On 8/30/2025 about 12 am I"ve made a non emergency noise complaint because homeless in the
cam next to my home, on 2605 E 7th street, were having a loud party with music and screams.
Nothing happened.
At about 1 am I"ve made first 911 call, requesting police to come and restore peace.
At about 1:30 am I"ve made a second 911 call, repeating my request.
At about 1:50 am I"ve made a third 911 call, requesting the same.
As of 2:00 am the party is still going and APD is nowhere to be seen.
Not only do not they clean the camp that is at the same place of years but now they allow
homeless to harass citizens. It"s as if there is no police at all.

The complainant alleges:
Around 5:15pm on 3/19/2025, two police officers entered the Cepeda library looking for an
individual -- a tall black man who library staff believe might be named David West. Police found
this individual at a public library computer, where he was reportedly sitting passively and
watching music videos. Immediately upon locating this individual, one of the officers drew his
gun and pointed it directly at him.
To reiterate: A police officer immediately drew his gun and pointed it at a passive civilian who
posed no danger to anyone at the time of the incident.
This individual was then arrested for "Terroristic Threat," although my understanding is that
ultimately no weapon was found on his person. (Even if a gun had been found, carrying a gun is
not illegal in this state.) In any case, he posed absolutely no threat when the officer drew his gun.
This is a clear example of police misconduct.
Library security failed to obtain the name and badge number of the officer who engaged in this
unnecessary escalatory behavior. The library"s incident report indicates that the "footage [of the
incident] is saved on the s: drive." The identity of the officer may be obtainable via this footage.
The library incident report that corresponds to this incident is: Incident Report No. 23,445. The
case number provided to Council Member Velásquez"s office by APD is 250780970.

Forwarded email from IAD;
Dear Internal Affairs Division,
I am submitting this complaint regarding the conduct of Lieutenant Christopher Davis during a
conversation I had with him on August 20, 2025.
I originally contacted the department's oversight line regarding ongoing harassment and
misconduct I have been experiencing. I was given the option to speak with a supervisor or file
with Internal Affairs. I chose to speak with a supervisor and was connected to Lt. Davis.
During our conversation:
Lt. Davis asked me if I had a history of mental illness, which I found dismissive and irrelevant to
the substance of my complaint.
He referenced a prior complaint I filed over a year ago and sarcastically asked me whether
"someone put a bee in your coffee." This comment minimized my concerns and was
unprofessional.
When I asked if he would interview individuals I identified as being involved in the harassment,
he stated that doing so would "violate their civil rights," effectively refusing to investigate or take
my concerns seriously.
I believe Lt. Davis's conduct was dismissive, unprofessional, and retaliatory, and it discouraged
me from seeking further assistance through proper channels.

retaliation or dismissive behavior.
Thank you for your attention to this matter. Please confirm receipt of this complaint and advise
me of the next steps in the review process.

This message is from

To Chief Lisa Davis,
My name is
Saturday August 16th at noon there was an incident in the 9500 block of
Brodie Lane. My wife, grandson and I were driving northbound approaching a one lane closure
due to construction in the right lane. As we slowed down to pass the construction a Hispanic male
we thought may have been homeless wearing no shirt aggressively walked towards our vehicle
and with his fist hit the passenger side window breaking the glass and damaging the mirror case.
As my wife was pulling over to the side of the road to figure out what just happened, she sees the
male in the review mirror running towards our vehicle, at that time I dialed 911 and explained
what just occurred. The operator took my information and said she would dispatch an officer. We
drove away before the male could reach us; we waited several minutes and drove back north to
wait for an officer. We parked on the side of the road with our flashers on hoping the officer
would arrive soon. As we sat there, we witnessed the male acting aggressively towards other
vehicles and saw him kick and hit more cars. After a few more minutes we noticed him open the
door to a work truck parked in the construction site closed lane and put on a neon-colored work
vest, minutes later as he started to collect the orange cones off of the street, he saw us parked up
the road and started to run towards our vehicle yet again. I called 911 AGAIN! the operator
assured me there were 2 units on the way. We drove away as fast as we could through the
Randalls parking lot until we could no longer see him. We hid behind the bank on Brodie and
Slaughter hoping to see a police officer in the area and no one arrived. 50 minutes later we
decided to leave the area once we noticed he and his work truck were gone. I am a 4th generation
Austinite, I have lived in ATX all my 63 years on this earth. I have never been so terrified in my
own city. My grandson laid flat in the backseat thinking he would be shot that day! Honestly if he
were not in the vehicle with us things might have gone terribly worse. I am not one to scare easily.
With that said I am seriously thinking of buying and carrying a gun after this incident. I am
writing to ask WHY no officers showed up to help us and other motorist that called in about the
same guy. If you can listen to my recordings of the calls I placed you will clearly hear in my voice I
mortified I was. This guy needs to be taken off the street, if I knew the company he worked for, I

on our streets and safety is your number one priority. I pray that you will make the changes very
soon before we have more incidents that lead to serious injuries and deaths. I have photos of this

I have filed 311 complaints about very loud music coming from my backyard neighbors for more
than 6 years now. I have asked for officers to call me back in the time block that the code requires
between the hrs of 8am-10 pm.. per city requirements APD Non Emergency will review your
request and call you back within 6 hours. However, Non Emergency callbacks are not made
between the hours of 10pm and 8am. If your callback timeframe falls between those hours, you
will receive a callback the following day after 8am. Austin Police Department will make 2
attempts to contact you. I have not received any follow ups but I have recieved calls anywhere
between 1:30am-3:30 am. This issue persists and Im not the only neighbor disturbed by this. The
other neighbors are just too scared and intimidated by the neighbor. The APD are not responding
to these types of calls yet we are tax payers looking for some peace of mind and trust with our
APD. its not happening. There has been NO solution to the same problem for 6 years.

and met with me in the office I explained to him the
situation and the history between me and the female who had pointed her gun at me
I explained she had a prior history of pulling guns on me and threatening my life.
That prior case number was D-1-DC-24-201672 and case incident 24-9005501
I even had to make a police report the day before for theft because my license plates were stolen
off my car after
was yelling profanity at me while I was in the parking lot of the
2025-9022687
I was pretty shookin up about the gun being pointed at me and was literally shaking with fear and
my adrenaline was high my heart felt like it would burst i was frightened. When the officer asked
if I had witnesses I forgot to tell him the only witness was my son whom I was on the phone with
when the situation started. He heard her screaming at me and threatening me. My call log and
texts from my son will verify this and you will see I called 911 soon after. The officer located
took her to the side interviewed her and the 3 individuals who had been at my door
threatening an harrassing me. I waited in the office and the first officer came back and told me
what I already knew.. They couldn't find the gun so no gun no evidence, and she had the 3
individuals who had been at my door threatening me along with her. they obviously lied and hid
the gun for her.
The officer said to please call if I need help but they couldn't do anything about this gun. I
understood.

A second officer (officer Miles) walks out off the front office and stares at me angrily and says I
am wasting city resources and he thinks I"m lying and is filing charges against me for filing a false
report. I couldn't believe what I was hearing. It was bad enough a gun had been pointed at me but
I couldn't believe that the people I called for help would flip this around on me and then file
charges against me.
I had previously explained to the first officer
has a history and had pointed a gun before
on my ex boyfriend and threatened to shoot me on multiple occasions.
She had been found with the gun on her and was charged with a felony aggravated assault with
deadly weapon. She recently had the case dismissed because my boyfriend hadn"t pursued
charges and I thought she learned her lesson.
I feel officer Miles definitely needs some more training and especially on dealing with the public
and being professional.
What he did filing a report on me and what he said to me was beyond cruel especially when I have
been dealing with this harassment and stalking for almost 2 years now.
This is a issue of safety and that reaction towards me as the victim was cruel and severely
unprofessional.
The first officer to respond did so much better handling a delicate situation and was careful and
considerate with his words. I definitely appreciated his assistance but I can't believe you all have
an officer like Mr Miles even serving the public, he was awful. I would hate for him to ever
respond to a call for help from my loved ones because he didn't seem well responding in such a
manner.
Thank you.

As the victim of persecution with substantial discrimination around professional and personal
areas, I declare incompliance at the ADP, Texas Highway Patrol on jurisdiction to reduce
deprivations. Instead, I was deceived on police accountability hiding real facts of its contaminated
relationship with John, a stimulant to food starvation, food poisoning, dat breach, personal
robbery with all my documents taken away, used to Scientology"s commercial edge, also for
immigration infliction cause. Whenever I came to ask to prompt an action to overcome
homelessness with underlying cause known to the police, I was denied fair and equal
representation on behalf of the the Church of Scientology or, and its affiliates/a cult with evident
John"s membership. Texas Highway Patrol admitted having jurisdiction but neglecting me to
favor John. For the reason of direct discrimination and gaslighting experience amongst
authorities, I should be granted retribution for punitive damages, the law enforcement
incompliance and corruption has led to, regardless constant invalidation of severity of the crime.
Corruption, facts hiding or invalidation under secrecy, constitutes an unlawful merit. Anytime
seeing hurting consequences of conspiracy theory with clearly identified violence, stalking, food
deprivation, employment discrimination, streets belittlement, food poisoning kept in secrecy, the
police officers can act upon. Otherwise it only extends the crime and deepens complexities for the
homeless. Within a time specific timeframe, I would become a standard homeless person under
entire different causing effect. That, can"t be happening. No secret society or a cult has more
authority on the individual rights. Entire propaganda, cults validation were conducted unlawfully
in Austin Texas.

On March 28, 2022, Officer Jeff Kingsley and a female who I later learned is his new wife, showed
up unannounced at my residence in Peoria, Arizona where I live with my parents and brothers.
They followed me in a car as I rode my bike to school at 6:30AM. Later that day they showed up at
our house, where I told him with the Peoria Police present that I wanted no contact with him.
There is a police report from that day showing they were cited for trespassing and a Judge gave us
an Order of Protection against him and his wife. Officer Kingsley is my biological parent who
voluntarily gave up his parental rights in 2014. I have not seen him in almost 12 years and have
no social or legal connections to him. My father is
and my birth certificate reflects
that.
After this disturbing incident, I made sure I had both him and his wife blocked on my social media
platforms.
On June 27, 2025 Officer Kingsley's wife requested to follow me using a new social media account
that I didn't have blocked. I responded within her message request that I did not want to be
contacted and told her to stop. Officer Kingsley then responded to my request for no contact and
wrote derogatory and inflammatory statements to which I again stated that I do not want any
contact with him and to stop. Officer Kingsley said that he could not respect my wishes for no
contact and will not stop.
This continued attempt at contact is causing me stress and anxiety. I am worried he is going to
continue to show up where I live, where my family lives, or any future place I am employed.

The complainant alleges:
Dear Austin Police Department,
I am writing to formally file a complaint regarding an incident involving one of your officers on
the afternoon of September 11, 2025, near the 1500 block of W Koenig Ln, Austin, TX 78756.
My wife and I were accompanying our 13-year-old son to a
in that area
when a water main break occurred, resulting in significant flooding and the closure of Koenig Ln
at both ends. While our son was in session, my wife and I stepped outside and spoke with a
courteous officer who advised us to exit via Joe Sayers Ave.
Upon leaving, we were in two vehicles and proceeded cautiously. There were cones partially
blocking Joe Sayers Ave, but a small gap allowed us to follow the officer's suggested route. My son
briefly exited the vehicle to adjust a cone to pass through, then replaced it.
At that moment, another officer-later identified as Badge #7307, Last Name: Hutchison-began
yelling aggressively from approximately 100 yards away. He approached my wife and son in a
highly confrontational manner, shouting and gesturing in a way that was alarming and
disproportionate to the situation.
I slowly pulled toward a nearby parking lot and rolled down my window to speak with him
calmly and clarify our actions. He did not acknowledge me or make eye contact. Instead, he
continued yelling at the top of his lungs, angrily shouting, "GO THROUGH THAT PARKING LOT,"
while flailing his arms in the direction of the lot at Woodrow and Koenig. I responded sternly,
telling him he was approaching my wife and son in an aggressive manner. He did not reply and
continued marching toward them.
After he had confronted my family, I parked and got out to request his badge number and name.
He refused to engage, continued walking, and only barked his badge number and last name while
moving away. Even as I walked on the sidewalk toward him, he moved into the street and ignored
my attempts to speak.
His tone and demeanor were not only unprofessional but also frightening-especially for a child.
At no point did he attempt to de-escalate or explain the issue. This experience was deeply
upsetting for our family. We understand the importance of maintaining safety during
emergencies, but the officer's conduct was aggressive, intimidating, and unacceptable-
particularly toward a minor.

have never had a problem with APD, quite the contrary. I have historically been a big fan. Very
nice, very respectful. We respect our APD and donate. This was widly unacceptable. I respectfully
request that this incident be reviewed and escalated. I cannot imagine how this office would
behave in an actual tense or dangerous situation where a calm head is needed even more.

Officer Edwards showed up and spoke with the complainant and trespassed her. She feels she

and not helpful at all. She told me that since the cars were "able to move," no officers would be
dispatched. She completely disregarded the fact that the other driver was a minor and uninsured
and she made no effort to ask questions, assess safety risks, or take the matter seriously.
I called again at **6:36 PM**, and received the exact same response again, no help, no concern, no
effort to address the legality or safety of the situation. I explained the seriousness of the accident,
and that it involved an underage, uninsured driver. Still, I was told that no officers wouldn"t be
coming.
I made a total of three calls that evening and received zero help. As a result, no police report was
filed, and I hope is doesn"t complicate my efforts to recover damages through insurance.
This lack of response was unacceptable. The accident involved a minor driving illegally, and the
failure of dispatch to escalate or dispatch officers may have resulted in **a public safety issue
being ignored
Requested Action:
I am requesting a formal investigation into why dispatch refused to send an officer.
I want a written explanation from the department for the failure to respond**

i stop my car to see if i see their owner, and im standing at the rear of my car and see three adults

towards me and knocks me down. the woman from across the street comes running and screams
"get back in the car you stupid white bitch"
the dog bites my left calf and im face down on the driveway. one of the other adults grabs the dog,
and i get in my car, and drive to the emergency room.
i text two neighbors and let them know what happened, one was my duplex neighbor and we
share the same yard. they call 311 and 911 and make reports about dog bites, violent dogs, loose
dogs, whatever they can. this was 6pm.
i was not given a rabies shot, because the nurse said they are usually only given to bats and
raccoon bites. not dogs.

i arrive home around 8pm, and the dogs are still in my yard. my neighbors tell me no officers have

he did not give me a name, no card, there was no number to contact him, or a cause number.

Subject: Formal Complaint Regarding Officer Misconduct - Incident on 9/14/25
To the Austin Office of Police Oversight,
I am filing a formal complaint regarding the conduct of two Austin Police Department officers
(hereafter referred to as Officer Bredja 7286 and Officer Travis 7257) who responded to my call
for assistance on Sunday, September 14, 2025, at approximately 9:00 AM.
Summary of Incident
On that morning, my elderly parents and I were harassed by a neighbor after our 9-month-old
puppy accidentally slipped out of the house. The neighbor aggressively pounded on our front
door three times at 8:30 AM, despite the presence of two doorbell cameras. When I answered, she
became confrontational, stepped inside past the doorway, and lunged toward me in a threatening
manner. I feared she intended to attack me.
Because of this behavior, I called APD for assistance. However, instead of addressing my concerns
about the neighbor's harassment, both officers dismissed my statements, treated me as the
"culprit," and demonstrated unprofessional bias.
Officer Misconduct
Dismissive and Derogatory Remarks:
When I explained that the neighbor woke me up by pounding on the door, Officer Bredja 7286
sarcastically responded, "Oh, so she woke you up from your beauty sleep?" Such language was
unprofessional, mocking, and dismissive of my legitimate complaint.
Threats and Bias:

Officer Bredja 7286 warned that if he had to return, he would issue a citation and impound our
dog. This was unwarranted since this was the first incident where I called the police for help
against this neighbor's harassment.
Our puppy is non-aggressive, trained as a dementia assistance dog for my 84-year-old mother,
and has not caused injury or property damage.
Unequal Treatment:
Officer Y told me that I was not allowed on the neighbor's property for one year and could be
arrested if I entered. I had never been on the neighbor's property - I was on the public sidewalk
escorting my mother home. This threat was unfounded and intimidating.
When I asked why similar restrictions were not placed on the neighbor - who had trespassed
onto our property and acted aggressively toward me - Officer Travis 7257 deflected and said it
was "up to my parents." I explained I hold power of attorney for my mother due to her
Alzheimer's/dementia and was speaking on her behalf, but the officer dismissed this.
Unnecessary Demand for Personal Information:
Officer Travis 7257 demanded my full name, date of birth, and phone number, without cause,
making me feel targeted. Given my Asian background, I could not help but feel this was an
attempt to profile me and search for reasons to criminalize me (such as hoping to find warrants
or immigration issues).
Context
The neighbor falsely claimed the dog "chases children daily." This is not true - our puppy is
friendly, playful, and has not gotten out in over two weeks due to precautions we have taken.
Other neighbors have confirmed the dog is friendly and have been supportive, in contrast to this
family's ongoing harassment.
The neighbor's husband has previously confronted my stepfather in an abusive manner.
Request for Review
The officers' behavior was biased, dismissive, and unprofessional. They appeared more interested
in intimidating me than in addressing the aggressive behavior of the neighbor who trespassed
onto our property.
I request that your office:
Review the officers' body camera footage from 9/14/25 at approximately 9:00 AM.

Review our doorbell camera footage, which clearly shows the neighbor's aggression and
trespassing. (To be provided since file is too large to email)
Investigate the officers' conduct for bias, misconduct, and possible profiling.
Provide a written response on findings and actions taken.
Closing
I called for assistance to protect my elderly parents from harassment, but instead, I was mocked,
threatened, and treated unfairly. I am requesting a full investigation into the handling of this
incident.

I am filing a formal complaint regarding an Austin Police Department officer, Terell Ellis Lemar,
who has made public social media posts that I believe are inappropriate, unprofessional, and
reflect poorly on the Austin Police Department.
On or about September 12, 2025, Officer Ellis Lemar published Facebook posts mocking and
denigrating the assassination of Charlie Kirk. In these posts, he described Kirk in inflammatory
language and made statements that minimize or justify the act of assassination. The officer's
commentary was political, disrespectful, and unbecoming of someone entrusted with public
safety and impartiality.
This type of behavior undermines community trust in the Austin Police Department and raises
concerns about the officer's ability to serve the public without bias.
I request that the Office of Police Oversight investigate this matter and take appropriate
disciplinary action. Screenshots of the posts are attached as evidence.

I just got into Austin Texas coming down 35 heading south there was no police presence around
me at all I hit the exit and I think the exit was 5th Street, I was headed to my destination, for
meeting and I saw police lights flash in behind me. I follow procedures and put on my cautions
lights like I would do if I was in my 18-wheeler and I pulled to the side. He walked up to the car
and asked me how I was doing. He said it was just a routine check so he asked me for my license
and registration. Then he walked around to the front of my car and said
was not on
the front of my car. And why and I told him that I just recently had got into an accident where the
car hit and run and he broke the front part of my car. and that I had my plate in the car and the
paperwork for the incident. The way he went to the front and check and never said why he pulled
me over for that at all it was like he was surprised they didn't see a plate. So to me it seem like he
did not know that I did not have a plate because if he did he would have said that when he first
walked up as procedures. He was never in the front of me nor the side of me driving his car I
never seen him at all until I got off exit SO he just seen that I did not have my plate on the front of
the car and I told him somebody hit me and I do have the plate in the car. He asked us did we have
anything else I said, I have my guns in the car and I also have a license to carry if he needs it. My

said that he also had weed in the car. Kirchberg 9241 say it just give it to us
we're not going to take you to jail for a little small amounts of weed we're not going to take you

said they was not going to arrest us and I told him the weed is not mine and
told
him that the weed was his and I did not know that the weed was in the car, which I did not know
until then. The police officer kirchberg 9241. Ass asked could we willingly get out the car so he
can check the car for my guns the guns was concealed he could not find the guns I had to tell him
where my concealed guns was, his partner pulled him over to the side and said they don't have
anything let's just go. He said hold on and he kept saying I am not going to arrest you where did

he was going to ask me where I got it from even though he knew it was not my weed just tell him

my permission told me that I was a big dude and he wanted to check my car and put me in

are in the car it took him 5 maybe 10 minutes to find the guns on his own, what he did was very
unnecessary I'm a hard-working man I pay for my guns I have no records I have the right to carry

the office of oversight know that I can file a stolen vehicle report and there is nothing preventing
me from doing so. 911 dispatcher should know better than that and do the right thing. As of now
the towing company could have damaged my car, and they have not been questioned.

Hello. I just wanted to make you aware of a female police officer who was in full APD uniform,
driving recklessly through neighborhoods and speeding around cars through a school zone. First,
she blew through a stop sign in our neighborhood and almost t-boned me and my children. After
that, she proceeded to speed around a car who had slowed down in a school zone, and then got in
line TO DROP OFF HER DAUGHTER. Such careless behavior with a child in the car. I was unable to
get her badge number because she never rolled down her window when I confronted her, but she
was driving a black Ford Bronco with TX plates WGZ3814 and lives in Kyle, TX. As I previously
stated, I just wanted to make you aware of this behavior since I doubt this is how you want
someone representing the Austin Police Department. Thank you for your time.
Today, 9/19 at 7:13am. The stop sign she blew through was at Siebert Drive and Kristen Drive
(Kyle, TX 78640). And the school zone she was speeding through was on FM150 in front of
Wallace Middle School.

The complainant alleges:
I want to preface this letter by stating that I have never submitted a complaint on a police officer
before and would not do so if I didn't feel that it was warranted or if the conduct was not
egregious enough to be a poor representation of the City of Austin or residents of Texas. As the
son of a previous Texas Highway Patrol Officer, I understand the role that law enforcement plays
and respect the difficulty of the position. However, what I encountered on Saturday, September
20th was the egotistical behavior that gives police officers a bad reputation and quite frankly
leads to situations that escalate beyond a simple traffic stop.
On Saturday, September 20th, we traveled to Austin, Texas to attend the University of Texas
football game. Since we aren't from the area, we were not familiar with the roadways (or
closures) and the mapping software for the trip was apparently not updated. We purchased a
parking permit for Lot 37 located on the northeast corner of Red River Street and Clyde Littlefield
Drive. Initially, the Apple Maps software directed to exit on the I-35 service road and turn North
onto Clyde Littlefield Drive. When we arrived at that intersection, it was blocked so we asked a
police officer which way he would recommend driving. He was extremely respectful, and helpful
and told us to get back on 35 headed south, then do a U-turn, and exit at the Dean Keaton Street
Exit. We followed those directions.
The merge ramp from the Dean Keaton service road to the intersection itself is 149 feet, which is
extremely tight, especially with gameday traffic. (See Attached Image)
We had our blinker on to turn to the left and merged from the on-ramp across two lanes of traffic
following numerous cars who were following a similar pattern. The driver of a car sitting in the
turn lane motioned that we could merge in front of them, which we did with this occurring very
close to the intersection. As we went to turn in the intersection, a large group of pedestrians were
walking South to North across Red River Street, so we were forced to stop in the intersection.

While we were waiting for the pedestrians to clear, the light turned red, and we were caught in
the intersection waiting for the pedestrians to clear up so that we could finish the turn.
Officer Chris Luedtke, APD7707 was sitting on a motorcycle headed south on Dean Keaton and
was one of the ones forced to wait (<5 seconds) since we were in the intersection waiting for the
pedestrians to clear. In hindsight, we should have just went further down Dean Keaton and found
a way to turn around but we did not anticipate that a large group of pedestrians would be
crossing the crosswalk at that moment directed by an additional traffic officer (not using
crosswalk guidance signals) and obviously the most important thing to me in that moment was
the pedestrians. If the pedestrians were not there, we could have easily cleared the intersection.
Ultimately, we received a citation for
- Entering Blocked Intersection (Court Code: 02820)
- Improper Turn - Unsafe (Court Code 01140)
Although I do feel that there was not a citation warranted in this situation (especially being that
us being safe and looking out for pedestrians is what caused it), the main reason that I am
drafting this letter is what happened next. Office Luedtke turned his lights on and I asked him
where that he would like me to pull over and he immediately began yelling and advised that I
park in the opposite lane (see drawing below).
From the moment he walked up to my vehicle, Officer Luedtke was disrespectful, condescending
and extremely confrontational. I asked him what I was supposed to do in that situation because of
the pedestrians (who were technically J-Walking) and he wouldn't give a clear explanation nor
was he willing to help explain or discuss the situation. I would highly encourage management to
review his bodycam footage as I don't believe this is how the officer is trained or what is expected
within Austin Police department. The behavior could cause situations to escalate if the parties
who were pulled over did not handle it in the way that we did.
We are debating hiring an attorney to handle the traffic situation as well as the reporting for this
type of behavior of Officer Luedtke.

n September 22, 2025, at 10:41 AM, I called 911 to report a break-in of my vehicle and informed
the dispatcher that I had the suspect in sight. I stated that officers needed to respond quickly
because I was armed and the suspect was fleeing on foot once he realized I was following him.
While I remained on the line, the dispatcher repeatedly questioned me about the type of weapon I
had, which I believe was irrelevant to my report. She then stated that officers would draw their
weapons on me if I did not provide that information.
I find it unacceptable and unprofessional that, while reporting a crime, I was treated as though I
were the criminal. Being threatened with officers' weapons for exercising my right to report
unlawful activity is deeply concerning. I am formally requesting that a complaint be filed
regarding this incident. I will also be discussing the matter with my attorney.

take her husband away from the home. They told him he needed to go with them and go to a hotel
but didn"t say he needed to be gone for any certain amount of time. They could not tell him how
long he needed to be gone because it was his house too. They asked if he had hit her, and she
wasn"t sure she wanted to disclose that. She said she didn"t understand why they wouldn"t just
take him away for the night. She asked if she said that he hit her, they would take him. The officer
then told her that if she lied and filed a false police report that would be a problem. She felt the
only choice she had in this situation was to say she was hit or that he would come back. She felt
intimidated by the officer"s response. The other issue is that the officer also said, "you"ve got a

he would be asking that in the middle of this high-tension situation. She felt it was inappropriate

On 9-21-2025, at approximately 4:50 pm, I was performing an oil change on my sister's car
parked at The Marshall apartments After finishing the oil change, I stood up from under the car.
My sister, who was present, asked me, "Who is that?" I responded, "That's the police."
At that point, approximately five police officers emerged from around my truck. They aimed
firearms at me, including AR-style rifles, pistols, and shotguns. The officers ordered me, and only
me, to the ground. I immediately complied with all commands.
While I was lying on the ground, officers approached me with their firearms pointed at my head
and ordered me not to move. They then proceeded to search my person without stating any crime
they suspected me of committing. After the search, I was placed in handcuffs.
Once I stood up, Officer Gutierrez (#8906) shoved me (I have video evidence of this). While in
handcuffs, I invoked my Fifth Amendment right, requested a supervisor, and asked for an
attorney. Despite this, officers continued to question me and refused to let me sit down, even
though the handcuffs were cutting off circulation to my hands. I have photographs taken
approximately 10 minutes to 3 hours after the incident documenting the marks left by the
handcuffs.
I was eventually released without charges after multiple witnesses told the officers that I was not
involved in any incident and had simply been working on a car.

Video showing Officer Gutierrez pushing me.

To Whom It May Concern,
I am filing this complaint regarding the handling of APD Case GO#
(Assault with
Injury). The case was originally suspended by Detective Corey Connelly on September 21, 2022.
Recently, I contacted Detective Connelly for a status update, and I was informed in writing that
the case is "past the statute of limitations" and will not be further investigated.
That statement is legally incorrect. The incident occurred on September 15, 2022. Both Assault
with Bodily Injury (felony, by use of a motor vehicle as a deadly weapon) and Failure to Stop and
Render Aid with Injury are felony offenses with a three-year statute of limitations under Texas
Code of Criminal Procedure Article 12.01(7). The limitations period therefore remains open until
September 15, 2025. As of today, the case is still timely and eligible for prosecution.
By advising me otherwise, Detective Connelly provided me with inaccurate legal information that
could have deprived me of my rights as a crime victim under Texas law. The Texas Code of
Criminal Procedure Chapter 56 guarantees crime victims the right to be informed of criminal
justice procedures and to receive accurate information regarding their cases. Suggesting that
prosecution is barred when it is not could constitute a violation of those rights.
The original evidence in this case demonstrates reckless conduct under Penal Code §22.01(a)(1):
the driver reversed a vehicle while I was standing near the wheel, causing a crush injury later
diagnosed as Complex Regional Pain Syndrome (CRPS). The passenger instructed her to back up
despite my presence and later to leave the scene. Both then failed to stop and render aid as
required by Transportation Code $550.021. These actions are prosecutable felonies and remain
within the statutory time frame.

I was riding my longboard on Barton springs road at 3:30 and I do this all the time and an officer
was going west while I was going east and I corrected my positioning in the road I moved to the

then turn on his lights and performed a traffic stop and says I was in the middle of the road but
when he pulled me over I wasn"t he told me to put my board down and I said why he said cuz j
dont know if your going to hit me with it I refused and he said on site turn around or your hands

my backpack off and didn"t check the buckle I had fastened in the front of the bag so when he

The problem was, when the parking staff accidentally went the wrong way (went to where bikes

9/25 APD was called to LASA highschool to investigate an assault on a student by her father that
occurred on Tuesday 9/23 at her home and was reported by female student friends to the
counselors because of their concern for her safety. They had heard it from the girl,
, on the
day of the attack.
I was picking my son, her boyfriend, up early from school at 3:30 because he was not feeling well
when his girlfriend found out her friends had told the counselors and she was crying that people
knew A whole ordeal happened and she and my son ended up with the counselors. They then
asked him if he had any knowledge of this. He had taken photos of her injuries and had been
begging her to tell someone but she refused and was adamant that he should never tell. We had
insisted she at least go to the counselor the day after it occurred 9/24 to seek help She would
only reveal that her father was verbally abusive. But now since the others had told, my son
verified that it was true and told them what he knew of the incident and many instances of her
father hitting her.
On the day of the incident at around noon, she had walked to the library and contacted my son,
her boyfriend of 11 months, as well the other friends, right after the assault happened She was
distraught and she was locked out of the house by her father : barefoot with no phone or money
or food or water. All the kids were alarmed and concerned, as was I, upon hearing of it. We tried
to locate her, but the library had asked her to leave due to her lack of footwear., so we only found
her brother who was also locked out and waiting for his mom to get home from work before
returning home He did not know where she was
We found out she was able to find a fiend and then we attended her volleyball game later that day
to see if she was okay. She arrived late after finding a friend to give her a ride She is on varsity and
never misses, never is late, but she had no way to get there. My son photographed her injuries
from the attack immediately after the game No injuries or rough contact of any kind occurred
during the games
I had called the counselors yesterday and asked them to do a wellness check on her due to
"difficulties" " at home and stated that she needed support, but I had not reported what I heard on
the day it was occurring b/c she begged us not to. She NEVER tells She reports to my son this bas

been happening for years and she just wants to make it until she is 18 and can leave because she
does not want to upset the lives of her younger siblings who are not hit.
Officer Brandon Marini Badge # 10079 and several others were called to the school when her
mother arrived at the school at around 6pm I have no idea why, they were called Up until that
point we had been waiting to see how
was because she was in talking with counselors and
we had been asked to show the campus police the injury photos my son had taken. We showed
them and told them what we knew of the incident and waited worrying about what would
happen now. We did NOT want to be identified or in contact with the mom so we then waited
more. We were told repeatedly that a CPS report had been made and any info we provided would
be anonymous I do NOT want my child known to those parents
After a school official told us she and
had left, we walked out and Officer Marini, alone,
swiftly approached us in the school hallway and asked if we were the ones who had filed the
complaint. We said we were not, that we had just provided information when asked by the
counselors He informed us that when questioned by APD ( which she had no desire to be) that
the victim denied everything and said her injuries were from volleyball. I told him they definitely
were not. He then informed us that, even if that was the case, under Texas law, her father had a
right to discipline her even by hitting her in the head and face. She has two bumps on her head
and a swollen and bruised ear (We had given those pictures to the campus police He had not
even seen them. )He was VERY dismissive of the campus police when we told him we had already
told them what we know and he said they had NOTHING to do with his investigation.
The victim told her friends that her dad stood over her lying on the ground and hit her repeatedly
with her full backpack on her head and body
The officer asked no one about any of this He simply asked her the child victim who was terrified
When I told him I feared for her as she has no phone or car or way to call for help b/c they took
her phone and they are probably angry now that this occurred He shrugged and said it was their
right to take her phone and basically told us that he thought we were lying and that her injuries
were consistent with volleyball. It was not until her volleyball coach came over and joined the
conversation and verified she had not played volleyball for the 4 days of vacation prior to
Tuesday and in the taped game on Tuesday. she sustained zero Injuries of any kind and that the
whole can easily be viewed that he entertained the possibility that we were not lying The
injuries in the photos that my son took after the game were not caused by volleyball. He asked if
they were time stamped stil doubting.
The coach also told him that the girls who
had told about the assault were willing to
recount what they were told to him and that one was waiting to do so. He declined to speak with
them and said that was not necessary.
Only after the coach said it was not US who reported the incident at all did the officer stop acting
like we were most probably lliars who made this up because we do not approve of physical
discipline We did not ask to press charges. We just told the truth when asked We never asked to
speak with him. He approached us as if we had done something wrong He also asked for our
names and contact info which I really hope will not be revealed to her father who I also fear due

to the stories I have heard We only agreed to giving info under the condition of anonymity to
avoid being in danger ourselves.
The officer sent a girl home with her mother when her volleyball coach and counselors did not
believe it safe and treated all of us concerned for her welfare with contempt and skepticism. He
disregarded much pertinent information He should NEVER be sent to investigate instances of
child or domestic abuse Maybe he is great at arresting drunk and belligerent people and
interrogating drug dealers but he is hostile and unfriendly. I extended my hand when he first
approached us and said "nice to meet you He obviously did NOT want to shake my hand and it
took him a moment to reticently do so
If this girl is harmed, it is on him for facilitating it, because he did not bother to listen to anyone
He believed the mom, who also hits her, and the victim who is afraid But my complaint is also
with the way he treated us I have never felt so disrespected and doubted in my life I like and
trust law enforcement, but if he was my only experience of it, I would think they were scary and
awful. My son felt interrogated and defensive and I regret telling anyone anything because it was
an awful experience. He was still present in his police vehicle when we drove away and I thought,
is he going to run my plates and get my home address and retaliate if I complain about him. Never
in my life has a police officer made me feel that way. And I do not even want him to do his job I
just want him to be assigned not deal with abuse victims or receive training on it. I think he
genuinely believed we were lying

I made this report due to the reckless endangerment of law informant. I was told that someone
would get back to me, however I did receive a call that I needed to contact 512-974-0999. I have
posted on Facebook:Hi neighbors, today around 5:00 pm I was driving on Cameron heading
towards 183. I noticed the car behind me whipping left and right trying to regain control. They
were going at a high rate of speed. I was about to call 911 but then two cars were after that white
sports car with sirens on. It was strange as the cars were not black and white like what APD
would have been in. I can't find any information on the situation in Nextdoor or the Citizen's app.
I'm concerned that there would be a high speed chase on such a busy road and it wasn't APD
chasing them. Security guard's? Campus Police? It happened so fast and then they were gone
while everyone else was waiting for the light to change
Reply from another witness
I was almost taken out by these guys as I sat at the light at berkman. The white mustang was so
loud and came behind me at full speed, went up on the sidewalk and grass and took a right on
berkman- both cops (unmarked with lights and sirens) followed up on the sidewalk to avoid rear
ending us. It"s bothered me all afternoon how close it was and odd.
My response
UPDATE
I called 311 and gave a report of the incident the report number is 25-00314396 From the
operator's response there did not appear to be a prior report on this situation with APD. The
chase vehicles with their lights flashing were not Austin's assigned black and whites. Whoever
were chasing the Mustang needs to be held accountable for chasing this vehicle through a heavy
traffic area and jumping onto the sidewalk in this pursuit. That time of day someone could have
been killed. ?????
Correct me if I'm wrong but isn't there a law against police pursuit in a heavily
populated/residential area? Please look into this incident, if this was ICE or some other agency. I
feel the Austin Police should have some kind of information about this and have it addressed. I
don't know why this person was being chased, however I do know that my life and the lives of
other people were not being considered. At 5:00 pm in front of a High school there could have
been students on those sidewalks and people waiting for the bus.

The complainant alleges:
I filed an Internal Affairs complaint on September 19, 2025, regarding a motor vehicle accident
that occurred on September 13, 2025. My complaint requested an investigation due to several
concerns, including: failure to obtain my statement, failure to document witnesses, bias in
attention, unaddressed language barriers, inaccurate and misleading information, and reporting
discrepancies.
On September 26, 2026, at approximately 8:18 p.m., I received a phone call from an individual
identifying himself as Sergeant Bernstein, badge #5398. During this call, Sergeant Bernstein was
extremely aggressive in tone and asked whether I wanted to change or modify the Internal Affairs
complaint I had submitted regarding the motor vehicle accident.
I asked whether it is standard procedure for an officer to contact a complainant outside of normal
business hours and whether it was his role to investigate or discuss my complaint directly. He
admitted that it was not his responsibility but stated that Internal Affairs had informed him of my
complaint and directed him to contact me. He further indicated that he is the supervisor over the
officers named in my complaint. Despite this, he continued to argue with me in an aggressive and
unprofessional manner until the call was disconnected.
I believe this conduct was highly improper for the following reasons:
Unprofessional and Inappropriate Contact: Contacting a complainant late in the evening, outside
of standard business hours, is unprofessional and raises serious concerns about proper
procedure.
Aggressive and Intimidating Conduct: The hostile and argumentative tone could reasonably be
perceived as an attempt to intimidate or discourage me from pursuing my complaint.

Conflict of Interest: Sergeant Bernstein supervises the officers named in my complaint. His
involvement represents a direct conflict of interest and undermines the integrity of the
investigative process.
Potential Interference with Complaint: Requesting that I "change or modify" my complaint is
inappropriate and suggests an attempt to interfere with or alter the complaint process.
This incident raises serious concerns about professionalism, impartiality, and the integrity of the
Internal Affairs process, and I request a full review of Sergeant Bernstein's conduct.

Subject: Complaint Regarding Officer Conduct - Sept 28, 2025
To Whom It May Concern,
I am filing this complaint regarding an Austin Police Department officer's conduct and response
to a threat of violence that occurred the morning of Sunday, September 28, 2025, at
approximately 7:30 AM. The call for service was placed from my number
Two officers responded: a female officer who spoke with my wife, and a male officer who took my
report.
Incident Summary
While my wife was walking our dogs in our neighborhood near
my wife was yelled
at and cursed at by an older teenager (~18). She felt unsafe and disturbed.
I went outside with her to walk our 3rd dog (she"s recovering from surgery), to see what was
happening. When we made it to the car, I asked the male what the issue was and why he felt the
need to yell at my wife.
The individual escalated the situation and made repeated threats, including:
"I'll get out and handle this."
"Let's go, right now, I'll pop my trunk and handle this."
These statements clearly implied retrieving a weapon from his vehicle.

The male officer informed me that "nothing would happen" and that there would be "zero
consequences" for these threats. He assured me only that a "record" now existed. The officers did
not even document the suspect's house address. Which is
I explained my concern - that these were unprovoked threats of violence, with obvious
implications - but the officer downplayed the seriousness of the situation. He made it apparent
that they could only do something if the threat was acted upon. Which I don"t believe.
Unprofessional Behavior
When I challenged his explanation and pressed for accountability, the male officer became visibly
frustrated. He raised his voice, waved his arms, and stepped into my personal space. When I
called him out on this behavior, he attempted to turn the situation around on me.
Realizing this was unproductive and nothing is going to happen to ensure public safety. My wife
and I walked away from the visibly angry officer and went inside to our home.
This conduct was unprofessional, intimidating, and deeply disappointing - especially
considering I was the reporting party and victim of the threat.
Broader Concerns
Given the rising incidents of gun violence nationwide, it is unacceptable for an officer to dismiss a
direct threat of violence in this manner. I feel my concerns, my wife's safety, and our community's
safety were not taken seriously.
Requested Action
I respectfully request that this complaint be formally reviewed by the Office of Police Oversight.
Specifically, I ask that:
The incident be documented and attached to the official call record.
The male officer's handling of the situation, and his behavior toward me, be reviewed.
I be informed of any follow-up actions taken.
I appreciate your time and attention to this matter.

The complainant alleges:
I filed a police report on August 16th 2025 regarding a sex crime that was committed against me.
My intimate photos and videos were shared without my consent. This case was unnecessarily
prolonged because when I first reported this as a sex crime toward me, it was not forwarded to
the sex crimes unit due to what the third person I spoke to in sex crimes described as an
oversight. It wasn't until my third time following up with the sex crimes unit almost three weeks
later that my case was assigned to Detective Christopher Yager. I am
and the
stress that this has caused me is affecting my sleep, my mental state, my emotional state and most
importantly my unborn child. The details regarding the report are as follows: I confided in
someone (Christopher Maldonado) earlier in the year because I was made to trust him and
believe that our conversations were between me and him when, in Elyssa Longoria's own words, I
was coerced into being vulnerable and sending my nude photos and videos out of "pure
retaliation" for responding to Chris' first ever message.
Detective Yager took a very long time to ask me for evidence and to review the evidence. I
provided countless messages and video evidence showing that my confidential photos and videos
were shared without my consent.
Detective Yager did not respond to these submissions until four days later which was Tuesday of
last week, and I was told that I would be provided an update by the end of last week and never
was. I called in today and detective Yager told me that there was nothing that was going to be
done, and I would have to file this through family court. He claims that there was no crime
committed against me. None of the people involved are my family. This is a crime that was
committed against me because my intimate photos and videos were shared without my consent. I
would like to have my case reviewed again, and I would have like to have this detective looked
into because he did not reassure me in anyway that he understood why I was pressing charges
against both Christopher Maldonado and Elyssa Longoria, and the fact that he told me that this
has to be settled in Family Court makes zero sense in relation to the sex crime that was
committed against me.

The complainant alleges:
I was arrested and taken to the ground by Officer Lobb. He put his full body weight down on me
and used his belt buckle/utility belt to press hard into my face. As a result, my mouth stared to
bleed. I told him it was cutting my face and he responded Thats just the way it is". He only let up
after the female officer asked if he was sure his belt buckle wasn"t pressing too hard. After I was
hog tied and injected with a sleeping agent. I was left next to the EMS truck and was falling asleep.
Officer Joshua Lobb came up behind me and places his hand over my face and pinched my nose
and covered my mouth and pressed me hard into his chest so I couldn"t breathe or yell to alert
anybody of his actions.
During this unlawful arrest, officer Joshua Lob #9243 was corrected several times by the female
officer with the blue eyes who works the South Austin division with a Hispanic female officer they
share the same car. Officer Joshua Lobb #9243 did intentionally intend to suffocate me by
pinching my nose and covering my mouth with his right hand. I managed to pull downward and
wiggle my face left to right to break free and yelled out "You"re trying to suffocate me" alerting
the other officers of the situation in which they came back and kept eyes on me. The whole police
report was doctored there was never a burglary. I was told I wasn"t under arrest and invoked my
right to remain silent. I was out walking my dog. I just left the front office trying to sign my lease.

The complainant alleges:
She is being harassed and stalked by both ACC campus police and APD. She stated Vehicle 2841
parked at the McDonalds she was eating at. They stayed there for around 20 minutes while she
ate and then they left when she left. As she was leaving, she made a left and parked in a parking
lot, and another police officer car number 7793 drove passed by her. About 9 minutes after that,
she backed out of that Jack in the Box parking lot, she saw another police officer turned in front of
her and parked at the intersection she was near. She doesn"t know if it was that 7793 car or a
different one. The day before all of this she had an interaction with ACC campus police which she
had filed a complaint about with the university. That night car number 8978. She feels like
someone must have contacted APD to have them follow her around. When she got home that
same night, she called 911 and asked to speak to the Seargeant. No one called her. She believes
this may be retaliation because of the previous complaints she"s made.

The complainant alleges:
He believes a phone call he made to contact his mother at a nursing home was answered by a
trained interrogator/detective with APD who was trying to set him up to get arrested. After an
aggressive line of questioning over the phone with this alleged detective, the complainant
threatened to go to his mother"s nursing home at 1407 Liberty Park Dr. with a tommy gun. He
was subsequently arrested. His cause number is C-1-CR211497. He believes that he was
entrapped to make that threatening statement by the detective.
He cooperated with the police when they arrived.
He doesn"t have a complaint about his arresting officers that night, only the alleged
interrogator/detective. He stated he was being shunned from calling 911. He believes this officer
held him up in county jail by calling to have his release delayed in order to keep him from seeing
or speaking with his mother. He believes they were keeping his mother at a nursing home against
her will.
On a different date, after his mother died, he and was arrested for no reason without APD telling
him why. He told them his mother has died and they let him go.
