Dear Chief Davis:
On May 29, 2025, Acting Region III Commander, Lieutenant Jane Pacifico, forwarded two internal
memorandums to IAD requesting that Austin Police Department (APD) Police Officer Jodean Reed
Dixon, AP5116, and APD Police Officer Christine Manzanal-Gomez be investigated for using profanity
and unprofessional language during a call for service.
Disposition by APD Chain of Command
On September 18, 2025, APO was notified that Officer Gomez's chain of command had scheduled a
Disciplinary Meeting (DM) with her for October 16, 2025. The DM was subsequently rescheduled to
November 10, 2025. The Notice of Sustained Allegation (NOSA) indicated that Officer Gomez's chain
of command recommended a finding of "Sustained" for the policy violation listed below in
connection with the complaint investigation. The chain of command's disciplinary recommendation
was "up to or including a/an 15-day suspension, with consideration of Education-Based Discipline."
301.2 Impartial Attitude and Courtesy
OPO Discipline Recommendation:
The investigation revealed that Officer Gomez used profanity and unprofessional language, including
multiple variations of the "N-word," during a call for service. During the call, Officer Gomez was
observed using the "N-word" in two separate incidents while interacting with the subject of the call,
both before and during transport to Travis County Jail.
Officer Gomez has failed to take responsibility for her actions. During her IAD interview, when asked
if she had violated General Order 301.2, Impartial Attitude and Courtesy, Officer Gomez stated that
she had not. When asked if she would handle the same situation differently in the future, she
responded, "Apparently I feel like I can't correct-um, correct it or say something even though it's
offensive and it's an inappropriate word. So, I guess I would stay quiet."
Based on the investigation and her interview responses, Officer Gomez attempted to justify her
actions, believing she had acted within policy during her interactions with the subject. The standard
of conduct for police officers is not reflected in Officer Gomez's actions or statements during the
incident. I recommend a finding of Sustained for the policy violation and that Officer Gomez be
assessed five (5) suspension days, to be served with no eligibility for Education-Based Discipline
(EBD).
