I was in an accident on March 16th this year. While sitting in the back of an ambulance, officer

Badge number (ap9617) gave me 2 tickets for things that i did not do. One was for not having
insurance, which I do have. The guy never even asked me for it, just gave me a ticket. The second
ticket was for riding in the "riding in the right hand lane" which is also not correct, I was riding in
the bike lane! On a vehicle that is permitted to be in the bike lane. So I have to show up to court
for 2 unjust tickets. To make things worse, the details about the accident filed in the police report
are in accurate, there is a witness that reaffirmed what I had said, what had actually happened!
Because of this sloppy police work, my lawyers are taking longer then they should when it comes
to assigning fault.

The complainant alleges:

Officers erroneously pulled over my neighbor, brandishing firearms and aggressive behavior,
demanding he and his friend get out of the vehicle as if they were armed and dangerous. They
then proceeded to arrest them both, placing them in handcuffs and into police vehicles. They then
approached the truck aggressively with firearms as if it was a SWAT situation and there may be
another person in the truck, which there was not. After 10-15 minutes, my neighbor's friend was
out of the police vehicle, no longer cuffed and talking with the cops, who now seemed
unconcerned? They still had my neighbor in cuffs, and I believe even searched his person, before
finally releasing him to sit on the curb as it looked as though he may be physically suffering. He
then sat in the curb for at least 45 minutes while another neighbor brought him water and
comforted him. A police officer was continually monitoring his blood pressure, which leads me to
believe his heart was suffering from this unanticipated stress. It turns out this whole episode was
a mistake, that the police thought the truck was stolen. Why they needed to approach this
situation with such aggression doesn't seem justified, not to mention they arrested an innocent
person! I don't pretend to understand the complexity and danger of being a police officer in
Austin, but it seems to me that there should be a level of certainty when using such tactics. My
neighbor could have died from heart failure, and for no reason! I do hope that there is a way for
APD to provide my neighbor and his friend with an apology for their actions.

Complainant came to OPO to file a walk-in complaint. She stated on 4/17/25 while in the 5200
block of Tahoe an APD officer approached her and threw her to the ground. She stated she was
standing near the street holding a "Help me," sign prior to the officer approaching her.
Complainant stated she had swelling and bruising to the left side of her face as a result of the
officer's actions. She stated she was transported to the hospital and then arrested for holding up a
sign and resisting arrest. She stated she did not know the name of the officer, but he was driving a
black and white SUV. Complainant stated she wanted to speak with a supervisor about what
happened.

We were visiting the 7/11 on Oltorf and 35 frontage road. These gentleman were called for a
homeless guy. Which okay cool fine.
They walk out since the guy left. We walk out just a minute behind them and get in our car. There
are two other vehicles waiting to turn/pull out of the parking lot and we're ahead of me and the
police unit 0136 at 323 pm today Saturday May 3, 2025. This unit decides to pull to the left of
these two waiting vehicles and then proceeds to run right down oltorff effectively cutting off the
other two waiting vehicles. He has no sirens or police lights on.
We wait our turn and go to turn left in the opposite direction of these officers and here comes
unit 0136 again. They turned right on S bound 35 frontage road and is speeding and still not
lights or sirens. On top of this this unit cuts across two lanes of traffic and other vehicles to get
into the south bound on ramp before Woodward st.
How are people expected to follow laws when we see police doing this? This was unacceptable
and even my 13 year old was questioning what they were doing.

I can't imagine a world where the police department thinks that this is comforting to residents. This
may seem like a weird caveat to make, I own a gun, I understand they have value, I think the police
also provide value to the community. but to see armed cops on both sides of my house for an
unbeknownst reason is absolutely terrifying. 311 did not provide info, Citizen app did not provide
information, I am left to wonder if there is someone hiding in my backyard. I texted my parents and
friends to say something might happen to me, my parents first asked if the guns were pointing into
my home, and all told me to lay on the floor, stay away from windows and doors and make sure every
single thing that could be locked was. Y'alls reaction tonight made me absolutely terrified for my life,
and while I appreciate that folk were there in the case of a dangerous person, what an entirely scary
way to be present in the community which did the absolute opposite of make us feel safe. I am
bawling my eyes out, shaking and too anxious to go to sleep. I live right on Keegans and Zachary, and I

We received the following feedback from a resident.
Issue: This resident would like to make a complaint aginst Officer Thompson (badge # 8444). She
claims that officer Thompson never read her her rights (she was not arrested) also states that
they searched her illegally and never gave her her property back. As well as called her
inappropriate names. She states this is a "serious injustice" and would like to speak with
someone in APD management about the whole situation. She also states the whole reason the
cops became involved is because she and another resident got in altercation but states it was not

For two years, TWO YEARS, I have been Abused, blackmailed, beaten, bitten, burned, forced into
slave labor, stalked, smear-campaigned, have had over 1000 death threats, and at least a dozens
attempt on my life; Ive been harrassed relentlessly, had my personal information exposed online,
lied about, had all my female acquaintances threatened with death and rape, was manipulated by
someone using a baby as a weapon (whom they later killed, Yes REALLY... TWICE), And in every
regard malevelently abused verbally, emotionally, physically, and mentally; by a mentally ill,
dangerous individual that I have been desperately trying to escape. I have had multiple Protection
orders she broke repeatedly, and I received no help from the county, OR APD She eventually
blackmailed me so badly that I had to drop my PO and sign a letter of non-prosecution for her
under duress and coercion. Christmas Eve 2024, I had been over at her residence doing her
dishes and scrubbing her toilets, when she robbed me and took my wallet, knowing she was in
the clear to do whatever she wanted, even more so. She stole my ID and told me she was going to
give it to her friend who just got out of prison. THIS WAS NOT A RELATIONSHIP. I WAS
TORTURED BY THIS INDIVIDUAL FOR MONTHS. (full timeline below) I stand behind her vehicle
with 911, asking for an officer to come so I can be assisted with getting my wallet back. I did not
have my documentation with me at the time. She drove off with me on the hood. This was a VERY
serious situation.
Officer Zuniga shows up, I am flustered and out of breath, sweating, and look like a mess. I tried
explaining the situation, and Officer Zuniga Arrogantly and negligently declared everything I said
untrue. It was disgusting. I tried to explain I was being blackmailed, and I was, I was being
blackmailed very very, very badly,and he said "No, you're not."
I told him I was robbed, and I was, very much so ROBBED. He said, "No I wasn't."
Everything I told him was absolutely 100% true. Still, because I didn't have my paperwork on me
and the city of Austin didn't have the records Travis County keeps, he declared everything I said
to be untrue and continued to completely devastate the situation and give my batterer and stalker
more ammo, along with keeping my stolen wallet. He even implanted a bunch of ideas in her head
that vilified me and ruined the court. This person had already contacted 100s of my friends and
family.
Everything he declared, he was wrong. And he wasn't just wrong, he has NO IDEA that this
situation is so more serious and worse than he could ever imagine. When I asked him to identify

himself, he not only refused, which is illegal, but he also got aggressive and accused me of being
on crystal methamphetamine.
He ignored everything I said, and for the things he didn't forget, he called me a liar. EVERYTHING I
TOLD HIM WAS TRUE.
He denied a victim their rights,
He refused to go to his job,
He made declarations he could not possibly know,
He insulted and degraded me, he stripped me of several of my regular rights,
and his negligence just gave ammunition to a person who has been stalking me.
He lied and committed perjury on his police report, and has now condemned me to be
forced to move out of the county away from [stalker], 18 months of, the court has just given a
violent, abusive, stalking, batterer full range to harass me forever now. He has ruined my life and
will ruin several others. HE IS A LIABILITY TO YOUR SAFETY AND THE PUBLIC.
This person has been on a rampage for the last couple of months and completely made my
Life is even more hell because of this.
He ruined an 18-month-long case and got me condemned to months of abuse all over
again.
Fast Forward to MAY 2025: This officer needs to be terminated with the APD. I have been jobless
for MONTHS now and am starving because this officer didn't want to do his job. He gave her so
much that she was able to lie and use it in court. SHE WAS ABLE TO BLACKMAIL ME MORE USING
THE PERJURY OF OFFICER ZUNIGA COMMITTED.
MY LIFE HAS BEEN RUINED. HE DOES NOT NEED TO HAVE THIS JOB IF I DON'T GET MINE
BECAUSE OF HIM.
APD officially supports Domestic violence and assault, along with bullying the victims of abuse.
APD supports STALKING, blackmail, APD supports destroying THE LIVES OF PEOPLE BECAUSE
THEY ARE NOT in the mood. I demand that this officer face reprimand. My life was ruined
because of him. HIS ACTIONS WERE ILLEGAL, AND HE VIOLATED MY CIVIL RIGHTS.
This is outrageous and utterly ridiculous. I STILL NEED MY WALLET AND THE
ORIGINAL CRIME DEALT WITH THIS PERSON HAS SIGNED ME UP ON DOZENS OF WEBSITES
ALREADY WITH MY ID.
This Officer has caused more damage than anyone realizes from pure lazy negligence
and arrogance.
He is a liability, I demand he be reprimanded for the ILLEGAL ACTIVITY HE
COMMITTED WHILE ON THIS SCENE.
This cannot be let go. What this officer did was illegal and disgusting. Ridiculous.

I am filing a complaint on behalf of a resident who lives in Montopolis. This time it is about a
different officer; however, it is the third complaint since March about an officer assigned to
Montopolis- that is important to note, and I will be notifying the Council Member about this
recurring issue to discuss further.

Last night The
on Kemp St. were pulled over for no apparent reason by the police in
front of my house. It ended up being 5 squad cars, guns drawn, an ar-15 and tazers pointed at two
60 year old long time residents who were coming home from mowing grass
and his family
have been living on Kemp St. for 60 years!) Mr.
almost had a heart attack. The police
eventually said they had made a mistake and had thought the truck (a '93 GMC) was stolen
because they had run the plates one number off. They never even approached the truck to check
their licenses which would have cleared up any suspicion immediately. Instead, it went
immediately to military style operation with at least 6 cops pointing weapons at them. They even
made the men strip their shirts off, walk backwards and kneel on the street with guns pointed on

He has an elderly neighbor
He became concerned about her and asked APD to
come do a safety check. An officer came out to do the check. He received a follow up call from the
officer. He was expecting an update on the safety check. The officer was combative with him in
her update to the complainant. The officer let him know the woman was upset by the well check.
The complainant felt the officer was "on his case" for making the request to do a well check. He
felt the officer was implying he shouldn't be calling APD for safety checks. He thought it was
poorly handled and all she had to do was call and let him know his neighbor was ok. His concern
is that the officer was basically angry, and it makes him not want to ask APD to do a safety check
on anyone because he felt he was lectured by the officer.

Issue: (Shared via mobile app) A resident stated the following in to their initial SR submission
"This is a ridiculous response. I'm not calling 911 because it will take HOURS for an officer to be
dispatched. What good is a police report? Seriously asking, what is the point of it? This is an
ongoing known problem - why isn't the City engaging in proactive enforcement of a known issue?
The City Council is worthless. They do not respond to anything. The City has needed some sort of
plan to address the traffic issues and they still do nothing. My complaint should automatically be
forwarded to the Office of Police Oversight. Government is supposed to work for me, not the other
way around. None of these steps has ever worked for getting any kind of enforcement on literally
anything in this town I can't wait until I can move out of this hell hole. Thank you for your help.

The complainant alleges:
Officer Kwak sent her to a sobering center after the police were called due to an altercation with
her ex. There was an uber called to take her away from the location. When officer Kwak arrived,
the complainant was explaining that she was upset and uncomfortable getting in an uber. She had
a scary experience earlier that evening with a different uber driver. The officer said an uber was
ordered for her and she could either get in it or go to jail. As she was getting in the uber, the
complainant was so upset that she urinated herself. The uber driver dropped her off at a 7-11
next to the Burl North Apartment complex where she was previously. She walked back to the
complex and the police were called again. Officer Kwak arrived and told her she needed to go to a
sobering center. She asked the person she was in an altercation with for a change of clothes and
he said ok. Officer Kwak then went and told him not to give her a change of clothes or interact
with her any more. When officer Kwak dropped her off at the sobering center, she explained to
the staff a separate altercation the complainant with in a mocking way which made the
complainant cry. The nurses at the sobering center asked the officer to leave and told her that
was inappropriate. The complainant is concerned with the way officer Kwak was speaking to her
and about her to the sobering center staff.

Dear Office of Police Oversight,
I am submitting a formal complaint regarding the broad and systemic failure of the Austin Police
Department (APD) to enforce the City of Austin's general noise ordinance-Austin City Code
Chapter 9-2-outside of downtown entertainment districts.
While APD may engage with commercial venues downtown, it has consistently failed to address
noise originating from private residences using amplified sound systems, portable PA systems, or
even vehicles parked and used as mobile sound sources within residential neighborhoods. These
setups often involve excessive bass, prolonged music sessions during quiet hours, and sounds
that clearly exceed reasonable property line decibel limits. These violations are not isolated, nor
are they infrequent. Repeated complaints to 311 and APD often result in no officer response or in
responses that produce no citations or follow-up, even when residents can provide clear evidence
of the violations.
This is not a complaint about one loud neighbor. It is supported by information provided in
response to a Public Information Request submitted by the author. That response confirmed that,
dating back to at least 2019, neither the Austin Police Department nor the City of Austin could
identify a single warning or citation issued for residential noise ordinance violations under
Chapter 9-2. This reflects a comprehensive failure to enforce these ordinances during that period.
Moreover, chronic residential noise-particularly from sources emitting low-frequency sound
waves-has well-documented health consequences. Research from the World Health
Organization, the Centers for Disease Control, and academic studies show that long-term
exposure to environmental noise contributes to sleep disturbance, increased stress,
hypertension, and cardiovascular disease. Low-frequency bass vibrations are particularly
intrusive, as they penetrate walls and physical barriers, making them nearly impossible to escape
within one's own home. The National Institutes of Health has linked persistent low-frequency
noise exposure with impaired concentration, anxiety, and other cognitive and physiological stress
responses.
- Fails to enforce noise standards in residential settings;
- Does not respond to ongoing violations unless a party escalates into violence;
- Does not track or publicly report noise citations or complaint resolution data outside
commercial areas.

I am writing to file a formal complaint regarding a longstanding and citywide pattern of non-
enforcement by the Austin Police Department (APD) of Austin City Code § 9-2-31, which prohibits
vehicle noise and vibration detectable from more than 30 feet away.
Despite the clear language of the ordinance, residents across the city of Austin routinely
encounter vehicles-cars, trucks, and motorcycles-that emit music or engine noise that can be
heard hundreds of feet away. These violations occur at all hours, on residential streets, highways,
and city thoroughfares.
What is most troubling is that this law appears to be completely unenforced. To my knowledge
and based on anecdotal conversations with other residents and online community discussions,
citations under § 9-2-31 are virtually nonexistent.
This complaint is not about any one incident, but about an apparent policy-level failure by APD to
uphold and enforce a standing municipal ordinance. Residents should not be forced to tolerate
pervasive public nuisance violations simply because they occur from moving vehicles.
I request that the Office of Police Oversight:
1. Investigate whether APD has deprioritized or abandoned enforcement of this ordinance.
2. Evaluate whether officers are trained or equipped to identify and cite violators under § 9-2-31.
3. Recommend corrective action or public guidance if the ordinance is functionally dormant.
As a resident of Austin, I deserve a clear answer: If this law is valid and in force, why is it not

I hope this message finds you well. I'm writing to express some growing concerns-not only as a
licensed security professional and small business owner, but also as someone who has long
worked to support public safety in partnership with APD.
Recently, I personally witnessed an individual urinating in public, directly in front of my office.
After observing it live, I reviewed and pulled footage from our camera system to document the
incident. A screenshot is attached for reference. While this may be viewed as a low-level offense,
it raises serious concerns about public decency, safety, and community standards. I'm trying to
understand why this type of behavior would not be enforced. If this is now considered acceptable,
I'd appreciate clarification-are citizens now allowed to urinate in public without consequence?
What adds to my concern is the ongoing pattern in how incidents involving security professionals
are being handled. I've been told by multiple individuals within APD-including some with rank
and detective designations-that when a security officer is involved, the report is automatically
placed at the lowest priority. Unfortunately, my own experiences seem to confirm this.
I was recently assaulted, and EMS refused to speak to me on scene. To make matters worse, the
incident was incorrectly cleared as a vehicle crash at E. 290, even though it occurred at 1630 E.
6th Street. In another situation, one of my officers was aggressively backed into a corner. The first
APD officer who arrived acted professionally. The second, however, dismissed the matter entirely
as a "civil issue." Had the same actions been directed toward her, I doubt the response would have
been the same. This incident was reported to a District Representative, yet no follow-up ever
came.
I've gone out of my way to build a strong working relationship with APD. I frequently
communicate with District Representatives, and I've invested in tools to support better
transparency and collaboration. I've outfitted my primary patrol units with active AXON Body
Worn Cameras (BW4s)-even though it's not contractually required. This enhances evidence
collection, maintains proper chain of custody, and allows us to retrieve pre-activation footage in
cases of user or technical error.
Additionally, I've completed CPTED (Crime Prevention Through Environmental Design) training
to strengthen our role in bridging the gap between law enforcement, private security, and the
communities we serve. In several cases, I've even been told by detectives that the information I

gathered was more comprehensive than what was documented by patrol-and was the reason
the case was able to proceed.
Despite these efforts, we continue to face roadblocks. Enforcing trespass laws, for example,
remains unnecessarily difficult. Even with valid blanket trespass authority from businesses or
mobile home communities, officers have at times refused to assist, requiring scared employees to
issue notices themselves instead of supporting our lawful enforcement.
Are these truly the standards APD operates under today?
This message is not meant to be disrespectful, but rather a call for clarity, consistency, and
cooperation. I am committed to working with law enforcement to make our city safer. I just need
to understand how we can align better and ensure calls for service-especially those rooted in
community safety-are taken seriously, no matter who makes them.

I was involved in a hit and run today 5/9/25 around 2:45 pm with an intoxicated driver. Both
vehicles were damaged but driveable and there were no injuries. I called 911 three separate
times asking for an officer to be sent to the location and expressing my concern that the other
driver was intoxicated and was going to drive off. I was dismissed every time. There were several
police cars visible several blocks away directing traffic around UT. No one came by. And no one
seemed concerned about a drunk driver.
I am highly concerned about him injuring someone else which is why I was trying to prevent him
from leaving before police could arrive, and Austin police seemed completely unconcerned. Once
he left, they told me there was nothing they could do and I could call 311 if I wanted. Extremely
disappointing. Someone could have been (or could still) be killed as a result of this.

My second shocking experience was a large community event open to the public where the
mounted unit was a special guest, excited to the horses I approached the horse trailer where I
saw LeClaire visibly frustrated and vaping in public During the event I noticed a small crowd and
commotion forming near the horses, I witnessed two children crying and being led away, later to
find out these children, along with all the guests had to witness yet another disturbing display of
frustration behavior towards

I would like to submit the following complaint about Corporal Michael LeClaire. The
complaint is based on the following witness statements about his anger, frustration, and inability
to set his ego aside, leading to abusing the police horse he rides. These observed situations have
stemmed from 2019 to present and have been seen by multiple witnesses. This has been
addressed
through training, meetings with supervisors, and finally a formal complaint in October of 2024.
Sadly this behavior still continues. Corporal LeClaire needs to be removed from the unit.
Timeline 2019-2025 Corporal Michael LeClaire with Mounted Patrol Unit
In the summer of 2019, Sgt Julie Parsons (formerly Payne) was teaching the mounted unit on
Wednesday training days. This was before Sgt Parsons became the mounted supervisor. Sgt
Parsons is
a 3-Star Parelli Natural Horsemanship Instructor, which is the horsemanship program the
mounted
unit follows. She was asked by the current mounted sergeant, Sgt Egal, to train the unit. She
observed Officer LeClaire being extremely heavy handed by slapping his horse Mount Dash on the
neck
with an open hand and a riding crop. Mount Dash was an extremely frightened horse and would
spook
and shake when LeClaire hit the horse.
When Sgt Parsons became the mounted unit supervisor in December 2019, she again saw the
same
behaviors from Officer LeClaire. Sgt Parsons stated that when Officer LeClaire was angry or
frustrated with his horse, he would slap or hit the horse with his riding crop. Since Sgt Parsons
is a horsemanship instructor and knows that frustration begins when knowledge ends, she
addressed
the situation with Officer LeClaire. She treated the situation as training and began giving Officer
LeClaire different horsemanship techniques to solve issues instead of him using force, fear and
intimidation on an already frightened horse.
Sgt Parsons stated that there are basically two situations that firm pressure should be used with a
horse. First, when you are teaching a horse to yield to pressure. You apply a suggestion of
pressure and gradually build until the horse moves or yields. In this situation you are moving
the fee sure to it. Second, when you are

blocking unwanted behavior. This can be biting, coming into your space, kicking, etc. You are
standing still using firm pressure to own/ protect your space from unwanted behavior. You stand
still and the horse runs into the pressure. This is a very effective technique to help with
dominance or reactiveness in
horses.
Based on what Sgt Parsons observed of Officer LeClaire, and situations that have been
explained to her, Officer/Corporal LeClaire is combining the two techniques. He is getting firm
immediately and moving towards the horse. This will cause a horse that is dominant to
fight/bite/kick or will cause a fearful horse to run/spook/shake. This technique will not cause
any
horse to be trusting of their handler. Neither scenario are responses that the Austin Police
Department should want in their horses, especially around civilians and children. Officers,
civilians and kids could be seriously injured if LeClaire used this technique at any time. This is
also not an approved technique of the Parelli Natural Horsemanship program nor has Sgt Parsons
ever
taught LeClaire this technique. In Sgt Parsons opinion, it appears that this behavior occurs when
LeClaire is angry or frustrated with his horse not doing something he asks.
Sgt Parsons stated that she discussed this anger behavior with Officer LeClaire before he
promoted
and told him that if this behavior did not change, she would not bring him back as a Corporal on
the mounted unit. She also shared her concerns with Corporal LeClaire's new supervisor, Sgt Al
Garibay, hoping that Sgt Garibay would continue to monitor the issues.
In 2023, Sgt
retired from the police department. Corporal LeClaire came back to the unit
after her departure.
Retired Officer
, who was the mounted unit horse trainer (2020-2023) and a Level
3
graduate of the Parelli Natural Horsemanship program, witnessed LeClaire slapping, striking with
riding crop and using heavy handed techniques with Mount Dash and Mount Scout.
In May of 2020, during a unit training for upcoming protests in the parking lot of lottery
commission, Officer
observed the following. Officer LeClaire was on Mount Dash and he
was
having a hard time keeping Mount Dash in formation as if it was a busy night on 6th Street.
LeClaire was aggressively grabbing at his reins and kicking Mount Dash to try and force him back
into formation. This only increased Mount Dash's fear and confusion. Mount Dash was wide eyed
and
obviously reacting out of fear versus disobedience. LeClaire's inappropriate response to Mount
Dash's behavior caused Mount Dash to get more fearful and back out of formation completely,
knocking over and stepping into the back wheel of a bicycle that was over 20ft away from the
formation. Mount Dash's leg was caught for several seconds before he was able to step clear of the
bicycle wheel.
In October of 2021, Retired Officer
also observed the following. While leading the
mounted
unit formation, Mount Scout stopped and tried to back out of formation.
LeClaire did a rocking back and forth motion in the saddle that was ineffective followed
by a hard whack on the neck. LeClaire was obviously embarrassed that he couldn't get

his horse to move forward and hit him.
Leonard stated that It was LeClaire's standard comment when a horse didn't do what he asked
that it
was being disrespectful rather than fearful. LeClaire's unwillingness to apply the horse training
he had learned demonstrated his inability to put his ego aside as well as his short fused temper
when frustrated. Superiors that knew of his abusive actions toward the horses said it was due to
anger management issues. LeClaire's outbursts are well known in the unit. LeClaire seems to limit
his abusive response when possible witnesses were new to the unit or not in position to say
something for fear of being a "rat" or retaliated against. This is a controlled behavior on his
part and not an uncontrollable action.
In the Summer 2024 at the mounted patrol Lake day event, Mounted Volunteers
and
witnessed LeClaire moving aggressively towards Mount Alex using the lead rope
to
whip Mount Alex both in the hind quarters as well as his chest and violently swinging the rope
around horse's face and head. The horse was visibly afraid. Mount Alex was quickly blinking his
eyes and throwing his head back and away from LeClair. LeClair then began moving towards and
forcing Mount Alex to back up, then forward, then back again and then aggressively forcing him
into
the water, further agitating the horse. Volunteer
noticed that all of the mounted
units officers, corporals and sergeants were witnessing this. With no one coming to the horse's
aide, she decided to approach LeClaire asking if the horse could "have a visitor?" and he
responded
angrily, "not right now", and continued his aggressive behavior. This went on for a good 15
minutes. LeClaire was visibly irritated and the horse was noticeable exhausted. LeClaire then
slung
the lead rope to volunteer
stating, "I can't take it with him, I need a break, you
take him", storming off. The horse then did a large stress relief shake with audible exhale,
placing his head in volunteer's chest. LeClaire was also vaping at this event. Volunteer
and the officer's witnessed this behavior at its entirety.
In September of 2024 at Community event, volunteer
witnessed LeClaire, upon
mounted's
arrival, in a tense, frustrated mood and walking into event vaping and acting hot headed while
unloading horses. A complaint was received through non-profit event website that LeClaire was
vaping and "being cruel" to his horse (Mount Alex). Anonymous complaint stated they "will not
attend another community event like this if Austin Police mounted will be there, based on
witnessing the cruelty".
At the same event, Mounted volunteer
,
equine professional, witnessed LeClaire and
a
commotion with a crowd of children, adults & Mounted horses. She walked over to witness
LeClaire
having a "fit" towards his horse; swinging the rope, yanking on horses face and backing horse up
rapidly and generally abusing the animal.
She then noticed two very upset children crying, took them by the hands and said, "Let's
go find your mom".

punishing the horse, you are just scaring him"

observed this as well and stated that Mount Alex was "sweating
and
shaking" during the incident with LeClaire.
In April of 2025,
assistant barn manager, reported to her superior,
"LeClaire left a mark on Mount Alex from being hit while working with him, that was not there
before working".
The above are accounts from eyewitnesses as well as people that were contacted regarding the
events
of this officer through the years and his behavior with the named Mounted Police Horses.
These people mentioned above have not filed formal complaints because LeClaire is their
supervisor
and/or fear they will be treated differently and/or lose their access to the horses. In fact, some
volunteers that witnessed this behavior, have stopped going to work at barn in fear of witnessing
more abuse.
Recently Corporal LeClaire has reached another level in his horsemanship, but the behavior has
not
changed and has occurred with at least three horses. Learning more about horsemanship is not
changing his behavior and he needs to be removed from the unit for the safety of the police
horses,
officers, civilians and children. Getting angry and hitting a horse in not a far leap from getting
angry and striking a person. Also if a civilian
hit a horse like LeClaire is doing, they would be arrested for a class A misdemeanor.

a QT parking lot. They stepped out the the store on 3/28/2023 and two APD officers were
outside. The officers tried to get their attention and approached them. The Boyfriend/husband
took off running and was tased. The officer then approached the complainant and she ran
towards 135. A civilian and an officer threw her to the ground. The complainant hit her face of the
ground and was detained in handcuffs but was never told what for. She was put in a police unit
that looked different from other police vehicles. The officer took off with her and made a u0tun
on Braker Ln. They went back to QT and then she was transferred to EMS. She states that she was
injected with something in her hand. She was taken to the hospital and left there. The officer was
laughing during contact. She said it seemed like APD was just trying to scare her.

I am writing to formally express concern regarding the conduct of an Austin Police Department
officer involved in APD Case
This concern was initially brought to the attention
of our district representative on April 28th at 12:25 p.m. via email. She responded indicating
that she was out of town and had forwarded the matter to Officer Samuel Noble, who then
contacted me on April 29th at 2:39 p.m. I replied with relevant information at 5:23 p.m. that
same day. However, I have not received any further correspondence regarding this issue.
The incident in question occurred on April 26th, 2025, at approximately 11:46 p.m. I contacted
APD regarding a loud and disorderly gathering involving 15 to 20 individuals at
A particularly intoxicated guest-not the homeowner-aggressively approached
my on-site security officer, pointing his finger in the officer's face and forcing him to back away.
As this officer was unarmed, I placed a call to APD out of concern for his safety and to prevent
potential escalation.
The first officer who arrived, identified as Officer King, demonstrated exceptional
professionalism and de-escalation skills. He should be commended for his conduct.
However, the second officer to arrive-a female officer whose name we do not currently have-
handled the situation in a manner that raised serious concerns. She questioned the legitimacy
of our concerns and minimized the threat by stating, and I quote, "This is not a police matter, it
is civil." This comment, especially in the presence of an unarmed employee who felt threatened,
was inappropriate and dismissive. Even if physical contact had not occurred, the aggressive
behavior qualifies as a disturbance and potential breach of the peace on private property, and
thus warrants a police response.
The property in question is a mobile home park, and the incident took place in a shared yard
space maintained by the community-comparable to a hallway in an apartment complex,
where the expectation of order and safety remains the same.
This was not the first concerning interaction with this particular female officer. On the morning
of April 26th, she responded to a separate shots-fired call on the same property. Although that
incident ultimately had no confirmed gunfire, my on-site security officer-who is a retired APD
officer himself-noted that the same female officer appeared disengaged and displayed an
attitude of indifference. He described her demeanor as "I don't want to be here and I don't
care."
This pattern of behavior has not gone unnoticed. Several members of my staff, myself included,
have observed similar conduct from this officer during previous encounters, which consistently

5 OZ of marijuana which the complainant stated was not his. They took him to jail. He stated he is

officers during a traffic stop that occurred on the night of 05/12/2025, near 5537 Loyola Lane,
Austin, TX 78724. 183 & Loyola Ln.
It's also important to note that this traffic stop occurred immediately after the officers were
leaving the scene of a nearby accident. Both police vehicles were directly behind mine at a red
light just before the stop. It was dark outside, and at no point could the officers have clearly seen
my registration tag from their position. It appears obvious that my plates were run through the
system before initiating the stop, suggesting that the decision to pull me over was based on
database information, not a visual observation. This further supports my concern that the stop
may have been approached with a different intent or expectation than what was warranted.
I was pulled over due to an expired vehicle registration. I took full accountability, handed the
officer my driver license without him asking and told the officer to go ahead and issue my ticket.
Although this is a valid reason for a stop, I am extremely concerned about the behavior and
professionalism of the officers involved, particularly regarding their treatment of my minor son.
Based on their behavior, I believe the officers may have assumed they were dealing with two
young adults rather than a parent and minor child and were possibly looking for additional
violations. The fact that three officers surrounded my vehicle, even though it was pulled over,
powered off, and I was cooperative, made the situation feel unnecessarily escalated and excessive.
This heightened presence contributed to the sense of intimidation and made my son feel unsafe
during what should have been a routine stop.

Officer Demond Kitt (#9452)- As Officer limber Pinedo (#10080) was talking to me before
receiving my driver licence. Officer Demond Kitt (#9452) aggressively tapped my 17-year-old son
on the shoulder with two fingers, then asked for his ID. My son was sitting quietly in the
passenger seat. My son did not provoke this action in any way, and the contact was uncalled for
and distressing. At no point did the officer explain the need to physically touch my child.
Officer limber Pinedo (#10080) - This officer took my driver's license during the stop and later
returned it not to me, but directly to my minor son. I found this highly unprofessional and
disrespectful, especially given that I, the driver and adult, was present and cooperative. This
behavior was dismissive as I was seated in the driver's seat and fully capable of receiving my own
ID. Undermining my parental authority.
Officer Kanowa Reynolds (#8947) - This officer was also present during the stop. He stood at the
driver side door of my vehicle, while my driver license was with officer limber Pinedo (#10080)
in the police cruiser. He was pleasant and willing to give me all the officers names and badge
numbers after I asked for their business card. When I asked for a business card from Officer
Kanowa Reynolds #8947, he did not provide one. While I understand this may not be a formal
department requirement, it is a basic courtesy and professional standard that helps ensure
transparency and accountability.
Although I was not issued a citation and was eventually allowed to leave, I am disturbed by the
conduct of Officers Demond Kitt #9452 and Pinedo #10080 in particular. There was no lawful
reason for Officer Demond Kitt #9452 to make physical contact with my son, and Officer limber
Pinedo (#10080) handing my driver's license to a minor instead of returning it directly to me is
both inappropriate and dismissive.
I respectfully request that Internal Affairs:
-Conduct a thorough review of this incident.

completely sober - I consumed only water and Sprite throughout the event. Halfway through the
event, I began to feel unwell and decided to leave the venue. Upon stepping onto the sidewalk
outside of the venue, I became increasingly dizzy and recognized that I was on the verge of
passing out.
I sat down near a police officer who was stationed outside the venue and politely asked her for
water. She responded in a condescending tone and denied my request of water. Moments later, I
lost consciousness, fell forward onto my face, and experienced a seizure.
When I regained consciousness, medical personnel were attending to me. During this time, the
police officer mocked the situation - she laughed, rolled her eyes at the medics, and made a
dismissive comment that I was "for sure on something," despite my complete sobriety.
Had the officer shown even basic care and provided me with water when I asked, it is possible
that I could have avoided losing consciousness, seizing, and incurring significant medical
expenses. Her behavior was not only unprofessional but also dangerous and dehumanizing. I am
filing this complaint because I believe this officer failed in her duty to protect and serve the
public. Do better. I expect this matter to be taken seriously and appropriate action to be taken in
response to this officer's conduct.

On the night of May 12th, around 9:30 PM CST, my girlfriend and I attended a concert together.
She remained completely sober throughout the event, only drinking water and Sprite. Partway
through the night, she began feeling unwell and made the responsible decision to leave the venue

expressing concern or professionalism, the officer stood by mocking the situation-laughing,
rolling her eyes at the medics, and making a dismissive and inaccurate remark that my girlfriend
was "for sure on something." This was a baseless and harmful accusation, considering she was
completely sober the entire evening.
I believe this officer's lack of empathy and failure to assist when asked directly contributed to the
escalation of the medical emergency. Had she shown even the most basic level of care-such as
providing water or alerting medical staff when requested-my girlfriend might have avoided the
seizure and the resulting medical bills.
This experience was not only traumatic but also deeply disappointing. The officer's behavior was
unprofessional, dismissive, and dehumanizing. I am submitting this complaint because I believe
the officer failed in her duty to protect and serve the public. I strongly urge the department to
take this matter seriously and conduct a thorough investigation. Accountability is essential if
public trust is to be maintained.

This message is from
I am submitting this complaint regarding an incident involving an Austin Police Department
officer that occurred on May 16, 2025, at approximately 12:00 AM at the QuikTrip (QT) located at
Austin, TX 78745.
I urgently needed to use the restroom due to a medical emergency and had just driven
approximately 10 minutes specifically to reach this gas station. When I entered, my hurried stride
and body language clearly communicated the urgency of my need. I walked into the men's
restroom and was about to enter a stall when an APD officer entered behind me and told me I had
to leave.
I explained, "I really have to poop," but he responded, "The restroom is closed," and said he
needed to remove someone from a different stall. He did not indicate there was any active safety
threat or reason the entire restroom had to be closed, and the stall I was about to use was
unoccupied. Throughout the exchange, the officer acted in a rude and unnecessarily intimidating
manner that made the situation even more distressing.
I was not interfering with any investigation or causing a disturbance I simply needed to use a
public restroom for a legitimate and urgent biological need. Being denied access in that moment
was humiliating and entirely avoidable.
Although I do not have the officer's name or badge number, I can provide the following

I submitted a police report in May last year about a former contractor who began harassing me
after I fired him from a project. They let me know it did not yet count as criminal harassment, but
that if he kept it up I should come back and let them know. Well, he kept it up. I reported him
again in mid-February this year. He's kept it up since then too.
February 17, I got an email confirming my report has been approved and granted Case Number
2025-9003462.
I did not hear from the police (phone call, voicemail, text message, email, front door knock, or
anything) within the typical 2 week response timeframe. After the two weeks passed, I started
following up with the different resources provided or connected to the APD, to find out why there
was radio silence.
Here's the dates I called or visited 311, my local substation, a specific officer mentioned in APD
notes on my case, Travis County DA's protective order office, APD Victim Services, or the OPO:

- April 25 (I got pretty sick for most of April)

phone call, voicemail, text, email, visit to my front door, or anything. His notes said my case did
not meet criminal harassment criteria and that I should call the governing substation (North
Central Sector) at 512-974-5320 if I wanted to discuss it further.
Again, I did not know my case had been suspended after 2 days or what that meant until almost
three months after I filed the report, despite actively following up an average of 1-2 times a week.
During that time I was given my substation's phone number repeatedly and repeatedly left
voicemails. I didn't know my case was officially suspended or that they were officially
recommended as the ones I was to talk with about my situation - I kept being given their number
simply because I live in their jurisdiction. I never received any responses or notifications.
Obviously I'm very frustrated. I'm fully aware my case may appear insubstantial at first, but it is
not a trivial first world problem. I have no reason to think my physical integrity is in danger from
my harasser anytime soon, but a big part of that is because I've spent hundreds of dollars trying
to keep him from finding out where I am. His actions have lost me thousands of dollars in
expected income and over $50,000 in income for people *other than us.* I keep switching
between terrified and depressed because of all this. Knowing my original report didn't qualify for
harassment at the time, I even double checked with the Volunteer Legal Services of Central Texas
before my February 2025 report. Three different volunteer lawyers there confirmed my situaiton
met the criteria and merited police involvement. They even praised me for how prepared I was to
discuss the issue intelligently.
I don't know if my case merits "investigation" or "pressing charges" - those are technical terms I
hear on TV, but I don't know what exactly they specifically entail or what they would mean for
me, the APD, or my harasser. However, I would *love* if the APD would arrange for someone to
reach out to this guy to say "No really, you've gone way too far, and if you ever try doing it again
we may need to come back and get more involved." I think sending an official officer in an official
uniform or on official letterhead to speak to him about the seriousness of his actions would do
miracles for deterrence.

I am submitting this complaint to formally notify you of serious concerns regarding how
the Austin Police Department-specifically Detective Tibuni-handled my stolen
motorcycle case. As a 100% medically retired Army veteran with PTSD, I believe the
department's lack of responsiveness, failure to coordinate with other agencies, and
incorrect interpretation of legal restitution obligations have caused both significant
financial hardship and emotional distress.
Key Events:
April 25, 2025: I reported my 2014 Suzuki GSX-R750Z stolen and provided:
o GPS tracker data confirming its location in Flatonia, TX.
Surveillance photos from my apartment showing the suspect vehicle and trailer.
Despite this, APD failed to seek a warrant, citing a lack of visible license plate, even
though Texas Penal Code §§ 7.02 and 31.03 allow for probable cause based on other
evidence.
I traveled alone to Flatonia and, with the help of Flatonia PD, recovered my motorcycle on
May 1. However, due to a lack of coordination from APD, I was not allowed to take
possession of my motorcycle and it was unnecessarily impounded.
May 7: Detective Tibuni admitted he was unaware I had not retrieved the motorcycle. He
also stated that the suspect would only be charged for the current VIN-based value of the
motorcycle. This contradicts Texas Code of Criminal Procedure Art. 42.037(b)(1), which
entitles victims to restitution for damages and diminished value-not just replacement
value.
May 14: I emailed Det. Tibuni with receipts and a formal request for reimbursement:

$758.15 in storage and towing fees.

$222.50 for U-Haul rental.

$66.10 for fuel.

$763.75 paid out of pocket for parts.

I also followed up with a text. I received no response to either message. As of today, there

Det DeAndre Wright came into the South Sub PCO mid-morning amd took keys to a 2024
unit (24C866) while PCO staff was out and without checking the unit out by signing for it.
After some investigating (a officer who's shift has that unit assigned to it complained) it
was geotabbed to a nearby residential neighborhood. Cpl Officer was able to confirm that
Det Wright resided there after dispatch advised it had not been logged into.
This officer kept this unit at his house until he worked his oT shift, that evening, up at the

At approximately 12:48 AM CST, I was startled by an extremely loud, forceful pounding on
my front door. When I cautiously asked who was there, the officer shouted commands and
threatened me-despite my remaining on my own property and offering complete
cooperation.
The officer neither identified himself nor provided any lawful basis for his presence,
instead using an aggressive tone that served only to alarm me and my household.
Additional Context
We have reason to believe that our current landlady
) may have instigated
this visit as part of an ongoing attempt at intimidation and extortion against me. Her
behavior has escalated in recent weeks, and this incident appears to be a coordinated
effort to bully me into vacating or paying unwarranted fees.

I am writing this statement to formally report a violent and criminal incident in
which I was the victim of robbery, assault causing bodily injury, and
attempted aggravated assault with a deadly weapon (motor vehicle).
On April 1, 2025, I located a lost cellphone on the street and later made contact
with its owner, identified as
We spoke on the phone, and he
agreed to meet with me to retrieve the phone, offering $100 as compensation for
my efforts to return it. However, upon meeting him at the agreed location, he
suddenly refused to pay the agreed amount.
When I informed him that I would contact law enforcement, he became
aggressive. Without my consent, he forcefully reached into my pants pocket,
grabbing the phone from me. This act was both non-consensual and violent. I
then began recording the incident using my second phone. In response, the
suspect grabbed at that device as well, causing me to fall hard onto the
pavement. I sustained visible injuries to my left hand and elbow, including
abrasions and swelling.
After injuring me, the suspect fled the scene by vehicle. As I attempted to
document his license plate, he intentionally maneuvered the vehicle toward
me in a threatening manner, nearly striking me. This action constitutes an
attempted aggravated assault with a deadly weapon.
I immediately reported the incident to the Austin Police Department and provided
video, photographic, and medical evidence. However, the responding officer

He filed a break in report and APD opened a case, said someone would call him a few days later.
Whoever called, left a message twice then closed the case because he didn't answer the phone. He
got a follow up email that told him the case was closed. The person who made the call left two
inaudible messages so the complainant wasn't able to get the information to call back. He went to
a police station and had a Sergeant Brian Preusse listen to the voicemails. He listened and told the
complainant he thought it might be a civilian employee leaving those messages. A new case
number for the burglary was created 25-5011190. His concern is that the messages that were left
for him following up on his original case were so inaudible. The complainant stated it seemed like
they were just trying to close cases by using this guy to leave these messages. He doesn't believe
this guy should be making these calls or working for the department.

Officers erroneously pulled over my neighbor, brandishing firearms and aggressive behavior,
demanding he and his friend get out of the vehicle as if they were armed and dangerous. They
then proceeded to arrest them both, placing them in handcuffs and into police vehicles. They then
approached the truck aggressively with firearms as if it was a SWAT situation and there may be
another person in the truck, which there was not. After 10-15 minutes, my neighbor's friend was
out of the police vehicle, no longer cuffed and talking with the cops, who now seemed
unconcerned? They still had my neighbor in cuffs, and I believe even searched his person, before
finally releasing him to sit on the curb as it looked as though he may be physically suffering. He
then sat in the curb for at least 45 minutes while another neighbor brought him water and
comforted him. A police officer was continually monitoring his blood pressure, which leads me to
believe his heart was suffering from this unanticipated stress. It turns out this whole episode was
a mistake, that the police thought the truck was stolen. Why they needed to approach this
situation with such aggression doesn't seem justified, not to mention they arrested an innocent
person! I don't pretend to understand the complexity and danger of being a police officer in
Austin, but it seems to me that there should be a level of certainty when using such tactics. My
neighbor could have died from heart failure, and for no reason! I do hope that there is a way for
APD to provide my neighbor and his friend with an apology for their actions.

block of Tahoe an APD officer approached her and threw her to the ground. She stated she was
standing near the street holding a "Help me," sign prior to the officer approaching her.
Complainant stated she had swelling and bruising to the left side of her face as a result of the
officer's actions. She stated she was transported to the hospital and then arrested for holding up a
sign and resisting arrest. She stated she did not know the name of the officer, but he was driving a
black and white SUV. Complainant stated she wanted to speak with a supervisor about what

We were visiting the 7/11 on Oltorf and 35 frontage road. These gentleman were called for a
homeless guy. Which okay cool fine.
They walk out since the guy left. We walk out just a minute behind them and get in our car. There
are two other vehicles waiting to turn/pull out of the parking lot and we're ahead of me and the
police unit 0136 at 323 pm today Saturday May 3, 2025. This unit decides to pull to the left of
these two waiting vehicles and then proceeds to run right down oltorff effectively cutting off the
other two waiting vehicles. He has no sirens or police lights on.
We wait our turn and go to turn left in the opposite direction of these officers and here comes
unit 0136 again. They turned right on S bound 35 frontage road and is speeding and still not
lights or sirens. On top of this this unit cuts across two lanes of traffic and other vehicles to get
into the south bound on ramp before Woodward st.
How are people expected to follow laws when we see police doing this? This was unacceptable
and even my 13 year old was questioning what they were doing.

I can't imagine a world where the police department thinks that this is comforting to residents. This
may seem like a weird caveat to make, I own a gun, I understand they have value, I think the police
also provide value to the community. but to see armed cops on both sides of my house for an
unbeknownst reason is absolutely terrifying. 311 did not provide info, Citizen app did not provide
information, I am left to wonder if there is someone hiding in my backyard. I texted my parents and
friends to say something might happen to me, my parents first asked if the guns were pointing into
my home, and all told me to lay on the floor, stay away from windows and doors and make sure every
single thing that could be locked was. Y'alls reaction tonight made me absolutely terrified for my life,
and while I appreciate that folk were there in the case of a dangerous person, what an entirely scary
way to be present in the community which did the absolute opposite of make us feel safe. I am

For two years, TWO YEARS, I have been Abused, blackmailed, beaten, bitten, burned, forced into
slave labor, stalked, smear-campaigned, have had over 1000 death threats, and at least a dozens
attempt on my life; Ive been harrassed relentlessly, had my personal information exposed online,
lied about, had all my female acquaintances threatened with death and rape, was manipulated by
someone using a baby as a weapon (whom they later killed, Yes REALLY... TWICE), And in every
regard malevelently abused verbally, emotionally, physically, and mentally; by a mentally ill,
dangerous individual that I have been desperately trying to escape. I have had multiple Protection
orders she broke repeatedly, and I received no help from the county, OR APD She eventually
blackmailed me so badly that I had to drop my PO and sign a letter of non-prosecution for her
under duress and coercion. Christmas Eve 2024, I had been over at her residence doing her
dishes and scrubbing her toilets, when she robbed me and took my wallet, knowing she was in
the clear to do whatever she wanted, even more so. She stole my ID and told me she was going to
give it to her friend who just got out of prison. THIS WAS NOT A RELATIONSHIP. I WAS
TORTURED BY THIS INDIVIDUAL FOR MONTHS. (full timeline below) I stand behind her vehicle
with 911, asking for an officer to come so I can be assisted with getting my wallet back. I did not
have my documentation with me at the time. She drove off with me on the hood. This was a VERY
serious situation.
Officer Zuniga shows up, I am flustered and out of breath, sweating, and look like a mess. I tried
explaining the situation, and Officer Zuniga Arrogantly and negligently declared everything I said
untrue. It was disgusting. I tried to explain I was being blackmailed, and I was, I was being
blackmailed very very, very badly,and he said "No, you're not."
I told him I was robbed, and I was, very much so ROBBED. He said, "No I wasn't."
Everything I told him was absolutely 100% true. Still, because I didn't have my paperwork on me
and the city of Austin didn't have the records Travis County keeps, he declared everything I said
to be untrue and continued to completely devastate the situation and give my batterer and stalker
more ammo, along with keeping my stolen wallet. He even implanted a bunch of ideas in her head
that vilified me and ruined the court. This person had already contacted 100s of my friends and
family.
Everything he declared, he was wrong. And he wasn't just wrong, he has NO IDEA that this
situation is so more serious and worse than he could ever imagine. When I asked him to identify

himself, he not only refused, which is illegal, but he also got aggressive and accused me of being
on crystal methamphetamine.
He ignored everything I said, and for the things he didn't forget, he called me a liar. EVERYTHING I
TOLD HIM WAS TRUE.
He denied a victim their rights,
He refused to go to his job,
He made declarations he could not possibly know,
He insulted and degraded me, he stripped me of several of my regular rights,
and his negligence just gave ammunition to a person who has been stalking me.
He lied and committed perjury on his police report, and has now condemned me to be
forced to move out of the county away from [stalker], 18 months of, the court has just given a
violent, abusive, stalking, batterer full range to harass me forever now. He has ruined my life and

This person has been on a rampage for the last couple of months and completely made my

for MONTHS now and am starving because this officer didn't want to do his job. He gave her so
much that she was able to lie and use it in court. SHE WAS ABLE TO BLACKMAIL ME MORE USING
THE PERJURY OF OFFICER ZUNIGA COMMITTED.
MY LIFE HAS BEEN RUINED. HE DOES NOT NEED TO HAVE THIS JOB IF I DON'T GET MINE
BECAUSE OF HIM.
APD officially supports Domestic violence and assault, along with bullying the victims of abuse.
APD supports STALKING, blackmail, APD supports destroying THE LIVES OF PEOPLE BECAUSE
THEY ARE NOT in the mood. I demand that this officer face reprimand. My life was ruined

He has an elderly neighbor
He became concerned about her and asked APD to
come do a safety check. An officer came out to do the check. He received a follow up call from the
officer. He was expecting an update on the safety check. The officer was combative with him in
her update to the complainant. The officer let him know the woman was upset by the well check.
The complainant felt the officer was "on his case" for making the request to do a well check. He
felt the officer was implying he shouldn't be calling APD for safety checks. He thought it was
poorly handled and all she had to do was call and let him know his neighbor was ok. His concern
is that the officer was basically angry, and it makes him not want to ask APD to do a safety check
on anyone because he felt he was lectured by the officer.

Officer Kwak sent her to a sobering center after the police were called due to an altercation with
her ex. There was an uber called to take her away from the location. When officer Kwak arrived,
the complainant was explaining that she was upset and uncomfortable getting in an uber. She had
a scary experience earlier that evening with a different uber driver. The officer said an uber was
ordered for her and she could either get in it or go to jail. As she was getting in the uber, the
complainant was so upset that she urinated herself. The uber driver dropped her off at a 7-11
next to the Burl North Apartment complex where she was previously. She walked back to the
complex and the police were called again. Officer Kwak arrived and told her she needed to go to a
sobering center. She asked the person she was in an altercation with for a change of clothes and
he said ok. Officer Kwak then went and told him not to give her a change of clothes or interact
with her any more. When officer Kwak dropped her off at the sobering center, she explained to
the staff a separate altercation the complainant with in a mocking way which made the
complainant cry. The nurses at the sobering center asked the officer to leave and told her that
was inappropriate. The complainant is concerned with the way officer Kwak was speaking to her
and about her to the sobering center staff.

Dear Office of Police Oversight,
I am submitting a formal complaint regarding the broad and systemic failure of the Austin Police
Department (APD) to enforce the City of Austin's general noise ordinance-Austin City Code
Chapter 9-2-outside of downtown entertainment districts.
While APD may engage with commercial venues downtown, it has consistently failed to address
noise originating from private residences using amplified sound systems, portable PA systems, or
even vehicles parked and used as mobile sound sources within residential neighborhoods. These
setups often involve excessive bass, prolonged music sessions during quiet hours, and sounds
that clearly exceed reasonable property line decibel limits. These violations are not isolated, nor
are they infrequent. Repeated complaints to 311 and APD often result in no officer response or in
responses that produce no citations or follow-up, even when residents can provide clear evidence
of the violations.
This is not a complaint about one loud neighbor. It is supported by information provided in
response to a Public Information Request submitted by the author. That response confirmed that,
dating back to at least 2019, neither the Austin Police Department nor the City of Austin could
identify a single warning or citation issued for residential noise ordinance violations under
Chapter 9-2. This reflects a comprehensive failure to enforce these ordinances during that period.
Moreover, chronic residential noise-particularly from sources emitting low-frequency sound
waves-has well-documented health consequences. Research from the World Health
Organization, the Centers for Disease Control, and academic studies show that long-term
exposure to environmental noise contributes to sleep disturbance, increased stress,
hypertension, and cardiovascular disease. Low-frequency bass vibrations are particularly
intrusive, as they penetrate walls and physical barriers, making them nearly impossible to escape
within one's own home. The National Institutes of Health has linked persistent low-frequency
noise exposure with impaired concentration, anxiety, and other cognitive and physiological stress
responses.
- Fails to enforce noise standards in residential settings;
- Does not respond to ongoing violations unless a party escalates into violence;
- Does not track or publicly report noise citations or complaint resolution data outside
commercial areas.

and commercial districts;
2. Determine whether 311 noise complaints lead to police reports, officer responses, or citations;
3. Recommend stronger guidelines, public transparency, and an equitable enforcement plan that
includes residential protections.
Residents should not be forced to tolerate repeated disturbances simply because enforcement
resources are concentrated elsewhere. If Austin's noise ordinances are real laws, they should be
treated as such in every part of the city.

Subject: Pattern of Non-Enforcement: Austin City Code § 9-2-31 (Vehicle Noise and Vibration
Violations)
Dear Office of Police Oversight,
I am writing to file a formal complaint regarding a longstanding and citywide pattern of non-
enforcement by the Austin Police Department (APD) of Austin City Code § 9-2-31, which prohibits
vehicle noise and vibration detectable from more than 30 feet away.
Despite the clear language of the ordinance, residents across the city of Austin routinely
encounter vehicles-cars, trucks, and motorcycles-that emit music or engine noise that can be
heard hundreds of feet away. These violations occur at all hours, on residential streets, highways,
and city thoroughfares.
What is most troubling is that this law appears to be completely unenforced. To my knowledge
and based on anecdotal conversations with other residents and online community discussions,
citations under § 9-2-31 are virtually nonexistent.
This complaint is not about any one incident, but about an apparent policy-level failure by APD to
uphold and enforce a standing municipal ordinance. Residents should not be forced to tolerate
pervasive public nuisance violations simply because they occur from moving vehicles.
I request that the Office of Police Oversight:
1. Investigate whether APD has deprioritized or abandoned enforcement of this ordinance.
2. Evaluate whether officers are trained or equipped to identify and cite violators under § 9-2-31.
3. Recommend corrective action or public guidance if the ordinance is functionally dormant.
As a resident of Austin, I deserve a clear answer: If this law is valid and in force, why is it not
being enforced?

I hope this message finds you well. I'm writing to express some growing concerns-not only as a
licensed security professional and small business owner, but also as someone who has long
worked to support public safety in partnership with APD.
Recently, I personally witnessed an individual urinating in public, directly in front of my office.
After observing it live, I reviewed and pulled footage from our camera system to document the
incident. A screenshot is attached for reference. While this may be viewed as a low-level offense,
it raises serious concerns about public decency, safety, and community standards. I'm trying to
understand why this type of behavior would not be enforced. If this is now considered acceptable,
I'd appreciate clarification-are citizens now allowed to urinate in public without consequence?
What adds to my concern is the ongoing pattern in how incidents involving security professionals
are being handled. I've been told by multiple individuals within APD-including some with rank
and detective designations-that when a security officer is involved, the report is automatically
placed at the lowest priority. Unfortunately, my own experiences seem to confirm this.
I was recently assaulted, and EMS refused to speak to me on scene. To make matters worse, the
incident was incorrectly cleared as a vehicle crash at E. 290, even though it occurred at 1630 E.
6th Street. In another situation, one of my officers was aggressively backed into a corner. The first
APD officer who arrived acted professionally. The second, however, dismissed the matter entirely
as a "civil issue." Had the same actions been directed toward her, I doubt the response would have
been the same. This incident was reported to a District Representative, yet no follow-up ever
came.
I've gone out of my way to build a strong working relationship with APD. I frequently
communicate with District Representatives, and I've invested in tools to support better
transparency and collaboration. I've outfitted my primary patrol units with active AXON Body
Worn Cameras (BW4s)-even though it's not contractually required. This enhances evidence
collection, maintains proper chain of custody, and allows us to retrieve pre-activation footage in
cases of user or technical error.
Additionally, I've completed CPTED (Crime Prevention Through Environmental Design) training
to strengthen our role in bridging the gap between law enforcement, private security, and the
communities we serve. In several cases, I've even been told by detectives that the information I

gathered was more comprehensive than what was documented by patrol-and was the reason
the case was able to proceed.
Despite these efforts, we continue to face roadblocks. Enforcing trespass laws, for example,
remains unnecessarily difficult. Even with valid blanket trespass authority from businesses or
mobile home communities, officers have at times refused to assist, requiring scared employees to
issue notices themselves instead of supporting our lawful enforcement.
Are these truly the standards APD operates under today?
This message is not meant to be disrespectful, but rather a call for clarity, consistency, and
cooperation. I am committed to working with law enforcement to make our city safer. I just need
to understand how we can align better and ensure calls for service-especially those rooted in
community safety-are taken seriously, no matter who makes them.

I was involved in a hit and run today 5/9/25 around 2:45 pm with an intoxicated driver. Both
vehicles were damaged but driveable and there were no injuries. I called 911 three separate
times asking for an officer to be sent to the location and expressing my concern that the other
driver was intoxicated and was going to drive off. I was dismissed every time. There were several
police cars visible several blocks away directing traffic around UT. No one came by. And no one
seemed concerned about a drunk driver.
I am highly concerned about him injuring someone else which is why I was trying to prevent him
from leaving before police could arrive, and Austin police seemed completely unconcerned. Once
he left, they told me there was nothing they could do and I could call 311 if I wanted. Extremely
disappointing. Someone could have been (or could still) be killed as a result of this.

being Lake day event summer of 2024 for mounted patrol. I was very disturbed to see LeClaire

around in disbelief noticing everyone was just watching One of the volunteers in attendance
approached as if to stop this rage but she walked away with her head down, about 20 minutes
later Le Claire walked
over to us and handed her the reigns and said "I can't take it with him

was clearly exhausted from this ordeal, so much that he let out a big horse exhale and
placed his head on the volunteer's chest.
My second shocking experience was a large community event open to the public where the
mounted unit was a special guest, excited to the horses I approached the horse trailer where I
saw LeClaire visibly frustrated and vaping in public During the event I noticed a small crowd and
commotion forming near the horses, I witnessed two children crying and being led away, later to
find out these children, along with all the guests had to witness yet another disturbing display of
frustration behavior towards

I would like to submit the following complaint about Corporal Michael LeClaire. The
complaint is based on the following witness statements about his anger, frustration, and inability
to set his ego aside, leading to abusing the police horse he rides. These observed situations have
stemmed from 2019 to present and have been seen by multiple witnesses. This has been
addressed
through training, meetings with supervisors, and finally a formal complaint in October of 2024.
Sadly this behavior still continues. Corporal LeClaire needs to be removed from the unit.
Timeline 2019-2025 Corporal Michael LeClaire with Mounted Patrol Unit
In the summer of 2019, Sgt Julie Parsons (formerly Payne) was teaching the mounted unit on
Wednesday training days. This was before Sgt Parsons became the mounted supervisor. Sgt
Parsons is
a 3-Star Parelli Natural Horsemanship Instructor, which is the horsemanship program the
mounted
unit follows. She was asked by the current mounted sergeant, Sgt Egal, to train the unit. She
observed Officer LeClaire being extremely heavy handed by slapping his horse Mount Dash on the
neck
with an open hand and a riding crop. Mount Dash was an extremely frightened horse and would
spook
and shake when LeClaire hit the horse.
When Sgt Parsons became the mounted unit supervisor in December 2019, she again saw the
same
behaviors from Officer LeClaire. Sgt Parsons stated that when Officer LeClaire was angry or
frustrated with his horse, he would slap or hit the horse with his riding crop. Since Sgt Parsons
is a horsemanship instructor and knows that frustration begins when knowledge ends, she
addressed
the situation with Officer LeClaire. She treated the situation as training and began giving Officer
LeClaire different horsemanship techniques to solve issues instead of him using force, fear and
intimidation on an already frightened horse.
Sgt Parsons stated that there are basically two situations that firm pressure should be used with a
horse. First, when you are teaching a horse to yield to pressure. You apply a suggestion of
pressure and gradually build until the horse moves or yields. In this situation you are moving
the fee sure to it. Second, when you are

blocking unwanted behavior. This can be biting, coming into your space, kicking, etc. You are
standing still using firm pressure to own/ protect your space from unwanted behavior. You stand
still and the horse runs into the pressure. This is a very effective technique to help with
dominance or reactiveness in
horses.
Based on what Sgt Parsons observed of Officer LeClaire, and situations that have been
explained to her, Officer/Corporal LeClaire is combining the two techniques. He is getting firm
immediately and moving towards the horse. This will cause a horse that is dominant to
fight/bite/kick or will cause a fearful horse to run/spook/shake. This technique will not cause
any
horse to be trusting of their handler. Neither scenario are responses that the Austin Police
Department should want in their horses, especially around civilians and children. Officers,
civilians and kids could be seriously injured if LeClaire used this technique at any time. This is
also not an approved technique of the Parelli Natural Horsemanship program nor has Sgt Parsons
ever
taught LeClaire this technique. In Sgt Parsons opinion, it appears that this behavior occurs when
LeClaire is angry or frustrated with his horse not doing something he asks.
Sgt Parsons stated that she discussed this anger behavior with Officer LeClaire before he
promoted
and told him that if this behavior did not change, she would not bring him back as a Corporal on
the mounted unit. She also shared her concerns with Corporal LeClaire's new supervisor, Sgt Al
Garibay, hoping that Sgt Garibay would continue to monitor the issues.
In 2023, Sgt
retired from the police department. Corporal LeClaire came back to the unit
after her departure.
Retired Officer
, who was the mounted unit horse trainer (2020-2023) and a Level
3
graduate of the Parelli Natural Horsemanship program, witnessed LeClaire slapping, striking with
riding crop and using heavy handed techniques with Mount Dash and Mount Scout.
In May of 2020, during a unit training for upcoming protests in the parking lot of lottery
commission, Officer
observed the following. Officer LeClaire was on Mount Dash and he
was
having a hard time keeping Mount Dash in formation as if it was a busy night on 6th Street.
LeClaire was aggressively grabbing at his reins and kicking Mount Dash to try and force him back
into formation. This only increased Mount Dash's fear and confusion. Mount Dash was wide eyed
and
obviously reacting out of fear versus disobedience. LeClaire's inappropriate response to Mount
Dash's behavior caused Mount Dash to get more fearful and back out of formation completely,
knocking over and stepping into the back wheel of a bicycle that was over 20ft away from the
formation. Mount Dash's leg was caught for several seconds before he was able to step clear of the
bicycle wheel.
In October of 2021, Retired Officer
also observed the following. While leading the
mounted
unit formation, Mount Scout stopped and tried to back out of formation.
LeClaire did a rocking back and forth motion in the saddle that was ineffective followed
by a hard whack on the neck. LeClaire was obviously embarrassed that he couldn't get

his horse to move forward and hit him.
Leonard stated that It was LeClaire's standard comment when a horse didn't do what he asked
that it
was being disrespectful rather than fearful. LeClaire's unwillingness to apply the horse training
he had learned demonstrated his inability to put his ego aside as well as his short fused temper
when frustrated. Superiors that knew of his abusive actions toward the horses said it was due to
anger management issues. LeClaire's outbursts are well known in the unit. LeClaire seems to limit
his abusive response when possible witnesses were new to the unit or not in position to say
something for fear of being a "rat" or retaliated against. This is a controlled behavior on his
part and not an uncontrollable action.
In the Summer 2024 at the mounted patrol Lake day event, Mounted Volunteers
and
witnessed LeClaire moving aggressively towards Mount Alex using the lead rope
to
whip Mount Alex both in the hind quarters as well as his chest and violently swinging the rope
around horse's face and head. The horse was visibly afraid. Mount Alex was quickly blinking his
eyes and throwing his head back and away from LeClair. LeClair then began moving towards and
forcing Mount Alex to back up, then forward, then back again and then aggressively forcing him
into
the water, further agitating the horse. Volunteer
noticed that all of the mounted
units officers, corporals and sergeants were witnessing this. With no one coming to the horse's
aide, she decided to approach LeClaire asking if the horse could "have a visitor?" and he
responded
angrily, "not right now", and continued his aggressive behavior. This went on for a good 15
minutes. LeClaire was visibly irritated and the horse was noticeable exhausted. LeClaire then
slung
the lead rope to volunteer
stating, "I can't take it with him, I need a break, you
take him", storming off. The horse then did a large stress relief shake with audible exhale,
placing his head in volunteer's chest. LeClaire was also vaping at this event. Volunteer
and the officer's witnessed this behavior at its entirety.
In September of 2024 at Community event, volunteer
witnessed LeClaire, upon
mounted's
arrival, in a tense, frustrated mood and walking into event vaping and acting hot headed while
unloading horses. A complaint was received through non-profit event website that LeClaire was
vaping and "being cruel" to his horse (Mount Alex). Anonymous complaint stated they "will not
attend another community event like this if Austin Police mounted will be there, based on
witnessing the cruelty".
At the same event, Mounted volunteer
,
equine professional, witnessed LeClaire and
a
commotion with a crowd of children, adults & Mounted horses. She walked over to witness
LeClaire
having a "fit" towards his horse; swinging the rope, yanking on horses face and backing horse up
rapidly and generally abusing the animal.
She then noticed two very upset children crying, took them by the hands and said, "Let's
go find your mom".

Officer Leah Hanson observed the wailing incident as well and told LeClaire to "calm down & stop
punishing the horse, you are just scaring him"

observed this as well and stated that Mount Alex was "sweating
and
shaking" during the incident with LeClaire.
In April of 2025,
assistant barn manager, reported to her superior,
"LeClaire left a mark on Mount Alex from being hit while working with him, that was not there
before working".
The above are accounts from eyewitnesses as well as people that were contacted regarding the
events
of this officer through the years and his behavior with the named Mounted Police Horses.
These people mentioned above have not filed formal complaints because LeClaire is their
supervisor
and/or fear they will be treated differently and/or lose their access to the horses. In fact, some
volunteers that witnessed this behavior, have stopped going to work at barn in fear of witnessing
more abuse.
Recently Corporal LeClaire has reached another level in his horsemanship, but the behavior has
not
changed and has occurred with at least three horses. Learning more about horsemanship is not
changing his behavior and he needs to be removed from the unit for the safety of the police
horses,
officers, civilians and children. Getting angry and hitting a horse in not a far leap from getting
angry and striking a person. Also if a civilian
hit a horse like LeClaire is doing, they would be arrested for a class A misdemeanor.

a QT parking lot. They stepped out the the store on 3/28/2023 and two APD officers were
outside. The officers tried to get their attention and approached them. The Boyfriend/husband
took off running and was tased. The officer then approached the complainant and she ran
towards 135. A civilian and an officer threw her to the ground. The complainant hit her face of the
ground and was detained in handcuffs but was never told what for. She was put in a police unit
that looked different from other police vehicles. The officer took off with her and made a u0tun
on Braker Ln. They went back to QT and then she was transferred to EMS. She states that she was
injected with something in her hand. She was taken to the hospital and left there. The officer was
laughing during contact. She said it seemed like APD was just trying to scare her.

I am writing to formally express concern regarding the conduct of an Austin Police Department
officer involved in APD Case
This concern was initially brought to the attention
of our district representative on April 28th at 12:25 p.m. via email. She responded indicating
that she was out of town and had forwarded the matter to Officer Samuel Noble, who then
contacted me on April 29th at 2:39 p.m. I replied with relevant information at 5:23 p.m. that
same day. However, I have not received any further correspondence regarding this issue.
The incident in question occurred on April 26th, 2025, at approximately 11:46 p.m. I contacted
APD regarding a loud and disorderly gathering involving 15 to 20 individuals at
A particularly intoxicated guest-not the homeowner-aggressively approached
my on-site security officer, pointing his finger in the officer's face and forcing him to back away.
As this officer was unarmed, I placed a call to APD out of concern for his safety and to prevent
potential escalation.
The first officer who arrived, identified as Officer King, demonstrated exceptional
professionalism and de-escalation skills. He should be commended for his conduct.
However, the second officer to arrive-a female officer whose name we do not currently have-
handled the situation in a manner that raised serious concerns. She questioned the legitimacy
of our concerns and minimized the threat by stating, and I quote, "This is not a police matter, it
is civil." This comment, especially in the presence of an unarmed employee who felt threatened,
was inappropriate and dismissive. Even if physical contact had not occurred, the aggressive
behavior qualifies as a disturbance and potential breach of the peace on private property, and
thus warrants a police response.
The property in question is a mobile home park, and the incident took place in a shared yard
space maintained by the community-comparable to a hallway in an apartment complex,
where the expectation of order and safety remains the same.
This was not the first concerning interaction with this particular female officer. On the morning
of April 26th, she responded to a separate shots-fired call on the same property. Although that
incident ultimately had no confirmed gunfire, my on-site security officer-who is a retired APD
officer himself-noted that the same female officer appeared disengaged and displayed an
attitude of indifference. He described her demeanor as "I don't want to be here and I don't
care."
This pattern of behavior has not gone unnoticed. Several members of my staff, myself included,
have observed similar conduct from this officer during previous encounters, which consistently

carry the sentiment of "you're just security, we do not care." This is extremely disheartening
and raises significant concerns regarding officer engagement and safety collaboration.
We rely on APD as a partner in maintaining safety and order. When officers dismiss legitimate
safety concerns from security professionals, it not only undermines our efforts but potentially
jeopardizes lives.

He was pulled over. The officer said that he had probable cause to pull him over because his

was too dark. Then the officer opened his door and reached in the car and opened the door and

complainant asked why, and got out of the car. The officer continued with saying his registration

He was not resisting. They handcuffed him and placed him behind his car. Then they moved him
to the police car. He stated he was being detained for no reason. He asked to speak to a
supervisor. They never called a supervisor for the complainant. Then they accused him of having
5 OZ of marijuana which the complainant stated was not his. They took him to jail. He stated he is
being racially profiled, and officers lied about why they pulled him over and then lied about him
having marijuana in his possession.

I am writing to file a formal THE complaint regarding the conduct of three Austin Police Department
officers during a traffic stop that occurred on the night of 05/12/2025, near 5537 Loyola Lane,
Austin, TX 78724. 183 & Loyola Ln.
It's also important to note that this traffic stop occurred immediately after the officers were
leaving the scene of a nearby accident. Both police vehicles were directly behind mine at a red
light just before the stop. It was dark outside, and at no point could the officers have clearly seen
my registration tag from their position. It appears obvious that my plates were run through the
system before initiating the stop, suggesting that the decision to pull me over was based on
database information, not a visual observation. This further supports my concern that the stop
may have been approached with a different intent or expectation than what was warranted.
I was pulled over due to an expired vehicle registration. I took full accountability, handed the
officer my driver license without him asking and told the officer to go ahead and issue my ticket.

young adults rather than a parent and minor child and were possibly looking for additional
violations. The fact that three officers surrounded my vehicle, even though it was pulled over,
powered off, and I was cooperative, made the situation feel unnecessarily escalated and excessive.
This heightened presence contributed to the sense of intimidation and made my son feel unsafe
during what should have been a routine stop.

Officer Demond Kitt (#9452)- As Officer limber Pinedo (#10080) was talking to me before
receiving my driver licence. Officer Demond Kitt (#9452) aggressively tapped my 17-year-old son
on the shoulder with two fingers, then asked for his ID. My son was sitting quietly in the
passenger seat. My son did not provoke this action in any way, and the contact was uncalled for
and distressing. At no point did the officer explain the need to physically touch my child.
Officer limber Pinedo (#10080) - This officer took my driver's license during the stop and later
returned it not to me, but directly to my minor son. I found this highly unprofessional and
disrespectful, especially given that I, the driver and adult, was present and cooperative. This
behavior was dismissive as I was seated in the driver's seat and fully capable of receiving my own
ID. Undermining my parental authority.
Officer Kanowa Reynolds (#8947) - This officer was also present during the stop. He stood at the
driver side door of my vehicle, while my driver license was with officer limber Pinedo (#10080)
in the police cruiser. He was pleasant and willing to give me all the officers names and badge
numbers after I asked for their business card. When I asked for a business card from Officer
Kanowa Reynolds #8947, he did not provide one. While I understand this may not be a formal
department requirement, it is a basic courtesy and professional standard that helps ensure
transparency and accountability.
Although I was not issued a citation and was eventually allowed to leave, I am disturbed by the
conduct of Officers Demond Kitt #9452 and Pinedo #10080 in particular. There was no lawful
reason for Officer Demond Kitt #9452 to make physical contact with my son, and Officer limber
Pinedo (#10080) handing my driver's license to a minor instead of returning it directly to me is
both inappropriate and dismissive.

Had the officer shown even basic care and provided me with water when I asked, it is possible
that I could have avoided losing consciousness, seizing, and incurring significant medical
expenses. Her behavior was not only unprofessional but also dangerous and dehumanizing. I am

was "for sure on something." This was a baseless and harmful accusation, considering she was
completely sober the entire evening.
I believe this officer's lack of empathy and failure to assist when asked directly contributed to the
escalation of the medical emergency. Had she shown even the most basic level of care-such as
providing water or alerting medical staff when requested-my girlfriend might have avoided the
seizure and the resulting medical bills.
This experience was not only traumatic but also deeply disappointing. The officer's behavior was
unprofessional, dismissive, and dehumanizing. I am submitting this complaint because I believe
the officer failed in her duty to protect and serve the public. I strongly urge the department to
take this matter seriously and conduct a thorough investigation. Accountability is essential if

I am submitting this complaint regarding an incident involving an Austin Police Department
officer that occurred on May 16, 2025, at approximately 12:00 AM at the QuikTrip (QT) located at
Austin, TX 78745.
I urgently needed to use the restroom due to a medical emergency and had just driven
approximately 10 minutes specifically to reach this gas station. When I entered, my hurried stride
and body language clearly communicated the urgency of my need. I walked into the men's
restroom and was about to enter a stall when an APD officer entered behind me and told me I had
to leave.
I explained, "I really have to poop," but he responded, "The restroom is closed," and said he
needed to remove someone from a different stall. He did not indicate there was any active safety
threat or reason the entire restroom had to be closed, and the stall I was about to use was
unoccupied. Throughout the exchange, the officer acted in a rude and unnecessarily intimidating
manner that made the situation even more distressing.
I was not interfering with any investigation or causing a disturbance I simply needed to use a
public restroom for a legitimate and urgent biological need. Being denied access in that moment
was humiliating and entirely avoidable.

I submitted a police report in May last year about a former contractor who began harassing me
after I fired him from a project. They let me know it did not yet count as criminal harassment, but
that if he kept it up I should come back and let them know. Well, he kept it up. I reported him
again in mid-February this year. He's kept it up since then too.
February 17, I got an email confirming my report has been approved and granted Case Number
2025-9003462.
I did not hear from the police (phone call, voicemail, text message, email, front door knock, or
anything) within the typical 2 week response timeframe. After the two weeks passed, I started
following up with the different resources provided or connected to the APD, to find out why there
was radio silence.
Here's the dates I called or visited 311, my local substation, a specific officer mentioned in APD
notes on my case, Travis County DA's protective order office, APD Victim Services, or the OPO:

phone call, voicemail, text, email, visit to my front door, or anything. His notes said my case did
not meet criminal harassment criteria and that I should call the governing substation (North
Central Sector) at 512-974-5320 if I wanted to discuss it further.
Again, I did not know my case had been suspended after 2 days or what that meant until almost
three months after I filed the report, despite actively following up an average of 1-2 times a week.
During that time I was given my substation's phone number repeatedly and repeatedly left
voicemails. I didn't know my case was officially suspended or that they were officially
recommended as the ones I was to talk with about my situation - I kept being given their number
simply because I live in their jurisdiction. I never received any responses or notifications.
Obviously I'm very frustrated. I'm fully aware my case may appear insubstantial at first, but it is
not a trivial first world problem. I have no reason to think my physical integrity is in danger from
my harasser anytime soon, but a big part of that is because I've spent hundreds of dollars trying
to keep him from finding out where I am. His actions have lost me thousands of dollars in
expected income and over $50,000 in income for people *other than us.* I keep switching
between terrified and depressed because of all this. Knowing my original report didn't qualify for
harassment at the time, I even double checked with the Volunteer Legal Services of Central Texas
before my February 2025 report. Three different volunteer lawyers there confirmed my situaiton
met the criteria and merited police involvement. They even praised me for how prepared I was to
discuss the issue intelligently.
I don't know if my case merits "investigation" or "pressing charges" - those are technical terms I
hear on TV, but I don't know what exactly they specifically entail or what they would mean for
me, the APD, or my harasser. However, I would *love* if the APD would arrange for someone to
reach out to this guy to say "No really, you've gone way too far, and if you ever try doing it again
we may need to come back and get more involved." I think sending an official officer in an official
uniform or on official letterhead to speak to him about the seriousness of his actions would do
miracles for deterrence.
I aim not to act like an entitled brat. I don't normally think I deserve more assistance from the
APD than anyone else in the community, and I fully recognize I'm no battered spouse. However,
after three months of unnecessarily wasted time, I really do think they owe me one.

the Austin Police Department-specifically Detective Tibuni-handled my stolen
motorcycle case. As a 100% medically retired Army veteran with PTSD, I believe the

I traveled alone to Flatonia and, with the help of Flatonia PD, recovered my motorcycle on
May 1. However, due to a lack of coordination from APD, I was not allowed to take
possession of my motorcycle and it was unnecessarily impounded.
May 7: Detective Tibuni admitted he was unaware I had not retrieved the motorcycle. He
also stated that the suspect would only be charged for the current VIN-based value of the
motorcycle. This contradicts Texas Code of Criminal Procedure Art. 42.037(b)(1), which
entitles victims to restitution for damages and diminished value-not just replacement
value.
May 14: I emailed Det. Tibuni with receipts and a formal request for reimbursement:

At approximately 12:48 AM CST, I was startled by an extremely loud, forceful pounding on

I am writing this statement to formally report a violent and criminal incident in
which I was the victim of robbery, assault causing bodily injury, and
attempted aggravated assault with a deadly weapon (motor vehicle).
On April 1, 2025, I located a lost cellphone on the street and later made contact

agreed to meet with me to retrieve the phone, offering $100 as compensation for
my efforts to return it. However, upon meeting him at the agreed location, he
suddenly refused to pay the agreed amount.
When I informed him that I would contact law enforcement, he became
aggressive. Without my consent, he forcefully reached into my pants pocket,
grabbing the phone from me. This act was both non-consensual and violent. I
then began recording the incident using my second phone. In response, the
suspect grabbed at that device as well, causing me to fall hard onto the
pavement. I sustained visible injuries to my left hand and elbow, including
abrasions and swelling.
After injuring me, the suspect fled the scene by vehicle. As I attempted to
document his license plate, he intentionally maneuvered the vehicle toward
me in a threatening manner, nearly striking me. This action constitutes an
attempted aggravated assault with a deadly weapon.

He filed a break in report and APD opened a case, said someone would call him a few days later.
Whoever called, left a message twice then closed the case because he didn't answer the phone. He
got a follow up email that told him the case was closed. The person who made the call left two
inaudible messages so the complainant wasn't able to get the information to call back. He went to
a police station and had a Sergeant Brian Preusse listen to the voicemails. He listened and told the
complainant he thought it might be a civilian employee leaving those messages. A new case
number for the burglary was created 25-5011190. His concern is that the messages that were left
for him following up on his original case were so inaudible. The complainant stated it seemed like
they were just trying to close cases by using this guy to leave these messages. He doesn't believe
this guy should be making these calls or working for the department.

She has seen Police car, license 1435716 repeatedly parked on the route she walks. They try to
get her attention by getting out of their vehicle and knocking on the car to make her turn around
and make sure she is looking at them. She has submitted a request for information to see if they

request, a different police vehicle 1499008 or 1499118 almost ran her over when he was trying
to enter a parking lot near the Cirrus Logic location. She stopped, noticing the car was in front of
her. She made eye contact with him. The officer gestured aggressively towards her directing her
to move. She continued her to walk away as he sped into the parking lot. She has several photos of
these cars parked outside Cirrus Logic and Crimson hair salon. She has a police report that may
be associated with this police surveillance activity. She had a drone fly into her balcony, which she
thinks may be the reason these police cars are following her. The report number for the drone
