The complainant works for
Towing. Officer D. Driskill pulled the complainants
employee over for an inspection on his 18-wheeler. Officer Driskill spent over an hour on this
inspection, which impacted the complainant's business by keeping the vehicle off the road for so
long. The officer told the employee he thought he was a different driver with
towing and
not
towing, which the complainant found odd. On the inspections, Officer Driskill
wrote that all of the tires were leaking or underinflated on this brand new truck. He sited no
safety chains, and found a small nail in one of the tires so he put the truck out of service. During
the inspection, the officer was texting pictures to an employee at
towing, which the
complainant believes was the man the officer mentioned at the beginning of the inspection. The
complainant is concerned that this officer took his brand new vehicle out of service when the
complainant believed it didn't need to be, and that the officer was communicating with a
competitor towing company during the inspection.

On June 30 between 9:30 and 10 pm, my son and I were sitting on the benches on West and 2nd
outside the Central Library. We were both looking at our devices, and suddenly an officer was
coming at us with her gun drawn, yelling, "Put your hands up." She held the gun on my son as she
approached and asked if he had a gun, or if we had any weapons, and then several officers
arrived. She handcuffed him even though he was just sitting there looking at his tablet. They
separated us and kept my son in handcuffs. I explained that he has anxiety which causes him to
wear a dark smock and gloves, and they need to be careful when talking to him. They explained
there was a report of someone with a mask in dark colors holding you hostage. I said, "we were
both just sitting there." They asked for my son to take his smock off, and to show his ID. He
exercised his right to refuse when they said he was not being accused of a crime. They patted him
down and did not find a weapon and then they removed his handcuffs and explained there was a
phone call claiming I was being held hostage at gunpoint by someone. They also said there was a
previous complaint against someone with the same description acting erratically. I explained we
were both just sitting there, and they let us go. This will all be seen on the Body Cam, if it was on.
Since this was a false report, I would like this investigated, and charges against the person making
a false claim against me and my son. The description given of him was precise, describing all of
his clothing perfectly - if there was enough time to observe that, they should have been able to
distinguish whether or not a gun was present. You can clearly see there is no gun. Having a gun
held on us by the officer and my son in handcuffs was traumatizing, and I couldn't calm down
enough to sleep. We are at our wit's end. I'm glad I was there because if my son had moved
quickly, with the gun, it could have gone left. The officers explained they were just doing their job,
but I think they behaved this way due to his appearance, and would not treat everyone this same
way.

Austin Police Officers Involved: Askew, Sheldon AP4399

The complainant alleges:
I am compelled to report serious misconduct by Assistant Chief Sheldon Askew, which threatens
the integrity of our department. On multiple occasions, AC Askew has exhibited aggressive and
unprofessional behavior, using intimidation and derogatory language toward several
Commanders and Lieutenants. He has been very verbally abusive and routinely refers to
Commander
as "porky the pig with no brain." Several of us believe he is sexist towards
women due to the sexual undertones in his comments. Importantly, he referred to Lt.
as
the laziest nigger in the department accusing him of sitting on his ass in RTCC all day. AC Askew
made the statement what kind of man wants to leave IA to sit on his lazy black ass all day.
There have been more unsettling comments made by Askew regarding City Manager
,
whom he refers to as a "ghetto fucking nigger." I personally overheard him refer to ACM
as
"lil Mexico" as he joked with another of his buddy Lt's and said, if
wonders if he
would get deported due to him looking like a "vatho" with all those tattoos. Askew has also given
members of the media unauthorized sensitive information regarding APD records and CCH
information on multiple occasions.
Chief Lisa Davis, I am simply tired of the sexist and racist behavior lurking in this department and
urge you to please do something about it. I love
, but she has known about this
behavior throughout her tenure as interim Chief to present day, but we surmise she is only
concerned about maintaining her position and status within the organization to do anything
about it.
Evidence related to this complaint will be found on Askew's personal cell phone, text messages,
computer and speaking with Commanders and Lt's about his sexist and racist behavior. No one
will complain on their own due to the nature of his position. Given the gravity of these allegations,
I urge an immediate investigation and I will be paying attention. I would hate to have to deliver a
copy of this form and text message evidence to KXAN and KVUE. I'm not normally this way but
I'm close to retirement and Im tired of seeing people treated like shit around here and it's been
weighing heavy on my mind lately. We don't need another Chief
scandal here.

In March 2016, I was the victim of a wrongful arrest and excessive force by an Austin Police
Department officer while actively seeking mental health care. I was suffering from complex PTSD
(CPTSD) and dissociative identity disorder (DID) and had called 911 for help while in a suicidal
state. Instead of receiving care, I was violently tackled unconscious, mocked by officers, arrested,
and jailed naked overnight.
Key Facts:
Location of Incident: In front of Brackenridge Hospital (Red River St, Austin, TX)
Timeframe: March 2016 (exact date unknown due to trauma and dissociation)
Reason for Presence: I had voluntarily sought help at Brackenridge Psychiatric Unit after being
emotionally abused by a downstairs neighbor and facing eviction.
Context Leading to Incident:
I was in crisis due to emotional abuse from a neighbor who repeatedly banged a golf club on the
ceiling under my bed while I slept.
The abuse led to dissociative episodes, including waking up miles from home without memory of
leaving.

I had recently begun work as a special education teaching assistant at Austin High and had
adopted a Carolina Dog, both of which were at risk if I became homeless.
I contacted Austin-Travis County Integral Care (ATCIC) and requested hospitalization due to
suicidal thoughts.
I was dropped off at Brackenridge Psychiatric Unit, but while in the waiting area, I hit my head on
a wall in distress.
Two security guards physically kicked me out of the hospital rather than admit me.
The Arrest:
Still suicidal and needing help, I stood on the sidewalk outside Brackenridge Hospital and called
911 again asking for medical assistance.
EMS ambulance arrived.
As I approached the ambulance (within one foot), a police officer tackled me from behind without
warning.
I was knocked unconscious and woke up handcuffed in the back of a police car.
Officers laughed at dashcam footage of the tackle, mocking me while I was in the car.
I was charged with "abuse of 911" and jailed.
Due to my suicidal state, I was stripped and held naked overnight in jail.
Diagnosis & Impact:
Diagnosed with Complex PTSD (CPTSD) and Dissociative Identity Disorder (DID)
I was denied the mental health treatment I had voluntarily sought.
I experienced severe trauma, humiliation, and retraumatization due to the physical violence,
public stripping, and mocking by officers.
I still carry psychological scars from this event.

She called APD because of a domestic violence incident that occurred. Ofcr. Cedillo AP9161 and
Ofcr. Ngyen AP8579 arrived.
Before speaking to the complainant's husband Officer Cedillo told the complainant that he "knew
all about this, my wife is currently putting me through this." This led the complainant to believe
she was not going to be supported by APD.
After speaking with the husband and the complainant's daughter, he told the complainant that
this was just a scuffle, and told her she could call them back if she wanted to, but implied that she
should not call because CPS would get involved and it could cause trouble for her with her
divorce.
Officer Cedillo almost left without getting the complainant's name or date of birth which the
complainant felt was another example of his disinterest in her side of the story.
The complainant feels like he came in with a bias and treated her differently because of his
personal experience which he disclosed upon arrival.

The complainant alleges:
I am filing a formal complaint against Detective Wesley DeVries of the Austin Police Department
regarding discriminatory treatment I experienced during the handling of APD Case #25-9008749.
I am a disabled graduate student who, for medical and accessibility reasons, is unable to reliably
communicate by phone. I clearly communicated this need and consistently asked to correspond
via email-both as a documented accommodation and to ensure clarity, accuracy, and personal
safety.
Despite this, Detective DeVries repeatedly pressured me to call him, ignoring my stated
communication limitations. Most concerningly, in the official police report, he stated:
"OF NOTE-IT APPEARS THAT THE COMPLAINANT REFUSES TO SPEAK ON THE PHONE TO ME.
IF THIS CONTINUES IN THE FUTURE IT SHOULD BE NOTED AS A POSSIBLE REASON FOR
SUSPENSION."
This note implies that my disability-related communication boundary was being used to discredit
me and potentially justify closing or deprioritizing my case. This is not only inappropriate but
reflects a discriminatory bias against disabled individuals-penalizing me for using a legally
protected form of accommodation.
No one should be threatened with case dismissal or diminished police services for requiring
accessible communication methods. My request to communicate by email was reasonable,
respectful, and fully aligned with my documented medical needs. Treating this boundary as non-
cooperative or obstructive is discriminatory and dismissive of my rights under the Americans
with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act.
Additionally, I believe that Detective DeVries accepted the suspect's framing of events with little
effort to gather my evidence or consider my safety concerns seriously-potentially due to this
bias. That adds to the harm caused.
I am requesting a formal review of this officer's conduct and a clear response on how APD will
address discriminatory treatment of disabled complainants in the future.

On Sunday, July 6, 2025 I was stopped on Sixth Street before Congress Ave by Officer Zarling who
did not allow me to move out of the flow traffic. He asked for my license and insurance and when
I proceeded to get my insurance he said don't move. He asked if there was anything in my car that
could hurt him. I told him I was trying to comply with his directive. I provided my drivers license
and gun license. He asked if my gun was in the car and I said no. He asked if the gun would have
been in the car where it would be. He said he stopped me for failing to have a front plate. This
officer gave me the impression that his fear could have caused him to shoot me. He gave me a
warning ticket but I felt the encounter could've caused me my life. I don't know whether being
Black caused his disrespect or inexperience. I have never filed a complaint before but this
encounter was reminiscent of the 1920's. It was a scary experience after leaving church.

my father and mother I will send in the evidence again my special task force detectives and all my
evidence and also have proof of the Travis County sheriff's cutting a private part off with hostage

She lives in Austin and was being assaulted by her roommate late at night and into the early
morning. She called her mother for help, but as the argument escalated, her roommate threw her
phone. Her mother, who lives out of town, tried to call 911 in Austin and was unable to reach
anyone for emergency services at that early morning hour. The complainant tried calling 911
twice. On the second call, and after being on the phone with dispatch for around 13 minutes
screaming for help, officers arrived. It took around 45 minutes from the first call until an officer
arrived. Both the complainant and her mother are concerned about the amount of time it took for
officers to get dispatched and respond to her emergency, and how difficult it is for someone who
is out of town to reach 911 for emergency services outside of regular office hours.

That information (my current address) was given to my

I wanted to report an incident that occurred earlier. I was followed from the Research Blvd area to
Duval Street. I became suspicious after noticing a vehicle following me through three deliberate
turns. Once I confirmed I was being followed, I pulled over and got out of my car with my keys in
hand to ask if there was a problem.
A jeong officer then got out of his vehicle, turned on his lights, and said I had rolled through a stop
sign. He had me wait for about 20 minutes before issuing a ticket that included four additional
violations-none of which were mentioned during the stop, and all while I was outside the
vehicle and not operating it. Proof in photo they are in the middle of the road.
A nearby dog walker witnessed the interaction, stopped out of concern for my safety, and we
exchanged contact information. She has agreed to act as a witness if needed.

Here is to hoping accountability still matters in ICARE
Detective Villarreal traveled to Miami in January 2025 & May 2025 for her wedding while on
Donated Leave and limited duty status. Prior to this, she used large amounts of leave in months
prior to a medical emergency in September 2024. In January 2025, she was unable to return to
work but began attending Orange Theory multiple times a week.
As of July 10, 2025, she's asking for donated leave for a third time.
Prior to her medical leave in September 2024, Detective Villarreal was limited on her ability to
aid her assigned investigative unit and on/off full duty status, working only 15 full weeks (1 of
which was in San Diego, and another was riding out with the LTS unit) of work from January
2023-September 2024. Please note, Detective Villarreal got to the Sex Crimes unit in June 2022.
Since she returned from medical leave, Detective Villarreal has repeatedly informed other
detectives (by mouth and writing) that she does not wish to return to the sex crimes unit,
claiming she has put in her 2 year commitment. The sex crimes unit has been forced to hold a
vacancy that they are unable to fill as a result of this. Detectives are seeking some resolve to this.
She has communicated to the chain and other detectives since January 2025 that she doesn't
want to return to the Sex Crimes Unit, yet she has made no effort to find a new unit/home,
despite vacancies being open with all the movement within the department.
One photo has been attached from one of her two trips to Miami, but there are many more that
she had posted on Instagram and shared with others (from her Orange Theory workouts to her
riding a four wheeler while on donated leave, as she was unable to return to work).

What the report failed to say is that he got into his truck left and turned around and came back.

Im also trying to bring up a complaint against the officers during the incident on July 30th, 2024
approximately 10 am at the parking lot off Azie Morton drive.
The victim called the police on me cause I asked him a question. I asked him you know what's

unregulated PCP pistol. Then looj at him, then he leaves and I felt his anxiety. I never touched the
pistol and my intent was to provoke a fight, because he was parked in the handicap spot illegally

bothered to get my current address and threatened me with the threat charge of the victim

I want to complain about the Dectives that been on my case. I put in a sexual assault police report.
On 9 -23-23. That was the first complaint I put in. I put in multiple police reports after that. They
all been against the same guy Ranging from sexual assault, stalking, breaking a entry. The police
report are from 9-23-23 to April 2025 I do not remember all the Dectives working on my case.
The only ones I can remember are Lauren Villarreal, Yager Christopher. There were two more
Dectives, but I don't remember there names. I putting in a complaint against these dectives
because I don't feel they did everything to protect me. This guy who been after me. Been stalking
me for a while. For the past 2 years. All my police report I've put against him have been dismissed.
The dectives never tell me his name. So I not able to know who the attacker is. And because they
don't give me his name and birthdate I can't put in a proactive order. They give me a temporary
proctive order for me. Even though there is history of many police reports I did against this guy.

I am formally filing this complaint regarding a deeply disturbing
incident on April 26, 2025, involving Officer McKinney #10035 and three additional responding
officers from the Austin Police Department.
This complaint includes but is not limited to:
False arrest based on biased and incomplete investigation
Suppression or failure to provide body camera footage
Complete disregard for my visible neck injury (see attached image)
Pressure tactics likely used on my wife, who recanted the next day and later signed a notarized
affidavit of non-prosecution
Emotional and psychological trauma I suffered as a result of being falsely detained, placed on
GPS ankle monitoring, and accused under fabricated or exaggerated claims
Blatant misconduct and dereliction of duty by Officer McKinney and his team
Overview of What Happened:
On April 26, 2025, at approximately 5:15 PM, I was arrested by Officer McKinney after what can
only be described as a rushed, one-sided, and incomplete investigation.
Despite me having visible injuries on my neck (attached), no officer documented,
photographed,
or acknowledged them.
The arrest affidavit was written in a heavily biased tone, falsely portraying me as the aggressor,
while ignoring or omitting critical context, physical injuries I sustained, and video evidence that
should exist.
No bodycam footage was included in discovery, nor have I received any explanation as to why.
The following day, my wife verbally recanted her original statement, expressing regret that she
felt overwhelmed and pressured in the moment. That alone raises serious concern over the

Weeks later, she filed a notarized affidavit of non-prosecution. It was ignored.
Despite these facts, I was forced into a humiliating legal process that dragged for months before
the State finally dismissed the case entirely on July 14, 2025.

Why was my wife's next-day recantation ignored, and why did this continue despite her signed
legal request to drop charges?
Request for Action:
I am respectfully demanding the following:
1. Immediate review of all available body camera footage for April 26th, 2025, between 5:00 PM
and 6:30 PM, around
2. Internal investigation into Officer McKinney #10035 and each officer on the scene for
misconduct, failure to document critical facts, and false narrative-building.
3. Disciplinary action, up to and including termination, for all officers who violated departmental
policy and civil rights protocol.
4. A written apology and explanation as to why this happened, and how the department will
ensure it never happens again.
5. Public transparency from the department and APD Internal Affairs regarding mishandled
domestic disturbance investigations like this.
This complaint is submitted in pursuit of justice - not revenge - and to prevent this from
happening to another innocent person. I trust your office will treat this with the seriousness it

to stop, I continued along my run as the vehicle sped around me on the
service road. Without warning, I was violently tackled from behind
from a person that I later realized was a police officer. I had no
opportunity to stop, freeze, or comply. During the takedown, my
earbuds were knocked out, and only then did I hear the officer shout,
"Stop or I'll tase you." But by then, I had already been tased. When I
attempted to get up, disoriented and in pain, I was tased a second
time.
When I regained consciousness, I found myself on the ground, my head
having struck the curb. I remember pleading to be taken to
the nearest hospital literally yards away from the
assault. Instead, I was taken to St. David's, where a CT scan was
performed without my consent. I was treated like a criminal, prejudged
on arrival and despite clear signs of a concussion, I was discharged
with a diagnosis of only a "scalp bruise" and immediately transferred
to jail, though I could barely stand.
I was charged with "evading on foot" and held for nearly 22 hours. My
head continually bled through most of the day, and I was unable to eat
or drink from the severity of my symptoms. The nurse was rude and
unconcerned with my well-being. Though I was told by an officer that
the charges had been dropped, the police report was not filed until
two days later. When I was finally released-dazed, post-concussion,
dehydrated, and alone-I had no memory of how to operate my phone to

allowing local calls. I made a dangerous decision due to my concussion
and high stress level to walk home which was 15 miles. My family
rushed to the jail upon learning I had been released, only to be told
by staff that I was not there and there was "nothing we can do to help
locate".
They only discovered I had made it home when our Ring doorbell camera
alerted. When they found me, I was vomiting, disoriented, and
emotionally shattered. My son called 911 immediately. At

I experienced a violent assault on November 5, 2023. I was held at gunpoint and was traumatized.
This resulted in me having to get an emergency surgery to remove a hematoma to my chest and a
blood transfusion. I worked up the courage to contact the police in April. The police dismissed
me, accused me of being on drugs, did not investigate my complaint, and implied that I am not
mentally well. I would like to find out the officers who displayed this negligence.
I tried providing details about this and even said are you going to write this down? They truly just
did not care.
When I'm in contact with a real person I have my medical records showing the surgery as well as

On July 20th, 2025-the five-year anniversary of my mother's murder-I was violently targeted
in the parking lot of Pluckers in Austin, TX. A man began attacking my car with extreme
aggression while I was still in it. He:
- Punched my car windshield and side windows over 15-20 times
- Broke my side mirror
- Cracked my windshield
- Slashed my tire - Kicked in my bumper
-Tried opening my car doors to get into my car
- Then went on to break another couple's mirror and steal a toolbox from someone else's truck
Multiple people witnessed this-including a couple who stayed with me, followed the suspect,
and even recorded videos of the incident the other couple only started the video after he attacked
my vehicle, which I have submitted as evidence under this case number.
Timeline of 911 Failures:
7:37 PM - I made my first 911 call. The dispatcher was dismissive and rude, asking me the same
question repeatedly: "Is the man still there?" I told her, "I'm alone, I'm scared, I'm in my car. I don't
know where he is anymore."
She assured me someone would be sent. No one came.
7:51 PM - I called 911 a second time. Still, no one was dispatched. I was told again that they had
"no one available."
Another couple who witnessed the crime also called 911, stating that a woman had been
attacked and that the suspect was still nearby. They had video evidence and provided a live
location. Still, no police response.
8:49 PM - I finally received a call back from an officer. That's 1 hour and 12 minutes after my
original emergency call.

What One Officer Did Right
The officer who called me at 8:49 PM, immediately after starting his shift, was very kind, helpful,
and understanding. He took the time to listen, took my report seriously, and made me feel seen
and supported. He took action-unlike the officers before him or the 911 operators who
dismissed me, ignored repeated emergency calls, and did absolutely nothing for over an hour.
His professionalism and empathy were the only signs of protection I experienced that entire
night.
Why This Matters
Let me be very clear:
- This was a violent crime in progress.
- There were multiple 911 calls from witnesses.
- Multiple victims.
- Video evidence.
- And still: No police came until after shift change.
The 911 operator I spoke to was unprofessional, unsupportive, and refused to take action. When I
called a third time, she even said:
"I'm not dealing with this," and then she hung up on me.
This is not protecting the public. This is abandoning victims.
My History with APD Makes This Even Worse
This exact date, five years ago-July 20th, 2020-my mother was murdered. The man who killed
her had been reported earlier in the day for carrying a weapon and threatening people, and APD
never responded to the warning call. He murdered her later that same night.
And here I was, five years later, calling 911 again in terror-begging for help-and no one
showed up.
This is not okay. This is not what public safety looks like. This is why people die. Submitted

My name is
, and I was involved in an incident on June 21, 2025 (Case
#251721010, during which I was assaulted by an individual who also struck my vehicle and fled
the scene.
Detective Ramiro (CC'd on this email) recently contacted me with an update, stating that I was at
fault - - both for the alleged assault and for striking the other party's vehicle. I respectfully
disagree with that conclusion.
I have full dashcam footage clearly showing the other individual turning his vehicle around to
confront me while I was parked and waiting for my fiance e to get off work. The video shows him
aggressively pulling up beside me in a very tight space, which left me feeling cornered and
threatened. I had been parked for 26 seconds - — as captured on the footage - when he suddenly
returned. I believe this was retaliation because I had previously made a rude gesture (from within
my vehicle), though not in a confrontational way. You'll see the full context in the video and my
report.
What followed happened quickly: the individual pulled up beside me, stared me down while
holding what appeared to be pepper spray, and I felt an immediate and intense fear for my safety.
I did get verbally defensive, saying things like "you're a bitch" and "get out of your car," but my feet
never touched the ground - I did not get out of my vehicle. I was responding from a place of fear
and instinct, not aggression.
Detective Ramiro stated that I exited my car, but again, this did not happen. I'm confident the
dashcam footage will make that clear.
This incident has had a significant emotional impact on me. I suffer from PTSD due to my past
work in a jail, and I am currently seeing a therapist to help process the trauma and anxiety this
situation has caused. Between the sudden aggression I experienced and the way the investigation
has unfolded, I've felt overwhelmed, dismissed, and emotionally drained.
All I am asking for is a second, objective review of this case by someone at a higher level. I am
more than willing to share all footage, documentation, and my original report.

various departments within the Austin Police Department over the past two years, I have not

Overview:
In July 2022, while residing at

communication from individuals not physically present. These symptoms escalated over time
and have deeply disrupted my ability to function.
In June 2023, while at Recovery Unplugged, I was approached by two individuals Lawrence
Nicoletti and Josh Brown-who identified themselves as part of a federal task force. They left
their business cards and later met with me regarding my alleged past involvement in money
laundering. I was not charged with any crime but was asked to sign a document agreeing not to
engage in that activity for one year. I signed this document twice, once at my residence and
again at my workplace (Goodwill) in late 2023.
Despite my cooperation, I continued to experience persistent and worsening interference, which
made it increasingly difficult for me to maintain employment or stability. I believe I have been
unlawfully monitored, harassed, and retaliated against in several workplaces, including:
Goodwill (Oct 2023 - Mar 2024): Repeated, unexplained disciplinary actions,
intentional interference from coworkers, and theft of my passport and birth certificate
from a locked locker.

occurred during homelessness and led to two hospitalizations for suicidal thoughts. I

I called the 911 after being in a vehicle wreck because the other party didn't want to be civil and
was escalating tensions. She called me "nigger" twice and her son who has down syndrome
approached me as if he wanted to do me harm; so I decided to just wait for a third party
arbitrator to come.
Upon the arrival of officer Hines, his only concern was the firearms I was legally allowed to own. I
asked him if he was "fishing" and looking for a reason to arrest me or could we get back to why I
called them: the car wreck. His sole focus was my firearms and me proving I could own them.
They allowed the other driver to drive off without incident. I wanted to then leave since they
weren't going to help me. I requested my firearms back so I could leave. They refused. They
wanted me to show proof that I was legally allowed to possess these firearms and wanted to get
into an argument over the legal designation of the firearms. I told them to keep the guns and I'll
get them later once I find the proof but I'm leaving. He then stated that he didn't have a reason to
keep my guns. If he didn't have a reason to keep my guns then he didn't have a reason to make me
jump through hoops.
I called for help and then help was refused and instead I was treated like a violent criminal

When I asked for his name and badge number, he kept doing things to prevent me from document
it in a manner where I knew o could accurately retain it- such as taking a photo of his badge
number and name. He turned on his shoulder worn light and kept it on when I told him my
camera wouldn't pic up his name and he kept turning in a fashion for me not to get a good picture
of his identifiers.
He was unprofessional and overall hostile from the jump. I wanted him there and he was treating
me as an adversary.

Complainant stated he called police because a passenger in a vehicle he was operating was
causing a disturbance. He stated police arrived and talked to him and the passenger and police
initially let him leave in the vehicle. He stated officers stopped him again a few blocks away and
told him the car was reported stolen. He stated he told the officers he had permission to have the
car and showed them proof, but they arrest him anyway. He stated he was taken to jail, and
officers said he would get his property back when he was released. He stated after release the
next day, he went to APD's Property Unit and was told there was no property there belonging to
him. He stated officers lost or kept his property from him. Complainant stated later the same day,
while sleeping on the sidewalk near the jail an unknown white male officer kicked him and an
unknown female officer hit him on his shoulder, injuring his shoulder, as he laid on the sidewalk.

On 7/20/2025 my husband and I were inside our home when Austin pd arrived aggressively
opening the door to our front entrance, screaming and yelling orders like if a crime was being
committed. The had no search warrant, and I never gave them access to enter, they took it upon
themselves to enter and search. I told both officers that arrived that my husband
did not understand English whatsoever due to his nationality. I still overheard a few words being
told to him in English, when I tried translating, the officer said that he knew Spanish and that he
was able to translate. I still kept on hearing my husband say (no entiendo/ablo ingles) meaning
he didn't speak or understood what the officer was trying to tell him. Again, I heard him say the
same comment to the officer and when I looked over my shoulder to translate and told him to just
do what he was asked to do that officers were only doing their job and conducting a regular check
for a phone call they got, I got tassed by the female officer. I had no handcuffs on, I was not being a
danger to myself or others, I was not resisting any arrest, I was not running anywhere, so I don't
feel there was a need for the torture I was put through. I went through that day of getting tased,
or the pain and fever I got after that. Also, For over two hours, my husband kept on asking for
water inside our home. There was multiple packages of water and when he kept on asking for
some,and he kept on getting denied. Officers kept on insisting and insinuating that my husband
had laid hands on me and had done bruises when I made it clear to them how I ended up with my
bruises on my arm and that I had doctors excuse about me being sick and explaining the bruising
on my bicep. (My weight lose Mexican medication was increased and my body had a bad reaction
which is also a normal reaction to the shots. Nausea, vomit, weakness) that caused me to pass out
twice at home, and of course I'm a 240 lbs person so my husband had to help me get up on his
own, I mean look at him and then look at my body size. Lastly he was denied the opportunity to
put shoes and a shirt! He asked multiple times and was ignored.I was asked by another officer if I
felt that excessive use of force was being used but I did not know what she meant I was more
worried about my husband, if I got tassed for translating and following orders imagine what they
would had done to him that he didn't understand what they where saying? Austin police
department has caused more pain and damages than a crime what had actually occurred. The
situation should've been handled in a whole different manner. I do not agree that we were
dragged out of my home specially my husband that was asleep already.

Chief Lisa Davis is lying to the citizens, media, and city council about her internal staffing
reorganization actions at APD. She has publicly claimed that she has handpicked all sergeants
replacing the training academy officer instructors. In fact, many of the sergeants contacted
declined these jobs. Chief Davis has been unable to fill all the positions. Nearly all sergeants
selected lack ANY INSTRUCTOR EXPERIENCE, with most even lacking Basic TCOLE Instructor
certification. Only one or two have ever been instructors. Furthermore, Chief Davis downsized the
Recruiting Unit from 16 officers to only 10 detectives, another radical staffing change which will
have lasting negative repercussions.
The city needs to look more closely at this Chief. Her destructive and radical actions threaten to
reverse the city's efforts to reform the APD academy and recruiting.
Chief Davis has also fostered an internal climate of retaliation and a hostile workplace. With her
being the Chief, there is nowhere to file a complaint or seek assistance for risk of further
retaliation. Please do right by the citizens and officers and be more involved in what this Chief is
doing to the department, which ultimately affects the citizens.

I am submitting this letter to formally request an oversight review into the handling of multiple
related criminal complaints I filed with the Austin Police Department (APD), specifically
regarding theft of services 24-9022128, and theft of equipment 25-9006523, and fincial crimes
25-5013068 associated with case numbers I am deeply concerned that my cases were not
properly investigated and that there may be a broader systemic issue within the Financial Crimes
Unit.
In early December 2024, I submitted a complaint regarding theft of services. I was contacted by
Detective Nicole Pedroza, who instructed me to send documentation via certified mail to the
individual first and advised I would subsequently receive access to the Axon portal. Despite
following these instructions and sending multiple follow-up emails, phone calls (with left
messages) between January and May 2025, I received no further communication or portal access.
On June 10, 2025, after months without progress, I visited APD headquarters on 7th Street and
spoke with an officer named Culter. He informed me that my case had been marked "closed" due
to APD's inability to reach the claimant (me) despite my documented attempts to maintain
contact. He advised me to go to the south substation and request to speak with Detective Pedroza
directly.
I proceeded to the Ralph Ablanedo substation and requested to speak with Pedroza. Mr. Ramos
informed me she was not available and reiterated that my case had been closed, and to top it off
Pedroza was no longer on that case it was Daniel Doyle. Frustrated by the lack of communication
and transparency, I sent Doyle an email that afternoon. I left a week go by before I contacted
APD's chain of command using 311 for phone numbers and left voicemails for Sergeant Vick and
Lieutenant Christopher Davis. Lieutenant Davis returned my call within ten minutes and asked
for a few days to look into the matter.
Shortly after, Sergeant Vick informed me that Detective Daniel Doyle was currently unavailable
due to t vacation and when he gets back on Monday he will be taking an exam. I did reiterate that
I was beyond fustrated that these detectives do not return emails or phone calls. After additional
follow-up, I was finally granted access to the Axon portal for the theft of services complaint.
Meanwhile, Kevin Kelly reached out to start the financial crimes investigation.

However, the theft of equipment case was later closed with the explanation that I had failed to
send the certified mail, even though I had complied with Pedroza's instructions on the initial theft
of services complaint, mail which she later acknowledged was dropped.
Since June 2025, I have continued consistent communication with Lieutenant Davis via email.
Correspondence was sent on June 16, June 19, June 25, July 3, July 10, and July 25. In my final
email, I requested an in-person meeting to discuss the case and broader concerns. Mr. Davis
eventually responded and referred me back to an email from Detective Doyle stating that the case
did not meet the elements of a criminal offense under Texas Penal Code $31.04. However, this
conclusion appears to disregard clear evidence I provided and fails to reflect a thorough or
impartial investigation.
I am requesting a formal review to determine whether:
APD detectives failed to fully investigate my claims;
Evidence supporting criminal charges was ignored or improperly evaluated;
My cases were prematurely or improperly closed without due process;
This reflects a broader issue in how financial crimes are being handled within APD.
I have acted in good faith and followed all instructions provided to me. I am concerned that the
investigative lapses in this matter may be symptomatic of deeper issues within the department's
financial crimes process. I respectfully request that your office conduct a full and impartial review
of the handling of my complaints. I have statue of limitations and these detectives have failed to
fully investigate my claim because there is a civil suit. My civil suit should have no bearing on
these violations. Theft is theft.

Towing. Officer D. Driskill pulled the complainants
employee over for an inspection on his 18-wheeler. Officer Driskill spent over an hour on this
inspection, which impacted the complainant's business by keeping the vehicle off the road for so
long. The officer told the employee he thought he was a different driver with
towing and
not
towing, which the complainant found odd. On the inspections, Officer Driskill
wrote that all of the tires were leaking or underinflated on this brand new truck. He sited no
safety chains, and found a small nail in one of the tires so he put the truck out of service. During
the inspection, the officer was texting pictures to an employee at
towing, which the
complainant believes was the man the officer mentioned at the beginning of the inspection. The
complainant is concerned that this officer took his brand new vehicle out of service when the
complainant believed it didn't need to be, and that the officer was communicating with a
competitor towing company during the inspection.

On June 30 between 9:30 and 10 pm, my son and I were sitting on the benches on West and 2nd
outside the Central Library. We were both looking at our devices, and suddenly an officer was
coming at us with her gun drawn, yelling, "Put your hands up." She held the gun on my son as she
approached and asked if he had a gun, or if we had any weapons, and then several officers
arrived. She handcuffed him even though he was just sitting there looking at his tablet. They
separated us and kept my son in handcuffs. I explained that he has anxiety which causes him to
wear a dark smock and gloves, and they need to be careful when talking to him. They explained
there was a report of someone with a mask in dark colors holding you hostage. I said, "we were
both just sitting there." They asked for my son to take his smock off, and to show his ID. He
exercised his right to refuse when they said he was not being accused of a crime. They patted him
down and did not find a weapon and then they removed his handcuffs and explained there was a
phone call claiming I was being held hostage at gunpoint by someone. They also said there was a
previous complaint against someone with the same description acting erratically. I explained we
were both just sitting there, and they let us go. This will all be seen on the Body Cam, if it was on.
Since this was a false report, I would like this investigated, and charges against the person making
a false claim against me and my son. The description given of him was precise, describing all of
his clothing perfectly - if there was enough time to observe that, they should have been able to
distinguish whether or not a gun was present. You can clearly see there is no gun. Having a gun
held on us by the officer and my son in handcuffs was traumatizing, and I couldn't calm down
enough to sleep. We are at our wit's end. I'm glad I was there because if my son had moved
quickly, with the gun, it could have gone left. The officers explained they were just doing their job,
but I think they behaved this way due to his appearance, and would not treat everyone this same
way.

I am compelled to report serious misconduct by Assistant Chief Sheldon Askew, which threatens
the integrity of our department. On multiple occasions, AC Askew has exhibited aggressive and
unprofessional behavior, using intimidation and derogatory language toward several
Commanders and Lieutenants. He has been very verbally abusive and routinely refers to
Commander
as "porky the pig with no brain." Several of us believe he is sexist towards
women due to the sexual undertones in his comments. Importantly, he referred to Lt.
as
the laziest nigger in the department accusing him of sitting on his ass in RTCC all day. AC Askew
made the statement what kind of man wants to leave IA to sit on his lazy black ass all day.
There have been more unsettling comments made by Askew regarding City Manager
,
whom he refers to as a "ghetto fucking nigger." I personally overheard him refer to ACM
as
"lil Mexico" as he joked with another of his buddy Lt's and said, if
wonders if he
would get deported due to him looking like a "vatho" with all those tattoos. Askew has also given
members of the media unauthorized sensitive information regarding APD records and CCH
information on multiple occasions.
Chief Lisa Davis, I am simply tired of the sexist and racist behavior lurking in this department and
urge you to please do something about it. I love
, but she has known about this
behavior throughout her tenure as interim Chief to present day, but we surmise she is only
concerned about maintaining her position and status within the organization to do anything
about it.

I had recently begun work as a special education teaching assistant at Austin High and had
adopted a Carolina Dog, both of which were at risk if I became homeless.
I contacted Austin-Travis County Integral Care (ATCIC) and requested hospitalization due to
suicidal thoughts.
I was dropped off at Brackenridge Psychiatric Unit, but while in the waiting area, I hit my head on
a wall in distress.
Two security guards physically kicked me out of the hospital rather than admit me.
The Arrest:
Still suicidal and needing help, I stood on the sidewalk outside Brackenridge Hospital and called
911 again asking for medical assistance.
EMS ambulance arrived.
As I approached the ambulance (within one foot), a police officer tackled me from behind without
warning.
I was knocked unconscious and woke up handcuffed in the back of a police car.
Officers laughed at dashcam footage of the tackle, mocking me while I was in the car.
I was charged with "abuse of 911" and jailed.
Due to my suicidal state, I was stripped and held naked overnight in jail.
Diagnosis & Impact:

I was denied the mental health treatment I had voluntarily sought.

I am filing a formal complaint against Detective Wesley DeVries of the Austin Police Department
regarding discriminatory treatment I experienced during the handling of APD Case #25-9008749.
I am a disabled graduate student who, for medical and accessibility reasons, is unable to reliably
communicate by phone. I clearly communicated this need and consistently asked to correspond
via email-both as a documented accommodation and to ensure clarity, accuracy, and personal
safety.
Despite this, Detective DeVries repeatedly pressured me to call him, ignoring my stated
communication limitations. Most concerningly, in the official police report, he stated:
"OF NOTE-IT APPEARS THAT THE COMPLAINANT REFUSES TO SPEAK ON THE PHONE TO ME.
IF THIS CONTINUES IN THE FUTURE IT SHOULD BE NOTED AS A POSSIBLE REASON FOR
SUSPENSION."
This note implies that my disability-related communication boundary was being used to discredit
me and potentially justify closing or deprioritizing my case. This is not only inappropriate but
reflects a discriminatory bias against disabled individuals-penalizing me for using a legally
protected form of accommodation.
No one should be threatened with case dismissal or diminished police services for requiring
accessible communication methods. My request to communicate by email was reasonable,
respectful, and fully aligned with my documented medical needs. Treating this boundary as non-
cooperative or obstructive is discriminatory and dismissive of my rights under the Americans
with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act.
Additionally, I believe that Detective DeVries accepted the suspect's framing of events with little
effort to gather my evidence or consider my safety concerns seriously-potentially due to this
bias. That adds to the harm caused.
I am requesting a formal review of this officer's conduct and a clear response on how APD will
address discriminatory treatment of disabled complainants in the future.

She lives in Austin and was being assaulted by her roommate late at night and into the early
morning. She called her mother for help, but as the argument escalated, her roommate threw her
phone. Her mother, who lives out of town, tried to call 911 in Austin and was unable to reach
anyone for emergency services at that early morning hour. The complainant tried calling 911
twice. On the second call, and after being on the phone with dispatch for around 13 minutes
screaming for help, officers arrived. It took around 45 minutes from the first call until an officer

Duval Street. I became suspicious after noticing a vehicle following me through three deliberate

Here is to hoping accountability still matters in ICARE
Detective Villarreal traveled to Miami in January 2025 & May 2025 for her wedding while on
Donated Leave and limited duty status. Prior to this, she used large amounts of leave in months
prior to a medical emergency in September 2024. In January 2025, she was unable to return to
work but began attending Orange Theory multiple times a week.
As of July 10, 2025, she's asking for donated leave for a third time.
Prior to her medical leave in September 2024, Detective Villarreal was limited on her ability to
aid her assigned investigative unit and on/off full duty status, working only 15 full weeks (1 of
which was in San Diego, and another was riding out with the LTS unit) of work from January
2023-September 2024. Please note, Detective Villarreal got to the Sex Crimes unit in June 2022.
Since she returned from medical leave, Detective Villarreal has repeatedly informed other
detectives (by mouth and writing) that she does not wish to return to the sex crimes unit,
claiming she has put in her 2 year commitment. The sex crimes unit has been forced to hold a
vacancy that they are unable to fill as a result of this. Detectives are seeking some resolve to this.
She has communicated to the chain and other detectives since January 2025 that she doesn't
want to return to the Sex Crimes Unit, yet she has made no effort to find a new unit/home,
despite vacancies being open with all the movement within the department.
One photo has been attached from one of her two trips to Miami, but there are many more that
she had posted on Instagram and shared with others (from her Orange Theory workouts to her
riding a four wheeler while on donated leave, as she was unable to return to work).

Overview of What Happened:
On April 26, 2025, at approximately 5:15 PM, I was arrested by Officer McKinney after what can
only be described as a rushed, one-sided, and incomplete investigation.
Despite me having visible injuries on my neck (attached), no officer documented,
photographed,
or acknowledged them.
The arrest affidavit was written in a heavily biased tone, falsely portraying me as the aggressor,
while ignoring or omitting critical context, physical injuries I sustained, and video evidence that
should exist.
No bodycam footage was included in discovery, nor have I received any explanation as to why.
The following day, my wife verbally recanted her original statement, expressing regret that she
felt overwhelmed and pressured in the moment. That alone raises serious concern over the

Weeks later, she filed a notarized affidavit of non-prosecution. It was ignored.
Despite these facts, I was forced into a humiliating legal process that dragged for months before
the State finally dismissed the case entirely on July 14, 2025.

Why was my wife's next-day recantation ignored, and why did this continue despite her signed
legal request to drop charges?
Request for Action:
I am respectfully demanding the following:
1. Immediate review of all available body camera footage for April 26th, 2025, between 5:00 PM
and 6:30 PM, around
2. Internal investigation into Officer McKinney #10035 and each officer on the scene for
misconduct, failure to document critical facts, and false narrative-building.
3. Disciplinary action, up to and including termination, for all officers who violated departmental
policy and civil rights protocol.
4. A written apology and explanation as to why this happened, and how the department will
ensure it never happens again.
5. Public transparency from the department and APD Internal Affairs regarding mishandled
domestic disturbance investigations like this.
This complaint is submitted in pursuit of justice - not revenge - and to prevent this from
happening to another innocent person. I trust your office will treat this with the seriousness it

to stop, I continued along my run as the vehicle sped around me on the
service road. Without warning, I was violently tackled from behind
from a person that I later realized was a police officer. I had no
opportunity to stop, freeze, or comply. During the takedown, my
earbuds were knocked out, and only then did I hear the officer shout,
"Stop or I'll tase you." But by then, I had already been tased. When I
attempted to get up, disoriented and in pain, I was tased a second
time.
When I regained consciousness, I found myself on the ground, my head
having struck the curb. I remember pleading to be taken to
the nearest hospital literally yards away from the
assault. Instead, I was taken to St. David's, where a CT scan was
performed without my consent. I was treated like a criminal, prejudged
on arrival and despite clear signs of a concussion, I was discharged
with a diagnosis of only a "scalp bruise" and immediately transferred
to jail, though I could barely stand.
I was charged with "evading on foot" and held for nearly 22 hours. My
head continually bled through most of the day, and I was unable to eat
or drink from the severity of my symptoms. The nurse was rude and
unconcerned with my well-being. Though I was told by an officer that
the charges had been dropped, the police report was not filed until
two days later. When I was finally released-dazed, post-concussion,
dehydrated, and alone-I had no memory of how to operate my phone to

allowing local calls. I made a dangerous decision due to my concussion
and high stress level to walk home which was 15 miles. My family
rushed to the jail upon learning I had been released, only to be told
by staff that I was not there and there was "nothing we can do to help
locate".
They only discovered I had made it home when our Ring doorbell camera
alerted. When they found me, I was vomiting, disoriented, and
emotionally shattered. My son called 911 immediately. At

He was driving down South First early in the morning. Someone had thrown a pedestal from a
sign in the street. He swerved trying to miss it, and got a flat tire. He got pulled over and there

out and ended up running down South 1st and eventually passing away because of this. He is

On July 20th, 2025-the five-year anniversary of my mother's murder-I was violently targeted
in the parking lot of Pluckers in Austin, TX. A man began attacking my car with extreme
aggression while I was still in it. He:
- Punched my car windshield and side windows over 15-20 times
- Broke my side mirror
- Cracked my windshield
- Slashed my tire - Kicked in my bumper
-Tried opening my car doors to get into my car
- Then went on to break another couple's mirror and steal a toolbox from someone else's truck
Multiple people witnessed this-including a couple who stayed with me, followed the suspect,
and even recorded videos of the incident the other couple only started the video after he attacked
my vehicle, which I have submitted as evidence under this case number.
Timeline of 911 Failures:
7:37 PM - I made my first 911 call. The dispatcher was dismissive and rude, asking me the same
question repeatedly: "Is the man still there?" I told her, "I'm alone, I'm scared, I'm in my car. I don't
know where he is anymore."
She assured me someone would be sent. No one came.
7:51 PM - I called 911 a second time. Still, no one was dispatched. I was told again that they had
"no one available."
Another couple who witnessed the crime also called 911, stating that a woman had been
attacked and that the suspect was still nearby. They had video evidence and provided a live
location. Still, no police response.
8:49 PM - I finally received a call back from an officer. That's 1 hour and 12 minutes after my
original emergency call.

What One Officer Did Right
The officer who called me at 8:49 PM, immediately after starting his shift, was very kind, helpful,
and understanding. He took the time to listen, took my report seriously, and made me feel seen
and supported. He took action-unlike the officers before him or the 911 operators who
dismissed me, ignored repeated emergency calls, and did absolutely nothing for over an hour.
His professionalism and empathy were the only signs of protection I experienced that entire
night.
Why This Matters
Let me be very clear:
- This was a violent crime in progress.
- There were multiple 911 calls from witnesses.
- Multiple victims.
- Video evidence.
- And still: No police came until after shift change.
The 911 operator I spoke to was unprofessional, unsupportive, and refused to take action. When I
called a third time, she even said:
"I'm not dealing with this," and then she hung up on me.
This is not protecting the public. This is abandoning victims.
My History with APD Makes This Even Worse
This exact date, five years ago-July 20th, 2020-my mother was murdered. The man who killed
her had been reported earlier in the day for carrying a weapon and threatening people, and APD
never responded to the warning call. He murdered her later that same night.
And here I was, five years later, calling 911 again in terror-begging for help-and no one
showed up.
This is not okay. This is not what public safety looks like. This is why people die. Submitted

Hello,
My name is
, and I was involved in an incident on June 21, 2025 (Case
#251721010, during which I was assaulted by an individual who also struck my vehicle and fled
the scene.
Detective Ramiro (CC'd on this email) recently contacted me with an update, stating that I was at
fault - - both for the alleged assault and for striking the other party's vehicle. I respectfully
disagree with that conclusion.
I have full dashcam footage clearly showing the other individual turning his vehicle around to
confront me while I was parked and waiting for my fiance e to get off work. The video shows him
aggressively pulling up beside me in a very tight space, which left me feeling cornered and
threatened. I had been parked for 26 seconds - — as captured on the footage - when he suddenly
returned. I believe this was retaliation because I had previously made a rude gesture (from within
my vehicle), though not in a confrontational way. You'll see the full context in the video and my
report.
What followed happened quickly: the individual pulled up beside me, stared me down while
holding what appeared to be pepper spray, and I felt an immediate and intense fear for my safety.
I did get verbally defensive, saying things like "you're a bitch" and "get out of your car," but my feet
never touched the ground - I did not get out of my vehicle. I was responding from a place of fear
and instinct, not aggression.
Detective Ramiro stated that I exited my car, but again, this did not happen. I'm confident the
dashcam footage will make that clear.
This incident has had a significant emotional impact on me. I suffer from PTSD due to my past
work in a jail, and I am currently seeing a therapist to help process the trauma and anxiety this
situation has caused. Between the sudden aggression I experienced and the way the investigation
has unfolded, I've felt overwhelmed, dismissed, and emotionally drained.
All I am asking for is a second, objective review of this case by someone at a higher level. I am
more than willing to share all footage, documentation, and my original report.

Complainant stated 7/17/25 between 8-9pm he and his brother were on 6th Street when he was
approached by Ofc. Bishop AP9595 for an unknown reason. He stated Ofc. Bishop told him, "Get
over here, you're going to jail." He stated Ofc. Bishop proceeded to arrest him for public
intoxication. Ofc. Bishop transported him to Travis County Jail and during transport complaint
had his wallet and phone in his possession. He stated when he arrived at jail his wallet contained
more than $750 and social security cards belonging to his wife and two kids. When he was
released he did not get his money returned and when he got his wallet the 3 social security cards
were missing. He stated he called APD Property & Evidence and was told his missing property
was not in APD's possession.

and was completely unprofessional. I asked for this Detective's supervisor and he stated "he was

information on my statement and that I was "assuming everything"" and putting words in my
mouth that I never said. throughout the entire conversation he kept trying to gaslight me. He was

Issue: This resident stated he was driving on Mopac exiting 183 Northbound, while APD was
escorting a Soccer team. The resident stated he was cut off by an officer that cut out in front of
them with the wall right next to them. The resident stated they almost swerved into the wall
because of how aggressive it was. They were a good distance from actual bus that was being
escorted and took precaution to avoid collision. He states had they not the officer would have
collided with them.

I am writing to formally file a complaint regarding a matter that has significantly affected my
safety, mental health, and civil liberties. Despite repeated attempts to report these issues to
various departments within the Austin Police Department over the past two years, I have not
received any formal response or assistance.
Overview:
In July 2022, while residing at
, I began experiencing
what I believe to be unlawful surveillance, mental interference, and targeted
communication from individuals not physically present. These symptoms escalated over time
and have deeply disrupted my ability to function.
In June 2023, while at Recovery Unplugged, I was approached by two individuals Lawrence
Nicoletti and Josh Brown-who identified themselves as part of a federal task force. They left
their business cards and later met with me regarding my alleged past involvement in money
laundering. I was not charged with any crime but was asked to sign a document agreeing not to
engage in that activity for one year. I signed this document twice, once at my residence and
again at my workplace (Goodwill) in late 2023.
Despite my cooperation, I continued to experience persistent and worsening interference, which
made it increasingly difficult for me to maintain employment or stability. I believe I have been
unlawfully monitored, harassed, and retaliated against in several workplaces, including:
Goodwill (Oct 2023 - Mar 2024): Repeated, unexplained disciplinary actions,
intentional interference from coworkers, and theft of my passport and birth certificate
from a locked locker.
StaffZone (June 2024): Suspended and removed from a site without cause. This
occurred during homelessness and led to two hospitalizations for suicidal thoughts. I

Current Impact:
I continue to experience what I believe to be mental interference, targeted social disruption,

connected to or monitoring my brain, affecting my communication and emotional well-being.
What I Am Requesting:
1. A fonnal investigation into the actions of all individuals and agencies mentioned above.
2. Confirmation and clarification regarding the identities and roles of Lawrence Nicoletti
and Josh Brown and their reported affiliation with federal law enforcement.
3. Investigation into the possible theft of my passport and birth certificate from
Goodwill.
4. A review of all volcemalls, complaints, and communications I've submitted.
5. A response explaining why I have not received contact or follow-up from APO.
6. Any appropriate clvll rights protections or referrals to federal agencies for further
investigation.
This matter is urgent. I am struggling daily, and I believe I have been targeted without due
process or oversight. I am asking for immediate attention and a written response confirming that

I called the 911 after being in a vehicle wreck because the other party didn't want to be civil and
was escalating tensions. She called me "nigger" twice and her son who has down syndrome
approached me as if he wanted to do me harm; so I decided to just wait for a third party
arbitrator to come.
Upon the arrival of officer Hines, his only concern was the firearms I was legally allowed to own. I
asked him if he was "fishing" and looking for a reason to arrest me or could we get back to why I
called them: the car wreck. His sole focus was my firearms and me proving I could own them.
They allowed the other driver to drive off without incident. I wanted to then leave since they
weren't going to help me. I requested my firearms back so I could leave. They refused. They
wanted me to show proof that I was legally allowed to possess these firearms and wanted to get
into an argument over the legal designation of the firearms. I told them to keep the guns and I'll
get them later once I find the proof but I'm leaving. He then stated that he didn't have a reason to
keep my guns. If he didn't have a reason to keep my guns then he didn't have a reason to make me
jump through hoops.
I called for help and then help was refused and instead I was treated like a violent criminal
instead of a human.
When I asked for his name and badge number, he kept doing things to prevent me from document
it in a manner where I knew o could accurately retain it- such as taking a photo of his badge
number and name. He turned on his shoulder worn light and kept it on when I told him my
camera wouldn't pic up his name and he kept turning in a fashion for me not to get a good picture
of his identifiers.
He was unprofessional and overall hostile from the jump. I wanted him there and he was treating
me as an adversary.

There was a 911 call to her house and the police came. No one from her house called 911. She
told the officer that they might have the wrong address, and they said they' d check. They went to
check and when they came back they said they had another call come in that was coming from
her house. She asked how the call came through, and thought maybe someone gave the wrong
address again. The officer said the call was a pocket dial and showed on a map it was coming from
her house. Soon after the officer left the second time, there were two requests for someone to
connect to her tv remotely which she thought was strange. She called the police station this
morning trying to get to the bottom of it. They said there was only one call, and that the caller did

Complainant stated he called police because a passenger in a vehicle he was operating was
causing a disturbance. He stated police arrived and talked to him and the passenger and police
initially let him leave in the vehicle. He stated officers stopped him again a few blocks away and
told him the car was reported stolen. He stated he told the officers he had permission to have the
car and showed them proof, but they arrest him anyway. He stated he was taken to jail, and
officers said he would get his property back when he was released. He stated after release the
next day, he went to APD's Property Unit and was told there was no property there belonging to
him. He stated officers lost or kept his property from him. Complainant stated later the same day,
while sleeping on the sidewalk near the jail an unknown white male officer kicked him and an
unknown female officer hit him on his shoulder, injuring his shoulder, as he laid on the sidewalk.
He stated they said he needed to leave from that location or he would go to jail. He was unsure if
it was APD officers, Sheriff Deputies, or jail personnel, but he stated because they said they were

On 7/20/2025 my husband and I were inside our home when Austin pd arrived aggressively
opening the door to our front entrance, screaming and yelling orders like if a crime was being
committed. The had no search warrant, and I never gave them access to enter, they took it upon
themselves to enter and search. I told both officers that arrived that my husband
did not understand English whatsoever due to his nationality. I still overheard a few words being
told to him in English, when I tried translating, the officer said that he knew Spanish and that he
was able to translate. I still kept on hearing my husband say (no entiendo/ablo ingles) meaning
he didn't speak or understood what the officer was trying to tell him. Again, I heard him say the
same comment to the officer and when I looked over my shoulder to translate and told him to just
do what he was asked to do that officers were only doing their job and conducting a regular check
for a phone call they got, I got tassed by the female officer. I had no handcuffs on, I was not being a
danger to myself or others, I was not resisting any arrest, I was not running anywhere, so I don't
feel there was a need for the torture I was put through. I went through that day of getting tased,
or the pain and fever I got after that. Also, For over two hours, my husband kept on asking for
water inside our home. There was multiple packages of water and when he kept on asking for
some,and he kept on getting denied. Officers kept on insisting and insinuating that my husband
had laid hands on me and had done bruises when I made it clear to them how I ended up with my
bruises on my arm and that I had doctors excuse about me being sick and explaining the bruising
on my bicep. (My weight lose Mexican medication was increased and my body had a bad reaction
which is also a normal reaction to the shots. Nausea, vomit, weakness) that caused me to pass out
twice at home, and of course I'm a 240 lbs person so my husband had to help me get up on his
own, I mean look at him and then look at my body size. Lastly he was denied the opportunity to
put shoes and a shirt! He asked multiple times and was ignored.I was asked by another officer if I
felt that excessive use of force was being used but I did not know what she meant I was more
worried about my husband, if I got tassed for translating and following orders imagine what they
would had done to him that he didn't understand what they where saying? Austin police
department has caused more pain and damages than a crime what had actually occurred. The
situation should've been handled in a whole different manner. I do not agree that we were
dragged out of my home specially my husband that was asleep already.

with his headlights shinning vey brightly into my diver side mirror. Traffic was a bit heavy with a

Chief Lisa Davis is lying to the citizens, media, and city council about her internal staffing
reorganization actions at APD. She has publicly claimed that she has handpicked all sergeants
replacing the training academy officer instructors. In fact, many of the sergeants contacted
declined these jobs. Chief Davis has been unable to fill all the positions. Nearly all sergeants
selected lack ANY INSTRUCTOR EXPERIENCE, with most even lacking Basic TCOLE Instructor
certification. Only one or two have ever been instructors. Furthermore, Chief Davis downsized the
Recruiting Unit from 16 officers to only 10 detectives, another radical staffing change which will
have lasting negative repercussions.
The city needs to look more closely at this Chief. Her destructive and radical actions threaten to
reverse the city's efforts to reform the APD academy and recruiting.
Chief Davis has also fostered an internal climate of retaliation and a hostile workplace. With her
being the Chief, there is nowhere to file a complaint or seek assistance for risk of further
retaliation. Please do right by the citizens and officers and be more involved in what this Chief is
doing to the department, which ultimately affects the citizens.

I am submitting this letter to formally request an oversight review into the handling of multiple
related criminal complaints I filed with the Austin Police Department (APD), specifically
regarding theft of services 24-9022128, and theft of equipment 25-9006523, and fincial crimes
25-5013068 associated with case numbers I am deeply concerned that my cases were not
properly investigated and that there may be a broader systemic issue within the Financial Crimes
Unit.
In early December 2024, I submitted a complaint regarding theft of services. I was contacted by
Detective Nicole Pedroza, who instructed me to send documentation via certified mail to the
individual first and advised I would subsequently receive access to the Axon portal. Despite
following these instructions and sending multiple follow-up emails, phone calls (with left
messages) between January and May 2025, I received no further communication or portal access.
On June 10, 2025, after months without progress, I visited APD headquarters on 7th Street and
spoke with an officer named Culter. He informed me that my case had been marked "closed" due
to APD's inability to reach the claimant (me) despite my documented attempts to maintain
contact. He advised me to go to the south substation and request to speak with Detective Pedroza
directly.
I proceeded to the Ralph Ablanedo substation and requested to speak with Pedroza. Mr. Ramos
informed me she was not available and reiterated that my case had been closed, and to top it off
Pedroza was no longer on that case it was Daniel Doyle. Frustrated by the lack of communication
and transparency, I sent Doyle an email that afternoon. I left a week go by before I contacted
APD's chain of command using 311 for phone numbers and left voicemails for Sergeant Vick and
Lieutenant Christopher Davis. Lieutenant Davis returned my call within ten minutes and asked
for a few days to look into the matter.
Shortly after, Sergeant Vick informed me that Detective Daniel Doyle was currently unavailable
due to t vacation and when he gets back on Monday he will be taking an exam. I did reiterate that
I was beyond fustrated that these detectives do not return emails or phone calls. After additional
follow-up, I was finally granted access to the Axon portal for the theft of services complaint.
Meanwhile, Kevin Kelly reached out to start the financial crimes investigation.

However, the theft of equipment case was later closed with the explanation that I had failed to
send the certified mail, even though I had complied with Pedroza's instructions on the initial theft
of services complaint, mail which she later acknowledged was dropped.
Since June 2025, I have continued consistent communication with Lieutenant Davis via email.
Correspondence was sent on June 16, June 19, June 25, July 3, July 10, and July 25. In my final
email, I requested an in-person meeting to discuss the case and broader concerns. Mr. Davis
eventually responded and referred me back to an email from Detective Doyle stating that the case
did not meet the elements of a criminal offense under Texas Penal Code $31.04. However, this
conclusion appears to disregard clear evidence I provided and fails to reflect a thorough or
impartial investigation.
I am requesting a formal review to determine whether:
APD detectives failed to fully investigate my claims;
Evidence supporting criminal charges was ignored or improperly evaluated;
My cases were prematurely or improperly closed without due process;
This reflects a broader issue in how financial crimes are being handled within APD.
I have acted in good faith and followed all instructions provided to me. I am concerned that the
investigative lapses in this matter may be symptomatic of deeper issues within the department's
financial crimes process. I respectfully request that your office conduct a full and impartial review
of the handling of my complaints. I have statue of limitations and these detectives have failed to
fully investigate my claim because there is a civil suit. My civil suit should have no bearing on
these violations. Theft is theft.
