insurance information, the
officer was unable to obtain it. They instead asked me to take a photo of the Notes app on their
phone of the information she had received from the other party.
Subsequently, the crash report revealed that the other driver lacked a valid driver's license,
insurance, and was not the vehicle's owner. This negligence is unacceptable, as the driver should
have been issued a citation, underwent a breathalyzer test, and potentially arrested.
My husband sustained substantial injuries, including over 10 stitches to reattach his pinky finger
to his hand, a broken pinky finger requiring surgery, and an elbow fracture.
Our investigation by a personal injury law firm uncovered further concerning information. The
other driver had provided false personal details, including name, address, and phone number.
The address provided was invalid, and the law firm was unable to locate the individual due to the
police officer's inadequate investigation and failure to hold the driver accountable.

Subject: Urgent Demand for Enhanced Traffic Law Enforcement in Austin
Dear Austin Police Department,
I am writing to express my profound frustration and concern regarding the evident lack of traffic
law enforcement in our city. Having resided in Austin for over a decade, I have witnessed an
alarming increase in reckless driving behaviors, including rampant red-light running, failure to
use turn signals, illegal passing on shoulders, blatant disregard for stop signs, etc. Someone
LITERALLY went from the right lane, across 4 lanes of traffic to turn right at a light recently while
your officer sat there doing nothing. I beeped at them, they looked at me, and shrugged. WHAT
THE FUCK?!?!
Disturbingly (to say the LEAST), law enforcement officers often appear indifferent, even when
such violations occur right before them. Do they not care because you don't support them?
Because you don't pay them enough to do their job? Because they get to break the law without
consequence? What is it? Any other job, you'd be fired for your blatant disregard and this job
we are referring to is FOR PUBLIC SAFETY.
Recent Traffic Fatalities
In 2024, Austin recorded 103 traffic fatalities, an increase from 94 in 2023.

Decline in Traffic Enforcement
The number of traffic citations issued by APD has dropped almost 65% since the end of 2019-
from 26,426 to 8,324-even as traffic deaths on state-owned Austin roads climbed.

The Austin Police Department has experienced increasing staff vacancies over the last few years,
particularly for patrol officers who respond to calls for service. Patrol vacancy rates jumped from
11.1% in 2018-19 to 31.2% in August 2023. Meanwhile, the traffic safety officer roster has
shrunk dramatically, from 94 in 2019 to just 10 in 2023.

The fact that you refuse to hire isn't the publics problem to absorb.
Call to Action
The current state of traffic law enforcement in Austin is untenable and endangers the lives of all
residents. I would love to demand the following immediate actions (yet they are likely to be
ignored):
1. Prioritize Traffic Enforcement: Allocate necessary resources to reinstate proactive traffic
patrols, focusing on high-risk areas and behaviors. This is low hanging fruit that y'all seem to
willingly overlook. If there was police PRESENCE there would be less illegal activity, flat out.
2. Increase Officer Accountability: Implement measures to ensure officers actively address traffic
violations they witness, reinforcing the expectation of lawfulness. A little would go a LONG way;
again if the law breaking citizens know you're around they would do less illegal activity. Yet no
presence means they get away with whatever they want. I literally had a gun waved at me at a red
ligh last week. I won't give my daughter a license for this reason alone. The lack of police makes a
state of unlawful citizens. This is america; be there.
3. Enhance Public Safety Campaigns: Launch initiatives to educate drivers on traffic laws and the
consequences of violations, fostering a culture of compliance. Perhaps a regualr check in of laws.
There is NO ACCOUNTABILITY now. People get to break the law and ride it off at every illegal
turn. It's insane.
The current leniency towards traffic violations fosters a culture of lawlessness on our roads,
leading to preventable tragedies. Immediate and decisive action is imperative to restore order
and protect the citizens of Austin.
Either be human and care and take action, or stop lying to us that you're trying. Your chosen
ignorance is entirely unamerican. Or is that a choice on a daily basis?

I've been fallowed by a group of 3 Undercovers for the past 2-3 weeks primarily over a dispute I
had with the African American officer between a bridge I was at. I am currently homeless so I'm
extremely vulnerable and these officers have done nothing but try to make my life a living hell,
again over a personal argument I had with the African American cop who I originally just thought
was a passerby who was himself talking a bit of banter towards homeless people. That was one of
the biggest cans of worms I've ever opened this far in my life. The other 2 officers one a woman
the other I assume was of Latino decent I didn't really see much of them other than a whirlwind
of threats and harassment through the bridge the coming weeks. The first big breaking points
where were the African American cop started threatening violence against me. He then moved on
to slurs of my sexual orientation and the heated back and fourth of our banter had made him
emotionally charged enough to threaten murder on multiple occasions, some echoing within the
apartment next to the bridge that I stay at from time to time near the agave club. This lead to a
situation in which they where claiming I was detained then where threatening to use violent
means of detainment without regards to my pleas of a peaceful arrest. They where threatening to
kill me on top of this and I was so scared of being mauled given I have a degenerative bone
disorder, I started begging for a mercy kill. The 3 discussed carrying aspects of how and why they
should do it. The female suggested planting a firearm on my persons after me being killed to
justify the crime, the Hispanic male and African American male discussed what evidence I had
against them, what angle to shoot me at and what position I should be in to make the story viable.
This lead to their internal debate and me breaking down as I genuinely thought it was my last
moments. They got spooked by witnesses in the nearby apartments along with my camping
neighbor and most likely the people above the bridge. They then left, the neighbor in the
apartment again near the agave club next to 711 in rural Austin where genuinely concerned and
where scared they where about to see an assisted suicide and asked if I needed help. I declined
them calling because I didn't want a family to be a target of these kinds of people. Since that
moment they show up to my place of living at will with more threats of violence, murder,
evidence tampering as well as attacks on my character. I don't know if this will help but I've
contacted the Texas rangers, they have been pulling every crooked punch they can and still I'm
trying my hardest to get this out there as much as possible before I get killed or hurt.

The complainant alleges:
He was in a car accident with multiple cars. The police arrived, moved everyone safely off of the
highway and began speaking to each person involved.
He was speaking to an officer when the man the complainant alleges was speeding and caused
the accident got out of his BMW and approached the complainant and the officer.
The complainant alleges this man was drunk, the man admitted he was but told the officer and
complainant that the person he was with was driving.
The complainant is concerned that the officers didn't question the drunk man, or the man driving
the car. They didn't perform a breathalyzer or a field sobriety test on either individual. The
officers drove this man home to get his insurance information and drove him back to the scene to
exchange information.
The man even became aggressive with the complainant and another individual in front of the
officers, and they did nothing.
The complainant is concerned and finds it strange that the officers were giving this man special
privileges when it was clear he was the one that caused this accident.
